The right to development, an inherent human right for all, emphasizes that all individuals and communities have the right to participate in, contribute to, and benefit from development that ensures the full realization of human rights. In Kenya, where a significant portion of the population faces poverty and vulnerability to climate change, access to rights-based needs such as clean water, healthcare, and education still remains a critical challenge. This study explored the implementation of a Human Rights-Based approach to community development through a Public–Private Development Partnership model (PPDP), with a focus on alleviating poverty and improving access to rights-based services at the community level in Narok and Nakuru counties. The research aimed to identify critical success factors for scaling the PPDP model and explore its effects on socio-economic empowerment. The study employed a mixed-methods approach for data collection, using questionnaires to obtain quantitative data, focus group discussions, and key informant interviews with community members, local leaders, and stakeholders to gather qualitative data. We cleaned and analyzed all our data in R (version 4.4.3) and used the chi-square to establish the significance of differences between areas where the PPDP model was implemented and control areas where it was not. Results reveal that communities with the PPDP model experienced statistically significant improvements in employment, income levels, and access to rights-based services compared to control areas. The outcomes underscore the potential of the PPDP model to address inclusive and sustainable development. This study therefore proposes a scalable pathway beginning with access to rights-based needs, followed by improved service delivery, and culminating in economic empowerment. These findings offer valuable insights for governments, development practitioners, investment agencies, and researchers seeking community-driven developments in similar socio-economic contexts across Africa. For the first time, it can be adopted in the design and implementation of development projects in rural and local communities across Africa bringing into focus the need to integrate rights-based needs at the core of the project. This article examines how digital innovation ecosystems have emerged as strategic institutions of power in contemporary world politics. It argues that, unlike Cold War technological rivalries driven by centralized, state-led control, today’s digital competition depends on states’ capacity to orchestrate scalable, multistakeholder ecosystems. Using a cultural–institutional framework, we explain how differences in strategic culture and institutional governance impact the ecosystem’s vitality and performance. A qualitative comparative analysis of the United States, China, and Russia reveals that constructive orchestration, aligning state institutions with generative, commercial-to-national innovation flows, enhances digital leadership, whereas rigid, obstructive governance limits it. This highlights ecosystem governance as a critical dimension of statecraft in the digital age. The findings underscore that the positions of great powers in the global technological hierarchy depend not only on resources or capabilities but also on the effectiveness of ecosystem governance as an evolving instrument of geopolitical power. Urban areas are facing increasing traffic congestion, pollution, and infrastructure strain. Traditional urban transportation systems are often fragmented. They require users to plan, pay, and travel across multiple disconnected services. Mobility-as-a-Service (MaaS) integrates these services into a single digital platform, simplifying access and improving the user experience. This review critically examines the role of MaaS in fostering sustainable mobility ecosystems. MaaS aims to enhance user-friendliness, service variety, and sustainability by adopting a customer-centric approach to transportation. The findings reveal that successful MaaS systems consistently align with multimodal transport infrastructure, equitable access policies, and strong public-private partnerships. MaaS enhances the management of routes and traffic, effectively mitigating delays and congestion while concurrently reducing energy consumption and fuel usage. In this study, the authors examine MaaS as a new mobility paradigm for a sustainable transportation system in smart cities, observing the challenges and opportunities associated with its implementation. To assess the environmental impact, a sustainability index is calculated based on the use of different modes of transportation. Significant findings indicate that MaaS systems are proliferating in both quantity and complexity, increasingly integrating capabilities such as real-time multimodal planning, dynamic pricing, and personalized user profiles. Public–private partnership (PPP) logistics infrastructure projects have become increasingly prevalent globally. Consequently, the effective management of these projects as their concession periods expire presents a crucial challenge for governments, vital for the sustainable management of PPP logistics infrastructure. This study addresses this challenge by focusing on the pivotal post-concession decision: whether the government should self-operate the mature logistics infrastructure or re-delegate its management to a private entity. Our theoretical model, built on a principal–agent framework, first establishes a social welfare baseline under government self-operation and then analyzes delegated operation under symmetric information, identifying efficiency frontiers. Under symmetric information, we find that government self-operation is more advantageous when its own operational efficiency is sufficiently high, irrespective of the private enterprise’s efficiency; conversely, delegating to an efficient private enterprise is optimal only when government operational efficiency is low. We also demonstrate that if the government can directly specify the demand quantity and service level and delegates operation via a fixed fee, the enterprise can be incentivized to align with the social optimum. However, under asymmetric information, potential welfare gains from delegation are inevitably offset by informational rent and output distortion. We further uncover non-monotonic impacts of parameters like the proportion of low-cost firms on social welfare loss and demonstrate how information asymmetry can indirectly compromise the long-term resilience of the infrastructure. Ultimately, our work asserts that delegation is only superior if its potential efficiency gains sufficiently offset the inherent losses stemming from information asymmetry. Full article

This study analyzes artificial intelligence (AI)-based technologies for food waste reduction in restaurant management, particularly in the case of the Philippines. Using the multiple-stakeholder target-oriented robust-optimization (MS-TORO) approach, AI solutions are ranked based on cost, feasibility, infrastructure requirements, and effectiveness. The key findings highlight that Too Good To Go is the most practical AI solution due to its affordability and focus on surplus food redistribution, making it ideal for resource-limited settings. The study emphasizes the need for government support, financial incentives, and public–private partnerships to facilitate AI adoption. Additionally, integrating AI-driven waste reduction with food security initiatives and sustainability projects can enhance their impact. Addressing economic and infrastructural challenges is crucial for maximizing AI’s potential in food waste management in developing economies. Full article

As climate change intensified water scarcity in Southern Europe, tourism-dependent regions such as Portugal’s Algarve faced growing pressure to adapt their water management systems. This study investigated how hotel groups in the Algarve have adopted and communicated water reuse technologies—specifically desalination and greywater recycling—under environmental, institutional, and reputational constraints. A comparative qualitative case study was conducted involving three hotel groups—Vila Vita Parc, Pestana Group, and Vila Galé—selected through purposive sampling based on organizational capacity and technology adoption stage. The analysis was supported by a supplementary mini-case from Mallorca, Spain. Publicly accessible documents, including sustainability reports, media coverage, and policy frameworks, were thematically coded using organizational environmental behavior theory and the OECD Principles on Water Governance. The results demonstrated that (1) higher organizational capacity was associated with greater maturity in water reuse implementation; (2) communication transparency increased alongside technological advancement; and (3) early-stage adopters encountered stronger financial, regulatory, and operational barriers. These findings culminated in the development of the Maturity–Communication–Governance (MCG) Framework, which elucidates how internal resources, stakeholder signaling, and institutional alignment influence sustainable infrastructure uptake. This research offered policy recommendations to scale water reuse in tourism through financial incentives, regulatory simplification, and public–private partnerships. The study contributed to the literature on sustainable tourism and decentralized climate adaptation, aligning with UN Sustainable Development Goals 6.4, 12.6, and 13. Full article

This paper proposes an incentive scheme based on a public–private partnership (PPP) to encourage low-carbon travel behavior by inducing the mode choice shift from private cars to public transit. The scheme involves three key entities: travelers, the government, and the private sector. Travelers can choose between private cars and public transit, producing different emissions. As the leader, the government aims to reduce total emission to a certain level with limited budgets. The private sector, as an intermediary, invests subsidies in low-carbon rewards to attract green travelers and benefits from a larger user pool. A two-layer multi-objective optimization model is proposed, which includes travel time, monetary cost, and emission. The objective of the upper level is to maximize the utilities of the private sector and minimize social costs to the government. The lower layer is the user equilibrium of the travelers. The numerical results obtained through heuristic algorithms demonstrate that the proposed scheme can achieve a triple-win situation, where all stakeholders benefit. Moreover, sensitivity analysis finds that prioritizing pollution control strategies will be beneficial to the government only if the unit pollution control cost coefficient is below a low threshold. Contrary to intuition, larger government subsidies do not necessarily lead to better promotion of low-carbon travel. Full article

Green hydrogen, produced via renewable-powered electrolysis, offers a promising path toward deep decarbonisation in energy systems. This study investigates the major technological, infrastructural, and economic challenges facing green hydrogen production in Jordan—a resource-constrained yet renewable-rich country. Key barriers were identified through a structured survey of 52 national stakeholders, including water scarcity, low electrolysis efficiency, limited grid compatibility, and underdeveloped transport infrastructure. Respondents emphasised that overcoming these challenges requires investment in smart grid technologies, seawater desalination, advanced electrolysers, and policy instruments such as subsidies and public–private partnerships. These findings are consistent with global assessments, which recognise similar structural and financial obstacles in scaling up green hydrogen across emerging economies. Despite the constraints, over 50% of surveyed stakeholders expressed optimism about Jordan’s potential to develop a competitive green hydrogen sector, especially for industrial and power generation uses. This paper provides empirical, context-specific insights into the conditions required to scale green hydrogen in developing economies. It proposes an integrated roadmap focusing on infrastructure modernisation, targeted financial mechanisms, and enabling policy frameworks. Full article

This study examines the role of public–private partnerships in promoting the sustainable development of travel destinations through a comparative analysis of two emblematic heritage-based hospitality projects: Dar Tantora in Al Ula, Saudi Arabia, and Sextantio Le Grotte della Civita in Matera, Italy. These case studies were analysed through both architectural–urban and economic–legal perspectives to highlight how public–private partnership models can support heritage conservation, community engagement, and responsible tourism development. A mixed-methods approach was employed, combining quantitative indicators—such as projected profitability, tourist volume, and employment—with qualitative insights from interviews with key stakeholders. The analysis reveals that while both models prioritise cultural authenticity and adaptive reuse, they differ significantly in funding structures, legal frameworks, and governance dynamics. Dar Tantora exemplifies a top-down, publicly funded model integrated into Saudi Arabia’s Vision 2030 strategy, whereas Sextantio reflects a bottom-up, private initiative rooted in social enterprise. The findings offer insights into how different public–private partnership configurations can foster sustainable tourism development, depending on local context, institutional frameworks, and strategic goals. The study contributes to the broader discourse on regenerative tourism, architectural conservation, and policy-driven heritage reuse. Full article

This study contributes to the broader sustainability discourse by evaluating public knowledge, awareness, and practices regarding air pollution among residents of Hanoi, Vietnam, focusing on its causes, health impacts, and mitigation strategies. A cross-sectional survey was conducted with 521 individuals in suburbs around Hanoi. A multistage sampling technique, combining cluster and simple random sampling, was used for participant recruitment. Three central and three suburban districts of Hanoi were randomly selected as clusters. One individual from each household was invited to participate and answer a structured survey, which assessed perceptions of air pollution, its human-induced causes, recognised health impacts, and individual and community-level mitigation behaviours. Nearly all participants (98.3%) were aware of air pollution, with 65.3% attributing it to human activities and 61.2% recognising specific air pollutants as primary contributors. The majority (93.9%) acknowledged health impacts, citing respiratory infections (55.1%) and sinus issues (51.2%) as prevalent concerns. Vulnerable groups, such as children under 5 (82.3%) and adults over 65 years old (77.4%), were identified as disproportionately affected. Social media (68.9%) and television (58.3%) were the dominant sources of information. Despite a recognition of air pollution’s importance (98.5%), there was limited engagement in systemic sustainability actions, such as supporting renewable energy initiatives. Most participants (84.3%) reported personal mitigation efforts, including energy-saving practices (35.5%) and walking instead of driving a car or bike (35.3%). While awareness of air pollution and its health impacts is high among Hanoi residents, proactive engagement in systemic solutions remains limited. Policymakers should prioritise community-based programs, public–private partnerships, sustainability education, and culturally tailored policy interventions to bridge gaps between awareness and action. Tailored interventions addressing demographic and cultural factors are essential to fostering socio-environmental sustainability in rapidly urbanising contexts. Full article

Cross-docking operations in Eastern and Central European markets face increasing complexity amid persistent uncertainty and inflationary pressures. This study provides the first comprehensive comparative analysis integrating economic efficiency with sustainability indicators across strategic locations. Using mixed-methods analysis of 40 bibliographical sources and quantitative modeling of cross-docking scenarios in Bratislava, Prague, and Budapest, we integrate environmental, social, and governance frameworks with activity-based costing and artificial intelligence analysis. Optimized cross-docking achieves statistically significant cost reductions of 10.61% for Eastern and Central European inbound logistics and 3.84% for Western European outbound logistics when utilizing Budapest location (p < 0.01). Activity-based costing reveals labor (35–40%), equipment utilization (25–30%), and facility operations (20–25%) as primary cost drivers. Budapest demonstrates superior integrated performance index incorporating operational efficiency (94.2% loading efficiency), economic impact (EUR 925,000 annual savings), and environmental performance (486 tons CO2 reduction annually). This is the first empirically validated framework integrating activity-based costing–corporate social responsibility methodologies for an emerging market cross-docking, multi-dimensional performance assessment model transcending operational-sustainability dichotomy and location-specific contingency identification for emerging market implementation. Findings support targeted infrastructure investments, harmonized regulatory frameworks, and public–private partnerships for sustainable logistics development in emerging European markets, providing actionable roadmap for EUR 142,000–EUR 187,000 artificial intelligence implementation investments achieving a 14.6-month return on investment. The rapid increase in waste electrical and electronic equipment (WEEE) creates major environmental and governance issues in developing countries like Ecuador struggle because they with minimal formal collection and recycling rates. This research presents a potential sustainable management approach that tracks products through their life cycles while following circular economy principles that include product extension and material extraction and waste minimization. A systematic literature review (SLR) using the PRISMA methodology combined with a bibliometric analysis found essential global strategies and technological frameworks and regulatory frameworks. The analysis of articles demonstrates that information management systems (IMSs) together with digital technologies and consistent regulations serve as essential elements for enhancing traceability and material recovery and formal recycling processes. A WEEE management IMS model was developed for the Ecuadorian market through an analysis of the findings; it follows a five-stage development process, starting from the technological infrastructure setup to complete data visualization integration. The proposed model is designed to enable public–private–community partnerships using digital tools that promote sustainable practices. The combination of circular strategies with traceability technologies and strong regulatory frameworks leads to improved WEEE governance, which supports sustainable system transitions in emerging economies. Using the International Labour Organization’s Start and Improve Your Business (SIYB) methodology, 481 entrepreneurs from Egerton, Njoro, and Gilgil were trained in a business development bootcamp. This study evaluated the training effectiveness, participant demographics, confidence in skill application, networking outcomes, and satisfaction levels. The results showed high participant confidence (over 95% across all regions), strong financial management uptake (85%), and mobile banking adoption (70%). Gilgil led in inclusivity and peer engagement, while Njoro showed stronger gender representation. However, logistical challenges caused 25% absenteeism in rural areas, and only 23% accessed post-training mentorship. These findings underscore the transformative role of HEIs in fostering sustainable entrepreneurship through localized, inclusive, and industry-aligned training. Policy recommendations include hybrid delivery models, tiered curricula for diverse skill levels, and institutionalized mentorship through public–private partnerships. This case demonstrates the value of embedding entrepreneurship support within university mandates to advance national MSME development agendas. Full article

Carbon Capture and Storage as a Decarbonisation Strategy: Empirical Evidence and Policy Implications for Sustainable Development

This paper examines the impact of carbon capture and storage (CCS) deployment on national carbon intensity (CI) across 43 countries from 2010 to 2020. Using a dynamic common correlated effects (DCCE) log–log panel, we estimate the elasticity of CI with respect to sectoral CCS facility counts within four income-group panels and the full sample. In the high-income panel, CCS in direct air capture, cement, iron and steel, power and heat, and natural gas processing sectors produces statistically significant CI declines of 0.15%, 0.13%, 0.095%, 0.092%, and 0.087% per 1% increase in facilities, respectively (all p < 0.05). Upper-middle-income countries exhibit strong CI reductions in direct air capture (–0.22%) and cement (–0.21%) but mixed results in other sectors. Lower-middle- and low-income panels show attenuated or positive elasticities—reflecting early-stage CCS adoption and infrastructure barriers. Robustness checks confirm these patterns both before and after the 2015 Paris Agreement and between emerging and developed economy panels. Spatial analysis reveals that the United States and United Kingdom achieved 30–40% CI reductions over the decade, whereas China, India, and Indonesia realized only 10–20% declines (relative to a 2010 baseline), highlighting regional deployment gaps. Drawing on these detailed income-group insights, we propose tailored policy pathways: in high-income settings, expand tax credits and public–private infrastructure partnerships; in upper-middle-income regions, utilize blended finance and technology-transfer programs; and in lower-income contexts, establish pilot CCS hubs with international support and shared storage networks. We further recommend measures to manage CCS’s energy and water penalties, implement rigorous monitoring to mitigate leakage risks, and design risk-sharing contracts to address economic uncertainties. High unemployment rates, inaccessible housing markets, and funding challenges create barriers to finding suitable housing for adults with Autism Spectrum Disorder (ASD) who have less obvious support needs, also known as autistic adults. While public and community housing services in Aotearoa New Zealand (AoNZ) may be an option, a lack of accessible designs leaves families uncertain about future care options. This paper, part of the MBIE-funded Public Housing and Urban Regeneration: Maximising Wellbeing research programme in partnership with registered Community Housing Provider, Te Toi Mahana (TTM), takes an exploratory approach to ask how public and community housing can support and help enable semi-independent living for autistic adults. It investigates how design elements—such as dwelling layouts, material choices, colour schemes, lighting, acoustics, shared and community spaces, and external environments—impact the wellbeing of autistic adults. By extension, insights may also inform private housing design. The study focuses on autistic adults who may be considered ‘mid-to-high’ functioning or those who have been previously diagnosed with Asperger’s Syndrome, whose housing needs are often overlooked. It develops guiding principles and detailed guidance points for public and community housing, informed by the literature, case studies, and data from a photo elicitation study and interviews undertaken with autistic adults in AoNZ. These guiding principles are tested through the speculative redesign of a large TTM site in Newtown, Wellington, AoNZ. Findings should be of interest to government agencies, housing providers, architects, stakeholders, and others involved in shaping the built environment, as well as autistic adults and their supporters, both in AoNZ and internationally.
