Preventing, halting, and reversing ecosystem degradation is now a global priority, partly due to the declaration of the United Nations (UN) Decade on Ecosystem Restoration by the UN General Assembly 2021–2030 on 1 March 2019. Apart from the most recent global target to protect 30% of the natural planet by 2030 as part of the Kunming-Montreal Global Biodiversity Framework agreed during COP15, there are several other global goals and targets. The Government of Bangladesh (GoB) has also pledged to restore 0.75 million hectares of forests as part of the Bonn Challenge. The Chittagong Hill Tracts (CHT) of Bangladesh contain almost one-third of the country’s state-owned forests and are home to 12 ethnic communities, whose livelihoods are dependent on forests. Although once rich in biodiversity, the majority of the forests in the region are highly degraded due to faulty management, complex institutional arrangements, and land disputes with locals. The CHT, therefore, represent the most promising region for ecosystem restoration through forest and landscape restoration (FLR). Here, using the secondary literature, we examine the current institutional arrangements and drivers of deforestation and forest degradation in the CHT region and potential benefits and modalities to make FLR successful in the region. Based on our study, we suggest that institutional reform is essential for successful FLR in the CHT. We also discuss key interventions that are necessary to halt ecosystem degradation and to secure community participation in natural resources management in the region. Full article

Forest landscape restoration (FLR) has a central place in current global debates about the sustainability of natural resources, climate change mitigation and adaptation, livelihoods and biodiversity conservation. FLR approaches support the involvement of different social actors in participatory decision-making processes. We conducted a bibliometric analysis research to provide an overview of scientific publications in forest restoration, FLR and local stakeholders (LS) studies, and, specifically, examine if the studies (1) recognised the relevance of the local level actors and (2) collected primary and/or secondary data on LS using different methods from related publications since 2000. We used the Web of Science (WoS) and Scopus as bibliographic sources. We analysed five main research aspects: (1) publication year, (2) most productive countries according to the total number of publications, (3) most influential journals and cited papers, (4) most influential authors ranked by number of publications, their respective organisations and country collaborations, and (5) a co-occurrence analysis of countries’ collaborations and keywords. We found that forest restoration, FLR and LS studies have been growing over the years, especially in the last decade. However, only 50% (99 records) of the studies recognised the relevance of the local level actors and also collected primary and/or secondary data through different methods. Authors from organisations in North and South America, and Oceania were the ones with the most publications, with only 20% (4 authors) of the top 20 authors having degrees in social sciences. Studies about “ecosystem services”, “ecological restoration”, “natural regeneration”, “livelihoods”, “Bonn challenge” and “governance” have become the main subject of research along the years within the scope of FLR at the local level. Finally, the results showed the gaps that should be considered in future research to improve the involvement and more direct participation of LS, as well as the participation of interdisciplinary and social science researchers in FLR research teams. Restoring degraded ecosystems is an urgent policy priority to regain ecological integrity, advance sustainable land use management, and mitigate climate change. This study examined current legislation and policies supporting forest landscape restoration (FLR) in Canada to assess its capacity to advance restoration planning and efforts. First, a literature review was performed to assess the policy dimension of FLR globally and across Canada. Then, a Canada-wide policy scan using national databases was conducted. While published research on ecological restoration has increased exponentially in Canada and globally since the early 1990s, our results showed that the policy dimensions of FLR remain largely under documented in the scientific literature, despite their key role in implementing effective restoration measures on the ground. Our analyses have identified over 200 policy instruments and show that Canada has developed science-based FLR policies and best practices driven by five main types of land use and extraction activities: (1) mining and oil and gas activities; (2) sustainable forest management; (3) environmental impact assessment; (4) protected areas and parks; and (5) protection and conservation of species at risk. Moreover, FLR policies have been recently added to the national climate change mitigation agenda as part of the nature-based solutions and the net-zero emission strategy. Although a pioneer in restoration, we argue that Canada can take a more targeted and proactive approach in advancing its restoration agenda in order to cope with a changing climate and increased societal demands for ecosystem services and Indigenous rights. Considering the multifunctional values of the landscape, the science–policy interface is critical to transform policy aspirations into realizable and quantifiable targets in conjunction with other land-use objectives and values. Indonesia has the second-largest biodiversity of any country in the world. Deforestation and forest degradation have caused a range of environmental issues, including habitat degradation and loss of biodiversity, deterioration of water quality and quantity, air pollution, and increased greenhouse gas emissions that contribute to climate change. Forest restoration at the landscape level has been conducted to balance ecological integrity and human well-being. Forest restoration efforts are also aimed at reducing CO2 emissions and are closely related to Indonesia’s Nationally Determined Contribution (NDC) from the forestry sector. The purpose of this paper is to examine the regulatory, institutional, and policy aspects of forest restoration in Indonesia, as well as the implementation of forest restoration activities in the country. The article was written using a synoptic review approach to Forest Landscape Restoration (FLR)-related articles and national experiences. Failures, success stories, and criteria and indicators for forest restoration success are all discussed. We also discuss the latest silvicultural techniques for the success of the forest restoration program. Restoration governance in Indonesia has focused on the wetland ecosystem such as peatlands and mangroves, but due to the severely degraded condition of many forests, the government has by necessity opted for active restoration involving the planting and establishment of livelihood options. The government has adapted its restoration approach from the early focus on ecological restoration to more forest landscape restoration, which recognizes that involving the local community in restoration activities is critical for the success of forest restoration. The study is intended for forest farmers who need to make a mathematically sound and objective decision on the choice of technological operations and technical means for forest restoration. Currently, in studies implementing the forest landscapes restoration approach from the point of view of technology and the use of technical devices (FLR technology), there is some discreteness and fragmentation of the issues. There is a need for a comprehensive study of FLR technology using frontier techniques and devices, and the construction of a single technological FLR algorithm. Preliminary analysis indicates a sharp increase in the number of operational sets from nine for the implementation of the classical technological FLR algorithm to 268 in the first approximation when implementing the proposed algorithm. The FLR algorithm construction is based on the algorithm’s theory, and the verification of the similarity degree of operational sets is based on the cluster analysis by Ward and intra-group connections methods. The algorithm decomposition into six conditionally similar clusters will help plan new forest experiments taking into account interdisciplinary interaction, in addition to the modernization of plant propagation protocols for sustainable reforestation quality management. However, some questions remain for the future: which criterion should be used as a universal basis for choosing operational sets? How can the effectiveness of the FLR technology procedure be evaluated and predicted before its practical implementation? Full article

High-quality, suitably adapted tree seed at volume is a key component for the implementation and long-term success of forest landscape restoration (FLR). We analysed the tree seed systems in four Asian countries—the Philippines, Indonesia, Malaysia and India—which have committed to restore in total over 47.5 million hectares of degraded lands by 2030. We assessed the national seed systems using an established indicator framework, literature review and expert surveys and interviews. Additionally, we surveyed 61 FLR practitioners about their challenges in acquiring seed to understand how the strengths and weaknesses identified at the national level were reflected in FLR projects on the ground. Identified key constraints common to the studied countries are (i) a mismatch between the growing demand for priority native species and the limited seed supply in terms of quantity and quality, (ii) lack of effective quality control for seed of native species and (iii) lack of information about the effects of climate change on native species to guide species selection and seed sourcing and to improve the resilience of restored ecosystems. We discuss options to strengthen seed systems for native tree species both in terms of quality and volume to enable them to effectively respond to the national FLR commitments and make recommendations on promising technical solutions. The analysis of forest cover change at different scales is an increasingly important research topic in environmental studies. Forest Landscape Restoration (FLR) is an integrated approach to manage and restore forests across various landscapes and environments. Such restoration helps to meet the targets of Sustainable Development Goal (SDG)–15, as outlined in the UN Environment’s sixth Global Outlook, which includes the sustainable management of forests, the control of desertification, reducing degradation, biodiversity loss, and the conservation of mountain ecosystems. Here, we have used time series Landsat images from 1996 to 2016 to see how land use, and in particular forest cover, have changed between 1996 and 2016 in the Lumbini Province of Nepal. In addition, we simulated projections of land cover (LC) and forest cover change for the years 2026 and 2036 using a hybrid cellular automata Markov chain (CA–Markov) model. We found that the overall forest area increased by 199 km2 (2.1%), from a 9491 km2 (49.3%) area in 1996 to 9691 km2 (50.3%) area in 2016. Our modeling suggests that forest area will increase by 81 km2 (9691 to 9772 km2) in 2026 and by 195 km2 (9772 km2 to 9966 km2) in 2036. They are policy, planning, management factors and further strategies to aid forest regeneration. Clear legal frameworks and coherent policies are required to support sustainable forest management programs. This research may support the targets of the Sustainable Development Goals (SDG), the land degradation neutral world (LDN), and the UN decade 2021–2031 for ecosystem restoration. Full article

Landscape connectivity has widely been recognized as one of the key objectives in studies of forest landscape management, ecological conservation and construction. Protecting virgin forests and afforesting marginal cropland are two long-term ecological projects in China. However, along with rapid urbanization and industrialization in China, the relationship between landscape connectivity and forest landscape restoration (FLR) has not been fully explored. The emergent question concerns whether the connectivity of a restored forest landscape could benefit the local flora and fauna. We evaluated the status of FLR in the Yi River watershed based on remote sensing images during 2015–2020. The forest landscape connectivity (FLC) was investigated using landscape connectivity indicators, applying the theory of landscape connectivity. We also examined the variations of FLC under different landform types (hills and low mountains) according to distance threshold values ranging from 100 m to 20,000 m. The most appropriate distance thresholds for analyzing FLC in hills and low mountains are 500 m and 100 m, respectively. The results showed that in this period, the FLC in low mountains was increased, whereas that of hills was decreased. The contributions for reforested patches on the improvement of the FLC were evaluated. In hills, patches that made “very high” and “high” contributions to improve the FLC occupied 15.6% of the total reforested area, whereas the proportion in low mountains was 25.5%. The results indicated that although rainfed cropland patches have been converted to forest patches, some of them have made small contributions to the FLC. Through this case study, we hope to have confirmed that landscape connectivity analysis could be used as a criterion for selecting important patches in the planning of FLR. Moreover, we have introduced this implementable method for future ecological restoration management programs. Full article

Deforestation and forest degradation mostly caused by human interventions affect the capacity of the forest ecosystem to provide ecosystem services and livelihood benefits. Forest and landscape restoration (FLR) is an emerging concept that focuses on the improvement of the ecosystem as well as the livelihood of the people at the landscape level. Nepal has successfully recovered degraded forest land mainly from the hilly region through forest restoration initiatives, especially community-based forestry. However, the Tarai region is still experiencing deforestation and forest degradation. This study navigated the gaps related to forest restoration in the existing policies and practices and revealed that the persistence of deforestation and forest degradation in Tarai is a result of a complex socioeconomic structure, the limitations of the government in implementing appropriate management modality, unplanned infrastructure, and urban development. We suggest that forest restoration should focus on ecological and social wellbeing pathways at the landscape level to reverse the trend of deforestation and forest degradation in the Tarai regions of Nepal. The study provides critical insight to the policymakers and practitioners of Nepal and other countries (with similar context) who are engaged in forest/ecosystem restoration enterprise. Full article

The adverse impacts of ecosystem degradation have raised the need for forest landscape restoration (FLR) to be included in international sustainability agendas. However, the path towards successful FLR implementation faces numerous biophysical, socioeconomic and governance challenges because FLR operates within complex socioecological systems. In the present study, we review and discuss FLR challenges in the context of global environmental change. We propose a roadmap consisting of five interlinked steps to overcome these challenges: (1) advancing ecological knowledge supporting FLR, (2) adapting FLR management to environmental change through strengthening globally distributed experimental networks, (3) implementing modelling approaches, (4) improving socioeconomic and governance dimensions, and (5) developing evidence-based knowledge platforms. The roadmap offers an iterative and adaptive framework for the continuous evaluation and improvement of FLR strategies and outcomes. Full article

Forest and Landscape Restoration (FLR) is considered worldwide as a powerful approach to recover ecological functionality and to improve human well-being in degraded and deforested landscapes. The literature produced by FLR programs could be a valuable tool to understand how they align with the existing principles of FLR. We conducted a systematic qualitative review to identify the main FLR concepts and definitions adopted in the literature from 1980 to 2017 and the underlying actions commonly suggested to enable FLR implementation. We identified three domains and 12 main associated principles—(i) Project management and governance domain contains five principles: (a) Landscape scale, (b) Prioritization, (c) Legal and normative compliance, (d) Participation, (e) Adaptive management; (ii) Human aspect domain with four principles: (a) Enhance livelihoods, (b) Inclusiveness and equity, (c) Economic diversification, (d) Capacity building; (iii) Ecological Aspects domain with three principles: (a) Biodiversity conservation, (b) Landscape heterogeneity and connectivity, (c) Provision of ecosystem goods and services. Our results showcase variations in FLR principles and how they are linked with practice, especially regarding the lack of social aspects in FLR projects. Finally, we provide a starting point for future tools aiming to improve guidance frameworks for FLR. Full article

Land degradation affects a significant portion of the Earth’s ice-free land area and several countries have embraced the challenge of restoring large parts of their degraded lands. Success in these efforts depends on various factors, including the amount of resources invested, the technical capacity available and the degree of involvement of stakeholders. Burkina Faso has committed to restoring 5 Mha of degraded land by 2030. We identified 39 forest landscape restoration initiatives (FLR) in this country and interviewed their managers to obtain an overview of critical aspects and constraints that could orient future efforts. Our results show a recent growth of FLR initiatives, as most of the projects examined started in the last few years; however, the scale of implementation seems incompatible with country-level targets. Funding is coming mainly from international cooperation and this may lead to risks in long-term continuity and sustainability of FLR. Furthermore, FLR projects are carried out by a multitude of agencies, with local NGOs and associations as the main players; this finding highlights the need to coordinate ongoing efforts and flag challenges in tracking progress. Tree planting is common to most FLR initiatives examined, with aspects of quality and quantity of planting material available becoming critical in ensuring success; this raises the need to ensure farmers are well-trained in its collection and handling. Finally, more homogeneous approaches in monitoring across FLR initiatives should be adopted. Full article

Restoration depends on purpose and context. At the core it entails innovation to halt ongoing and reverse past degradation. It aims for increased functionality, not necessarily recovering past system states. Location-specific interventions in social-ecological systems reducing proximate pressures, need to synergize with transforming generic drivers of unsustainable land use. After reviewing pantropical international research on forests, trees, and agroforestry, we developed an options-by-context typology. Four intensities of land restoration interact: R.I. Ecological intensification within a land use system, R.II. Recovery/regeneration, within a local social-ecological system, R.III. Reparation/recuperation, requiring a national policy context, R.IV. Remediation, requiring international support and investment. Relevant interventions start from core values of human identity while addressing five potential bottlenecks: Rights, Know-how, Markets (inputs, outputs, credit), Local Ecosystem Services (including water, agrobiodiversity, micro/mesoclimate) and Teleconnections (global climate change, biodiversity). Six stages of forest transition (from closed old-growth forest to open-field agriculture and re-treed (peri)urban landscapes) can contextualize interventions, with six special places: water towers, riparian zone and wetlands, peat landscapes, small islands and mangroves, transport infrastructure, and mining scars. The typology can help to link knowledge with action in people-centric restoration in which external stakeholders coinvest, reflecting shared responsibility for historical degradation and benefits from environmental stewardship. Agroforestry has been promoted as a key forest landscape restoration (FLR) option to restore ecosystem services in degraded tropical landscapes. We investigated the share and type of agroforestry selected in an optimized landscape, accounting for a mosaic of alternative forest landscape restoration options (reforestation and natural succession) and forest and common agricultural land-uses. We extend previous studies on multi-objective robust optimization and the analytic hierarchy process by a systematic sensitivity analysis to assess the influence of incorporating agroforestry into a landscape. This approach accounts for multiple objectives concurrently, yet data and computational requirements are relatively low. Our results show that experts from different backgrounds perceive agroforestry (i.e., alley cropping and silvopasture) very positively. Inclusion of large shares of agroforestry (41% share of landscape) in the FLR mix enhanced simulated ecosystem service provision. Our results demonstrate that landscapes with high shares of agroforestry may also comprise of high shares of natural forest. However, landscapes dominated by single agroforestry systems showed lower landscape multifunctionality than heterogeneous landscapes. In the ongoing effort to create sustainable landscapes, our approach contributes to an understanding of interrelations between land-covers and uncertain provisions of ecosystem services in circumstances with scarce data. Forest and landscape restoration (FLR) is being carried out across the world to meet ambitious global goals. However, the scale of these efforts combined with the timeframe in which they are supposed to take place may compromise the quality of restoration, and thus limit the persistence of restoration on the landscape. This paper presents a synthesis of ten case studies identified as FLR to critically analyse implemented initiatives, their outcomes, and main challenges, with an eye to improving future efforts. The identified FLR projects are diverse in terms of their spatial coverage, objectives; types of interventions; and initial socioeconomic, institutional, and environmental conditions. The six principles of FLR—which have been widely adopted in theory by large global organisations—are inadequately addressed across the initiatives presented here. The identified FLR project or interventions, although expected to offer diverse benefits, face many challenges including the lack of long-term sustainability of project interventions, limited uptake by regional and national agencies, limited monitoring, reporting and learning, poor governance structures, and technical barriers, which are mainly owing to institutional weaknesses. On the basis of these cases, we propose that the best pathway to achieving FLR is via an incremental process in which a smaller number of more achievable objectives are set and implemented over time, rather than setting highly ambitious targets that implementers struggle to achieve.
