This study examines the evolution and current challenges of Catholic Higher Education (CHE) in South Korea within the context of globalization and neoliberal educational reform. It explores how Korean Catholic universities balance their distinctive mission with intensifying pressures for competitiveness, external validation, and adaptation to secular academic norms. Drawing on P. Boudieu’s field theory and H. Richard Niebuhr’s typology of Christian responses to culture, the analysis frames the ways institutions of Korean CHE navigate the sometimes contrary currents of their institutional aims—simultaneously striving for academic excellence and maintaining Catholic identity. Case studies of three major Korean Catholic universities illustrate how leadership and curricular programs reflect the ongoing negotiation between mission-driven imperatives and market demands. The paper contends that living within this tension is not a sign of deficiency. It can actually be a source of resilience and innovation. The Korean experience of CHE offers insights for Catholic universities facing similar dilemmas globally, suggesting that engaging proactively with the seemingly contrary paradoxical demands can sustain the integrity of mission while fostering adaptive capacity amid the rapidly changing landscape of higher education. (1) Background: This article aims to understand the forms and elements through which the inhabitants of the city of Medellin have configured their subjectivity in the context of the application of neoliberal policies in the last two decades. In this way, we can approach the frameworks of understanding that constitute a fundamental part of the individuation processes in which the incorporation of their subjectivities is evidenced in neoliberal contexts that, in the historical process, have been converging with authoritarian, antidemocratic and neoconservative elements. (2) Method: A qualitative approach with a hermeneutic-interpretative paradigm was used. In-depth semi-structured interviews were conducted with 41 inhabitants of Medellín who were politically identified with right-wing or center-right positions. Data analysis included thematic coding to identify patterns of thought and points of view. (3) Results: Participants associate success with individual effort and see state intervention as an obstacle to development. They reject redistributive policies, arguing that they generate dependency. In addition, they justify authoritarian models of government in the name of security and progress, from a moral superiority, which is related to a negative and stigmatizing perception of progressive sectors and a negative view of the social rule of law and public policies with social sense. (4) Conclusions: The naturalization of merit as a guiding principle, the perception of themselves as morally superior based on religious values that grant a subjective place of certainty and goodness; the criminalization of expressions of political leftism, mobilizations and redistributive reforms and support for policies that establish authoritarianism and perpetuate exclusion and structural inequalities, closes roads to a participatory democracy that enables social and economic transformations. Contemporary scientific consensus recognizes forests as vital to the global carbon cycle and essential for mitigating climate change and biodiversity loss. Several internationally coordinated forest conservation initiatives were established in the late twentieth century. Market- and rights-based strategies and community-driven participatory reforms have evolved in the fortress forests of the Global South. However, there remains a gap in understanding how these overlapping conservation ideologies—particularly neoliberal, participatory, and fortress conservation—have evolved and interacted within specific geographies. This study investigates the nexus of three conservation ideologies in Myanmar since the 1990s. Using a Marxist materialism perspective and poststructuralist political ecology, we explore how power dynamics in forestry are shifting under neoliberal political philosophy. We show how hegemonic neoliberalism influences the roles of state and non-state actors in Myanmar, where new governance approaches to forest conservation have emerged. New ways of governing forest conservation have emerged in Myanmar, where numerous conservation philosophies have guided the state through global programs, leading to skeletal forest conservation governance. However, these approaches have downplayed Myanmar’s historical and geographical characteristics, both of which are progenitors of its problems in forestry. Our study critiques the contrasting tenets of forest conservation theories to inform future policies. Full article

This systematic theological study critiques the utilitarian religiosity among neo-Pentecostal prophets (NPPs) for promoting a dealmaking or ‘spiritual hustling’ approach to faith, rather than fostering a personal relationship with God. Utilitarian religiosity refers to the use of spirituality as an instrument to extract material blessings from God. NPPs represent a contemporary form of African Pentecostalism, characterised by prophetic figures who claim unique divine mandates to liberate individuals from the evil spirits believed to hinder prosperity in this life. The primary question answered in the article is as follows: how does the relational nature of faith in God in Christian theology challenge the utilitarian view of spirituality among neo-Pentecostal prophets (NPPs) in Zimbabwe? The secondary question is as follows: how should Christian faith be understood and articulated to challenge NPPs to move from utilitarian spirituality to relational spirituality? Utilitarian religiosity is critiqued for promoting a works-based relationship with God, which violates the biblical teaching that faith alone is sufficient to establish a connection with God. The NPPs’ utilitarian spirituality is critiqued from a Reformed theological emphasis on salvation by faith and challenges them to propagate a relational spirituality that comforts and empowers the poor, rather than a utilitarian spirituality rooted in dealmaking that renders God distant from those who most urgently need his presence amid existential struggles. Education is embedded within a complex societal ecosystem that attempts to imbue students with the cultural norms and values of the society in which it operates. Neoliberalism ideology has been shaping education systems, policies and reforms in Australia and many other countries, since the early 1980s. Arguably, there are both benefits and challenges related to neoliberal education. For example, neoliberals advocate for education systems to be run according to free market principles, that elements of education should be privatised endogenously and exogenously, that parents/guardians and students should have more agency and that top-down management should be increased through surveillance and mandated performance. This paper addresses the last point that increased teacher accountability measures and the standardisation of student learning outcomes have resulted in the de-professionalisation of teaching. Using case study research, five expert teachers’ experiences of using action research to explore and challenge their pedagogy is investigated. Perceptions about teacher autonomy and the de-professionalism of teaching emerged as the overarching research aim inquired whether action research can be used as a response to the declining status of the teaching profession. Findings suggest that through action research, teachers can be empowered to enhance their pedagogy, while developing meaningful and contextually relevant evidence-based practice. Full article

Over the past 30 years, Swedish labor market politics has swayed towards stronger workfare tendencies, emphasizing activation requirements for unemployed individuals to access welfare benefits. This process aligns with broader neoliberal reforms, fostering an individualistic view of unemployment characterized by personal responsibility for employability. In 2023, the Swedish Public Employment Service (PES) published a report addressing the needs of and solutions for long-term unemployed individuals ‘distant from the labor market’ (Sw. personer långt från arbetsmarknaden), marking the first formal use of this term as the main adhesive category in a political document. This paper examines the construction of the subject position ‘distant from the labor market’, investigating how it delineates and differentiates subgroups within the unemployed population, how this subgroup is understood in relation to other actors, and how discursive frameworks imbue this category with various meanings. Lastly, the paper discusses the categorization in relation to the current developments in the Swedish welfare system, arguing that the formalization of this category should be understood in relation to parallel political processes, such as proposals for a duty of activity for the unemployed, suggesting how this points to a way forward defined by neoliberal tendencies and welfare conditionality. The fate of small primary schools (pupils aged five–eleven years old) in England is linked to education policy reforms. This paper presents an evaluation of selected education policy reforms in England since 2010 with suggested consequences for small primary schools. The research was undertaken using a qualitative research methodology that employed a document analysis method to create a Policy Document Analysis Frame (PDAF) for the policy evaluation. The implications of the policy reforms for small primary schools were examined through the conceptual lens of Educational Isolation. Educational Isolation identifies the limiting factors of place for a school’s access to the resources required for school improvement. Education policy reform is focused on school improvement. Small primary schools in England are typically located in rural neighbourhoods with sparse populations, resulting in an average of just over 100 pupils per school. The findings suggest that the contextual factors of place and size for small primary schools in England present disadvantages in relation to the selected national education policy reforms. The national funding formula, Multi Academy Trusts (groups of schools independently regulated but centrally funded by the state), and National Standards are the key policy reforms, driven by a neo-liberal ideology, that are suggested to have implications for the future of small schools. Recommendations are offered to the new 2024 Labour government that would support the re-instatement of small primary schools as an integral part of the education landscape in England. Full article

Increasingly, educators committed to the vision of Islamic schooling are expressing sentiments of moral dissonance. On the one hand, they choose Islamic schools because they aspire to affect hearts, nurture whole human beings, and grow spiritually while impacting their learners’ sense of higher purpose. On the other hand, they are up against an era of globalised educational reform, characterised by neoliberal-engendered market forces and neoliberal policy logic that promote performativity and efficiency. This narrows what counts as learning, technicises the art of teaching, and assumes all learning that counts is visible and measurable. The teacher education and ongoing professional learning that educators working in Islamic schools have access to remains bifurcated. It is unable to address how an educator committed to tarbiya as “soul-making” ought to navigate aspirations with realities. This paper serves as the introduction to a special issue (SI) dedicated to conceptualising why Islamically grounded teacher education is needed and what it may entail. This SI will also offer empirical studies related to existing Islamic teacher education and professional learning programmes that capture essential reflections for a burgeoning subfield of Islamic Education Studies. In this introduction specifically, the co-editors and a co-author colleague make three big moves to lay the foundations for Islamic teacher education, including (1) establishing urgency for why Islamic teacher education is needed, (2) conceptualising what makes teacher education “Islamic”, and (3) providing an example of one Islamic teacher education programme’s attempt to advance a coherent professional learning journey for Islamic school educators. Together, these three moves serve as an attempt to redress bifurcation and advance a contextually relevant in-road to teacher education that is rooted in an Islamic paradigm and worldview while conversant with contemporary debates in education. The aim of this conceptual paper is to revisit the relationship between leadership and bureaucracy. The dominant and unquestioned way of thinking about leadership is to equate it as an undertaking exercised by leaders, those officers who occupy hierarchical positions in organizations. For example, senior leadership and middle leadership in schools are often associated with formal hierarchical roles played by senior and middle leaders. However, it can be argued that this perspective is problematic, not only because it is leader-centric but also due to its limitations in explaining the phenomenon of leadership. In order to understand the relationship between leadership and bureaucracy and leadership outside of bureaucracy, the paper reviews some of the extant literature in the field, including a brief history of bureaucracy, its pervasiveness in educational institutions, and current neo-liberal policies and reforms that function effectively within bureaucratic structures. An important contribution of the paper is a synoptic conceptual model that brings together three worldviews or archetypes pertaining to bureaucracy. These are a hard-edged view (system first, people second), a soft-edged view (people first, system second) and a third worldview (issue first, people second, system third). The third worldview signals a departure from the first two archetypes as it is an illustration of leadership outside the confines of bureaucracy. Full article

Effective governance is essential to transform food systems and achieve the United Nations (UN) Sustainable Development Goals 2030. Different political ideologies and paradigms inhibit or drive social change movements. This study examined how food systems governance has been described. Thereafter, we reviewed graphic frameworks and models to develop a typology for civil society actors to catalyze social change movements to transform food systems for people and the planet. The scoping review involved (1) formulating research questions; (2) developing a search strategy to identify evidence from four English-language electronic databases and reports, 2010–2023; and (3–4) selecting, analyzing, and synthesizing evidence into a narrative review. Results yielded 5715 records, and 36 sources were selected that described and depicted graphic frameworks and models examined for purpose, scale, political ideology, paradigm, discourse, principles, governance, and democracy. Evidence was used to develop a graphic food systems governance typology with distinct political ideologies (i.e., neoliberal, reformist, progressive, radical); paradigms (i.e., maintain, reform, transition, transform); discourses (i.e., food enterprise, food security, food justice, food sovereignty); types of governance (i.e., multistakeholder, shared, self); and democracy (i.e., representative, participatory, deliberative). This proof-of-concept typology could be applied to examine how change agents use advocacy and activism to strengthen governance for sustainable diets, regenerative food systems, and planetary health. Racialized social inequality is considered a structural problem in Brazil and has been a political priority of recent progressist governments. This understanding is not backed up by the so-called New Right, who understands inequality as an inherent principle of a God-given “order” and question of personal capability and merit. In this study, I explore the ideological roots of this powerful Rightist narrative by looking at the Brazilian canon of traditional conservative thought and its influence on New Right discourse. The results show that the core ideas stem from neo-Thomist interpretations of late-scholastic scholarship, which were promoted in Brazil through the Vatican’s integrist reaction to modernization during the First Republic. Since then, Brazilian conservatives have successfully used these religious legitimizations of naturalized inequality to constrain State-driven social reformism and join forces with neoliberalism through the invention of the supposed late scholastic roots of the Austrian School of Economics. After redemocratization, a recycled version of this liberal-conservative claim for less “State” and more “Brazil” (as guided by theocratic traditional order), promoted mainly by the philosopher and online influencer Olavo de Carvalho, has fueled the desecularizing discourse of the New Right and their attempt to conserve the colonial social hierarchy in Brazil. Since reform and opening-up, China’s eastern coastal cities have taken the lead in integrating into the global production network and city network based on neoliberalism and economic globalization. Entering the 21st-Century, the deep inland cities in Western China (DICWC), which are underdeveloped at the national scale, are keeping with the Belt and Road Initiative and high-quality development strategy and exploring the localization path of urban globalization. Among them, Xining and Yinchuan, the two provincial capitals, have adopted the urban globalization process driven by the sports festival and cultural festival of the “Tour of Qinghai Lake” and the “China-Arab States Expo”, respectively. Based on the field research data, this paper summarizes and compares the globalization paths and effects of Xining and Yinchuan driven by international festivals. The main conclusions include: Firstly, the international festivals are (central/provincial/autonomous region/city) power-led, that is, the government tries to promote the integration of inland areas into globalization, and they are powerful tools and strategies to promote the process of urban globalization and local social and economic development. International festivals can enhance the city’s political and cultural influence and effectively promote the city’s integration into the global system. In contrast, the “China-Arab States Expo” as a political, cultural, and economic exchange platform can promote the economic globalization of the cities more than the “Tour of Qinghai Lake” as a sports festival. Secondly, the actor-network in international festivals in inland cities is very distinct, with the government as the leader (initiator, organizer, and executor), enterprises as the specific participants, the media as the booster of news reports and the public as the indirect and passive participant. Thirdly, from the perspective of urban globalization, the “Tour of Qinghai Lake” is only a sports festival, however, the political intervention and economical guidance of the “China-Arab States Expo” is more obvious and direct. Fourthly, international festivals in inland cities established a new global image by promoting the modernization drive of city facilities, especially creating a new international urban space. However, the model of the international festival-driven globalization of DICWC is still in the primary stage. Moreover, after the outbreak of COVID-19 in 2019, the globalization of Xining and Yinchuan, driven by the sports event and cultural festival, has been impacted to varying degrees. The city urgently needs to seek a more stable driving model to promote its own globalization development. The “economical marginal effect” of international festivals in inland cities is declining. Therefore, the urban globalization of DICWC needs the related further innovations in organization and the improvement of the stability of international festivals. Full article

Recent research has focused on a dialectical examination of neoliberalism and China’s inherent authoritarian regulatory regime and the planned economy tradition. In the same vein, this study examines China’s institutional reform and emergent goal-oriented governance since the early 1980s. It argues that China’s four decades of marketization and decentralization reforms are not toward neoliberalism, but have been accompanied by increased authoritarian regulation and state intervention. The reform aimed at complementing rather than dismantling the socialist planned economy through the localization of marketization and the adoption of a “small government” logic. A survey on the revitalization of an old industrial base in Lanzhou detailed the flow of power and its operation under the post-reform regulatory centralism. By delegating the power to formulate planning, the right to intervene in the land market, and the autonomy of policy innovation to the local governments, the central government can achieve precise intervention in local governance and land development, thereby achieving the strategic goal of national accumulation. This paper considers how the longstanding liberal principle of freedom of religion in education in England was recontextualised within a marketised system of school choice. First, the potential conflict between the right to freedom of belief and to education is outlined. The notion of neoliberal legalism is explored, first in identifying and defining neoliberalism as a model of regulation by market forces, then in outlining ‘neoliberal legality’, as the manifestation of this approach in law. Next, the paper presents a narrative account of the development in England of the principle of religious freedom in education up to the Education Act 1944. The neoliberal turn is considered, in the 1988 Education Reform Act and subsequent legislation, showing how while the provision remains, religion is effectively one marker of school choice and strategic school selection, rather than purely a fundamental personal freedom. This is discussed in relation to neoliberal recontexualisation of existing law, and the neoliberal governance of religions. Full article

Decision making in wages is generally a hard task. The aim of this work is to identify government conditions, personal conditions of the businessperson, and organizational circumstances that affect wage levels in the automotive industry in Mexico City using a linguistic fuzzy-set approach. We conducted a questionnaire, consisting of 23 observation variables with a five-point Likert scale. Independent variables were measured from 1 (“not important”) to 5 (“very important”). Based on the literature review and results of interviews, a total of 169 questionnaires were sent to participants using Google Forms. The results of the linguistic fuzzy-set approach identify three main conditions influencing the salary levels in the automotive industry in Mexico City, including unskilled manpower, the neoliberal economic model, and political and trade reforms. On the other hand, organizational conditions are not considered relevant in determining wage levels. Based on the findings, some recommendations have been proposed to help government, firm leaders, and businesspeople design appropriate personnel policies to achieve better salary satisfaction for employees in the future. This work shows a model based on the fuzzy-set approach that is a potential tool to overcome the difficulties posed by a complex environment. Full article
