Background: Social and financial services are essential for the inclusion and well-being of people with disabilities (PWDs), who often rely on family caregivers to access these systems. In Saudi Arabia, where disability inclusion is a strategic goal under Vision 2030, understanding caregiver experiences is crucial to identifying service gaps and improving accessibility. Objectives: This study aimed to explore caregivers’ perspectives on awareness, perceived barriers, and accessibility of social and financial services for PWDs in Saudi Arabia. The analysis is grounded in Andersen’s Behavioural Model of Health Service Use and the WHO’s International Classification of Functioning, Disability and Health (ICF) framework. Methods: A cross-sectional survey was conducted with 3353 caregivers of PWDs attending specialised day schools. The survey collected data on demographic characteristics, service awareness, utilisation, and perceived obstacles. Exploratory Factor Analysis (EFA) identified latent constructs, and Structural Equation Modelling (SEM) was used to test relationships between awareness, barriers, and accessibility. Results: Findings reveal that over 70% of caregivers lacked awareness of available services, and only about 3% had accessed them. Key challenges included technological barriers, complex procedures, and non-functional or unclear service provider platforms. Both User Barriers and Service Barriers were negatively associated with Awareness and Accessibility. Awareness, in turn, significantly predicted perceived Accessibility. Caregiver demographics, such as age, education, gender, and geographic location, also influenced awareness and service use. Conclusions: There is a pressing need for targeted awareness campaigns, accessible digital service platforms, and simplified service processes tailored to diverse caregiver profiles. Inclusive communication, decentralised outreach, and policy reforms are necessary to enhance service access and promote the societal inclusion of PWDs in alignment with Saudi Arabia’s Vision 2030. As ad-supported subscription models proliferate across over-the-top (OTT) media platforms, understanding the psychological mechanisms and perceptual factors that underlie consumers’ transition decisions becomes increasingly consequential. This study integrates the Uses and Gratifications framework with a contemporary motivation-based perspective to examine how users’ media consumption motivations and advertising attitudes predict intentions to adopt ad-supported OTT plans. Data were collected via a nationally representative online survey in South Korea (N = 813). The sample included both premium subscribers (n = 708) and non-subscribers (n = 105). The findings reveal distinct segmentation in decision-making patterns. Among premium subscribers, switching intentions were predominantly driven by intrinsic motivations—particularly identity alignment with content—and by the perceived informational value of advertisements. These individuals are more likely to consider ad-supported plans when ad content is personally relevant and cognitively enriching. Conversely, non-subscribers exhibited greater sensitivity to extrinsic cues such as the entertainment value of ads and the presence of tangible incentives (e.g., discounts), suggesting a hedonic-reward orientation. By advancing a dual-pathway explanatory model, this study contributes to the theoretical discourse on digital subscription behavior and offers actionable insights for OTT service providers. The results underscore the necessity of segment-specific advertising strategies: premium subscribers may be engaged through informative and identity-consistent advertising, while non-subscribers respond more favorably to enjoyable and benefit-laden ad experiences. These insights inform platform monetization efforts amid the evolving dynamics of consumer attention and subscription fatigue. Full article

Climate change represents one of the main challenges of this century. The hazards generated by this process are various and involve territorial assets all over the globe. Hydrogeological risk represents one of these aspects, and the violence of rain precipitations has led experts to focus their interest on the study of geotechnical assets in relation to these dangerous weather events. At the same time, geospatial representation in 3D WebGIS based on open-source solutions led specialists to employ this kind of technology to remotely analyze and monitor territorial events considering different sources of information. This study considers the construction of a 3D WebGIS framework for the real-time management of geospatial information developed with open-source technologies applied to the dynamic mapping of precipitation in the metropolitan area of Palermo (Italy) based on real-time weather station acquisitions. The structure considered is a WebGIS platform developed with Cesium.js JavaScript libraries, the Postgres database, Geoserver and Mapserver geospatial servers, and the Anaconda Python platform for activating real-time data connections using Python scripts. This framework represents a basic geospatial digital twin structure useful to municipalities, civil protection services, and firefighters for land management and for activating any preventive operations to ensure territorial safety. Furthermore, the open-source nature of the platform favors the free diffusion of this solution, avoiding expensive applications based on property software. The components of the framework are available and shared using GitHub. Full article

Background: Digital transformation is increasingly present in modern logistics, especially in the context of sustainability and circularity pressures. The integration of technologies such as Internet of Things (IoT), Radio Frequency Identification (RFID), and automated platforms involves not only infrastructure but also a strategic vision, a flexible organizational culture, and the ability to support decisions through artificial intelligence (AI)-based systems. Methods: This study proposes an extended conceptual model using structural equation modelling (SEM) to explore the relationships between five constructs: technological change, strategic and organizational readiness, transformation environment, AI-enabled decision configuration, and operational redesign. The model was validated based on a sample of 217 active logistics specialists, coming from sectors such as road transport, retail, 3PL logistics services, and manufacturing. The participants are involved in the digitization of processes, especially in activities related to operational decisions and sustainability. Results: The findings reveal that the analysis confirms statistically significant relationships between organizational readiness, transformation environment, AI-based decision processes, and operational redesign. Conclusions: The study highlights the importance of an integrated approach in which technology, organizational culture, and advanced decision support collectively contribute to the transition to digital and circular logistics chains. Rural regions face significant barriers to adopting IoT technologies, due to limited connectivity, energy constraints, and poor technical infrastructure. While urban environments benefit from advanced digital systems and cloud services, rural areas often lack the necessary conditions to deploy and evaluate secure and autonomous IoT solutions. To help overcome this gap, this paper presents the Smart Rural IoT Lab, a modular and reproducible testbed designed to replicate the deployment conditions in rural areas using open-source tools and affordable hardware. The laboratory integrates long-range and short-range communication technologies in six experimental scenarios, implementing protocols such as MQTT, HTTP, UDP, and CoAP. These scenarios simulate realistic rural use cases, including environmental monitoring, livestock tracking, infrastructure access control, and heritage site protection. Local data processing is achieved through containerized services like Node-RED, InfluxDB, MongoDB, and Grafana, ensuring complete autonomy, without dependence on cloud services. A key contribution of the laboratory is the generation of structured datasets from real network traffic captured with Tcpdump and preprocessed using Zeek. Unlike simulated datasets, the collected data reflect communication patterns generated from real devices. Although the current dataset only includes benign traffic, the platform is prepared for future incorporation of adversarial scenarios (spoofing, DoS) to support AI-based cybersecurity research. While experiments were conducted in an indoor controlled environment, the testbed architecture is portable and suitable for future outdoor deployment. The Smart Rural IoT Lab addresses a critical gap in current research infrastructure, providing a realistic and flexible foundation for developing secure, cloud-independent IoT solutions, contributing to the digital transformation of rural regions. This study synthesizes the rapidly expanding evidence on how digital technologies reshape international trade, with a particular focus on small and medium-sized enterprises (SMEs). Guided by two research questions—(RQ1) How do digital tools influence the volume and composition of cross-border trade? and (RQ2) How do these effects vary by countries’ development level and firm size?—we conducted a PRISMA-compliant systematic literature review covering 2010–2024. Searches across eight major databases yielded 1857 records; after duplicate removal, title/abstract screening, full-text assessment, and Mixed Methods Appraisal Tool (MMAT 2018) quality checks, 86 peer-reviewed English-language studies were retained. Findings reveal three dominant technology clusters: (1) e-commerce platforms and cloud services, (2) IoT-enabled supply chain solutions, and (3) emerging AI analytics. E-commerce and cloud adoption consistently raise export intensity—doubling it for digitally mature SMEs—while AI applications are the fastest-growing research strand, particularly in East Asia and Northern Europe. However, benefits are uneven: firms in low-infrastructure settings face higher fixed digital costs, and cybersecurity and regulatory fragmentation remain pervasive obstacles. By integrating trade economics with development and SME internationalization studies, this review offers the first holistic framework that links national digital infrastructure and policy support to firm-level export performance. It shows that the trade-enhancing effects of digitalization are contingent on robust broadband penetration, affordable cloud access, and harmonized data-governance regimes. Policymakers should, therefore, prioritize inclusive digital-readiness programs, while business leaders should invest in complementary capabilities—data analytics, cyber-risk management, and cross-border e-logistics—to fully capture digital trade gains. This balanced perspective advances theory and practice on building resilient, equitable digital trade ecosystems. Full article

Urban areas are facing increasing traffic congestion, pollution, and infrastructure strain. Traditional urban transportation systems are often fragmented. They require users to plan, pay, and travel across multiple disconnected services. Mobility-as-a-Service (MaaS) integrates these services into a single digital platform, simplifying access and improving the user experience. This review critically examines the role of MaaS in fostering sustainable mobility ecosystems. MaaS aims to enhance user-friendliness, service variety, and sustainability by adopting a customer-centric approach to transportation. The findings reveal that successful MaaS systems consistently align with multimodal transport infrastructure, equitable access policies, and strong public-private partnerships. MaaS enhances the management of routes and traffic, effectively mitigating delays and congestion while concurrently reducing energy consumption and fuel usage. In this study, the authors examine MaaS as a new mobility paradigm for a sustainable transportation system in smart cities, observing the challenges and opportunities associated with its implementation. To assess the environmental impact, a sustainability index is calculated based on the use of different modes of transportation. Significant findings indicate that MaaS systems are proliferating in both quantity and complexity, increasingly integrating capabilities such as real-time multimodal planning, dynamic pricing, and personalized user profiles. Information and communication technologies (ICTs) are becoming increasingly important for sustainable rural development through the smart village concept. This study aims to model ICT’s potential for public services management in European rural areas. It identifies ICT applications across rural service domains, analyzes how these technologies address specific rural challenges, and evaluates their benefits, implementation barriers, and future prospects for sustainable rural development. A qualitative content analysis method was applied using purposive sampling to analyze 79 peer-reviewed articles from EBSCO and Elsevier databases (2000–2024). A deductive approach employed predefined categories to systematically classify ICT applications across rural public service domains, with data coded according to technology scope, problems addressed, and implementation challenges. The analysis identified 15 ICT application domains (agriculture, healthcare, education, governance, energy, transport, etc.) and 42 key technology categories (Internet of Things, artificial intelligence, blockchain, cloud computing, digital platforms, mobile applications, etc.). These technologies address four fundamental rural challenges: limited service accessibility, inefficient resource management, demographic pressures, and social exclusion. This study provides the first comprehensive systematic categorization of ICT applications in smart villages, establishing a theoretical framework connecting technology deployment with sustainable development dimensions. Findings demonstrate that successful ICT implementation requires integrated urban–rural cooperation, community-centered approaches, and balanced attention to economic, social, and environmental sustainability. The research identifies persistent challenges, including inadequate infrastructure, limited digital competencies, and high implementation costs, providing actionable insights for policymakers and practitioners developing ICT-enabled rural development strategies. Background/Objectives: The demand for accessible and reliable digital health services has increased significantly in recent years, particularly in regions facing physician shortages. HomeDOCtor, a conversational AI platform developed in Slovenia, addresses this need with a nationally adapted architecture that combines retrieval-augmented generation (RAG) and a Redis-based vector database of curated medical guidelines. The objective of this study was to assess the performance and impact of HomeDOCtor in providing AI-powered healthcare assistance. Methods: HomeDOCtor is designed for human-centered communication and clinical relevance, supporting multilingual and multimedia citizen inputs while being available 24/7. It was tested using a set of 100 international clinical vignettes and 150 internal medicine exam questions from the University of Ljubljana to validate its clinical performance. Results: During its six-month nationwide deployment, HomeDOCtor received overwhelmingly positive user feedback with minimal criticism, and exceeded initial expectations, especially in light of widespread media narratives warning about the risks of AI. HomeDOCtor autonomously delivered localized, evidence-based guidance, including self-care instructions and referral suggestions, with average response times under three seconds. On international benchmarks, the system achieved ≥95% Top-1 diagnostic accuracy, comparable to leading medical AI platforms, and significantly outperformed stand-alone ChatGPT-4o in the national context (90.7% vs. 80.7%, p = 0.0135). Conclusions: Practically, HomeDOCtor eases the burden on healthcare professionals by providing citizens with 24/7 autonomous, personalized triage and self-care guidance for less complex medical issues, ensuring that these cases are self-managed efficiently. The system also identifies more serious cases that might otherwise be neglected, directing them to professionals for appropriate care. Theoretically, HomeDOCtor demonstrates that domain-specific, nationally adapted large language models can outperform general-purpose models. Methodologically, it offers a framework for integrating GDPR-compliant AI solutions in healthcare. These findings emphasize the value of localization in conversational AI and telemedicine solutions across diverse national contexts. Full article

The proliferation of digital public service platforms and the expansion of e-government initiatives have significantly increased the volume and diversity of citizen-generated feedback. This trend emphasizes the need for classification systems that are not only tailored to specific administrative domains but also robust to the linguistic, contextual, and structural variability inherent in user-submitted content. This study investigates the comparative effectiveness of large language models (LLMs) alongside instruction-tuned embedding models in the task of categorizing public transportation complaints. LLMs were tested using a few-shot inference, where classification is guided by a small set of in-context examples. Embedding models were assessed under three paradigms: label-only zero-shot classification, instruction-based classification, and supervised fine-tuning. Results indicate that fine-tuned embeddings can achieve or exceed the accuracy of LLMs, reaching up to 90 percent, while offering significant reductions in inference latency and computational overhead. E5 embeddings showed consistent generalization across unseen categories and input shifts, whereas BGE-M3 demonstrated measurable gains when adapted to task-specific distributions. Instruction-based classification produced lower accuracy for both models, highlighting the limitations of prompt conditioning in isolation. These findings position multilingual embedding models as a viable alternative to LLMs for classification at scale in data-intensive public sector environments. Full article

With the accelerated digital transformation of the power industry, critical infrastructures such as power grids are increasingly migrating to cloud-native architectures, leading to unprecedented growth in service scale and complexity. Traditional operation and maintenance (O&M) methods struggle to meet the demands for real-time monitoring, accuracy, and scalability in such environments. This paper proposes a novel service performance anomaly detection system based on large language models (LLMs) and multi-agent systems (MAS). By integrating the semantic understanding capabilities of LLMs with the distributed collaboration advantages of MAS, we construct a high-precision and robust anomaly detection framework. The system adopts a hierarchical architecture, where lower-layer agents are responsible for tasks such as log parsing and metric monitoring, while an upper-layer coordinating agent performs multimodal feature fusion and global anomaly decision-making. Additionally, the LLM enhances the semantic analysis and causal reasoning capabilities for logs. Experiments conducted on real-world data from the State Grid Corporation of China, covering 1289 service combinations, demonstrate that our proposed system significantly outperforms traditional methods in terms of the F1-score across four platforms, including customer services and grid resources (achieving up to a 10.3% improvement). Notably, the system excels in composite anomaly detection and root cause analysis. This study provides an industrial-grade, scalable, and interpretable solution for intelligent power grid O&M, offering a valuable reference for the practical implementation of AIOps in critical infrastructures. Evaluated on real-world data from the State Grid Corporation of China (SGCC), our system achieves a maximum F1-score of 88.78%, with a precision of 92.16% and recall of 85.63%, outperforming five baseline methods. Cybersecurity represents a critical challenge for data-sharing platforms involving multiple stakeholders, particularly within complex and decentralized systems such as livestock supply chain networks. These systems demand novel approaches, robust security protocols, and advanced data management strategies to address key challenges such as data consistency, transparency, ownership, controlled access or exposure, and privacy-preserving analytics for value-added services. In this paper, we introduced the Framework for Livestock Empowerment and Decentralized Secure Data eXchange (FLEX), as a comprehensive solution grounded on five core design principles: (i) enhanced security and privacy, (ii) human-centric approach, (iii) decentralized and trusted infrastructure, (iv) system resilience, and (v) seamless collaboration across the supply chain. FLEX integrates interdisciplinary innovations, leveraging decentralized infrastructure-based protocols to ensure trust, traceability, and integrity. It employs secure data-sharing protocols and cryptographic techniques to enable controlled information exchange with authorized entities. Additionally, the use of data anonymization techniques ensures privacy. FLEX is designed and implemented using a microservices architecture and edge computing to support modularity and scalable deployment. These components collectively serve as a foundational pillar of the development of a digital product passport. The FLEX architecture adopts a layered design and incorporates robust security controls to mitigate threats identified using the STRIDE threat modeling framework. The evaluation results demonstrate the framework’s effectiveness in countering well-known cyberattacks while fulfilling its intended objectives. The performance evaluation of the implementation further validates its feasibility and stability, particularly as the volume of evidence associated with animal identities increases. All the infrastructure components, along with detailed deployment instructions, are publicly available as open-source libraries on GitHub, promoting transparency and community-driven development for wider public benefit. With the rapid digital transformation of healthcare services in India, this study investigates the factors influencing the behavioral shift from traditional hospital visits to e-health consultations. The primary objective was to analyze patient attitudes, satisfaction, and perceived barriers to adopting virtual healthcare, especially in urban and semi-urban settings. Methods: The methodology adopted in the study was descriptive, and a convenience sampling technique was used for data collection because the feasible times of the patients’ availabilities were taken into consideration for data collection. Both primary and secondary data were collected using questionnaires and literature. A sample size of 385 participants was used in this study. Various statistical tools, such as frequency, ANOVA, and Chi-square tests, were used to test the hypotheses. Results: It was observed from ANOVA and Chi-square tests that the factors for switching from traditional consultation to e-health services have a positive association. It was found that integrating data through influencing factors significantly (p < 0.001) improved decisions on e-health services. Conclusion: This study highlights the shift from in-person to e-health consultations driven by convenience, flexibility, and pandemic-related needs while acknowledging barriers such as digital literacy, infrastructure gaps, and trust issues. It recommends strategies, such as secure platforms, training, and integrated care models, for a more inclusive digital health future. Full article

Background: The outbreak of the COVID-19 pandemic has highlighted the importance of online health consultations, as they can help reduce the risk of contagion and infection. However, due to limited trust, these services have not yet gained widespread adoption and usage among patients. Objective: This research aims to examine the impact of perceived quality on patients’ adoption and usage of online health consultations from three perspectives: emotional support, responsiveness, and service continuity. Additionally, this research further explores the moderating effects of online service prices on these relationships. Methods: Based on trust theory, this research constructs theoretical models and empirically tests them by using a panel dataset that comprises 1255 physicians and 65,314 physician–patient communication records. Results: The empirical results confirm that emotional support, responsiveness, and service continuity positively influence patients’ adoption and usage behaviors. Additionally, higher online service prices negatively moderate the impact of emotional support and responsiveness on adoption behavior. Moreover, increased online service prices weaken the positive relationship between emotional support and usage behavior while strengthening the positive relationship between service continuity and usage behavior. Conclusions: This research extends the existing literature on online health services and provides practical guidance for platform managers, physicians, and policymakers to improve overall service acceptance. Emerging digital technologies are transforming how consumers participate in financial markets, yet their benefits depend critically on the speed, reliability, and transparency of the underlying platforms. Online stock trading platforms must maintain high efficiency underload to ensure a good user experience. This paper presents performance analysis under various load conditions based on the containerized stock exchange system. A comprehensive data logging pipeline was implemented, capturing metrics such as API response times, database query times, and resource utilization. We analyze the collected data to identify performance patterns, using both statistical analysis and machine learning techniques. Preliminary analysis reveals correlations between application processing time and database load, as well as the impact of user behavior on system performance. Association rule mining is applied to uncover relationships among performance metrics, and multiple classification algorithms are evaluated for their ability to predict user activity class patterns from system metrics. The insights from this work can guide optimizations in similar distributed web applications to improve scalability and reliability under a heavy load. By framing performance not merely as a technical property but as a determinant of financial decision-making and well-being, the study contributes actionable insights for designers of consumer-facing fintech services seeking to meet sustainable development goals through trustworthy, resilient digital infrastructure.
