I would like to thank the authors for the very interesting paper, dealing with a quite innovative topic that becomes more and more important given the anticipated further navigation across the NSR. The paper is well-written and clear. By establishing a BN model, the authors analyse the resilience level of the NSR and attempt to propose a comprehensive framework that could improve the safety level of the NSR. Their results indicate that the emergency response, ice-breaking capacity and rescue and anti-pollution facilities are the critical factors that contribute to the resilience of the NSR. The policy implications of the paper are important as a resilience perspective to understand the safety issues associated with the NSR is provided. The methodology used is well described and the results are made clear to the reader and analysed appropriately. The conclusions also adequately tie together the other elements of the paper.

Dear authors, 

thanks a lot for giving me the possibility to review your paper.

I find that resilience is a very interesting topic to investigate and although is conceptualized is very difficult to measure. Each author gives a different view. 

At this regard I like this paper use for improving your literature, 

https://doi.org/10.15866/irece.v11i3.19025 where you find a rigorous approach in different field. 

About the use of Bayesian Network, I don't know if the it's the best, the same author I suggested (look at this papers) , uses System Dynamics. The problem is discussed in literature BN vs SD and everyone says different. 

These are only reflections I’m doing and not suggestions. The paper is good!!

The mathematical approach is good.

However, I want only to congratulate with you for the topic and the study. The final Resilience indicator you use is interesting

As the reviewer recommended, the authors improved the literature by referencing the paper titled"An adaptive resilience approach for a high capacity railway" mentioned in the comments. Many thanks for sharing the valuable research with the authors.

Acutally, the authors now are proceeding a project to study the dynamic characteristic of resilience for the Arctic routes by the mensioned System Dynamic. The work is nearly to be done.
