The authors have examined the efficiency of the weight allo-17 cation scheme for renewable energy power consumption responsibilities announced by the National 18 Energy Administration of China in 2018. Based on the ZSG-DEA model, they proposed 20 optimal allocation schemes for renewable energy consumption quotas. The work is very interesting. I must congratulate the authors for the timely study. This reviewer suggests the authors make the following suggested amendments in their revised manuscript.

 

Provide the advantages and limitations of ZSG-DEA model over other models in a tabular form.

Detailed derivations/explanations of Eqs. (3) to (5) are recommended.

Why the title of Section 6 is Patents? Change it to appropriate section title.

The introduction section needs some revisions. The authors are suggested to cite more relevant studies including the following one.

The paper contains significant new information regarding the optimal allocation of renewable energy consumption shares in China. However, in the introduction section, I would suggest that the authors emphasise the research gap intended to be filled within the paper. Following an initial explanation of the context, it would be interesting to briefly mention the paper's purpose and its contribution by summarising what is written at the end of the Literature Review. Finally, already in the introduction part, to further stimulate the reader's interest, I would advise the authors to highlight the originality of their paper.

The paper demonstrates an adequate understanding of the relevant literature and cites an appropriate range of literary sources. It is also advisable to integrate these papers into the discussion paper:

The authors justified and explained the DEA method, thus facilitating the reading and interpretation of the paper. For clarity, I would suggest that the authors create a summary table describing the components of the model.

The results, thanks to numerous graphs and tables, are well written and structured for easy understanding.

The article identifies the theoretical and practical implications of the study. I would suggest that the authors emphasise the limitations of the research conducted more. In addition, I would also recommend including some implications for future research on this topic.

The paper is well written. However, I would recommend proofreading to the authors.
