Compound spring floods in cold-continental and semi-arid interiors arise from interacting snowmelt, rain-on-snow events, intense precipitation, and frozen or saturated soils, yet these mechanisms remain poorly synthesized for Central Asia. This review develops a process-oriented framework linking preconditioning, triggers, propagation/amplification, impacts, and recovery outcomes. The synthesis shows that the most destructive spring floods occur when substantial antecedent snow storage and restricted infiltration coincide with rapid warming and rainfall, producing efficient runoff generation and widespread impacts. Evidence from Kazakhstan and comparable continental regions indicates that mechanistic understanding is relatively robust, but standardized event-level reporting of snow-water equivalent, soil wetness, precipitation phase, routing constraints, and recovery indicators remains uneven. To support post-disaster comparison, we introduce and demonstrate a Recovery Effectiveness Index (REI) combining housing resettlement, compensation, infrastructure restoration, and equity of assistance. A proof-of-concept application to the 2024 Kazakhstan floods produced a 21 June 2024 snapshot REI of 0.607–0.757 and an end-year REI of 0.850–1.000, depending on the treatment of the equity component. The framework supports compound-driver monitoring, early warning, recovery benchmarking, and more harmonized flood-risk assessment in data-sparse continental regions. Full article

Recurrent flooding along the Wabi Shabelle River has repeatedly displaced communities in Beledweyne, Somalia, prompting a 2020 government-led relocation policy intended to reduce long-term flood risk exposure. Whether such resettlement constitutes a durable change-detection method disaster risk reduction strategy in semi-arid East Africa remains empirically untested. We integrate ten years of Sentinel-1 SAR (259 scenes, 2015–2025), three global DEMs (Copernicus GLO-30, FABDEM, SRTM), CHIRPS precipitation, and BFAST changepoint analysis to map flood frequency at 10 m resolution. The Z-score showed the strongest coupling with 12-day cumulative precipitation (Pearson r = +0.338; block-bootstrap 95% CI [+0.13, +0.49], excluding zero) and strong agreement with the log-ratio method (r = +0.676), whereas the conventional fixed −17 dB threshold produced a physically implausible negative correlation (r = −0.248). These conclusions were stable across alternative thresholds. HAND from all three DEMs was positively associated with flood frequency (Spearman ρ ≈ +0.30); GLO-30 and FABDEM were near-equivalent in this low-relief setting (median pairwise difference, 0.13 m). BFAST detected 476,955 changepoints (49.9% post-2020 vs. 35.6% pre-2020), concentrated in high-flood-frequency pixels (Kolmogorov–Smirnov D = 0.854, p < 0.001). The mean flooded area fraction rose from 4.68% to 5.61%, a relative increase of +19.8% (95% CI 9.1–32.0); this remained significant after controlling for precipitation (+0.96 pp, p < 0.001) and excluding the extreme 2023 events (+0.81 pp). Because standard optical and multi-year surface water products are unsuitable for pixel-level validation in this turbid seasonal river, we demonstrate that SAR flood frequency is significantly higher within independently mapped JRC water corridors (median, 0.070 vs. 0.042; p < 0.001). These convergent lines of evidence are consistent with re-encroachment into hazardous floodplains, suggesting that structural relocation alone is unlikely to deliver durable flood risk reduction without parallel investment in tenure security, livelihoods, and inclusive governance (SDGs 11.5, 13.1). The reproducible, open-source SAR framework provides a transferable monitoring template for data-sparse Horn of Africa floodplains. Full article

The Niger Delta region of Nigeria experiences multiple environmental stresses due to intensive oil exploration and pervasive gas flaring, both of which contribute to local and regional climate changes, extreme weather events, and excessive and erratic rainfall. Consequently, flooding remains a recurrent natural disaster, disproportionately impacting the low-lying states of Delta, Bayelsa, and Rivers. This study employs remotely sensed geospatial data and a GIS-based weighted overlay analysis to delineate flood-prone areas on a regional scale in the central Niger Delta states. Flood susceptibility was determined through a weighted overlay of digital elevation model (DEM), slope, proximity to streams, rainfall, and LULC data, among others. Weights of criteria were derived through an analytical hierarchy process (AHP) with a very good consistency ratio of 2.5%. Land use and land cover (LULC) and rainfall data were further analyzed to detect trends of changes between 2012 and 2022. The results show that relatively 77% of the study region is prone to flooding. Areas prone to very high flooding are about 16%, high is 29%, moderate is 32%, while low and very low flood-prone areas cover 18% and 5% of the study region, respectively. There is also a notable increase in average annual rainfall and land cover changes. Average rainfall increased by 58.1% between 2012 and 2017, and by 11.5% between 2017 and 2022. Land cover change analysis further indicates that approximately 1.3% of the study area was converted predominantly to flooded zones and water bodies from 2017 to 2022. The results of this study could be useful for urban regional planning, flood mitigation, and resettlement policies aimed at reducing flood vulnerability and enhancing resilience in the central Niger Delta, as well as other places where similar challenges exist. Internally displaced people (IDPs) are individuals forced to leave their homes due to conflicts or disasters without crossing international borders. Since 2008, weather-related extreme events—primarily storms and floods—have displaced more than 20 million people annually. With global temperatures rising and extreme weather intensifying, the number of IDPs is projected to increase in the coming decades. In the Philippines, resettlement has emerged as a key climate adaptation strategy, with IDP camps established to reduce risks in highly vulnerable areas. Yet, it remains unclear whether these camps are actually located in regions of lower climate vulnerability. This study aims to examine the climate vulnerability of 17 IDP camps by considering physical and infrastructural dimensions to assess whether they are located in safer areas, and to suggest the development of urban forms that can improve community resilience and the living conditions of their populations. Results show significant variation in climate vulnerability, with Villa Diana scoring the lowest and Villa Sofia the highest. Using emergency response facilities as a proxy for social capital, we identified drivers of vulnerability: Villa Sofia faces heightened risks due to population density, flood exposure, and limited emergency facilities, while Villa Diana benefits from greater emergency capacity and abundant vegetation that reduces risk. Our findings provide a systematic framework for assessing climate vulnerability among IDPs and highlight the critical role of social capital in mitigating climate impacts for displaced populations in the Global South, where climate risk mapping and reliable data remain limited. Grain storage is one of the important means of national macro-control, significantly impacting people’s livelihood and social stability. In emergencies, grain storage enhances disaster relief efficiency and victim resettlement. Currently, developing countries primarily use government storage and government–enterprise joint storage. In response to the speculative behavior caused by the profit-seeking tendencies of agent storage enterprises in the process of joint government–enterprise grain storage, this study considers the current status of digital governance reform by the government and takes the government–enterprise emergency joint grain storage mechanism as its research object. We construct an evolutionary game model between the government and agent storage enterprises, analyze the evolutionary stability of the strategy choices of the two parties, explore the impact of various factors on the strategy choices of both parties, and discuss different stable strategy combinations. Through simulation analysis of the cost–benefit systems of both sides, initial strategy probabilities, key factor sensitivity, and the impact of digital governance levels, we propose a number of management recommendations that can effectively reduce speculative behavior and provide guidance for the government to improve its emergency grain storage system. Geoarchaeological work and excavations of the Helike Project over the last 30 years in the Helike coastal plain, Gulf of Corinth, have yielded abundant evidence on ancient settlements, as well as the surrounding landscape and environmental changes that resulted from geological phenomena and catastrophic events. The research methods applied by the Helike Project followed a multidisciplinary approach, including combined archaeological excavations and palaeoseismological trenching, geophysical prospection, archaeometric, environmental, and soil micromorphology analyses, and computer-based landscape modelling. A wealth of settlement remains that were unearthed across the plain, ranging in date from the Early Helladic period (3rd millennium BC) to the Late Antiquity (5th century AD), indicates that the ancient inhabitants of the area chose to always resettle in the area by adjusting their ways of living to the geomorphology and natural hazards, prevailing each time. Our results show that disasters in the area increased between the Geometric and Roman times due to severe earthquakes that occurred approximately every 300 years. In particular, archaeological and geological finds recovered from the Late Classical–Hellenistic Helike settlement, which was revived in the western part of the plain shortly after the disastrous 373 BC earthquake, have enriched our knowledge regarding the historical seismicity of the region and past human–environment relationships. Post-disaster resettlement often faces abandonment and modification; yet, the factors influencing long-term residential satisfaction, especially within diverse communities, remain underexplored. This study examines how satisfaction evolves over time in relation to socio-economic status and community participation comparing the underprivileged Thami community in Panipokhari and the privileged Brahmin community in Jillu Integrated Settlement of Nepal. Using a mixed-method case study approach, this research integrates quantitative satisfaction scores with qualitative insights from surveys, interviews, and observations over three years. Findings reveal diverging satisfaction trends: Jillu’s satisfaction remained stable (3.55 to 3.43 from 2021 to 2023), whereas Panipokhari’s declined (3.27 to 2.33) due to unmet housing needs and limited participation. Correlation tests and qualitative interviews confirmed that while all five key factors—housing design, thermal comfort, water, cultural appropriateness, and architectural aesthetics—influenced satisfaction, their importance varied. These findings challenge “one size fits all” top-down resettlement models, demonstrating that housing adaptability and participatory decision-making are more critical than structural adequacy alone. The study underscores the need for flexible, community-driven housing strategies within the Build Back Better (BBB) framework. By integrating the housing satisfaction theory, the housing mobility theory, and the BBB framework, it advances understanding of socio-economic agency in shaping post-disaster housing outcomes, providing insights for sustainable and inclusive resettlement policies. Climate-induced migration is increasingly affecting communities, disrupting livelihoods, and intensifying socio-economic inequalities, particularly in disaster-prone regions. Despite the prevalence of recurring flood hazards, there remains limited research on the multi-dimensional impacts of migration particularly in socio-culturally sensitive and resource-constrained settings like Khyber Pakhtunkhwa (KPK), Pakistan. This study seeks to bridge this gap by exploring the post-migration challenges of flood-affected communities in District Nowshera. Using a qualitative methodology, we conducted in-depth interviews with 25 diverse key informants. The study results revealed profound socioeconomic instability, inadequate access to essential services, and cultural disruptions. Key findings include significant challenges such as inadequate housing, the loss of traditional livelihoods, persistent financial hardships, health issues, and the breakdown of social support networks. Moreover, displaced families face marginalization and language barriers, which hinder integration into host communities, amplifying feelings of isolation and identity loss. Environmental degradation in resettlement areas further intensifies these challenges, prolonging poor living conditions and heightened vulnerability. To address these issues, the study recommends community-based interventions such as developing resilient, culturally appropriate housing, implementing targeted skills training programs to restore livelihoods, promoting climate-smart agricultural practices, and enacting inclusive social policies to promote integration and cohesion to address climate-induced migration in disaster-prone regions. The government of China has implemented the Southern Shaanxi Disaster Resettlement program since 2011, which aims to address the problems of reduced livelihood resilience, increased livelihood risks, and single-risk management strategies caused by the frequent occurrence of natural disasters. This study considers the specific situation of disaster resettlement in Ankang Prefecture, southern Shaanxi Province, and draws on Quandt’s measurement idea to quantify livelihood resilience at the household scale in terms of five types of capital assets: natural, physical, human, financial, and social. A coarsened exact matching model was used to control confounding factors in the observational data to reduce sample selection bias, and then multinomial logit regression models were used to examine how livelihood resilience affects risk management strategies; moreover, the effects of different indicators of livelihood resilience, relocation characteristics, and follow-up support measures on risk management strategies were analyzed. Results show that livelihood resilience is higher among new-stage relocation, voluntary relocation, and centralized resettlement households, and working outside of the home accounts for the largest proportion of risk management strategies chosen by the sample households. In addition, livelihood resilience and its dimensions and indicators, relocation characteristics, and follow-up support measures have different impacts on risk management strategies. These results have considerable significance in guiding research on risk management strategies at the household scale and can serve as a reference for disaster resettlement in other developing nations and regions. The largest disaster reduction and relocation project was conducted in Shaanxi Province, China, in an effort to reduce the threat of natural disasters and preserve the environment. Although the literature has attempted to assess the economic and ecological impacts of the project quantitatively, there is currently a dearth of research on the connection between resource dependence and adaptive capacity at the rural household levels. Using survey data from southern Shaanxi, China, this study evaluated and quantified natural resource dependence (NRD) and household adaptive capacity (HAC) in the context of disaster resettlement. Simultaneously, we explored the differences in NRD and HAC among various groups and relocation characteristics. An ordinary least squares regression model was used to specifically examine the relationship between them. The results indicated that, first, NRD was significantly and positively related to HAC. Second, the dependence of relocated households on energy, food, and income had a significantly positive correlation with HAC. Third, compared to local, involuntary, and scattered resettlement households, the HAC of relocated households, voluntary relocated households, and centralized resettlement households is substantially lower. The aforementioned findings have significant policy implications for rural China and other developing nations, as they can help reduce natural resource dependence and increase adaptive capacity. After a landslide, swift and precise identification of the affected area is paramount for facilitating urgent rescue operations and damage assessments. This is particularly vital for land use planners and policymakers, enabling them to efficiently address hazard mitigation, the resettlement of those affected by the hazards, and to strategize land planning in the impacted regions. Despite the importance, conventional methods of monitoring landslides often fall short due to their restricted scope and the challenges associated with data acquisition. This study proposes a landslide detection method based on unsupervised multisource and target domain adaptive image segmentation (LUDAS) that is capable of achieving robust and generalized landslide mapping across multiple sources and target domains. Specifically, LUDAS consists of two phases. In the first phase, we introduce an unsupervised interdomain translation network to align the styles of multiple source domains to multiple target domains, generating pseudotarget domain data. Our interdomain translation network is capable of style transfer between any two domains. Through careful design of the network structure and loss functions, we ensure effective style transfer while preserving the content structure of the source domain images. In the second phase, the landslide segmentation model is trained in a supervised manner using annotated data from multiple source domains and multiple pseudotarget domains, resulting in a model with strong generalization capabilities that can adapt to multiple source and target domains. Finally, through extensive qualitative and quantitative analysis experiments, our study confirms that the proposed domain-adaptive segmentation model not only achieves exceptional landslide segmentation performance across multiple target domains but also, due to its good generalizability and transferability, has great potential for application in the emergency response to landslide. This capability can provide strong support for post-disaster emergency rescue, disaster assessment, and land planning in areas with scarce data. Full article

Humanitarian crises caused by war, natural disasters, famine, or disease outbreaks are growing globally and are persistent human tragedies threatening human health, safety, and well-being. Digital-platform-based ecosystems’ corporate social responsibility (CSR) activities have become a vital tool to support humans during crises. However, little is known about the impact of the innovative CSR practices of digital-platform-based ecosystems during a crisis. Therefore, this study investigates this crucial question. Building on dynamic capabilities theory and using thematic analysis of 89 news articles and data from website sources and reports relating to Airbnb Inc.’s CSR innovation in the Afghan 2021 and the Russia–Ukraine 2022 humanitarian crises, we find that strategic digital-platform-based ecosystem-driven CSR interventions during crises can be helpful for society and for businesses. The results suggest Airbnb.org leveraged its resources and capabilities to provide innovative, quick, and timely responses to redefine refugee resettlement, promoting a platform to harness community partnerships, creating a robust collaboration model with international non-governmental organizations and non-governmental organizations, and initiating a novel financial inclusion strategy for refugees and displaced persons. This result also implies that CSR technological innovations during s crisis can be theoretically explained and have further significant implications for policymakers, companies, and societal stakeholders. Persistent Vulnerability after Disaster Risk Reduction (DRR) Response: The Case of Salgar, Colombia

Community-based disaster management (CBDM) has replaced traditional models of disaster risk reduction (DRR), giving the community a more participatory role in the planning and implementation of risk mitigation and preparedness strategies, disaster response, and post-disaster recovery measures. This shift in disaster response approaches has impacted understandings of vulnerability and resilience, leading scholars and policy makers to move away from a physical definition of vulnerability and to incorporate social variables. However, in Colombia, a traditional DRR approach still prevails. The National Risk Management Policy employs a top-down approach to risk reduction and disaster management, relying on the action of governmental authorities without community participation in the design or implementation of risk management planning and strategy. This article reveals the deficiencies of traditional DRR approaches. The Colombian government’s post-disaster resettlement project after a 2015 landslide in Salgar, Antioquia that resulted in 98 people dead or missing did not contribute to the reduction of vulnerability for the resettled community. To accurately measure post-disaster vulnerability and resilience, a new holistic model of indicators that includes both social and biophysical variables that illustrate and measure the relevance of preexisting vulnerabilities was developed. Local data was collected through 178 surveys administered to the inhabitants of Salgar’s three post-disaster resettlement sectors—La Habana, La Florida, and Las Margaritas—to construct an accurate picture of the populations affected by the disaster. Our results show that in the case of Salgar, social vulnerabilities persist even in the physical components of the resettlement sites where new infrastructure would be expected to reduce hazardous conditions and exposure to risk. In the context of land relocation, poverty alleviation resettlement (PAR) is considered an effective approach to improve the man–land relationship and development issues. However, current studies pay little attention to PAR and its spillover effects within developed regions. Furthermore, the complete mechanism chain has received little research concentration. Thus, employing a qualitative survey, this study aims to investigate the overall mechanisms of developed regions’ PAR in the context of land relocation. The study will deal with the following questions: Why does PAR occur in developed regions? How does the resettlement approach to poverty alleviation (i.e., paths)? What are the effects of resettlement on poverty alleviation, including its own effects and spillover effects? Through answering these questions, this study will highlight PAR in developed regions and investigate the spillovers from social, economic and ecological perspectives. Particularly, a comprehensive mechanism analysis framework for PAR will be presented to motivate future studies. Results indicate that PAR is generally caused by ecological poverty alleviation, geological disaster prevention and county town urbanisation promotion and that emigration and resettlement are the paths to PAR. In addition, the direct outcome is the overall rise in the number of resettlers over time, and the spillovers show the sustainable collaboration of economic, social and ecological dimensions. These findings will influence future land reform and housing initiatives. Full article

Power outages and poor thermal conditions are common in emergency shelters. In light of this, a novel design for a solar-powered emergency shelter (SPES) with flexible photovoltaics is proposed and investigated in this paper. Firstly, the space and structure of SPES are designed based on ergonomic and easy open-and-close requirements. Then, considering the finishing strength of the building and the convenience and economy of the processing design, the construction of solid models using a 1:2 equal scale, and three double-top SPES were developed, in which internal roofs are canvas, polyethylene(PE), and polyvinyl chloride(PVC). Finally, measurements and ANSYS-Fluent simulations are employed for testing the dynamic fluctuation of the electrothermal performance of SPES. It is found that the maximum differences between the inner roof interior side temperature (IRIST) and the outdoor ambient environment temperature (OAET) for Sref, Dsc, Dpe, and Dpvc are 33.3 °C, 32.9 °C, 28.1 °C, and 25.9 °C, respectively, in winter conditions in China cold zone. The optimized design parameters of SPES in Poso City, Indonesia, characterized by equatorial humid climatic conditions, recommended that the air interlayer be 0.2 meters thick and the exhaust air volume be 0.3 m3/s. Mechanical ventilation coupled with evaporative conditioners can further reduce indoor temperatures effectively. This research offers a novel solution to the problems of indoor thermal environments and power outages for post-disaster resettlement. Full article
