This is an innovative paper that discusses an important subject matter, and it addresses a pressing global issue and therefore makes a timely contribution to the field. The authors are to be commended for their research approach, which is promising and of significant policy benefit. Overall, the paper can be strengthened in several areas, as listed below.
Suggested areas to improve the paper:
- The methods section (selection criteria) seems very light.
- The paper is attempting to 'do too much'. By covering so much ground review the paper loses its impact because insufficient attention is given to correlation among smart cities, sustainable cities and smart sustainable cities. So, throughout the paper, the linkages of smart cities, sustainable cities and smart sustainable cites concept need to be more clearly and explicitly established.
- Add some literature from cities of the developing world. See “Slum Regeneration and Sustainability: Applying the Extended Metabolism Model and the SDGs” in Journal of Sustainability; and “Slum Upgrading: Can the 1.5 °C Carbon Reduction Work with SDGs in these Settlements”?
- Sate the constraints to why the shift to the new Fourth Industrial Revolution concept maybe slow but with benefits. And leadership at all levels is required for change.

This particular paper is based on data mining rather than scientific analysis and research. It is an approach that is also needed within the variety of published papers. As a research review - the paper is very clear and thorough where recent data is called forth. Unfortunately, presented conclusions are not in-depth where the analysis of collected data is concerned. In fact, they can be presented as the final conclusions of any paper dealing with the subject. Can the authors please be more specific on the provided conclusions and maybe form a discussion to show which of the presented trends are the ones most likely to develop and how the outcomes of each development stage may be used. Possibly - it would be also worthwhile if they formulated their own views in the possible city. Also, when describing the 4th industrial revolution - it might be helpful to discuss how this situation might differ in cities which are not as well developed as i.e European or American cities,
