Urban free-roaming cat populations (or community cats, according to the Spanish legislation) present complex challenges, including public health risks, coexistence conflicts with residents, animal welfare, and threats to biodiversity conservation. In 2020, Córdoba, Spain, initiated one of the most extensive citywide trap–neuter–return (TNR) programs, incorporating 225 groups of cats (usually named colonies) into a meticulously structured management framework. Over four years, the program stabilized cat populations, achieving 95% sterilization coverage and effectively limiting population growth despite external challenges, including abandonment, influxes from unmanaged areas, and compensatory effects. Although the overall population showed a modest decline of 2.68%, this outcome reflects not only the recent inclusion of numerous colonies still undergoing stabilization but also the prevention of an estimated 70% population growth without intervention, as projected by our population viability analysis (PVA). Key results highlight the program’s cost-effectiveness, with an average annual cost of EUR 0.62 per person. The long-term projections from a population viability analysis (PVA) using demographic modeling suggest a potential 55% population reduction by 2028, contingent on sustained efforts. The program’s integration of citizen science, systematic data collection, and adaptive management demonstrates its scalability and replicability as a model for urban and peri-urban feline management globally. Its significance lies not only in its scope and scale but also in demonstrating the ethical and practical feasibility of large-scale TNR initiatives in urban contexts. Córdoba’s program, which predates Spain’s Animal Welfare Law 7/2023 mandating structured feline colony management plans, demonstrates a pioneering framework for compliance and innovation in urban animal management. These findings underscore the critical role of sustained interventions, community collaboration, and legal frameworks in ensuring long-term success and addressing global challenges in urban animal welfare and biodiversity conservation. La Graciosa, a Natura 2000 site in the Canary Islands, faces substantial conservation challenges, including a large free-roaming cat population that threatens the island’s native biodiversity. In July 2024, a Trap–Neuter–Return (TNR) campaign achieved an 81.4% sterilization rate within urban areas, highlighting TNR’s short-term effectiveness in reducing reproductive potential and, consequently, mitigating predation pressures primarily through the prevention of new litters and reduced reproductive activity in cats. The campaign’s success relied heavily on the active involvement of the local community, who assisted with identifying, trapping, and monitoring free-roaming cats, thereby facilitating a high sterilization rate. However, administrative restrictions hindered access to peri-urban zones, leaving essential population clusters unsterilized and limiting the campaign’s overall scope. Additionally, strong opposition from conservation groups, amplified by extensive media coverage, halted the project prematurely, reducing the effective sterilization rate to 69.3% within three months. Population Viability Analysis (PVA) suggests that achieving high sterilization rates could lead to population reduction over time; however, the inability to access all population segments and to reach the ideal 93–95% sterilization threshold limits TNR’s potential as a long-term standalone solution. Our findings underscore the need for adaptive, context-specific management frameworks in ecologically sensitive areas that integrate TNR with complementary measures, consider regulatory barriers, and value community involvement. This case study provides crucial insights for policymakers and conservationists seeking to balance biodiversity conservation with humane management practices in protected areas. Full article

Overpopulation of domestic animals leads to various problems, such as the formation of feline colonies. Population management methods for these colonies have been studied previously; however, no scientific consensus has been reached. This study evaluated the use of trap–neuter–return (TNR) in a free-roaming cat colony in Brazil’s Federal District. The study was conducted over 18 months and involved 157 cats that had not previously been managed. The experiment had three parts: recognition and preparation, TNR intervention, and monitoring. The results showed a 47.8% reduction in colony size. Additionally, 98.8% of the animals were sterilized. The adoption, death, disappearance, abandonment, and immigration rates were 19.7%, 14.0%, 14.0%, 7.6%, and 4.5%, respectively. The TNR experiment conducted in the proposed manner, which included detailed pre-planning, mass sterilization, active management, continuous monitoring, and educational actions, proved to be efficient and humane. However, guidelines aimed at managing animal populations, promoting adoption, preventing abandonment, and educating people about responsible pet ownership are essential for achieving sustainable results. Managing community cats in urban China is a contentious and emerging issue, with debates centering on the most effective and humane approaches. This study aimed to investigate public attitudes towards community cats and various management strategies. A survey was conducted involving 5382 urban residents in China. Their attitudes towards the positive and negative roles of community cats in urban areas and their support for different management methods were examined, including trap-and-kill, taking no action, centralized management, and trap–neuter–return (TNR) and its variations. Results indicated that 63% of participants were willing to coexist with community cats, 71% opposed trap-and-kill, and 61% agreed or strongly agreed with the TNR method and its variations. Older residents or those with higher incomes were more likely to support coexistence with community cats. In contrast, younger or lower-income residents were more likely to support non-coexistence. Residents in first- or second-tier cities (e.g., Beijing, Hangzhou, and Jinan Cities in China) were more inclined to support trap-and-kill and less likely to support coexistence than their counterparts in fourth-tier cities (e.g., county-level cities in China). Moreover, those with lower education or incomes were more supportive of trap-and-kill and taking no action as the methods to manage community cats than those with relatively higher education or incomes. Those with higher incomes held more positive attitudes towards community cats and were more supportive of TNR and its variations than their counterparts with lower incomes. Males were more inclined to support trap-and-kill and taking no action and less inclined to support centralized management and TNR than females. The implications of the findings on TNR with adoption programs in urban China are discussed. These novel findings underscore the need for targeted educational campaigns to promote humane and effective management strategies, addressing public concerns and community cats’ welfare. The study’s insights are critical for informing policy and improving community cat management in urban China. Full article

There is growing concern about effectively controlling cat populations due to their impact on biodiversity, especially on islands. To plan this management, it is essential to know the cat population size, sterilization rates, and space they use. Small inhabited islands can have very high cat densities; thus, this study aimed to evaluate cat density and home range on a small tourist island in the Spanish Mediterranean. Surveys in the urban area identified individual cats using a photographic catalog, and camera trapping was conducted in the scrubland area. GPS devices were fitted on three urban cats. The overall cat density was estimated to be 308 cats/km2, varying between the urban area (1084 cats/km2) and the uninhabited scrubland (27 cats/km2). Urban cats had smaller average home ranges (0.38 ha or 1.25 ha, depending on the estimation method) compared to scrubland cats (9.53 ha). Penetration of scrubland cats into the urban area was not detected. These results indicate that the urban area acts as a source of cats for the scrubland. Although the total sterilization rate was high (90.3%), the large cat population implies that the density would take over a decade to decrease to acceptable levels. Therefore, complementary measures for managing this cat population are recommended. Full article

Feline leukemia virus (FeLV) remains a serious concern in some countries despite advances in diagnostics and vaccines. FeLV-infected cats often have reduced lifespans due to FeLV-associated diseases. The infection is transmitted through social interactions. While Northern European countries have reported a decrease in FeLV among pet cats, Switzerland’s rates remain stagnant at 2.7% (2016/17: 95% CI 1.4–5.2%). Research on FeLV in Swiss stray cats has been lacking, even though these animals could serve as a virus reservoir. Sampling stray cats that do not receive regular veterinary care can be challenging. Collaboration with the Swiss Network for Animal Protection (NetAP) allowed for the prospective collection of saliva samples from 1711 stray cats during a trap–neuter–return program from 2019 to 2023. These samples were tested for FeLV RNA using RT-qPCR as a measure for antigenemia. Viral RNA was detected in 4.0% (95% CI 3.1–5.0%) of the samples, with 7.7% (95% CI 4.9–11.3%) in sick cats and 3.3% (95% CI 2.4–4.4%) in healthy ones. We identified three geographically independent hotspots with alarmingly high FeLV infection rates in stray cats (up to 70%). Overall, including the previous data of privately owned cats, FeLV-positive cats were scattered throughout Switzerland in 24/26 cantons. Our findings underscore welfare concerns for FeLV infections among stray cats lacking veterinary attention, highlighting the potential risk of infection to other free-roaming cats, including those privately owned. This emphasizes the critical significance of vaccinating all cats with outdoor access against FeLV and developing programs to protect cats from FeLV infections. Full article

Understanding the local epidemiology of feline leukaemia virus (FeLV) and feline immunodeficiency virus (FIV) in Hong Kong will inform retrovirus prevention strategies. Domestic cat hepadnavirus (DCH), a novel hepatitis-B-like virus, is commonly detected among client-owned cats in Hong Kong, but community cats have not been studied. The aims of this study were to investigate the frequency and potential risk factors for (i) FeLV and FIV among community and client-owned cats and (ii) perform molecular detection of DCH among community cats in Hong Kong. Blood samples from 713 cats were obtained from client-owned (n = 415, residual diagnostic) and community cats (n = 298, at trap-neuter-return). Point-of-care (POC) testing for FeLV antigen and feline immunodeficiency virus (FIV) anti-p15 and p24 antibodies was performed. FeLV-positive samples were progressed to p27 sandwich enzyme-linked immunosorbent assay. Whole blood DNA was tested with qPCRs for FeLV U3 and gag, and nested PCRs where additional information was required. DCH qPCR was performed on a subset of community cats (n = 193). A single, regressive, FeLV infection was detected in a client-owned cat (1/415 FeLV U3 qPCR positive, 0.2%, 95% CI 0.0–1.3%). Five/415 client-owned cats tested presumably false FeLV-antigen positive (qPCR negative). No markers of FeLV infection were detected in community cats (0/298; 0%). FIV seroprevalence was much higher in community cats (46/298, 15.4%) than in client-owned cats (13/415, 3.1%) (p < 0.001). Mixed breed was a risk factor for FIV infection in client-owned cats. Neither sex nor age were associated with FIV infection. DCH DNA was detected in 34/193 (17.6%) community cats (median viral load 6.32 × 103 copies/reaction). FeLV infection is rare in Hong Kong, negatively impacting the positive predictive value of diagnostic tests. FeLV-antigen testing remains the screening test of choice, but confirmation of a positive result using FeLV qPCR is essential. FIV infection is common in community cats and the absence of a sex predisposition, seen previously in cats managed similarly, raises questions about virus-transmission dynamics in these groups. DCH infection is very common in Hong Kong, both in client-owned and community cats, highlighting the importance of understanding the pathogenic potential of this virus for cats. Full article

Stray cats can host (zoonotic) viral pathogens and act as a source of infection for domestic cats or humans. In this cross-sectional (sero)prevalence study, sera from 580 stray cats living in 56 different cat groups in rural areas in The Netherlands were collected from October 2020 to July 2022. These were used to investigate the prevalence of the cat-specific feline leukemia virus (FeLV, n = 580), the seroprevalence of the cat-specific feline viruses feline immunodeficiency virus (FIV, n = 580) and feline coronavirus (FCoV, n = 407), and the zoonotic virus severe acute respiratory coronavirus-2 (SARS-CoV-2, n = 407) using enzyme-linked immunosorbent assays (ELISAs). ELISA-positive results were confirmed using Western blot (FIV) or pseudovirus neutralization test (SARS-CoV-2). The FIV seroprevalence was 5.0% (95% CI (Confidence Interval) 3.4–7.1) and ranged from 0–19.0% among groups. FIV-specific antibodies were more often detected in male cats, cats ≥ 3 years and cats with reported health problems. No FeLV-positive cats were found (95% CI 0.0–0.6). The FCoV seroprevalence was 33.7% (95% CI 29.1–38.5) and ranged from 4.7–85.7% among groups. FCoV-specific antibodies were more often detected in cats ≥ 3 years, cats with reported health problems and cats living in industrial areas or countryside residences compared to cats living at holiday parks or campsites. SARS-CoV-2 antibodies against the subunit 1 (S1) and receptor binding domain (RBD) protein were detected in 2.7% (95% CI 1.4–4.8) of stray cats, but sera were negative in the pseudovirus neutralization test and therefore were considered SARS-CoV-2 suspected. Our findings suggest that rural stray cats in The Netherlands can be a source of FIV and FCoV, indicating a potential risk for transmission to other cats, while the risk for FeLV is low. However, suspected SARS-CoV-2 infections in these cats were uncommon. We found no evidence of SARS-CoV-2 cat-to-cat spread in the studied stray cat groups and consider the likelihood of spillover to humans as low. Full article

Homeless cats are a major problem in Europe, with hundreds of thousands abandoned every year. While many die, others can adapt to a lifestyle of roaming freely and establish community cat populations that tend to cluster together in groups. These groups of cats are typically found in urban areas that offer food and shelter to the cats. Animal welfare organizations often care for these cats, providing them with food, shelter, and medical attention. Despite this, conflicts can arise due to the presence of free-roaming cats, with some individuals advocating for drastic measures such as trapping and killing the cats to reduce their populations. However, it is essential to note that such methods are frequently illegal, inhumane, and ultimately ineffective in most situations. A thorough assessment of the impact of cats on a particular natural area requires a comprehensive cat census, a detailed study of the species being preyed upon, and an investigation into the prevalence of zoonotic or epizootic diseases. Moreover, veterinary experts assert that the public health risks associated with cats are often overstated. This article aims to provide a nuanced perspective on the impact of cats on biodiversity in natural areas, while also discussing their role in transmitting the main zoonotic diseases identified in European countries in recent years, with a particular focus on Spain. Effective cat control programs should focus on non-lethal methods such as trap–neuter–return (TNR) and adoption. TNR has proven to be the most effective and humane method of controlling the free-roaming cat population, but its effectiveness is influenced by several factors, including adoption programs and public education on responsible pet ownership. According to Spanish veterinarians, sustainable and science-based solutions such as TNR programs are the best way to achieve population control of free-roaming cats. The veterinary profession should raise awareness regarding sterilization, vaccination, and identification of cats and the consequences of abandonment. They oppose lethal control and removal of cats from the environment, which are ineffective and unethical methods. To promote animal welfare, veterinary professionals must collaborate with public administrations to implement long-term, sustainable solutions to the problem of cat overpopulation. Greater social awareness regarding the importance of sterilization and identification to prevent abandonment and reduce the number of free-roaming cats is also needed. Despite the challenges presented by homeless cat populations in Spain and the rest of Europe, there are many reasons for optimism. Animal welfare organizations and veterinary professionals are actively collaborating to develop humane and effective solutions to manage community cats, including programs such as TNR and adoption. Furthermore, these initiatives are gaining momentum and support from emerging laws and regulations, such as the recent Spanish animal welfare law. Through these efforts, we can reduce the number of free-roaming cats and improve their quality of life. Full article

This current study investigated the trends in public animal shelter intakes and outcomes and the workload of shelter veterinarians in Taiwan from 2012 to 2020 and reports spatial, temporal, and socioeconomic factors associated with these trends. Information about the public animal shelter management of dogs and cats from all counties of Taiwan between 2012 and 2020 was acquired from the National Animal Shelter Management System of the Council of Agriculture Executive Yuan in Taiwan. Ridge regression followed by multivariable linear regression was conducted to examine the risk factors for animal intakes, outcomes, the number of adopted animals, and the estimated veterinary workload in public animal shelters. The intakes and outcomes of shelter animals significantly decreased over time. Euthanasia, which was performed in the shelters, was positively associated with shelter animal intakes and outcomes as it resulted in animal outcomes and thus facilitated the flow of animals in the shelters. Adoption and trap–neuter–vaccination–return, in replacement of euthanasia, became the main reasons for animal outcomes, and with every increase in human fertility rate, the monthly number of adopted animals over the number of animals entering shelters increased by 1.10% (95% CI: 0.21 to 2.00). The veterinary workload in the shelters of two counties exceeded what is regulated by law (i.e., 100 animals per veterinarian) in 2018 and increased to six counties in 2020. This current study reported important trends in the management of public animal shelters in Taiwan, the increasing workload of shelter veterinarians, and factors associated with these trends. It built the epidemiological foundation for future research on methods of improving shelter management and work conditions for shelter staff. Full article

Using user-generated content from Weibo, this study investigated Chinese citizens’ opinions on stray cats on a large scale. Through the techniques of natural language processing, we obtained each Weibo post’s topics and sentiment propensity. The results showed that: (1) there were some irresponsible feeding behaviors among citizens; (2) public perceptions of the ecological impacts caused by stray cats were unlike; (3) the trap-neuter-return (TNR) method served high support in public discussion; (4) knowledge about stray cats’ ecological impacts was positively correlated with support for the lethal control methods in management. Based on these findings, we suggested that management policies should be dedicated to (1) communicating to the (potential) cat feeders about the negative aspects of irresponsible feeding behaviors; (2) raising “ecological awareness” campaigns for the public as well as highlighting the environmental impacts caused by stray cats; (3) understanding citizens’ perceptions toward different management scenarios and making decisions accordingly. In addition, this study also suggested that social media data can provide useful information about people’s opinions on wild animals and their management. Policies would benefit by taking this source of information into the decision-making process. Full article

Dogs and cats are susceptible to severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). During the pandemic, several studies have been performed on owned cats and dogs, whereas limited data are available on the exposure to stray animals. The objective of this study was to investigate the exposure to SARS-CoV-2 of feral cats and kennel dogs in northeastern Italy, through serological and molecular methods. From May 2021 to September 2022, public health veterinary services collected serum, oropharyngeal, and rectal swab samples from 257 free-roaming dogs newly introduced to shelters, and from 389 feral cats examined during the routinely trap–neutered–return programs. The swabs were analyzed for viral RNA through a real-time reverse transcriptase PCR (rRT-PCR), and sera were tested for the presence of the specific antibody against SARS-CoV-2 (enzyme-linked immunosorbent assay). Serology was positive in nine dogs (9/257) and three cats (3/389), while two asymptomatic cats tested positive to rRT-PCR. One cat turned out to be positive both for serology and molecular analysis. In addition, this study described the case of a possible human-to-animal SARS-CoV-2 transmission in a cat that travelled in close contact to a COVID-19-positive refugee from Ukraine. This study shows that SARS-CoV-2 can infect, in natural conditions, stray cats and kennel dogs in northeastern Italy, although with a low prevalence. Full article

Globally, unowned urban cats are a major concern because they may suffer from poor welfare and cause problems, including public health risks, nuisances, and urban wildlife predation. While management options are often presented as a choice between culling or trap–neuter–return (TNR), for 25 years, the Lonely Miaow (Inc.) charity in Auckland, New Zealand (hereafter LM), has used a third strategy—intensive adoption or trap–assess–resolve (TAR). As of 2019, of 14,611 unowned cats trapped, 64.2% were adopted, 22.2% were euthanized if unsocialised or in grave ill-health, 5.7% were neutered and returned to the site, and 7.9% had other outcomes, such as being transferred to other shelters. Adoption rates increased over this time, exceeding 80.0% in 2018 and 2019. The cost of processing each cat from capture to adoption rose from NZD 58 in 1999 to NZD 234 by 2017. Approximately 80% of colonies (sites where cats were trapped) were around residential areas. Approximately 22% of cats required veterinary treatment after capture; common ailments included respiratory infections, ringworm, dental problems, and trauma. Consistently, 52% of cats were young kittens (<10 weeks old), c. 80% of cats were <1 year old, and only c. 2% were estimated to be >5 years old. TAR avoids euthanasia where possible. Its effectiveness would be enhanced by fewer abandonments of owned cats and kittens, fitting within integrated strategies for the control of unowned cats involving community education. Cat adoptions improve the welfare of cats and, with appropriate husbandry, should alleviate concerns about nuisances, public health, and attacks on wildlife or the cats themselves, essentially benefitting the community and the cats. This case study is relevant to other cities around the world that are seeking to manage unowned cats. Full article

Trap-neuter-return (TNR) has become an effective solution to reduce the prevalence of stray animals. Due to the non-culling policy for stray cats and dogs since 2017, there is a great demand for the sterilization of cats and dogs in Taiwan. In 2020, Heart of Taiwan Animal Care (HOTAC) had more than 32,000 cases of neutered cats and dogs. HOTAC needs to take pictures to record the ears and excised organs of each neutered cat or dog from different veterinary hospitals. The correctness of the archived medical photos and the different shooting and imaging angles from different veterinary hospitals must be carefully reviewed by human professionals. To reduce the cost of manual review, Yolo’s ensemble learning based on deep learning and a majority voting system can effectively identify TNR surgical images, save 80% of the labor force, and its average accuracy (mAP) exceeds 90%. The best feature extraction based on the Yolo model is Yolov4, whose mAP reaches 91.99%, and the result is integrated into the voting classification. Experimental results show that compared with the previous manual work, it can decrease the workload by more than 80%. Full article

In a frequently cited 2005 paper, a Ricker model was used to assess the effectiveness of trap–neuter–return (TNR) programs for managing free-roaming domestic cat populations. The model (which was originally developed for application in the management of fisheries) used data obtained from two countywide programs, and the results indicated that any population reductions, if they existed, were at best modest. In the present study, we applied the same analysis methods to data from two long-term (i.e., >20 years) TNR programs for which significant population reductions have been documented. Our results revealed that the model cannot account for some key aspects of typical TNR programs, and the wild population swings it predicts do not correspond to the relative stability of free-roaming cat populations. A Ricker model is therefore inappropriate for use in assessing the effectiveness of TNR programs. A more recently developed, stochastic model, which accounts for the movement of cats in and out of a given area, is better suited for predicting the sterilization effort necessary to reduce free-roaming cat numbers through TNR programs.
