The commercialization of Km 0 agricultural and livestock products represents a strategic opportunity to enhance rural economic resilience and reduce greenhouse gas emissions in the food sector. This paper presents an original, policy-oriented framework that connects Km 0 distribution models with measurable CO2 reductions, proposing a structured system of economic incentives to support their adoption. Grounded in a mixed-methods approach, including normative analysis, empirical modeling, and a regional case study in Galicia, Spain, we demonstrate the alignment of Km 0 policies with the EU’s Common Agricultural Policy (CAP) 2023–2027 and the Sustainable Development Goals (SDGs). Findings reveal substantial potential for environmental mitigation, improved farm profitability, and revitalization of rural economies. This work provides a comprehensive roadmap for integrating Km 0 into national agricultural strategies, supported by data-driven justification and scalable implementation models. Full article

The paper aims to assess the dynamics of production and income in Polish agriculture against the agriculture in the entire EU and estimate the trade-related effects of participation in the Single European Market over the 20 years of Poland’s EU membership. The analyses showed that a positive phenomenon observed in Polish agriculture after joining the EU was a stable upward trend in agricultural production and the strengthening of farm links with the agricultural market. This was followed by increased agricultural income. Incorporation into the Single European Market triggered an increase in the value of Polish trade in agri-food products. Poland strengthened its position as a net exporter of agri-food products and proved the ability of the food industry to compete effectively in foreign markets. Except for cognitive value, the research can be a benchmark for other countries aspiring to EU membership and constitute a justification for their move toward accession. Long-run ex post analysis of trends in production, income, and foreign trade offers a background for assessing the efficiency of agricultural and trade policy actions taken up to date. The recommendation arising from the analysis and the new conditions related to the European Green Deal and the liberalization of trade policy for the import of agri-food products from outside the European Union is as follows: given the benefits of the liberalization of foreign trade in agri-food products, it should be supported, but it should not be allowed to make agricultural production in the country unprofitable or threaten food self-sufficiency. Increasing awareness of climate issues in recent decades has led to new policies on buildings’ energy consumption and energy performance. The European Union (EU) directive 2010/31/EC, i.e., the energy performance of buildings directive (EPBD), is one of the measures initiated to achieve climate and energy goals by reducing energy use and greenhouse gas emissions in the building sector. The EPBD required all new buildings to be nearly zero-energy buildings (nZEBs) by 2021. Nearly zero-energy buildings (nZEBs) are buildings with a very-high-energy performance and nearly zero or low-energy requirements covered to a very significant extent by energy from renewable sources produced on-site or nearby. The utilisation of solar photovoltaic (PV) panels is a common approach for achieving the nZEB standard. The carbon footprint of PV panels is often not discussed as a parameter. This paper aimed to analyse the environmental performance of an existing nearly zero-energy university building in a Norwegian use case scenario. This analysis is performed by assessing annual electricity and heat consumption from both energetic and environmental perspectives. The energy required for the building during the studied period is then used to analyse the environmental and energy performance of the building. When it comes to the environmental assessment, the commercial software SimaPro was used. The proposed revision EPBD and nZEB definition from 2021 suggests that nZEBs should also consider operational greenhouse gas emissions and life-cycle global warming potential from 2027. The life cycle assessment (LCA) of the building’s energy sources looks at the global warming potential (GWP) and greenhouse gas (GHG) emissions, and how they compare to Norwegian grid electricity. The results of the analysis highlights potential challenges to justifying the use of alternative energy sources to fulfil the criteria of nZEBs. When installing solar PV, it is important to consider the energy mix of the country where the solar PVs are produced. To solely consider the energy performance of the building, the installation of solar PV panels in countries with a high share of renewable energy may result in a reduced impact in terms of emission reduction from a life cycle perspective. Worldwide, floods are the most common and widespread type of disaster during the 21st century. These phenomena have caused human fatalities, destruction of infrastructures and properties, and other significant impacts associated with human socioeconomic activities. In this study, the exposure of infrastructure (social, industrial and commercial, transportation) and residential areas to floods in Greek territory was considered. To accomplish the goal of the current study, freely available data from OpenStreetMap and Corine 2018 databases were collected and analyzed, as well as the flood extent zones derived under the implementation of the European Union’s (EU) Floods Directive. The results will be useful for policy-making and prioritization of prone areas based not only on the extent of flood cover but also on the possible affected infrastructure types. Moreover, the aforementioned analysis could be the first step toward an integrated national-wide flood risk assessment. Full article

Taking into account the evolution of the Common Agricultural Policy (CAP), it is wondered to what extent the “green” transformation of this policy and the accompanying change in the distribution of direct payments between farms contributed to the elimination of disproportions in agricultural income. The aim of the study was to investigate the changes in the proclaimed concepts related to the development of the EU agricultural sector in terms of their “green” transformation, and to assess the impact of “green” CAP payments on income inequalities between farms. The research was conducted based on the data representative for Polish commercial farms for the years 2004–2019, covering three financial perspectives of the agricultural policy. The methods of counterfactual modelling and assessment of income inequality were used in the study. The analyses showed that the evolution of the CAP priorities, and hence instruments, towards the pro-environmental (or, more broadly, towards sustainability) have so far had a rather negative impact on the income of Polish farms. In its current form, the support dedicated to environmental and climate protection did not fully compensate farmers for income losses resulting from the use of pro-environmental agricultural practices. Moreover, “green” CAP payments did not play a significant role in shaping income inequalities. Therefore, we can conclude that the CAP instruments do not contribute sufficiently to sustainable development (economic, social, and environmental), because they do not support/motivate farmers to change their production standards. Evaluating the survival of discarded species is gaining momentum after the new European Common Fisheries Policy (Article 15 of the European Regulation No. 1380/2013). This regulation introduced a discard ban, with an exemption for those species with demonstrated high survival rates after their capture and release. Candidate species should be evaluated for each fishing gear and geographical area. In this study, we assessed not only survival, but also physiological recovery rates of blackspot seabream (Pagellus bogaraveo) below commercial size captured with a hookline called “voracera” in the Strait of Gibraltar (SW Atlantic waters of Europe). Experiments onboard a commercial fishing vessel were paralleled with studies in controlled ground-based facilities, where the capture process was mimicked, and physiological recovery markers were described. Our results confirmed that hookline capture induced acute stress responses in the target species, such as changes in plasma cortisol, lactate, glucose, and osmolality. However, 90.6% of the blackspot seabreams below commercial size captured with this fishing gear managed to survive, and evidenced physiological recovery responses 5 h after capture, with complete homeostatic recovery occurring within the first 24 h. Based on this study, the European Commission approved an exemption from the discard (EU Commission Delegated Regulation 6794/2018). Thus, the robust methodology described herein can be an important tool to mitigate the problem of discards in Europe. Full article

Fisheries products are some of the most traded commodities world-wide and the potential for fraud is a serious concern. Fish fraud represents a threat to human health and poses serious concerns due to the consumption of toxins, highly allergenic species, contaminates or zoonotic parasites, which may be present in substituted fish. The substitution of more expensive fish by cheaper species, with similar morphological characteristics but different origins, reflects the need for greater transparency and traceability upon which which the security of the entire seafood value-chain depends. Even though EU regulations have made significant progress in consumer information by stringent labelling requirements, fraud is still widespread. Many molecular techniques such as DNA barcoding provide valuable support to enhance the Common Fisheries Policy (CFP) in the protection of consumer interests by unequivocally detecting any kind of fraud. This paper aims to highlight both the engagement of EU fishery policy and the opportunity offered by new biotechnology instruments to mitigate the growing fraud in the globalized fish market and to enforce the food security system to protect consumers’ health. In this paper, after a presentation of EU rules on fish labeling and a general overview on the current state of the global fish market, we discuss the public health implications and the opportunities offered by several techniques based on genetics, reporting a case study to show the efficacy of the DNA barcoding methodology in assessing fish traceability and identification, comparing different species of the Epinephelus genus, Mottled Grouper (Mycteroperca rubra) and Wreckfish (Polyprion americanus), often improperly sold with the commercial name of “grouper”. Many aspects of the present and future effects on the UK economy, industry, and households, of Brexit have been researched. One thing which appears certain about Brexit is the shadow of uncertainty it casts on the future of business in the UK and its telling effects on the UK economy. It is believed that Brexit has negatively affected the level of investments in the UK, including investments in energy and crucially the upstream oil and gas, with the UK North Sea being starved of investments since 2014, leading already to increased energy bills. The UK is a net importer of natural gas—a major source of its energy, with some dependence on supplies from interconnectors from Europe. At the same time, UK energy companies participate in the common energy market which enables them to undertake arbitrage trading under the common market rules. However, both of these benefits could be lost under a Brexit scenario where the UK and EU come to a no-deal or hard border arrangement. Meanwhile, domestic production of energy in the UK has declined for nearly two decades now and import bills for natural gas are growing—they were £14.2 billion in 2017; £11.7 billion in 2016 and £13.4 billion in 2015—with Government projections indicating an upward trajectory for natural gas imports. It is however believed that the UK has great potential to exploit shale gas to her advantage in order to reduce her reliance on foreign energy which is: (1) less predictable in terms of supply and price affordability and (2) dependent on exchange rates—a primary means through which energy prices increased in 2016/17 post-Brexit referendum vote. The current study extends discussions on shale gas to cover a review of the potential of natural gas from shale formations to cushion UK households against further erratic gas prices due to Brexit and also assesses the potential effects Brexit may have had on the level of investments in shale gas, in order to suggest policy options for government consideration. Contrary to popular studies, we find evidence to suggest that shale gas has the potential to reduce energy prices for UK businesses and households at commercial extractions, under both hard and soft Brexit scenarios, but with more benefits under hard Brexit. Importantly, we find that from 2008 to 2017, average UK net export of natural gas was 5,191 GWh per year to the EU. We also find and argue that Brexit may have starved the nascent fracking industry of investments in a similar way it did to investments in conventional oil and gas and could have increased investor risk premium for shale gas development, the ultimate effect of which was a categorisation of fracking (company stock) as riskier asset for investors on the London Stock Exchange. We recommend that shale gas development be expedited to maximise its benefits to UK energy consumers post-Brexit or economic benefits from the resource could be diminished by rising operator costs due to delays and effects of the public’s perceived negative opinion of the method of extraction.
