This is a relevant paper on a hot topic: optimal scheduling of a virtual power plant, including electric vehicles. In this paper, EVs' daily driving distance and return time are considered and described as distribution functions; thus, the optimal scheduling problem is handled as a stochastic optimization model. 

The writing of the paper is good, and the materials are presented nicely and logically. The research method is not new, but it is done quite carefully. 

However, the author needs to fix the following errors:

  1. The figures' quality is very bad.
  2. Page 8: Heading of Section 4: "Solution" is doubled.
  3. A nomenclature is necessary because there are a lot of variables and parameters in this paper. 
  4. Please explain in detail each constraint in the optimization formulation.
  5. and a lot of editing errors, etc

The paper is well written with enough technical depth. So, the acceptance can be achieved after addressing the below comments:

1- Numerical results must be added to the abstract.

2- Authors should provide more descriptions for the formulations.

3- The motivation of this work should be discussed in detail.

4- Please provide a taxonomy table to compare the advantages of this work with recent research.

5- Please update the literature review section with recently published papers

6- The authors must clarify the contribution of this work.

‎‎7- Please cite suitable references for the mathematical relations.

The operation process of a ‘virtual power plant’ describe the stochastic fluctuation of system uncertainties, and the optimization objectives are to improve the operating economy.  This is a good report with lots of content analysis. However:

-        The Background Section needs many many more citations (30-50).  There lots more current Journal papers;

-        The Figures are not descriptive in the text or captions. So this is difficult to follow;

-        Some of Jargon is used poor terms (like P2G)

-        This is not novel.  There many micro-grids in the literature now. 

So I would ‘reject’ this Article. Or at least content improved in many Terms, formats, and more citations.

Line 32 – typo (why it has sections (1) – (2)??  Try 1.1 but not required.

 

Firgure 1 is important. However, some the arrows are the wrong way.

-        Electrolyzer is fed into SMR?  SMR is OUT Stream

-        NG goes into SMR

-        P2G can go to equipment, but it should be into the pipeline

 

Figure 2 before Figure 3 is needed.

The EV has an operating strategy. This needs to be outlined better. Figure 3 e.g. SOC starts ends SOC set point (e.g. 0.2).  So this is a hybrid with ICE in the powertrain? The rule-based control policy develops a set of rules that govern the different operating modes of a vehicle. Rule-based is common but there are other strategies.  Need a long section added (e.g. Parallel or Series).  Is this plug-in vehicle?  How large is battery pack?  

 

Figures need more descriptive Captions.

 

I do not like ‘Proton Exchange’ – uses Polymer Electrolyte Membrane (PEMFC)

 

Equations for reaction (Second 5) are needed.

 

P2G does not really focus on SMR Hydrogen.  The core technology and all the ‘pathways’ of P2G have an electrolyzer. SMR is the most produced of hydrogen ‘now’, but this contribution to CO2 and GHGs.
