This study presents the scientific and methodological foundation of Spain’s first national framework for the ethical management of community cat populations: the Action Plan for the Management of Community Cat Colonies (PACF), launched in 2025 under the mandate of Law 7/2023. This pioneering legislation introduces a standardized, nationwide obligation for trap–neuter–return (TNR)-based management of free-roaming cats, defined as animals living freely, territorially attached, and with limited socialization toward humans. The PACF aims to support municipalities in implementing this mandate through evidence-based strategies that integrate animal welfare, biodiversity protection, and public health objectives. Using standardized data submitted by 1128 municipalities (13.9% of Spain’s total), we estimated a baseline population of 1.81 million community cats distributed across 125,000 colonies. These data were stratified by municipal population size and applied to national census figures to generate a model-ready demographic structure. We then implemented a stochastic simulation using Vortex software to project long-term population dynamics over a 25-year horizon. The model integrated eight demographic–environmental scenarios defined by a combination of urban–rural classification and ecological reproductive potential based on photoperiod and winter temperature. Parameters included reproductive output, mortality, sterilization coverage, abandonment and adoption rates, stochastic catastrophic events, and territorial carrying capacity. Under current sterilization rates (~20%), our projections indicate that Spain’s community cat population could surpass 5 million individuals by 2050, saturating ecological and social thresholds within a decade. In contrast, a differentiated sterilization strategy aligned with territorial reproductive intensity (50% in most areas, 60–70% in high-pressure zones) achieves population stabilization by 2030 at approximately 1.5 million cats, followed by a gradual long-term decline. This scenario prioritizes feasibility while substantially reducing reproductive output, particularly in rural and high-intensity contexts. The PACF combines stratified demographic modeling with spatial sensitivity, offering a flexible framework adaptable to local conditions. It incorporates One Health principles and introduces tools for adaptive management, including digital monitoring platforms and standardized welfare protocols. While ecological impacts were not directly assessed, the proposed demographic stabilization is designed to mitigate population-driven risks to biodiversity and public health without relying on lethal control. By integrating legal mandates, stratified modeling, and realistic intervention goals, this study outlines a replicable and scalable framework for coordinated action across administrative levels. It exemplifies how national policy can be operationalized through data-driven, territorially sensitive planning tools. The findings support the strategic deployment of TNR-based programs across diverse municipal contexts, providing a model for other countries seeking to align animal welfare policy with ecological planning under a multi-level governance perspective. This research aims to identify and prioritize key planning elements for the redevelopment of such housing complexes by incorporating perspectives from both experts (supply-side) and residents (demand-side). To achieve this, a hybrid multi-criteria decision-making framework was developed by integrating the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). A total of 25 planning elements were identified through Focus Group Interviews and organized into five domains: legal and institutional reforms, project feasibility, residential conditions, social integration, and complex design. The AHP was used to assess the relative importance of each element based on responses from 30 experts and 130 residents. The analysis revealed a clear divergence in priorities: experts emphasized feasibility and regulatory considerations, while residents prioritized livability and spatial quality. Subsequently, the TOPSIS method was applied to evaluate four real-world redevelopment cases. From the supply-side perspective, Seoul A District received the highest score (0.58), whereas from the demand-side perspective, Gyeonggi D District ranked highest (0.69), illustrating the differing priorities of stakeholders. Overall, Gyeonggi D District emerged as the most favorable option in the combined evaluation. This research contributes a structured and inclusive decision-making framework for the regeneration of public housing. By explicitly comparing and quantifying the contrasting preferences of key stakeholders, it underscores the critical need to balance technical feasibility with resident-centered values in future redevelopment initiatives. Background: Accurate estimation of the postmortem interval (PMI) is critical in forensic death investigations. Traditional signs of death—algor mortis, livor mortis, and rigor mortis—are generally reliable only within the first two to three days after death, with their accuracy decreasing as decomposition progresses. This paper presents a systematic review conducted in accordance with PRISMA guidelines, aiming to evaluate and compare current methods for estimating the PMI. Specifically, the study identifies both traditional and modern techniques, analyzes their advantages, limitations, and applicable timeframes, critically synthesizes the literature, and highlights the importance of combining multiple approaches to improve accuracy. Methods: A systematic search was conducted in the PubMed, Scopus, and Web of Science databases, following the PRISMA guidelines. The review included original articles and reviews that evaluated PMI estimation methods (through thanatological signs, entomology, microbial succession, molecular, imaging, and omics approaches). Extracted data included study design, methodology, PMI range, and accuracy information. Out of the 1245 identified records, 50 studies met the inclusion criteria for qualitative synthesis. Results: Emerging methods, such as molecular markers, microbial succession, omics technologies, and advanced imaging show improved accuracy across extended postmortem intervals. RNA degradation methods demonstrated higher accuracy within the first 72 h, while entomology and microbial analysis are more applicable during intermediate and late decomposition stages. Although no single method is universally reliable, combining traditional and modern approaches tailored to case-specific factors improves overall PMI estimation accuracy. Conclusions: This study supports the use of an integrative, multidisciplinary, and evidence-based approach to improve time-since-death estimation. Such a strategy enhances forensic outcomes by enabling more precise PMI estimates in complex or delayed cases, increasing legal reliability, and supporting court-admissible expert testimony based on validated, multi-method protocols. The identification of unmarked graves is important in archaeology, forensics, and cemetery management, but invasive methods are often restricted due to ethical or cultural concerns. This necessitates the use of non-invasive geophysical techniques. Our study demonstrates the potential of induced polarization (IP) imaging as a non-invasive remote sensing technique specifically suited for detecting and characterizing unmarked graves. IP leverages changes in the electrical properties of soil and pore water, influenced by the accumulation of organic matter from decomposition processes. Measurements were conducted at an inactive cemetery using non-invasive textile electrodes to map a documented grave from the early 1990s, with a survey design optimized for high spatial resolution. The results reveal a distinct polarizable anomaly at a 0.75–1.0 m depth with phase shifts exceeding 12 mrad, attributed to organic carbon from wooden burial boxes, and a plume-shaped conductive anomaly indicating the migration of dissolved organic matter. While electrical conductivity alone yielded diffuse grave boundaries, the polarization response sharply delineated the grave, aligning with photographic documentation. These findings underscore the value of IP imaging as a non-invasive, data-driven approach for the accurate localization and characterization of graves. The methodology presented here offers a promising new tool for archaeological prospection and forensic search operations, expanding the geophysical toolkit available for remote sensing in culturally and legally sensitive contexts. Background/Objectives: In many parts of the world, pharmacists hold the primary responsibility for providing safe and effective pharmacotherapy. A key aspect is the availability of appropriate medicines for each individual patient. When industrially manufactured medicines are unsuitable or unavailable, pharmacists can prepare tailor-made medicines. While this principle applies globally, practices vary between countries. In the Netherlands, the preparation of medicines in pharmacies is well-established and integrated into routine healthcare. This narrative review explores the role and significance of extemporaneous compounding, pharmacy preparations and related product care in the Netherlands. Methods: Pharmacists involved in pharmacy preparations across various professional sectors, including community and hospital pharmacies, central compounding facilities, academia, and the professional pharmacists’ organisation, provided detailed and expert insights based on the literature and policy documents while also sharing their critical perspectives. Results: We present arguments supporting the need for pharmacy preparations and examine their position and role in community and hospital pharmacies in the Netherlands. Additional topics are discussed, including the regulatory and legal framework, outsourcing, quality assurance, standardisation, education, and international context. Specific pharmacy preparation topics, often with a research component and a strong focus on product care, are highlighted, including paediatric dosage forms, swallowing difficulties and feeding tubes, hospital-at-home care, reconstitution of oncolytic drugs and biologicals, total parenteral nutrition (TPN), advanced therapy medicinal products (ATMPs), radiopharmaceuticals and optical tracers, clinical trial medication, robotisation in reconstitution, and patient-centric solid oral dosage forms. Conclusions: The widespread acceptance of pharmacy preparations in the Netherlands is the result of a unique combination of strict adherence to tailored regulations that ensure quality and safety, and patient-oriented flexibility in design, formulation, and production. This approach is further reinforced by the standardisation of a broad range of formulations and procedures across primary, secondary and tertiary care, as well as by continuous research-driven innovation to develop new medicines, formulations, and production methods. Like in many countries, the transfer of increased land value created by public actions without landowner contributions back to the public is under debate in Türkiye. Although various Land Value Capture (LVC) mechanisms are employed worldwide to finance infrastructure investments, no comprehensive system has been established in Türkiye for this purpose. In this study, an improved LVC model that integrates land value and development rights is proposed. This model, termed Hybrid Land Readjustment (hLR), is designed to ensure that land value increases triggered by public investments are returned to the public. To this end, existing Turkish value capture instruments with potential are examined. Under the proposed hLR framework, equal basic development rights are granted to cadastral parcels, parcel and building-block value maps are utilized, basic rights are adjusted according to land-value changes, and a portion of additional development rights is transferred to the public. A practical application scenario is provided to illustrate the model’s operation. The system is configured for seamless integration into Türkiye’s existing legal and planning framework, offering a sustainable mechanism for financing infrastructure and implementing zoning plans. This paper proposes a strategic framework to enhance nuclear energy governance by advancing the Qudrat-Ullah Nuclear Peace and Trust (Q-NPT) framework. Designed to complement existing treaties such as the Nuclear Non-Proliferation Treaty (NPT) and International Atomic Energy Agency (IAEA) safeguards, Q-NPT integrates principles of equity, transparency, and trust to address persistent governance challenges. The framework emphasizes sustainable nuclear technology access, multilateral cooperation, and integration with global energy transition goals. Through an analysis of institutional, economic, technological, and geopolitical barriers, the study outlines actionable pathways for adoption, including legal harmonization, differentiated financial instruments, and deployment of advanced verification technologies such as blockchain, artificial intelligence (AI), and remote monitoring. A phased implementation timeline is presented, enabling adaptive learning and stakeholder engagement over short-, medium-, and long-term horizons. Regional case studies, including Serbia and Latin America, demonstrate the framework’s applicability in diverse contexts. By linking nuclear policy to broader climate, energy equity, and global security objectives, Q-NPT offers an operational and inclusive roadmap for future-ready governance. This approach contributes to the literature on energy systems transformation by situating nuclear governance within a sustainability-oriented, trust-centered paradigm. Full article

Semantic modeling of legal reasoning is an important research direction in the field of artificial intelligence and law (AI and law), aiming to enhance judicial transparency, fairness, and the consistency of legal applications through structured semantic representations. This paper proposes a semantic judicial reasoning framework based on the “Data–Information–Knowledge–Wisdom–Purpose” (DIKWP) model, which transforms the conceptual expressions of traditional legal judgment into DIKWP graphs enriched with semantics. The framework integrates the objective content of legal norms with stakeholders’ subjective cognition through a DIKWP×DIKWP bidirectional mapping mechanism, achieving “semantic justice”. Specifically, we define a DIKWP-based legal knowledge representation method and design a mapping algorithm from traditional legal concepts to the DIKWP semantic structure. To validate the effectiveness of the framework, we use a real administrative law case as an example and construct DIKWP (normative content) and DIKWP (subjective cognition) graphs to model legal rules, evidence, and various perspectives. The results indicate that the intention-driven semantic transformation mechanism can harmonize legal reasoning with stakeholders’ cognitive backgrounds, thereby enhancing the interpretability and fairness of judicial interpretation. Case analysis further demonstrates that reasoning within the DIKWP semantic space can reveal underlying assumptions, bridge cognitive gaps, and promote judicial fairness by aligning legal intentions. This study provides new theoretical and methodological support for the explainable reasoning of intelligent judicial systems. Full article

Volcanic islands host exceptional geological features that illustrate complex endogenic processes and interactions with climatic and marine forces, while also being particularly vulnerable to the impacts of climate change. Despite their scientific, educational, touristic, and aesthetic values, such islands remain underrepresented within the UNESCO Global Geoparks (UGGp). This study reviews current volcanic island geoparks and evaluates territories with potential for future designation, based on documented geoheritage, geosite inventories, and geoconservation frameworks. Geoparks are categorized according to their dominant narratives—ranging from recent Quaternary volcanism to broader tectonic, sedimentary, and metamorphic histories. Through an analysis of their distribution, management strategies, and integration into territorial planning, this work highlights the challenges that insular territories face, including vulnerability to global environmental change, limited legal protection, and structural inequalities in access to international resources recognition. It concludes that volcanic island geoparks represent strategic platforms for implementing sustainable development models, especially in ecologically and socially fragile contexts. Disability Certification is an instrument that can contribute to the identification of persons with disabilities who are potential beneficiaries of social protection programmes. In Colombia, the disability certification process was changed in 2020 to include a human rights perspective. However, little information exists on how far the process aligns with the recommendations made by the Convention on the Rights of Persons with Disabilities or to what extent it provides useful information for the operation of the country’s social protection system. This study aims to analyse how the changes implemented in 2020 have contributed to the identification and determination of persons with disabilities in social protection programmes in Colombia. This research uses an analytical-descriptive design, in which legal documents related to the social protection programme and disability certification were analysed. In addition, we conducted semi-structured interviews in Colombia with people with disabilities, professionals conducting the certification, and with key stakeholders, and we analysed the information using thematic analysis. Colombia changed its certification process in 2020, moving from a capacity-to-work assessment to a process of assessing functioning capacity and participation limitations following the International Classification of Functional Disability and Health. However, the new certification process has not provided an instrument to contribute to determining persons with disabilities who should be prioritised or receive social benefits in Colombia. The certification does not establish the support needs of people with disabilities, does not recommend reasonable adjustments to support their participation in society, and has not been used systematically in social protection programmes. Finally, individuals with disabilities commented that the disability certification is a process that does not open up opportunities to receive social benefits and social transfers, and in most cases, it is an expensive and lengthy process. Disability certification in Colombia is not an instrument that determines the needs of people with disabilities, nor the reasonable accommodations that they require in order to participate in society. Historical buildings are exposed to an increased risk of fire. The direct influence comes from the buildings’ structural design and the fire protection level. The fundamental principle for reducing the loss of heritage value in historical buildings due to fire is fire protection, as part of crisis management. This article focuses on selected castle buildings from Slovakia. Three castle buildings were selected based on their location in the country. All of them are currently used for museum purposes. Using an analytical form, we assessed fire hazards and fire safety measures in two parts, calculated the fire risk index, and proposed solutions. Qualitative research, which is more suitable for the issue at hand, was used to evaluate the selected objects. The main methods used in the research focused on visual assessment of the current condition of the objects and analysis of fire documentation and its comparison with currently valid legal regulations. Based on the results, we can conclude that Kežmarok Castle (part of the historical city center) has a small fire risk (fire risk index = 13 points). Trenčín Castle (situated on a rock above the city) and Stará Ľubovňa Castle (situated on a limestone hill outside the city, surrounded by forest) have an increased risk of fire (fire risk index = 50–63). Significant risk sources identified included surrounding forest areas, technical failures related to outdated electrical installations, open flames during cultural events, the concentration of highly flammable materials, and complex evacuation routes for both people and museum collections. The growing urban population has made densification a key focus of urban development. It is crucial to create an urban planning strategy that understands the environmental, social, and economic effects of densification at both the district and city levels. In Switzerland, densification is a legally binding aim to foster housing and jobs within urban boundaries. The challenge is to accommodate population growth while maintaining a high quality of life. Zurich exemplifies this situation, necessitating the accommodation of approximately 25% of the anticipated increase in both the resident population and associated workplaces, as of 2016. This study examined the effects of urban densification on urban forms and microclimates in the Altstetten–Albisrieden district. It developed five densification scenarios based on current urban initiatives and assessed their impacts. Results showed that the current Building and Zoning Plan provides sufficient capacity to accommodate growth. Strategies such as densifying parcels older than fifty years and adding floors to newer buildings were found to minimally impact existing urban forms. Using the SOLWEIG model in the Urban Multi-scale Environmental Predictor (UMEP), this study simulated mean radiant temperature (Tmrt) in the selected urban areas. The results demonstrated that densification reduced daytime average temperatures by 0.60 °C and diurnal averages by 0.23 °C, but increased average nighttime temperatures by 0.38 °C. This highlights the importance of addressing warm nights. The study concludes that well-planned densification can significantly contribute to urban liveability, emphasising the need for thoughtful building design to improve outdoor thermal comfort. Henri Lefebvre’s “right to the city” has rarely been examined through an intersectional feminist lens, leaving unnoticed the uneven burdens that urban design and policy place on women. This article bridges that gap by combining constitutional analysis, survey data (n = 736), in-depth interviews, and participatory observation to assess how Quito’s public spaces affect women’s safety and mobility. Quantitative results show that 81% of respondents endured sexual or offensive remarks, 69.8% endured obscene gestures, and 38% endured severe harassment in the month before the survey; 43% of these incidents occurred only days or weeks beforehand, underscoring their routine nature. Qualitative narratives reveal behavioral adaptations—altered routes, self-policing dress codes, and distrust of authorities—and identify poorly lit corridors and weak institutional presence as spatial amplifiers of violence. Analysis of Quito’s “Safe City” program exposes a gulf between its ambitious rhetoric and its narrow, transport-centered implementation. We conclude that constitutional guarantees of participation, appropriation, and urban life will remain aspirational until urban planning mainstreams gender-sensitive design, secures intersectoral resources, and embeds women’s substantive participation throughout policy cycles. A feminist reimagining of Quito’s public realm is therefore indispensable to transform the right to the city from legal principle into lived reality. Full article

In the context of wastewater treatment plant optimization, this study presents a novel approach based on a virtual sensor architecture designed to estimate total nitrogen levels in effluent and assess plant performance using an operational indicator. The core of the system is an intelligent agent that integrates real-time sensor data with machine learning models to infer nitrogen dynamics and anticipate deviations from optimal operating conditions. Central to this strategy is the operational nitrogen indicator (ONI), a weighted aggregation of four sub-indicators: legal compliance (Nactual%), the nitrogen dynamic trend (Tnitr%), removal efficiency (Enitr%), and microbial balance (NP%), each of which captures a critical dimension of the nitrogen removal process. The ONI enables the early detection of stress conditions and facilitates adaptive decision-making by quantifying operational status in terms of regulatory thresholds, biological requirements, and dynamic stability. This approach contributes to a shift toward smart wastewater treatment plants, where virtual sensing, autonomous control, and throttling-aware diagnostics converge to improve process efficiency, reduce operational risk, and promote environmental compliance. Synergistic Mechanisms of Ecological Compensation and Targeted Poverty Alleviation in Functional Zones: Theoretical Expansion and Practical Implications

Against the backdrop of ecological civilization construction and regional coordinated development strategies, functional zone (MFOZ) planning guides national spatial development through differentiated policies. However, a prominent conflict exists between the ecological protection responsibilities and regional development rights in restricted and prohibited development zones, leading to a vicious cycle of “ecological protection → restricted development → poverty exacerbation”. This paper focuses on the synergistic mechanisms between ecological compensation and targeted poverty alleviation. Based on the capability approach and sustainable development goals (SDGs), it analyzes the dialectical relationship between the two in terms of goal coupling, institutional design, and practical pathways. The study finds that ecological compensation can break the “ecological poverty trap” through the internalization of externalities and the enhancement of livelihood capabilities. Nevertheless, challenges remain, including low compensation standards, unbalanced benefit distribution, and insufficient legalization. Through case studies of the compensation reform in the water source area of Southern Shaanxi, China, and the Common Agricultural Policy (CAP) of the European Union, this paper proposes the construction of a long-term mechanism integrating differentiated compensation standards, market-based fund integration, legal guarantees, and capability enhancement. The research emphasizes the need for institutional innovation to balance ecological protection and livelihood improvement, promoting a transition from “blood transfusion” compensation to “hematopoietic” development, thereby offering a Chinese solution for global sustainable development.
