Innovative Business Models Towards Sustainable Energy Development: Assessing Benefits, Risks, and Optimal Approaches of Blockchain Exploitation in the Energy Transition

The goals of the European Union towards the energy transition imply profound changes in the energy field, so as to promote sustainable energy development while fostering economic growth. To achieve these changes, the incorporation of sustainable technologies supporting decentralisation, energy efficiency, renewable energy production, and demand flexibility is of vital importance. Blockchain has the potential to change energy services towards this direction. To optimally exploit blockchain, innovative business models need to be designed, identifying the opportunities emerging from unmet needs, while also considering potential risks so as to take action to overcome them. In this context, the scope of this paper is to examine the opportunities and the risks that emerge from the adoption of blockchain in four innovative business models, while also identifying mitigation strategies to support and accelerate the energy transition, thus proposing optimal approaches of exploitation of blockchain in energy services. The business models concern Energy Performance Contracting with P4P guarantees, improved self-consumption in energy cooperatives, energy efficiency and flexibility services for natural gas boilers, and smart energy management for EV chargers and HVAC appliances. Firstly, the value proposition of the business models is analysed and results in a comprehensive SWOT analysis. Based on the findings of the analysis and consultations with relevant market actors, in combination with the examination of the relevant literature, risks are identified and evaluated through a qualitative assessment approach. Subsequently, specific mitigation strategies are proposed to address the detected risks. This research demonstrates that blockchain integration into these business models can significantly improve energy efficiency, reduce operational costs, enhance security, and support a more decentralised energy system, providing actionable insights for stakeholders to implement blockchain solutions effectively. Furthermore, according to the results, technological and legal risks are the most significant, followed by political, economic, and social risks, while environmental risks of blockchain integration are not as important. Strategies to address risks relevant to blockchain exploitation include ensuring policy alignment, emphasising economic feasibility, facilitating social inclusion, prioritising security and interoperability, consulting with legal experts, and using consensus algorithms with low energy consumption. The findings offer clear guidance for energy service providers, policymakers, and technology developers, assisting in the design, deployment, and risk mitigation of blockchain-enabled business models to accelerate sustainable energy development. The rapid evolution of Industry 4.0 technologies has resulted in a scenario in which collaborative networks are essential to overcome the challenges related to their implementation. However, the frameworks to guide such collaborations remain underexplored. This study addresses this gap by proposing Business Rules and Goals Models to operationalize Industry 4.0 solutions through enterprise collaboration. Using the For Enterprise Modeling (4EM) method, the research integrates qualitative insights from expert opinions, including interviews with 12 professionals (academics, industry professionals, and consultants) from Brazilian manufacturing sectors. The Goals Model identifies five main objectives—competitiveness, efficiency, flexibility, interoperability, and real-time collaboration—while the Business Rules Model outlines 18 actionable recommendations, such as investing in digital infrastructure, upskilling employees, and standardizing information technology systems. The results reveal that cultural resistance, limited resources, and knowledge gaps are critical barriers, while interoperability and stakeholder integration emerge as enablers of digital transformation. The study concludes that successfully adopting Industry 4.0 requires technological investments, organizational alignment, structured governance, and collaborative ecosystems. These models provide a practical roadmap for companies navigating the complexities of Industry 4.0, emphasizing adaptability and cross-functional synergy. The research contributes to the literature on collaborative networks by connecting theoretical frameworks with actionable enterprise-level strategies. Full article

The COVID-19 pandemic has highlighted critical vulnerabilities in urban logistics systems, particularly in last-mile delivery. To enhance logistics resilience and efficiency, the Korean government has initiated an innovative project that repurposes idle spaces in subway vehicle bases within the Seoul Metropolitan Area into logistics centers. This study proposes a comprehensive multi-criteria evaluation framework combining the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to assess the suitability of ten candidate sites. The evaluation criteria span four dimensions, facility, geographical, environmental, and social factors, derived from the literature and expert consultations. AHP results indicate that geographical factors, especially proximity to urban centers and major logistics facilities, hold the highest weight. Based on the integrated analysis using TOPSIS, the most suitable locations identified are Sinnae, Godeok, and Cheonwang. The findings suggest the strategic importance of aligning infrastructure development with spatial accessibility and stakeholder cooperation. Policy implications include the need for targeted investment, public–private collaboration, and sustainable logistics planning. Future research is encouraged to incorporate dynamic data and consider social equity and environmental impact for long-term urban logistics planning. Full article

Introduction: Respiratory Syncytial Virus (RSV) is the leading cause of lower respiratory tract infections in infants and children, as well as hospitalizations for respiratory infections in the pediatric population, representing a significant public health concern. Nirsevimab, a long-acting anti-RSV monoclonal antibody, has recently been approved by the European Medicines Agency (EMA). The aim of this study is to assess the utility of certain parameters, such as the Number Needed to Immunize (NNI), in supporting decision-makers regarding the introduction of nirsevimab as a universal prophylactic measure. Methods: A literature review was conducted to identify the definition and application of the NNI in the context of infectious disease prevention. The following online databases were consulted: Scopus, MEDLINE, Google Scholar, Web of Science, and Cochrane Library. The search was restricted to English-language texts published between 1 January 2000 and 30 January 2025. Results: The NNI represents the number of individuals who need to be immunized to prevent clinical outcomes such as medical visits and hospitalizations caused by infectious diseases. Six studies were identified that utilized this parameter to outline the benefits of immunization and describe the advantages of using monoclonal antibodies for RSV disease. Finelli and colleagues report that to prevent one RSV-related hospitalization, 37–85 infants aged 0–5 months and 107–280 infants aged 6–11 months would need to be immunized with long-acting anti-RSV antibodies. A recent study by Mallah et al. on the efficacy of nirsevimab estimates that the NNI required to prevent one RSV-related hospitalization is 25 infants. Studies by Francisco and O’Leary report NNI values of 82 and 128 infants, respectively, to prevent one RSV-related hospitalization with nirsevimab. Mallah et al. describe NNI as a metric useful to quantify the immunization effort needed to prevent a single RSV hospitalization. A recent Italian study reports that 35 infants need to be immunized to prevent one hospitalization due to RSV-LRTI and 3 infants need to be immunized to prevent one primary care visit due to RSV-LRTI. The studies indicate that the NNI for anti-RSV monoclonal antibodies is lower than the corresponding Number Needed to Vaccinate (NNV) for vaccines already included in national immunization programs. The main limitations of using this parameter include the absence of a shared threshold for interpreting results and the lack of consideration for the indirect effects of immunization on the population. Conclusions: The NNI is an easily understandable tool that can be used to convey the value of an immunization intervention to a variety of stakeholders, thereby supporting public health decision-making processes when considered in association with the uptake of the preventative strategy. At the current status, the estimated NNI of monoclonal antibodies against RSV results favourable and confirms the use in the first year of life for the prevention of RSV disease. Full article

This strategic document outlines Bulgaria’s roadmap for modernizing its cartographic sector from 2025 to 2035, addressing the outdated geospatial infrastructure, lack of standardized digital practices, lack of coordinated digital infrastructure, outdated standards, and fragmented data management systems. The strategy was developed in accordance with the national methodology for strategic planning and through preliminary consultations with key stakeholders, including research institutions, business organizations, and public institutions. It aims to build a human-centered, data-driven geospatial framework aligned with global standards such as ISO 19100 and the EU INSPIRE Directive. Core components include: (1) modernization of the national geodetic system, (2) adoption of remote sensing and AI technologies, (3) development of interactive, web-based geospatial platforms, and (4) implementation of quality assurance and certification standards. A SWOT analysis highlights key strengths—such as existing institutional expertise—and critical challenges, including outdated legislation and insufficient coordination. The strategy emphasizes the need for innovation, regulatory reform, inter-institutional collaboration, and sustained investment. It ultimately positions Bulgarian cartography as a strategic contributor to national sustainable development and digital transformation. Full article

The implementation of Building Information Modelling (BIM) in public design processes enhances efficiency, transparency, and sustainability. However, public agencies often encounter significant barriers, particularly regarding organisational and managerial readiness. This study develops a BIM implementation framework tailored to the specific needs of an Italian public agency. The research adopts a qualitative approach, combining 15 semi-structured interviews with process mapping Using (Business Process Modeling Notation) BPMN. The current as-is workflows were analysed and validated by internal stakeholders. Based on this analysis, strategic objectives were defined, relevant (Building Information Modelling) BIM uses were selected, and revised to-be processes were proposed, integrating new roles and responsibilities according to the standards. The framework addresses both technical and organisational dimensions of BIM adoption, highlighting the need for training, coordination, and stakeholder engagement. The main outcomes include a structured process model, a priority-based selection of BIM uses, and a role matrix supporting organisational transformation. The added value for researchers lies in the replicable methodology that combines empirical process mapping with implementation planning. For practitioners, especially consultants in sustainable design, the study offers a practical roadmap for aligning BIM adoption with project goals, regulatory compliance, and environmental performance targets in complex public sector contexts. The objective is to present the theoretical contributions offered by the methodology for studying sustainable tourism in protected natural areas, capable of promoting environmental protection and sustainable local development in communities. This research was carried out in Machalilla National Park. The deductive method was applied, which allowed for the analysis of the problem, the consultation of general theories related to the topic studied, and the establishment of premises and objectives that led to conclusions on the topic studied. A mixed research approach was used, integrating contributions from the analyses carried out for the treatment and processing of information. The techniques used included a survey of tourism stakeholders, a semantic differential for tourists, and an expert evaluation method to validate the proposal under study. The theoretical and methodological systematisation of tourism sustainability in protected natural areas was achieved. The results show the need to broaden the scientific debate and transfer knowledge on the relevance of sustainable tourism as an alternative for sustainable development in rural communities. This article examines how governance structures and procedural timing influence the effectiveness of Territorial Management Instruments (TMIs) in Portugal. Anchored in a comparative analysis of two key legal reforms (Decree-Law No. 380/1999 and Decree-Law No. 80/2015), the study explores the tensions between democratic legitimacy and regulatory complexity. While the 1999 framework emphasized vertical coordination and participatory rights, it often led to procedural rigidity and institutional inertia. Conversely, the 2015 reform promoted digital tools and streamlined processes but introduced new governance gaps, reduced stakeholder diversity, and compressed consultation timelines. Drawing on a qualitative analysis of legal texts, policy documents, and technical documentation, the article introduces the concept of temporal governance, the idea that planning time is not merely a constraint but a governable resource. Through this lens, planning delays are reframed as either pathological (caused by inefficiency and fragmentation) or productive (used strategically to enhance environmental assessment and stakeholder engagement). A new conceptual framework is proposed to classify types of planning time, differentiate delays, and support temporal calibration in governance design. Findings show that effective planning outcomes hinge not only on legal architecture or participatory norms but also on the institutional ability to balance speed with deliberation and strategic foresight with procedural pragmatism. The paper concludes by calling for adaptive governance models that integrate time as a dynamic dimension of spatial planning, with implications for environmental resilience, democratic value, and, above all, institutional trust. This study explores a strategic framework for the sustainable development of Northern and Central Euboea (Evia), Greece, through the preservation and promotion of cultural and environmental assets. This research aims to redirect tourism flows from overdeveloped coastal zones to underutilized inland areas by leveraging local heritage and natural resources. The methodology was developed within the context of the AEI research project and combines bibliographic research, stakeholder consultation, GIS analysis, and socioeconomic assessment. Based on this framework, a series of thematic cultural routes and agritourism initiatives were designed to enhance regional attractiveness and resilience. The study proposes the utilization of ICT tools such as GIS-based mapping, a digital development platform, and an online tourism portal to document, manage, and promote key assets. The socioeconomic impact of the proposed interventions was evaluated using an input–output model, revealing that each EUR 1 million invested in the region is expected to generate EUR 650,000 in local GDP and create 14 new jobs. The results underscore the potential of alternative tourism to stimulate inclusive and sustainable growth, particularly in post-disaster rural regions. This integrated approach can serve as a model for other territories facing similar environmental, economic, and demographic challenges. Full article

Construction delays are a repeated problem in government buildings projects in Kuwait, always leading to increased costs and schedule slippage. This pilot study investigates key delay factors and corresponding solutions strategies by analyzing the responses from 60 construction professionals representing project management consultants (PMCs), contractors, and consultants. Using a structured questionnaire and confirmatory factor analysis (CFA), the study identifies and validates critical delay constructs and explores useful solutions measures from stakeholders’ perspectives. The findings provide foundational data to refine the main study and enhance model validity for structural equation modeling (SEM). The top of the delay factors are poor contractor monitoring, weakness of consultant project management team, and design faults. Recommended solutions strategies include establishing a monitoring system to track subcontractor progress and addressing potential delays proactively, ensuring timely approval for the required workforce, and establishing clear delivery schedules. The results validate the questionnaire’s reliability (Cronbach’s alpha = 0.920) and provide insights into urgency areas for delay mitigation in the Kuwaiti governmental building construction sector. The Architecture, Engineering, and Construction (AEC) industry is plagued by persistent challenges such as low productivity, cost overruns, and frequent project delays. Integrated Project Delivery (IPD) has emerged as a potential solution, offering collaborative approaches to improve project outcomes. This study proposes a two-tiered methodology for evaluating the disruptiveness of innovations in the AEC industry, with a particular focus on IPD as a disruptive innovation. In the first tier, a multidimensional framework is developed to systematically assess the disruptiveness of innovations in the AEC sector. This framework, informed by a thorough literature review and disruptive innovation theory, includes dimensions such as business models, processes, and anticipated outcomes. The second tier applies the framework by analyzing the disruptiveness of IPD. The assessment draws on data from three comprehensive studies, including ethnographic research, interviews, and focus groups, which examine IPD’s impact on different stakeholder groups such as clients, consultants, and contractors. Findings reveal that IPD has the potential to significantly disrupt traditional business models, processes, and project outcomes, particularly at the project level. Notable disruptive characteristics include shifts in collaboration dynamics, redefined project financing models, and improved efficiency. However, several barriers hinder IPD adoption, including resistance to change and misalignment with conventional contractual structures. Expert interviews support these results, indicating that IPD represents a fundamental shift in the AEC industry. This research contributes to the existing body of knowledge by offering a structured framework for assessing the disruptiveness of AEC innovations and demonstrating its practical application. In this way, AEC organizations, projects, and practitioners can better strategize for the adoption of any new disruptive innovation and thus pursue a strategic advantage in the highly competitive industry market. Light pollution, most visible in large cities through the absence of star-filled night skies, has become a growing issue of concern across many disciplines. It is not just an esthetic or astronomical problem, but a complex phenomenon with widespread effects on various sectors. The scientific literature highlights several key areas impacted either directly or indirectly by light pollution: astronomy, ecology and biodiversity, the environment and climate change, human health and well-being, the ongoing energy crisis, economy, tourism, public safety and security, and finally politics. A survey was conducted to explore two main objectives. The first was to evaluate public awareness of light pollution, particularly how individuals perceive its impact across different societal sectors. The second objective was to consult lighting experts to obtain detailed insights into how severely each sector is affected by light pollution. The data collected from both the general public and lighting experts were analyzed and compared to provide a clearer picture of light pollution’s actual consequences. This dual-perspective approach aims to identify potential gaps between public perception and expert knowledge. Understanding these gaps is essential for shaping effective awareness campaigns and informing policy decisions. Ultimately, this research serves as a foundational step toward prioritizing mitigation strategies. By aligning scientific data with social understanding, stakeholders can develop targeted interventions that reduce light pollution’s negative effects while promoting sustainable lighting practices for the future. A Strategic AHP-Based Framework for Mitigating Delays in Road Construction Projects in the Philippines

Delays in road construction projects pose significant challenges in the Philippines, resulting in increased costs, project overruns, and unmet infrastructure goals. Common causes include poor financial management, inadequate subcontractor performance, deficient planning, and regulatory bottlenecks. This study aims to develop a comprehensive and data-driven framework to mitigate construction delays using the Analytical Hierarchy Process (AHP). The methodology integrates literature review, expert surveys, and pairwise comparisons to identify and prioritize critical delay factors. Experts from the Department of Public Works and Highways (DPWH), private contractors, and academia contributed to the AHP model. The results highlight seven major factor groups: client-related, contractor-related, consultant-related, materials, labor and equipment, contractual issues, and external influences. AHP analysis identified financial management, planning and scheduling, and regulatory coordination as the most impactful causes. Based on these findings, a strategic framework was developed and visualized using a Fishbone Diagram to present mitigation strategies tailored to each factor. While environmental engineering principles—such as material efficiency, energy use optimization, and impact assessments—are acknowledged, they serve as guiding themes rather than formal components of the framework. The study offers practical, stakeholder-validated recommendations for both pre- and post-construction phases, including real-time monitoring, risk anticipation, and improved multi-agency coordination. This framework provides a scalable tool for DPWH and related agencies to improve infrastructure delivery while supporting long-term sustainability goals. Full article

Stakeholder engagement is crucial for inclusive public education policymaking that reflects diverse community needs. Since 2002, Qatar’s education system has undergone extensive reforms, yet little attention has been given to policymakers’ perspectives on stakeholder integration within the Ministry of Education and Higher Education (MOEHE). This research addresses that gap by exploring the nature of stakeholder engagement in Qatar’s K-12 education policymaking through a qualitative case study involving 14 MOEHE policymakers. Data were collected through semi-structured interviews and analyzed thematically to explore policymakers’ perceptions and experiences. The objective of this study is to explore how MOEHE policymakers perceive and practice stakeholder engagement in Qatar’s K-12 education policymaking context. Findings reveal active stakeholder involvement but highlight challenges such as limited transparency and organizational barriers. To move beyond consultation toward meaningful engagement, the study introduces the 4-Ps Framework—People, Process, Purpose, and Principles—as a structured approach to strengthening stakeholder integration in policymaking. It recommends expanding engagement networks, implementing transparent feedback mechanisms, strengthening data-driven decision-making, and prioritizing capacity building. By rethinking stakeholder engagement as a dynamic and participatory process rather than a procedural obligation, this research offers insights into fostering a more inclusive, responsive, and impactful policymaking culture within Qatar’s centralized education governance system. Decarbonization has become a central policy and industrial priority across the European Union, driven by increasingly ambitious climate targets. The EU’s regulatory framework now mandates a 55% reduction in CO2 emissions by 2030 (compared to 1990 levels), with the overarching goal of achieving climate neutrality by 2050. This challenge is particularly critical for energy-intensive and hard-to-abate sectors, such as the glass industry. This paper begins with a brief overview of the relevant EU regulations and the structure of the Italian glass sector. It then identifies seven key decarbonization levers applicable to the industry. Drawing on literature data and expert consultations, these levers are integrated into two main decarbonization strategies tailored to the Italian context, both aligned with the 2050 net-zero target. This study further analyzes the estimated implementation costs, the barriers associated with each lever, and potential solutions to overcome them. Finally, Italian strategies are compared with decarbonization approaches adopted in other major European countries. The findings indicate that the transition to climate neutrality in the glass sector, while technically and economically plausible, remains highly contingent on the timely deployment of enabling technologies, the alignment of regulatory and financial frameworks, and the establishment of sustained, structured cooperation between industrial stakeholders and public authorities.
