Even though environmental health and climate change are rapidly intensifying the severity of determinants of disease and inequity, training for health professionals in these areas remains fragmented across Europe. To address this gap, the European Medical Association (EMA), in collaboration with the European Network on Climate and Health Education (ENCHE), the International Network on Public Health and Environment Tracking (INPHET) and University College London, convened a one-day hybrid roundtable in London on 17 September 2025, focused on “Preparing Health Professionals for Environmental Health and Climate Change: A Challenge for Europe”. The programme combined keynote presentations on global and European policy, health economics and curriculum design with three disease-focused roundtables (respiratory, cardiovascular and neurological conditions), each examining the following topics: (A) climate and environment as preventable causes of disease; (B) healthcare as a source of environmental harm; and (C) capacity building through education and training. Contributors highlighted how environmental epidemiology, community-based prevention programmes and sustainable clinical practice can be integrated into teaching, illustrating models from respiratory, cardiovascular, surgical and neurological care. EU-level speakers outlined the policy framework (European Green Deal, Zero Pollution Action Plan and forthcoming global health programme) and tools through which professional and scientific societies can both inform and benefit from European action on environment and health. Discussions converged on persistent obstacles, including patchy national commitments to decarbonising healthcare, isolated innovations that are not scaled and curricula that do not yet embed sustainability in examinable clinical competencies. The conference concluded with proposals to develop an operational education package on environmental and climate health; map and harmonise core competencies across undergraduate, postgraduate and Continuing -professional-development pathways; and establish a permanent EMA-led working group to co-produce a broader position paper with professional and scientific societies. This conference report summarises the main messages and is intended as a bridge between practice-based experience and a formal EMA position on environmental-health training in Europe. Full article

Urban public spaces increasingly need to address inclusivity, adaptability, and resilience in the face of health, environmental, and social challenges. Urban policies also promote improving the relationship between schools and their surroundings to mitigate and adapt to climate and social risks. This article presents EDUS Point, an experimental prototype developed within the European project FURNISH and tested in Barcelona during the COVID-19 crisis. Conceived as an Urban Living Lab (ULL), the initiative explored how modular, digitally fabricated, and temporary structures could transform school environments into open, inclusive, and human-scale public spaces. Through an inter-scalar and interdisciplinary approach, the project implemented an urban strategy, a participatory community-building process, and a digital collective platform, alongside the design, fabrication, and testing of a pilot classroom device adaptable and replicable in other schools. A mixed-methods methodology combined tactical urbanism and co-design with fabrication feasibility assessments, social observations, and spatial impact analysis. Results demonstrate that EDUS Point fostered new socio-spatial dynamics among students, teachers, and residents, improved accessibility and usability of nearby public spaces, and validated the effectiveness of low-cost, rapidly deployable interventions in addressing urban needs. The findings propose actionable frameworks, tools, and design criteria for the socio-environmental integration of schools as catalysts for inclusive and resilient urban transformation. Full article

Urban forests and green spaces are increasingly promoted as Nature-Based Solutions (NbS) to mitigate climate risks, enhance human well-being, and support resilient and sustainable cities. Focusing on the theme of optimizing urban green space ecosystem services to foster resilient and sustainable cities, this study systematically analyzes 861 relevant publications indexed in the Web of Science Core Collection from 2005 to 2025. Using bibliometric analysis and scientific knowledge mapping methods, the research examines publication characteristics, spatial distribution patterns, collaboration networks, knowledge bases, research hotspots, and thematic evolution trajectories. The results reveal a rapid upward trend in this field over the past two decades, with the gradual formation of a multidisciplinary knowledge system centered on environmental science and urban research. China, the United States, and several European countries have emerged as key nodes in global knowledge production and collaboration networks. Keyword co-occurrence and cluster analyses indicate that research themes are mainly concentrated in four clusters: (1) ecological foundations and green process orientation, (2) nature-based solutions and blue–green infrastructure configuration, (3) social needs and environmental justice, and (4) macro-level policies and the sustainable development agenda. Overall, the field has evolved from a focus on ecological processes and individual service functions toward a comprehensive transition emphasizing climate resilience, human well-being, and multi-actor governance. Based on these findings, this study constructs a knowledge ecosystem framework encompassing knowledge base, knowledge structure, research hotspots, frontier trends, and future pathways. It further identifies prospective research directions, including climate change adaptation, integrated planning of blue–green infrastructure, refined monitoring driven by remote sensing and spatial big data, and the embedding of urban green space ecosystem services into the Sustainable Development Goals and multi-level governance systems. These insights provide data support and decision-making references for deepening theoretical understanding of Urban Green Space Ecosystem Services (UGSES), improving urban green infrastructure planning, and enhancing urban resilience governance capacity. The rapid digitalization of financial services in the European Union (EU) has not only enhanced convenience and inclusion but also increased exposure to sophisticated online financial fraud. Digital financial literacy (DFL) is widely promoted as a key tool for empowering consumers and reducing fraud victimization. However, the empirical and conceptual landscape linking DFL to fraud reduction within the specific sociolegal context of the EU remains fragmented. This study uses bibliometric analysis to map the research area, define major themes within the field, and determine the role of DFL in reducing online financial fraud in the EU. Peer-reviewed journal articles were targeted to ensure academic rigor, with a publication window of 2010–2025 reflecting key fintech and regulatory developments. After adhering to PRISMA principles, 87 peer-reviewed publications were chosen out of a total of 568 records identified through OpenAlex and Web of Science, coauthorship, keyword co-occurrence, citation, temporal, and density representations were analyzed using VOSviewer. Findings indicate an increasingly diffuse research field with new clusters concentrating on macroeconomic policy, business technology, social psychology, and interdisciplinary foundations. Results demonstrate that successful implementation of DFL interventions combines behavioral insights, technological protection, and non-discriminatory policy considerations. The study concludes by identifying major gaps in research and providing a path forward for future evidence-based policy efforts toward enhancing consumer protection in the EU digital financial market. Socio-economic resilience and sustainable development have become central themes in contemporary public debate, with the transition to sustainable, low-carbon energy systems emerging as a strategic priority. Within this context, our research specifically examines how CSR engagement, renewable energy deployment, and sustainable finance jointly influence firms’ exposure to climate-related financial risks, addressing a gap in the literature regarding corporate-level resilience. The empirical analysis employs a structured two-fold methodological framework comprising robust regression with Huber and biweight iterations, and quantile-on-quantile (Q–Q) regression. The dataset includes 300 European energy companies for 2024, extracted from the LSEG Data & Analytics platform. Our findings reveal that companies in the European energy sector must accelerate their transition to low-carbon operating models. Specifically, firms with stronger sustainability commitments exhibit reduced exposure to climate-induced financial instability and improved long-term performance indicators. These findings underscore the moderating role of CSR and renewable energy investments in enhancing corporate resilience. Sustainability-oriented firms are better positioned to absorb, mitigate, and adapt to climate-related shocks, supporting both environmental objectives and financial stability. Policy recommendations should focus on balancing ESG objectives with financial performance requirements, ensuring that energy companies receive adequate support for the green transition. Such alignment is essential to strengthen corporate resilience and improve the effectiveness of sustainable energy policies amid escalating climate challenges. Full article

Background: Driven by rapid urbanization, infrastructural development, socio-economic growth, and population increase, noise pollution has become a major public health and environmental policy challenge in Moroccan cities. However, current legislation and enforcement mechanisms remain insufficient to address rising exposure levels and associated health risks. Methods: This systematic review followed PRISMA guidelines to examine urban noise levels, health implications, the regulatory frameworks, and policy actions related to noise pollution in Morocco. Various databases were systematically searched (Scopus, Web of Science, Google Scholar), along with reports from international organizations and government bodies for studies published between 2003 and 2025. Eligible documents included peer-reviewed publications and official reports directly addressing Moroccan noise pollution, legislation, urban impacts, or health outcomes. Results: Twenty-three Moroccan studies and additional regional, European, and legislative sources were included. Findings show that average noise levels in Moroccan urban centers generally exceed international safety thresholds and are associated with cardiovascular risks, sleep disturbances, and psychological stress. The regulatory framework suffers from weak enforcement, limited monitoring protocols, and an absence of noise mapping. Tangier, Béni Mellal, Témara, Marrakech, and Casablanca exhibit significant environmental inequalities, particularly in low-income districts. Conclusions: Morocco’s current noise-management system is inadequate to address the growing health and environmental impacts of urban noise. Urgent actions are needed, including a dedicated noise-control law, systematic monitoring, noise mapping, and integration of public-health considerations into environmental governance. Policy reforms must prioritize vulnerable populations and align with international best practices. Full article

This paper is dedicated to analysing sustainability and digitalisation in the transport systems of the European Union (EU) and Ukraine, with a particular focus on three representative subsectors: freight rail, urban public transport and last-mile postal logistics. It explores how technological innovation, operational efficiency and environmental responsibility interact within these sectors under distinct institutional and economic conditions: mature, market-based systems in the EU and resilience-driven systems in wartime Ukraine. This study applies a comparative, descriptive–analytical methodology using secondary data drawn from corporate sustainability reports, official statistics and sectoral databases for 2022. Quantitative KPls were complemented with a qualitative assessment of digitalisation maturity to ensure cross-country comparability. Through a comparative analysis of KPIs, such as freight volumes, emissions intensity, revenue efficiency and digital maturity, this study identifies structural and policy gaps that hinder progress toward sustainable mobility. This study develops a multi-dimensional framework combining operational, financial, environmental and digital indicators. In this paper, digital integration refers to the degree to which transport operators embed digital tools such as tracking, data management and automation into their core processes, while environmental efficiency denotes the ability to deliver transport services with minimal resource consumption and carbon emissions per operational unit. Institutional resilience is understood here as the capacity of transport organisations and governing institutions to maintain functionality, adapt and recover under crisis or systemic stress, which is particularly relevant for Ukraine’s wartime context. The findings demonstrate that while EU operators lead in transparency, digital integration and environmental performance, Ukrainian actors exhibit rapid adaptive innovation and significant potential for technological leapfrogging during reconstruction. This paper concludes that the EU must overcome regulatory inertia and infrastructure fatigue, while Ukraine should institutionalise resilience and transparency. Full article

This study investigates the efficiency of higher education systems across the 27 Member States of the European Union during the period 2017–2022, addressing increasing policy interest in data-driven decision support and optimization techniques for performance evaluation in education systems. Efficiency is assessed using Stochastic Frontier Analysis, an optimization-based econometric approach, applied to multiple output dimensions relevant to learning analytics: alignment between graduates’ skills and labour market requirements, scientific productivity measured by published articles, and the number of higher education graduates. The model incorporates key input variables, including the student–teacher ratio, public expenditure per student, research and development expenditure, and the number of academic staff, while controlling for real gross domestic product per capita. To support integrated efficiency measurement and information-based decision-making, multidimensional outcomes are aggregated into composite efficiency indices using entropy-based weighting. The results reveal substantial cross-country heterogeneity in efficiency across EU higher education systems, identifying a cluster of high-performing countries that consistently optimize scientific output and graduate production. Financial resources and academic staff availability emerge as significant drivers of efficiency, while skill matching to labour market demand remains a persistent structural challenge. By combining Stochastic Frontier Analysis with entropy-based aggregation, this study provides a robust data-driven decision support framework for efficiency assessment, offering valuable insights for education policy design, resource allocation, and learning-oriented system optimization. Climate change governance has become an essential concern for policymakers, with carbon dioxide (CO2) emissions representing one of the most pressing challenges to sustainable economic development. In this context, understanding the main drivers of CO2 emissions is essential for designing effective public policies that support Romania’s transition toward a low-carbon economy. This study investigates the determinants of CO2 emissions in Romania’s energy sector between 2008 and 2023 using the Logarithmic Mean Divisia Index (LMDI) decomposition method. The analysis considers five key elements: the carbon intensity effect (ΔC), the energy mix effect (ΔM), the energy efficiency effect (ΔL), the economic effect (ΔB), and the population effect (ΔP). The results highlight the need for coherent governance frameworks and targeted policy measures to balance economic expansion with environmental sustainability. The study offers actionable insights for public authorities aiming to strengthen Romania’s climate governance and align national strategies with the objectives of the European Green Deal and climate neutrality by 2050. Artificial Intelligence plays an exponentially growing role in producing data-driven policy insights. In this policy-oriented case study, AI technology is examined as a necessary coordination node through evidence-based and data-enhanced policies, which can efficiently balance the processes of different and possibly competing sectors, such as agriculture and tourism. The focus is on the NUTS 1 region of the Aegean Islands and Crete (EL4) in Greece. The analysis aims to create a viable and resilient ecosystem of environmental, economic and social sustainability through innovation. Applying a “Growth Pole Theory” approach, key public administration frameworks like the European Interoperability Framework (EIF) and TAPIC (Transparency, Accountability, Participation, Integrity, Capacity) governance framework are discussed and analysed to structure the AI deployment and policy considerations for sustainable development. The paper argues in favour of AI’s transformative potential across both the agriculture and tourism sectors. Full article

This article addresses selected issues concerning the formulation and implementation of public policies on aging both at the global and regional levels. Selected key initiatives undertaken by the World Health Organization (WHO), the United Nations (UN), and the European Union (EU) are discussed. The article further examines three distinct models of aging policy as exemplified by Norway, Lithuania, and Poland. These countries share commonalities, including very high rates of demographic aging and membership in the Organization for Economic Co-operation and Development (OECD). However, each nation adopts a different model of social policy, consequently reflecting diverse models of senior citizen support. The research aims to elucidate the determinants and impacts of social policies targeting a particularly vulnerable segment of the population—older adults requiring long-term services and support. Central to this investigation is the comparative analysis of general characteristics distinguishing the different national models. This was achieved through a synthesis and evaluation of selected quantitative and qualitative indicators. Methodologically, the study utilizes expert interviews, comprehensive literature reviews, secondary analyses of international and national statistical data, including data from Eurostat and OECD databases, European Commission policy documents, and an extensive review of grey literature encompassing pertinent Internet sources. Findings reveal marked differences in the design and execution of aging policies across the three countries, highlighting variations in how the welfare function of the state is operationalized in addressing the needs of the elderly. Online hate speech poses a growing socio-technological threat that undermines democratic resilience and obstructs progress toward Sustainable Development Goal 16 (SDG 16). This study examines the regulatory and behavioral dimensions of this phenomenon through a combined legal analysis of platform governance and an empirical survey conducted on Meta platforms, based on a sample of young Hungarians (N = 301, aged 14–34). This study focuses on Hungary as a relevant case study of a Central and Eastern European (CEE) state. Countries in this region, due to their shared historical development, face similar societal challenges that are also reflected in the online sphere. The combination of high social media penetration, a highly polarized political discourse, and the tensions between platform governance and EU law (the DSA) makes the Hungarian context particularly suitable for examining digital resilience and the legal awareness of young users. The results reveal a significant “awareness gap”: While a majority of young users can intuitively identify overt hate speech, their formal understanding of platform rules is minimal. Furthermore, their sanctioning preferences often diverge from Meta’s actual policies, indicating a lack of clarity and predictability in platform governance. This gap signals a structural weakness that erodes user trust. The legal analysis highlights the limited enforceability and opacity of content moderation mechanisms, even under the Digital Services Act (DSA) framework. The empirical findings show that current self-regulation models fail to empower users with the necessary knowledge. The contribution of this study is to empirically identify and critically reframe this ‘awareness gap’. Moving beyond a simple knowledge deficit, we argue that the gap is a symptom of a deeper legitimacy crisis in platform governance. It reflects a rational user response—manifesting as digital resignation—to opaque, commercially driven, and unaccountable moderation systems. By integrating legal and behavioral insights with critical platform studies, this paper argues that achieving SDG 16 requires a dual strategy: (1) fundamentally increasing transparency and accountability in content governance to rebuild user trust, and (2) enhancing user-centered digital and legal literacy through a shared responsibility model. Such a strategy must involve both public and private actors in a coordinated, rights-based approach. Ultimately, this study calls for policy frameworks that strengthen democratic resilience not only through better regulation, but by empowering citizens to become active participants—rather than passive subjects—in the governance of online spaces. The decarbonisation of district heating (DH) is an important component of the European strategy to cut greenhouse-gas emissions, yet its feasibility depends as much on social and economic conditions as on technological innovation. The objective of this study is to assess how public perceptions and socio-economic drivers shape acceptance of renewable energy sources (RES) in DH in Italy. Drawing on a survey of 1200 residents in Turin, we examine how public attitudes towards decarbonised heating options, the integration of renewables and demand-side flexibility are influenced by socio-economic characteristics. These characteristics include income, education, age, housing tenure, eco-awareness, trust in institutions, and technological affinity. Results show widespread support for the efficiency and comfort benefits of DH. However, the results also show a limited willingness to pay more for renewable heat, particularly among economically vulnerable groups. The study has important implications for policy strategies facilitating climate change mitigation and the transition towards adopting RES in DH. In particular, it contributes novel evidence on the social constraints that may limit the effective deployment of renewable DH and clarifies which levers—economic incentives, institutional trust, and clarity about benefits, as well as community engagement—can increase public acceptance. By identifying these conditions, the study shows how renewable DH can realistically support the EU’s decarbonisation agenda. Full article

Urban mobility in Lisbon faces persistent constraints driven not only by congestion, parking scarcity, and emissions but also by deeper structural issues such as fragmented governance and limited cross-peripheral public transport connectivity. These shortcomings hinder integrated mobility planning and motivate the exploration of Shared Autonomous Vehicles (SAVs) as a complementary urban transport solution. Existing SAV frameworks rarely integrate governance coordination, data interoperability, and contextual adaptation for medium-sized European cities. This study addresses this gap by designing and validating a reference model for the deployment of SAVs in Lisbon using a design–science approach combining a literature review, enterprise architecture modelling, and stakeholder validation. The proposed model contributes the following: (i) a governance coordination framework for multi-actor urban mobility ecosystems; (ii) an integrated digital and application architecture supporting multimodal services and user trust mechanisms; and (iii) a technology layer enabling V2X communication and interoperable mobility data flows. The model is demonstrated through Lisbon-specific scenarios aligned with local sustainable mobility strategies. Scenario interpretation is informed by literature-based performance benchmarks—including travel-time reductions of 13–42%, energy-use reductions of 12%, and GHG reductions of 5.6%—which are used as reference indicators rather than simulation outputs. The resulting framework bridges strategic policy and implementable system architecture, supporting the transition towards integrated, sustainable, and autonomous mobility in medium-sized European cities. High-quality, interoperable biodiversity information is a prerequisite for effective conservation policy, compliance with European Union (EU) reporting obligations, and efficient environmental decision-making. Greece’s LIFE EL-BIOS (LIFE20 GIE/GR/001317) developed the first National Biodiversity Information System, aiming to aggregate, standardise, and disseminate spatial and non-spatial data for species, habitats, pressures, and trends. This paper provides an economic valuation of this information system as a public, non-market good. We designed a two-stage stated-preference study: (i) a short pre-survey to calibrate initial bids and (ii) the main survey employing double-bounded dichotomous choice (DBDC) contingent valuation with a spike-logit specification. The payment vehicle was a hypothetical monthly subscription in a post-LIFE scenario. The instrument measured time savings (hours), perceived reliability (Likert 1–5), and key demographics/roles. A total of 167 valid responses were collected in September 2025. Participants reported an average of 5.2 h saved per use (median 4; max 14). Among those expressing willingness to pay (WTP), 77% rated EL-BIOS reliability as “High/Very high”. Econometric results indicate time savings as the strongest positive determinant of WTP; perceived reliability is positive and marginally significant; years of experience are negatively associated with acceptance; and cost has a strong negative effect. Mean WTP is estimated at €6.7 per month (median €3.5). Notably, 64% of those unwilling to pay declared protest motives (data should remain public and free). Accordingly, non-payment is decomposed into true zero WTP versus protest-based refusal, i.e., refusal to pay despite acknowledging value. This high protest share reflects principled opposition to paying for public biodiversity data rather than low perceived value of the system. The EL-BIOS database generates measurable productivity gains and social value both through positive WTP and principled protest responses supporting open public data. These findings inform policy on sustainable financing, governance, and long-term operation of national biodiversity information systems. Full article
