In an era where digitalization shapes economic and social landscapes, the intersection of digital skills, ethics, and integrity plays a crucial role in understanding the vulnerability of youth classified as NEET (Not in Education, Employment, or Training). This study explores how risky internet use and digital skill gaps contribute to socio-economic exclusion, integrating a multivariate and spatial approach to assess regional disparities in Europe. This study adopts a systems thinking perspective to explore digital exclusion as an emergent outcome of multiple interrelated subsystems. The research employs logistic regression, Principal Component Analysis (PCA) with Promax rotation, and Geographic Information Systems (GIS) to examine the impact of digital behaviors on NEET status. Using Eurostat data aggregated at the country level for the period (2000–2023) across 28 European countries, this study evaluates 24 digital indicators covering social media usage, instant messaging, daily internet access, data protection awareness, and digital literacy levels. The findings reveal that low digital skills significantly increase the likelihood of being NEET, while excessive social media and internet use show mixed effects depending on socio-economic context. A strong negative correlation between digital security practices and NEET status suggests that youths with a higher awareness of online risks are less prone to socio-economic exclusion. The GIS analysis highlights regional disparities, where countries with limited digital access and lower literacy levels exhibit higher NEET rates. Digital exclusion is not merely a technological issue but a multidimensional socio-economic challenge. To reduce the NEET rate, policies must focus on enhancing digital skills, fostering online security awareness, and addressing regional disparities. Integrating GIS methods allows for the identification of territorial clusters with heightened digital vulnerabilities, guiding targeted interventions for improving youth employability in the digital economy. An indicator-based approach was implemented to assess the contributions of soils in supplying ecosystem services, providing a scalable tool for modeling the spatial heterogeneity of soil functions at regional and local scales. The method consisted of (i) the definition of soil-based ecosystem services (SESs), using available point data and thematic maps; (ii) the definition of appropriate SES indicators; (iii) the assessment and mapping of potential SESs provision for the Emilia-Romagna region (22.510 km2) in NE Italy. Depending on data availability and on the role played by terrain features and soil geography and its complexity, maps of basic soil characteristics (textural fractions, organic C content, and pH) covering the entire regional territory were produced at a 1 ha resolution using digital soil mapping techniques and geostatistical simulations to explicitly consider spatial variability. Soil physical properties such as bulk density, porosity, and hydraulic conductivity at saturation were derived using pedotransfer functions calibrated using local data and integrated with supplementary information such as land capability and remote sensing indices to derive the inputs for SES assessment. Eight SESs were mapped at 1:50,000 reference scale: buffering capacity, carbon sequestration, erosion control, food provision, biomass provision, water regulation, water storage, and habitat for soil biodiversity. The results are discussed and compared for the different pedolandscapes, identifying clear spatial patterns of soil functions and potential SES supply. Full article

Background: This study aims to compare the logistical challenges of Home Health Care (HHC) services in Portugal and Brazil, highlighting the structural and operational differences between both systems. Methods: Guided by an abductive research approach, data were collected using a semi-structured survey with open-ended questions, applied to 13 HHC teams in Portugal and 18 in Brazil, selected based on national coordination recommendations. The data collection process was conducted in person, and responses were analyzed using descriptive statistics and qualitative content analysis. Results: The results reveal that Portugal demonstrates higher productivity, stronger territorial coverage, and a more integrated inventory management system, while Brazil presents greater multidisciplinary team integration, more flexible fleet logistics, and more advanced digital health records. Despite these strengths, both countries continue to address key logistical aspects, such as scheduling, supply distribution, and data management, largely through empirical strategies. Conclusions: This research contributes to the theoretical understanding of international HHC logistics by emphasizing strategic and systemic aspects often overlooked in operational studies. In practical terms, it offers insights for public health managers to improve resource allocation, fleet coordination, and digital integration in aging societies. Full article

This study explores digital inequality as a socio-spatial phenomenon within the context of smart inclusion, focusing on the Regional Unit of Xanthi, Greece—a region marked by ethno-cultural diversity and pronounced urban–rural contrasts. Using a mixed-methods design, this research integrates secondary quantitative data with qualitative insights from semi-structured interviews, aiming to uncover how spatial, demographic, and cultural variables shape digital engagement. Geographic Information System (GIS) tools are employed to map disparities in internet access and ICT infrastructure, revealing significant gaps linked to geography, education, and economic status. The findings demonstrate that digital inequality is particularly acute in rural, minority, and economically marginalized communities, where limited infrastructure intersects with low digital literacy and socio-economic disadvantage. Interview data further illuminate how residents navigate exclusion, emphasizing generational divides, perceptions of technology, and place-based constraints. By bridging spatial analysis with lived experience, this study advances the conceptualization of digitally inclusive smart regions. It offers policy-relevant insights into how territorial inequality undermines the goals of smart development and proposes context-sensitive interventions to promote equitable digital participation. The case of Xanthi underscores the importance of integrating spatial justice into smart city and regional planning agendas. Full article

Hundreds of Japanese features of war (field positions, tunnels, and fortifications) were constructed in Hong Kong during World War II. However, most of them were poorly documented and were left unknown but still in relatively good condition because of their durable design, workmanship, and remoteness. These features of war form parts of Hong Kong’s brutal history. Conservation, at least in digital form, is worth considering. With the authors coming from multidisciplinary and varied backgrounds, this paper aims to explore these features using a scientific workflow. First, we reviewed the surviving archival sources of the Imperial Japanese Army and Navy. Second, airborne LiDAR data were used to form territory digital terrain models (DTM) based on the Red Relief Image Map (RRIM) for identifying suspected locations. Third, field expeditions of searching for features of war were conducted through guidance of Global Navigation Satellite System—Real-Time Kinetics (GNSS-RTK). Fourth, the found features were 3D-laser scanned to generate mesh models as a digital archive and validate the findings of DTM-RRIM. This study represents a reverse-engineering effort to reconstruct the planned Japanese defense tactics of guerilla fight and Kamikaze grottos that were never used in Hong Kong. Full article

The architectural, engineering, construction, and operation (AECO) sector is one of the main contributors to energy consumption and greenhouse gas emissions in Europe, making the renovation of the existing building stock a priority. However, defining effective and economically sustainable interventions remains a challenge, partly due to the variability of building characteristics and the lack of digital tools to support data-driven decision making. This research aims to identify the main factors influencing the energy consumption of buildings by analyzing a large database of building characteristics using machine learning algorithms. Based on the parameters that the analysis shows to have the greatest impact, the average cost of energy retrofitting measures will be used to elaborate a cost–benefit analysis model and the economic payback time for each measure, individually or in combination. The expected result is the creation of a tool that will allow the operator to evaluate the choice of interventions based on the energy efficiency that can be achieved and/or the economic sustainability. The proposed methodology aims to provide a digital approach that is replicable and adaptable to different territorial realities and useful for strategic planning of energy transformation in the building sector. In a European context, facing pressure to digitalize public administration, the integration of artificial intelligence (AI) at the local level remains a deeply uneven and empirically poorly understood process. This study investigates the degree of adoption of artificial intelligence (AI) in local public administrations in Germany, exploring territorial disparities and institutional factors influencing this transition. Based on a national sample of 347 municipalities, this research proposes a composite AI adoption index, built by integrating six relevant indicators (including the use of conversational bots and the automation of internal and decision-making processes). In the simulations, local administration profiles were differentiated according to factors such as IT staff (with a weight of 30%), the degree of urbanization (25%), and participation in digital networks (20%), reflecting significant structural variations between regions. The analysis model used is a multilevel one, which highlights the combined influences of local and regional factors. The results indicate a clear stratification of digital innovation capacity, with significant differences between eastern and western Germany, as well as between urban and rural environments. The study contributes to the specialized literature by developing a replicable analytical tool and provides public policy recommendations for reducing interregional digital divides. Full article

This study examines the added value of territorial cooperation within the LEADER approach, a key pillar of the EU’s rural development policy. Both interterritorial and transnational cooperation projects empower Local Action Groups (LAGs) to tackle common challenges through innovative and community-driven strategies. Drawing on over 3000 projects since 1994, LEADER cooperation has proven its ability to deliver tangible results—such as joint publications, pilot projects, and shared digital platforms—alongside intangible benefits like knowledge exchange, improved governance, and stronger social capital. By facilitating experiential learning and inter-organizational collaboration, cooperation enables stakeholders to work across territorial boundaries and build networks that respond to both national and transnational development issues. The interaction among diverse actors often fosters innovative responses to local and regional problems. Using a mixed-methods approach, including case studies of Italian LAGs, this research analyses the dynamics, challenges, and impacts of cooperation, with a focus on learning processes, capacity building, and long-term sustainability. Therefore, this study focuses not only on project outcomes but also on the processes and learning dynamics that generate added value through cooperation. The findings highlight how territorial cooperation promotes inclusivity, fosters cross-border dialogue, and supports the development of context-specific solutions, ultimately enhancing rural resilience and innovation. In conclusion, LEADER cooperation contributes to a more effective, participatory, and sustainable model of rural development, offering valuable insights for the broader EU cohesion policy. This article examines how governance structures and procedural timing influence the effectiveness of Territorial Management Instruments (TMIs) in Portugal. Anchored in a comparative analysis of two key legal reforms (Decree-Law No. 380/1999 and Decree-Law No. 80/2015), the study explores the tensions between democratic legitimacy and regulatory complexity. While the 1999 framework emphasized vertical coordination and participatory rights, it often led to procedural rigidity and institutional inertia. Conversely, the 2015 reform promoted digital tools and streamlined processes but introduced new governance gaps, reduced stakeholder diversity, and compressed consultation timelines. Drawing on a qualitative analysis of legal texts, policy documents, and technical documentation, the article introduces the concept of temporal governance, the idea that planning time is not merely a constraint but a governable resource. Through this lens, planning delays are reframed as either pathological (caused by inefficiency and fragmentation) or productive (used strategically to enhance environmental assessment and stakeholder engagement). A new conceptual framework is proposed to classify types of planning time, differentiate delays, and support temporal calibration in governance design. Findings show that effective planning outcomes hinge not only on legal architecture or participatory norms but also on the institutional ability to balance speed with deliberation and strategic foresight with procedural pragmatism. The paper concludes by calling for adaptive governance models that integrate time as a dynamic dimension of spatial planning, with implications for environmental resilience, democratic value, and, above all, institutional trust. This study explores a strategic framework for the sustainable development of Northern and Central Euboea (Evia), Greece, through the preservation and promotion of cultural and environmental assets. This research aims to redirect tourism flows from overdeveloped coastal zones to underutilized inland areas by leveraging local heritage and natural resources. The methodology was developed within the context of the AEI research project and combines bibliographic research, stakeholder consultation, GIS analysis, and socioeconomic assessment. Based on this framework, a series of thematic cultural routes and agritourism initiatives were designed to enhance regional attractiveness and resilience. The study proposes the utilization of ICT tools such as GIS-based mapping, a digital development platform, and an online tourism portal to document, manage, and promote key assets. The socioeconomic impact of the proposed interventions was evaluated using an input–output model, revealing that each EUR 1 million invested in the region is expected to generate EUR 650,000 in local GDP and create 14 new jobs. The results underscore the potential of alternative tourism to stimulate inclusive and sustainable growth, particularly in post-disaster rural regions. This integrated approach can serve as a model for other territories facing similar environmental, economic, and demographic challenges. Full article

The Mediterranean region is increasingly confronted with intersecting environmental, agricultural, and socio-economic challenges, including biowaste accumulation, soil degradation, and high dependency on imported fossil fuels. Biomethane, a renewable substitute for natural gas, offers a strategic solution that aligns with the region’s need for sustainable energy transition and circular resource management. This review examines the current state of biomethane production in the Mediterranean area, with a focus on anaerobic digestion (AD) technologies, feedstock availability, policy drivers, and integration into the circular bioeconomy (CBE) framework. Emphasis is placed on the valorisation of regionally abundant feedstocks such as olive pomace, citrus peel, grape marc, cactus pear (Opuntia ficus-indica) residues, livestock manure, and the Organic Fraction of Municipal Solid Waste (OFMSW). The multifunctionality of AD—producing renewable energy and nutrient-rich digestate—is highlighted for its dual role in reducing greenhouse gas (GHG) emissions and restoring soil health, especially in areas threatened by desertification such as Sicily (Italy), Spain, Malta, and Greece. The review also explores emerging innovations in biogas upgrading, nutrient recovery, and digital monitoring, along with the role of Renewable Energy Directive III (RED III) and national biomethane strategies in scaling up deployment. Case studies and decentralised implementation models underscore the socio-technical feasibility of biomethane systems across rural and insular territories. Despite significant potential, barriers such as feedstock variability, infrastructural gaps, and policy fragmentation remain. The paper concludes with a roadmap for research and policy to advance biomethane as a pillar of Mediterranean climate resilience, energy autonomy and sustainable agriculture within a circular bioeconomy paradigm. The increasing number of natural and man-made disasters registered at the global level is causing a significant amount of damage. This represents one of the main sustainability challenges at the global level. The collapse of the Twin Towers, Hurricane Katrina, and the nuclear accident at the Fukushima power plant are some of the most representative disaster events that occurred at the beginning of the third millennium. These relevant disasters need an enhanced level of preparedness to reduce the gaps between the plan and its implementation. Among these actions, training and exercises play a relevant role because they increase the capability of planners, managers, and the people involved. By focusing on the exposure risk component, the general objective of the research is to obtain quantitative evaluations of the exercise’s contribution to risk reduction through evacuation. The paper aims to analyze serious games using a set of methods and models that simulate an urban risk reduction plan. In particular, the paper proposes a transparent framework that merges transport risk analysis (TRA) and transport system models (TSMs), developing serious game activities with the support of emerging information and communication technologies (e-ICT). Transparency is possible through the explicitation of reproducible analytical formulations and linked parameters. The core framework of serious games is constituted by a set of models that reproduce the effects of players’ choices, including planned actions of decisionmakers and travel users’ choices. The framework constitutes the prototype of a digital platform in a “non-stressful” context aimed at providing more insights about the effects of planned actions. The proposed framework is characterized by transparency, a feature that allows other analysts and planners to reproduce each risk scenario, by applying TRA and relative effects simulations in territorial contexts by means of TSMs and parameters updated by e-ICT. A basic experimentation is performed by using a game, presenting the main results of a prototype test based on a reproducible exercise. The prototype experiment demonstrates the efficacy of increasing preparedness levels and reducing exposure by designing and implementing a serious game. The paper’s methodology and results are useful for policymakers, emergency managers, and the community for increasing the preparedness level. Full article

Tourism in low-density regions has gained increasing attention as travelers seek more sustainable and authentic tourism experiences. However, despite their cultural and environmental richness, these territories often face structural challenges such as limited visibility, fragmented promotion, and inadequate digital infrastructure. This study explores how digital platforms can support sustainable tourism development in such contexts, combining a systematic literature review with an exploratory analysis of commercial applications. The analysis focuses on academic initiatives that propose IT-based solutions for promoting tourism in sparsely populated areas of Southern Europe, while the platform analysis assesses functionalities and limitations of widely used applications. The findings reveal that most academic solutions remain at the prototype stage or have yet to be tested in real-world contexts, with limited evidence of large-scale implementation or practical validation. Accessibility for people with functional limitations is also largely neglected in both academic and commercial platforms, despite its importance for inclusive tourism. In addition, the digital landscape remains fragmented, with few solutions effectively designed to bring together diverse local stakeholders or to meaningfully enable user-generated content. The study concludes by identifying key challenges, such as fragmentation, lack of accessibility features, and limited deployment, and outlines future directions for developing scalable, inclusive, and culturally sensitive platforms tailored to the realities of low-density territories. While accelerating globalization and technological transformation, traditional food products occupy a vulnerable yet strategically important position, straddling the line between cultural preservation and the need to remain economically viable. This study assesses both the sustainability and economic potential of traditional food items specific to Bihor County, Romania, with particular attention to their integration into contemporary value chains. A mixed-methods design was employed, combining structured surveys with 137 local consumers and semi-structured interviews with 20 regional producers. This research focused on consumer awareness, purchasing behavior, and producers’ readiness to engage with digital tools, within the broader framework of human-centered development and the Industry 5.0 paradigm. Findings reveal a modest but consistent link between familiarity and the willingness to pay a premium, although the frequency of consumption appeared to be unaffected. Sustainability emerged as a widely held value, commonly associated with seasonality, natural ingredients, and artisanal methods. On the supply side, producers showed a cautious openness to digital adoption, often tempered by a strong desire to preserve traditional practices. Based on these insights, this study outlines a territorially grounded framework for enhancing the resilience of traditional foods. Policy recommendations include support for user-friendly digital platforms, improved rural infrastructure, and initiatives that reinforce the regional gastronomic identity. Full article

In the era of shifting global economic dynamics and rapid digital transformation, the demand for enhanced corporate innovation capabilities has significantly increased. However, workplace ostracism, which often arises in complex organizational contexts, may trigger employees’ creative territory behavior, thereby undermining the organization’s innovation ecosystem. There is a need for further research on mitigating the negative impacts of workplace ostracism. Drawing on Affective Events Theory, this study adopts the perspective of enhancing individuals’ perceived coping resources and conceptualizes fun activities as a form of indirect support created by the organization. It further develops a mediated moderation model to examine how fun activities buffer the impact of workplace ostracism on employees’ creative territory behavior by mitigating their fear of missing out. Using a two-wave questionnaire survey, this study collected 337 valid responses from Chinese employees and conducted a hierarchical regression analysis with SPSS. The results reveal that fun activities perform a dual role: directly, they can mitigate employees’ fear of missing out triggered by workplace ostracism; indirectly, they can weaken the impact of workplace ostracism on employees’ creative territory behavior by alleviating such apprehension. This study offers theoretical insights for organizations on integrating ostracism governance into their organizational management systems and on alleviating the adverse outcomes of workplace ostracism by fostering an environment of indirect support.
