Global environmental governance has expanded significantly, yet it remains politically inadequate to address planetary crises in the Anthropocene. Despite the proliferation of multilateral environmental agreements, governance arrangements continue to suffer from fragmentation, weak authority, limited accountability, and a sovereignty-bound logic that constrains collective action. This article critically examines these limitations through an assessment of polycentric and Nested Systemic Governance approaches. While nested governance can reduce fragmentation and enhance participation, it remains dependent on voluntarism and lacks the political authority and democratic anchoring required for durable coordination. Drawing on debates in environmental politics and global governance, the article advances a longer-term institutional perspective that conceptualises a gradual evolution toward a federative framework combining multilevel participation with enforceable authority and democratic legitimacy. A well-structured urban park system (UPS) is crucial for optimizing urban spatial layout and improving the quality of the human living environment. In response to the tendency of current planning to prioritize quantitative indicators while overlooking the relational structure arising from the collective spatial configuration of parks, this study introduces Social Network Analysis (SNA) to evaluate the spatial structure of Shanghai’s park system by constructing a service-coverage overlap network. The findings reveal the following: (1) Parks with high degree centrality are concentrated in high-density urban core areas due to service overlap, whereas large suburban parks with high betweenness centrality function as critical bridging hubs, reflecting a polycentric structure. (2) There is a discernible discrepancy between these emergent network tiers and the statutory park hierarchy, highlighting a tension between bottom-up spatial patterns and top-down planning frameworks. (3) Stability simulations indicate a dual character of the system, where the network topology is vulnerable to attacks yet functionally resilient to failures due to spatial redundancy, suggesting that a decline in service quality may precede the loss of basic accessibility. This study demonstrates the value of SNA in diagnosing park system structure, identifying key nodes, and assessing system resilience. The insights advocate for planning approaches that transcend rigid hierarchical frameworks, integrate the actual functional roles of parks, and protect structural hubs, thereby enhancing systemic resilience and promoting equitable service provision. Land-use planning in Latin American coastal cities faces the challenge of integrating visions of the future with multiscale approaches amid high socio-environmental pressure. Using a mixed methodology that included documentary and comparative analysis of regulatory and planning instruments, workshops with experts, and evaluation matrices, this article analyzes the prospective and multiscale capabilities of the 2020–2032 Land Use Plan for the district of Santa Marta. This study provides a methodological and applied novelty by integrating, for the first time in this context, a dual analytical framework that simultaneously assesses the quality of the prospective dimension and the degree of multi-scalar articulation in coastal spatial planning. The study area is a strategic coastal territory exposed to environmental, urban, and socio-ecological pressures. The results reveal limitations in integrating future scenarios, polycentric governance, and adaptive coastal management, as well as a weak prospective approach limited to short time horizons, without constructed scenarios or early warning systems. At the same time, there is fragmented multiscale coordination between the local, regional, and national levels. These limitations partly explain the socio-environmental conflicts identified, particularly at the land-sea interface, where there is an apparent disconnect between urban planning and coastal management. On the other hand, significant progress has been made in the biophysical and social characterization of the territory. Our analysis generated specific knowledge for fast-growing intermediate cities, a critical type of coastal settlement, but less studied than large metropolises. The study provides a replicable framework for other seaside towns in the region. The study concludes that overcoming these gaps requires systematically incorporating forward-looking instruments and strengthening multilevel governance mechanisms. To this end, it summarizes lessons learned for more adaptive, resilient territorial planning in coastal contexts. Full article

Megacity clusters are the key battlegrounds for carbon emission reduction in China, and the polycentric spatial structure of these clusters has a profound impact on their carbon emission intensity. This paper focuses on five major megacity clusters: the Beijing–Tianjin–Hebei (BTH), Yangtze River Delta (YRD), Pearl River Delta (PRD), the middle reaches of the Yangtze River (MRYR), and the Chengdu–Chongqing (CY) City Clusters. We construct an inter-period panel dataset spanning from 2002 to 2023 and utilize an index of polycentric spatial structure, which equally considers both morphology and functionality. A fixed-effects model is employed, and the Lind–Mehlum U-shape test is applied to identify the nonlinear relationship. Additionally, a two-step approach is used to examine the mediating effect of industrial agglomeration, while interaction terms help identify the moderating effects of technological innovation and transport infrastructure. The results indicate a significant U-shaped relationship between the polycentric structure of megacity clusters and carbon emission intensity. When the polycentric spatial structure index reaches a specific threshold, carbon emission intensity is minimized, suggesting that a moderate degree of polycentricity is most conducive to carbon reduction. Mechanism analysis reveals that industrial agglomeration functions as a significant mediator, whereas technological innovation and transport infrastructure serve as critical moderators in this relationship. Based on these findings, we propose several policy recommendations: to guide the moderate adjustment of the polycentric structure of city clusters with stage-specific targets, optimize the mechanism of industrial synergy and transfer, differentiate the allocation of innovation resources, and achieve a fine-tuned alignment between the transport system and spatial structure. These measures will support the high-quality, low-carbon transformation of city clusters. Full article

The Fourth Industrial Revolution has reshaped shared spaces in higher education, with manufacturing labs (Fab Labs) emerging as vital hubs for collaboration. However, a systematic framework for ensuring their long-term sustainability as shared resources is lacking. This study addresses this gap by conceptualizing the university Fab Lab as a ‘commons’ and applying Elinor Ostrom’s Institutional Analysis and Development (IAD) framework. We propose a new analytical framework for sustainable space sharing, reconstructed from Ostrom’s principles into three university policy domains: Resource Policy (Rp), Actor/User Policy (Ap), and Community/Governance Policy (C/Gp). To validate this framework, we conduct a case study of the ‘Idea Factory’ at Seoul National University, analyzing its operational policies in conjunction with global standards like the Fab Charter. The proposed framework provides practical guidance for establishing spatial policies and architectural plans that emphasize autonomy, adaptability, and polycentric governance. It offers a new paradigm for sustainability in university commons by integrating bottom-up community approaches with robust institutional design, providing a theoretical foundation for implementing effective sharing schemes in rapidly evolving educational environments. The intangible accessibility of real estate markets via platforms like Airbnb profoundly influences the urban development industry, propelled by the dynamics of short- to medium-term rentals for tourists. The suggested study aims to examine the association between the prices of listed properties and the influence of proximity to tourist attractions on location-driven pricing. The city of Rome acts as a case study from which to derive pertinent conclusions and proof on the phenomena intended for exploration. The methodological approach relies on a comprehensive classification of locations recognized as tourist attractions, drawn from public resources, travel guides, search engines, and online trends. The identified attractionswere subsequently classified to analyze how spatial proximity influences price formation. Data on short-term rental listings were obtained from the Inside Airbnb platform. The results enable the characterization of Rome as a polycentric urban system, composed of multiple tourism hubs whose spatial interactions are closely associated with prevailing hotel pricing patterns. This study emphasizes the influence of tourist demand on land values, a phenomenon intricately connected to urban gentrification and the capitalization of the real estate market. These findings enhance comprehension of tourism’s impact on the geographical and economic structure of cities. Full article

Light pollution entails unnecessary energy use, higher emissions and greater pressure on natural resources, as well as disrupting wildlife and human health. Specific policies and model ordinances are available for local governments to implement to address light pollution. This study analysed the light pollution policies of Australian local governments, in terms of specific details and whether the pattern of results reflects more of a polycentric or multi-level approach. Thirty local governments representing all of the urban areas in Australia with a population over 100,000 had their public lighting policy documents analysed. Very few local governments had taken steps toward addressing light pollution. The wide array of local governments did lead to some experimentation with light pollution policy, which provides test cases for others to consider. To obtain widespread coverage a multi-level approach may be needed, requiring higher levels of government to have light pollution policies in future. For now, very few local governments in Australia have any light pollution policies and of those, even fewer are comprehensive. Full article

The Belt and Road Initiative (BRI) has reshaped global trade and infrastructure, with port cities as key nodes in its Maritime Silk Road. Quantifying their spatiotemporal development is challenging due to data limitations in emerging economies. This study employs VIIRS nighttime light (NTL) data from 2013 to 2023 to analyze urbanization patterns in twelve BRI port cities spanning Asia, Africa, Europe, and South America. We compile a 12-city cohort; inferential analyses are conducted for a pre-specified six-city subset, while descriptive NTL trends cover all 12. This study makes three contributions: (i) we assemble a cross-sensor harmonized VIIRS NTL record for 12 BRI port cities during 2013–2023; (ii) we integrate Standard Deviational Ellipse(SDE) parameters with rank-size dynamics as a joint diagnostic of urban hierarchy; and (iii) we triangulate NTL with external indicators (GDP, population, port throughput) to validate interpretation. Three key findings emerge: Asian ports experienced pronounced NTL growth, with Singapore approaching saturation, consistent with the luminosity-ceiling hypothesis; SDE analysis shows varied expansion patterns shaped by geophysical and policy factors; and rank-size trends indicate decentralization during the BRI decade, with |q| declining in most cities, challenging the primate-city model. To optimize development, we highlight polycentric infrastructure investment, institutionalized NTL monitoring, and green port certification aligned with sustainability goals. Full article

The intensified exposure to high temperature in urban areas, resulting from the combination of heat waves and the urban heat island (UHI) effect, necessitates a deeper understanding of the climate–health relationship. This knowledge directly influences the strategies employed by policy makers and urban planners in their efforts to regenerate cities and protect their population. Nature-based solutions and the widely accepted 15 min city model, characterized by a polycentric structure, should drive the implementation of effective adaptation policies, especially given the persistent delay in mitigation efforts. However, it is less clear whether current or future policies are adequately structured to broadly address the complex forms of social vulnerability. A prime example of this complexity is the demographic shift observed since the mid-20th century, characterized by a relative increase in the elderly population, and a shrinking youth demographic. While extensive literature addresses the physiological impacts of heat wave on human health, evidence regarding the neuro-psychological and cognitive implications for elderly individuals, who frequently suffer from chronic diseases, remains less comprehensive and more fragmented. The purpose of this concise review is to emphasize that crucial findings on the climate–health relationship, particularly concerning the elderly, have often been developed within disciplinary silos. The lack of comprehensive interdisciplinary integration coupled with an incomplete understanding of the full spectrum of vulnerabilities (encompassing both physiological and cognitive) may lead to urban policies that are egalitarian in principle but fail to achieve true equity in practice. This review aims to bridge this gap by highlighting the need for a more integrated approach to urban policy and regeneration. Full article

Amid China’s push for new urbanization and refined urban governance, urban villages function as key transitional spaces in the process of rural–urban spatial restructuring. Their internal differentiation and typological governance approaches warrant systematic exploration. This study examines 140 urban villages located in the core and peripheral areas of Kunming as empirical cases. By innovatively integrating polycentric urban theory with spatial accessibility theory, we construct a dual-dimensional classification framework. Employing the Analytic Hierarchy Process (AHP), we develop a comprehensive evaluation system encompassing ecological, spatial, social, and economic dimensions. Our findings reveal the following: (1) Urban villages with different levels of accessibility within the same region tend to exhibit broadly similar characteristics across most evaluation dimensions. However, outlier cases demonstrate distinct development trajectories that transcend spatial constraints, driven by unique mechanisms underlying their atypical evolution. (2) Cross-regional comparisons highlight systematic disparities across several dimensions, most notably in ecological quality, spatial efficiency, and economic vitality. Based on spatial differentiation, we propose five governance models tailored to varied urban village types. The proposed typological governance framework provides a replicable methodology for addressing urban-rural transition challenges in diverse contexts. By emphasizing the spatial heterogeneity of informal settlements and advocating for place-specific strategies based on geographic endowments, this model enables policymakers to move beyond one-size-fits-all approaches. For Chinese cities, it offers a systematic toolkit to classify urban villages according to their regional roles and developmental potentials, informing tailored regeneration plans. Globally, the framework’s emphasis on context-sensitive typology and multidimensional evaluation can guide the upgrading of informal settlements in rapidly urbanizing regions, particularly where rural-urban interfaces face similar fragmentation pressures. This article investigates the institutional and informational foundations of water governance in Southern Europe amid escalating climate stress. Focusing on Portugal, Spain, Italy, and Greece, it develops a multi-level analytical framework to explore how information asymmetries and governance fragmentation undermine coordinated responses to water scarcity. Integrating theories of information economics, polycentric governance, and critical institutionalism, this study applies a stylized economic model and comparative institutional analysis to assess how agents—such as farmers, utilities, regulators, and civil society—respond to varying incentives, data access, and coordination structures. Using secondary data, normalized indicators, and scenario-based simulations, the model identifies three key structural parameters—institutional friction (θi), information cost (βi), and incentive strength (αi)—as levers for governance reform. The simulations are stylized and not empirically calibrated, serving as heuristic tools rather than predictive forecasts. The results show that isolated interventions yield limited improvements, while combined reforms significantly enhance both equity and effectiveness. Climate stress simulations further reveal stark differences in institutional resilience, with Greece and Italy showing systemic fragility and Portugal emerging as comparatively robust. This study contributes a flexible, policy-relevant tool for diagnosing governance capacity and informing reform strategies while also underscoring the need for integrated, equity-oriented approaches to adaptive water governance. Policies and technical safeguards for artificial intelligence (AI) governance have implicitly assumed that AI systems will continue to operate via massive power-hungry data centers operated by large companies like Google and OpenAI. However, the present cloud-based AI paradigm is being challenged by rapidly advancing software and hardware technologies. Open-source AI models now run on personal computers and devices, invisible to regulators and stripped of safety constraints. The capabilities of local-scale AI models now lag just months behind those of state-of-the-art proprietary models. Wider adoption of local AI promises significant benefits, such as ensuring privacy and autonomy. However, adopting local AI also threatens to undermine the current approach to AI safety. In this paper, we review how technical safeguards fail when users control the code, and regulatory frameworks cannot address decentralized systems as deployment becomes invisible. We further propose ways to harness local AI’s democratizing potential while managing its risks, aimed at guiding responsible technical development and informing community-led policy: (1) adapting technical safeguards for local AI, including content provenance tracking, configurable safe computing environments, and distributed open-source oversight; and (2) shaping AI policy for a decentralized ecosystem, including polycentric governance mechanisms, integrating community participation, and tailored safe harbors for liability. The integration of shared autonomous vehicles into historic urban areas presents both opportunities and challenges. In heritage-rich environments like very old Asian (such as Suzhou old town, which serves as a use case example) or European (especially Mediterranean coastal cities) areas—characterized by narrow alleys, dense development, and sensitive cultural landscapes—shared autonomous vehicle adoption raises critical spatial and social questions. This study employs a qualitative, user-centered approach based on the ripple model to examine residents’ perceptions across four dimensions: residential patterns, parking land use, regional accessibility, and street-level infrastructure. Semi-structured interviews with 27 participants reveal five key findings: (1) public trust depends on transparent decision-making and safety guarantees; (2) shared autonomous vehicles may reshape generational residential clustering; (3) the short-term parking demand remains stable, but the long-term reuse of space is feasible; (4) shared autonomous vehicles could enhance accessibility in historic cores; (5) transport systems may evolve toward intelligent, human-centered designs. Based on these insights, the study proposes three strategies: (1) transparent risk assessment using explainable artificial intelligence and digital twins; (2) polycentric development to diversify land use; (3) hierarchical street retrofitting to balance mobility and preservation. While this study is limited by its qualitative scope and absence of simulation, it offers a framework for culturally sensitive, small-scale interventions supporting sustainable mobility transitions in historic urban contexts. This study investigates the institutional innovation pathways for integrating comprehensive transportation networks into China’s territorial spatial planning system, with a focus on resolving the conflicts between ecological conservation and infrastructure development. By proposing a ‘constraint-coupling-innovation’ framework, this research addresses the gaps in existing spatial governance mechanisms, particularly the insufficient alignment between transportation planning and the ‘three zones and three lines’ (ecological conservation, agricultural production, and urban development zones with binding redline) system. The study employs mixed-method approaches, including geospatial conflict analysis (GIS), AI-driven policy coordination tools, and case studies from the Yangtze River Economic Belt. It demonstrates that rigid ecological constraints (e.g., ecological sensitivity veto power) can reduce planning conflicts effectively, while adaptive governance models enhance land use efficiency and stakeholder collaboration. Key findings reveal a significant negative correlation (R2 = 0.75) between ecological protection redline (EPR) coverage and transportation network density, underscoring the necessity for differentiated governance strategies in high-conflict regions. A comparative analysis with the EU’s Natura 2000 sites and TEN-T networks further highlights China’s unique hierarchical governance model, which integrates top-down ecological mandates with localized technological innovations, such as digital twins and polycentric decision making. This study contributes to global debates on sustainable spatial planning by offering actionable pathways for balancing infrastructure expansion with ecological resilience, while also proposing institutional reforms, such as a National Transportation Spatial Governance Index (NTSGI), to standardize ecological compliance. These insights provide both theoretical advancements in spatial institutionalism and practical tools for policymakers navigating the dual challenges of urbanization and climate resilience. Mountain forestscapes are among the planet’s most vital socio-ecological systems, functioning as critical reservoirs of biodiversity, regulators of climate, and essential sources of water and livelihood for surrounding and downstream communities. However, these landscapes face intensifying threats from climate change, land-use transformation, resource extraction, unsustainable tourism, and fragmented governance. While sustainable forest management has provided essential frameworks for conservation, its focus on maintaining existing conditions is increasingly insufficient amid accelerating ecological and social decline. This paper explores the conceptual and practical evolution from sustainability to regeneration in mountain forest management, distinguishing between the theoretical foundations of each paradigm and analyzing the key drivers of degradation across diverse biocultural regions. Methodologically, the study employs a transdisciplinary and qualitative design, integrating critical literature synthesis, comparative regional analysis, and Indigenous and local knowledge systems. A structured review of 72 peer-reviewed sources and ethnographic materials was conducted, combined with a qualitative comparative analysis (QCA) of mountain case studies from the Alps, Carpathians, Andes, Eastern Arc Mountains, and Himalayas. The study synthesizes regenerative strategies such as ecological connectivity restoration, agroecological landscape design, participatory watershed management, and adaptive, polycentric governance. Based on these insights, an integrated framework for regenerative mountain forestscape management is proposed, aligned with global policy agendas including the UN Decade on Ecosystem Restoration, nature-based solutions (NbS), and the post-2020 Global Biodiversity Framework. By prioritizing ecological renewal, cultural continuity, and community agency, this work contributes to transformative, place-based approaches that restore the functionality, resilience, and integrity of mountain landscapes.
