Hyperloop ultra-high-speed transport presents a transformative opportunity for future mobility systems in smart cities. However, assessing its socio-economic impact remains challenging due to Hyperloop’s unique technological, modal, and operational characteristics. As a novel, fifth mode of transportation—distinct from both aviation and rail—Hyperloop requires tailored evaluation tools for policymakers. This study proposes a custom-designed framework to quantify its macroeconomic effects through changes in gross domestic product (GDP) at the city level. Unlike traditional economic models, the proposed approach is specifically adapted to Hyperloop’s multimodality, infrastructure, speed profile, and digital-green footprint. A Poisson pseudo-maximum likelihood (PPML) model is developed and applied at two technology readiness levels (TRL-6 and TRL-9). Case studies of Glasgow, Berlin, and Busan are used to simulate impacts based on geo-spatial features and city-specific trade and accessibility indicators. Results indicate substantial GDP increases driven by factors such as expanded 60 min commute catchment zones, improved trade flows, and connectivity node density. For instance, under TRL-9 conditions, GDP uplift reaches over 260% in certain scenarios. The framework offers a scalable, reproducible tool for policymakers and urban planners to evaluate the economic potential of Hyperloop within the context of sustainable smart city development. Emerging transportation challenges necessitate cutting-edge technologies for real-time infrastructure and traffic monitoring. To create a dynamic digital twin for intersection monitoring, data gathering, performance assessment, and calibration of microsimulation software, this study presents a state-of-the-art platform that combines high-resolution LiDAR sensor data with VISSIM simulation software. Intending to track traffic flow and evaluate important factors, including congestion, delays, and lane configurations, the platform gathers and analyzes real-time data. The technology allows proactive actions to improve safety and reduce interruptions by utilizing the comprehensive information that LiDAR provides, such as vehicle trajectories, speed profiles, and lane changes. The digital twin technique offers unparalleled precision in traffic and infrastructure state monitoring by fusing real data streams with simulation-based performance analysis. The results show how the platform can transform real-time monitoring and open the door to data-driven decision-making, safer intersections, and more intelligent traffic data collection methods. Using the proposed platform, this study calibrated a VISSIM simulation network to optimize the driving behavior parameters in the software. This study addresses current issues in urban traffic management with real-time solutions, demonstrating the revolutionary impact of emerging technology in intelligent infrastructure monitoring. In the context of global climate governance and the green transition, digital infrastructure serves as a critical enabler of resource allocation in the digital economy, offering strategic value in tackling synergistic pollution and carbon reduction challenges. Using panel data from 280 prefecture-level cities, this study employs a multiperiod difference-in-differences (DID) approach, leveraging smart city pilot policies as a quasinatural experiment, to assess how digital infrastructure affects urban synergistic pollution-carbon mitigation (SPCM). The empirical results show that digital infrastructure increases the urban SPCM index by 1.5%, indicating statistically significant effects. Compared with energy and income effects, digital infrastructure can influence this synergistic effect through indirect channels such as the energy effect, economic agglomeration effect, and income effect, with the economic agglomeration effect accounting for a larger share of the total effect. Additionally, fixed-asset investment has a nonlinear moderating effect on this relationship, with diminishing marginal returns on emission reduction when investment exceeds a threshold. Heterogeneity tests reveal greater impacts in eastern, nonresource-based, and environmentally regulated cities. This study expands the theory of collaborative environmental governance from the perspective of new infrastructure, providing a theoretical foundation for establishing a long-term digital technology-driven mechanism for SPCM. The population dynamics of high-altitude mountainous areas are shaped by a complex interplay of socioeconomic and environmental drivers. Despite their significance, such regions have received limited scholarly attention. This research identifies and examines the principal determinants of population changes in the high-altitude mountainous zones of Sichuan Province, China. Utilizing a robust quantitative framework, we introduce the Sustainable Population Migration Index (SPMI) to systematically analyze the migration potential over two decades. The findings indicate healthcare accessibility as the most significant determinant influencing resident and rural population changes, while economic factors notably impact urban populations. The SPMI reveals a pronounced deterioration in migration attractiveness, decreasing by 0.27 units on average from 2010 to 2020. Furthermore, a fixed-effects panel regression confirmed the predictive capability of SPMI regarding population trends, emphasizing its value for demographic forecasting. We also develop a Digital Twin-based Simulation and Decision-support Platform (DTSDP) to visualize policy impacts effectively. Scenario simulations suggest that targeted enhancements in healthcare and infrastructure could significantly alleviate demographic pressures. This research contributes critical insights for sustainable regional development strategies and provides an effective tool for informed policymaking. Full article

Smart cities are technologically advanced urban environments where interconnected systems and data-driven technologies enhance public service delivery and quality of life. These cities rely on information and communication technologies, the Internet of Things, big data, cloud computing, and other Industry 4.0 tools to support efficient city management and foster citizen engagement. Often referred to as digital cities, they integrate intelligent infrastructures and real-time data analytics to improve mobility, security, and sustainability. Ubiquitous sensors, paired with Artificial Intelligence, enable cities to monitor infrastructure, respond to residents’ needs, and optimize urban conditions dynamically. Given the increasing significance of Industry 4.0 in urban development, this study adopts a bibliometric approach to systematically review the application of these technologies within smart cities. Utilizing major academic databases such as Scopus and Web of Science the research aims to identify the primary Industry 4.0 technologies implemented in smart cities, assess their impact on infrastructure, economic systems, and urban communities, and explore the challenges and benefits associated with their integration. The bibliometric analysis included publications from 2016 to 2023, since the emergence of urban researchers’ interest in the technologies of the new industrial revolution. The task is to contribute to a deeper understanding of how smart cities evolve through the adoption of advanced technological frameworks. Research indicates that IoT and AI are the most commonly used tools in urban spaces, particularly in smart mobility and smart environments. Full article

Rural regions face significant barriers to adopting IoT technologies, due to limited connectivity, energy constraints, and poor technical infrastructure. While urban environments benefit from advanced digital systems and cloud services, rural areas often lack the necessary conditions to deploy and evaluate secure and autonomous IoT solutions. To help overcome this gap, this paper presents the Smart Rural IoT Lab, a modular and reproducible testbed designed to replicate the deployment conditions in rural areas using open-source tools and affordable hardware. The laboratory integrates long-range and short-range communication technologies in six experimental scenarios, implementing protocols such as MQTT, HTTP, UDP, and CoAP. These scenarios simulate realistic rural use cases, including environmental monitoring, livestock tracking, infrastructure access control, and heritage site protection. Local data processing is achieved through containerized services like Node-RED, InfluxDB, MongoDB, and Grafana, ensuring complete autonomy, without dependence on cloud services. A key contribution of the laboratory is the generation of structured datasets from real network traffic captured with Tcpdump and preprocessed using Zeek. Unlike simulated datasets, the collected data reflect communication patterns generated from real devices. Although the current dataset only includes benign traffic, the platform is prepared for future incorporation of adversarial scenarios (spoofing, DoS) to support AI-based cybersecurity research. While experiments were conducted in an indoor controlled environment, the testbed architecture is portable and suitable for future outdoor deployment. The Smart Rural IoT Lab addresses a critical gap in current research infrastructure, providing a realistic and flexible foundation for developing secure, cloud-independent IoT solutions, contributing to the digital transformation of rural regions. The integration of artificial intelligence (AI), big data analytics, and blockchain technologies within the digital economy presents transformative opportunities for promoting low-carbon urban development. However, a systematic understanding of how these digital innovations influence urban carbon mitigation remains limited. This study addresses this gap by proposing two research questions (RQs): (1) What are the key success factors for artificial intelligence, big data, and blockchain in urban carbon emission reduction? (2) How do these technologies interact and support the transition to low-carbon cities? To answer these questions, the study employs a hybrid methodological framework combining the decision-making trial and evaluation laboratory (DEMATEL) and interpretive structural modeling (ISM) techniques. The data were collected through structured expert questionnaires, enabling the identification and hierarchical analysis of twelve critical success factors (CSFs). Grounded in sustainability transitions theory and institutional theory, the CSFs are categorized into three dimensions: (1) digital infrastructure and technological applications; (2) digital transformation of industry and economy; (3) sustainable urban governance. The results reveal that e-commerce and sustainable logistics, the adoption of the circular economy, and cross-sector collaboration are the most influential drivers of digital-enabled decarbonization, while foundational elements such as smart energy systems and digital infrastructure act as key enablers. The DEMATEL-ISM approach facilitates a system-level understanding of the causal relationships and strategic priorities among the CSFs, offering actionable insights for urban planners, policymakers, and stakeholders committed to sustainable digital transformation and carbon neutrality. Urban areas are facing increasing traffic congestion, pollution, and infrastructure strain. Traditional urban transportation systems are often fragmented. They require users to plan, pay, and travel across multiple disconnected services. Mobility-as-a-Service (MaaS) integrates these services into a single digital platform, simplifying access and improving the user experience. This review critically examines the role of MaaS in fostering sustainable mobility ecosystems. MaaS aims to enhance user-friendliness, service variety, and sustainability by adopting a customer-centric approach to transportation. The findings reveal that successful MaaS systems consistently align with multimodal transport infrastructure, equitable access policies, and strong public-private partnerships. MaaS enhances the management of routes and traffic, effectively mitigating delays and congestion while concurrently reducing energy consumption and fuel usage. In this study, the authors examine MaaS as a new mobility paradigm for a sustainable transportation system in smart cities, observing the challenges and opportunities associated with its implementation. To assess the environmental impact, a sustainability index is calculated based on the use of different modes of transportation. Significant findings indicate that MaaS systems are proliferating in both quantity and complexity, increasingly integrating capabilities such as real-time multimodal planning, dynamic pricing, and personalized user profiles. Information and communication technologies (ICTs) are becoming increasingly important for sustainable rural development through the smart village concept. This study aims to model ICT’s potential for public services management in European rural areas. It identifies ICT applications across rural service domains, analyzes how these technologies address specific rural challenges, and evaluates their benefits, implementation barriers, and future prospects for sustainable rural development. A qualitative content analysis method was applied using purposive sampling to analyze 79 peer-reviewed articles from EBSCO and Elsevier databases (2000–2024). A deductive approach employed predefined categories to systematically classify ICT applications across rural public service domains, with data coded according to technology scope, problems addressed, and implementation challenges. The analysis identified 15 ICT application domains (agriculture, healthcare, education, governance, energy, transport, etc.) and 42 key technology categories (Internet of Things, artificial intelligence, blockchain, cloud computing, digital platforms, mobile applications, etc.). These technologies address four fundamental rural challenges: limited service accessibility, inefficient resource management, demographic pressures, and social exclusion. This study provides the first comprehensive systematic categorization of ICT applications in smart villages, establishing a theoretical framework connecting technology deployment with sustainable development dimensions. Findings demonstrate that successful ICT implementation requires integrated urban–rural cooperation, community-centered approaches, and balanced attention to economic, social, and environmental sustainability. The research identifies persistent challenges, including inadequate infrastructure, limited digital competencies, and high implementation costs, providing actionable insights for policymakers and practitioners developing ICT-enabled rural development strategies. The adoption of predictive maintenance in public transportation has gained increasing attention in the context of Industry 4.0. However, many urban bus fleets remain in early digital transformation stages, with limited historical data and fragmented infrastructures that hinder the implementation of data-driven strategies. This study proposes a reproducible Machine Learning pipeline tailored to such data-scarce conditions, integrating domain-informed feature engineering, lightweight and interpretable models (Linear Regression, Ridge Regression, Decision Trees, KNN), SMOGN for imbalance handling, and Leave-One-Out Cross-Validation for robust evaluation. A scheduled batch retraining strategy is incorporated to adapt the model as new data becomes available. The pipeline is validated using real-world data from hybrid diesel buses, focusing on the prediction of time spent in critical soot accumulation zones of the Diesel Particulate Filter (DPF). In Zone 4, the model continued to outperform the baseline during the production test, indicating its validity for an additional operational period. In contrast, model performance in Zone 3 deteriorated over time, triggering retraining. These results confirm the pipeline’s ability to detect performance drift and support predictive maintenance decisions under evolving operational constraints. The proposed framework offers a scalable solution for digitally emerging fleets. Full article

This study explores digital inequality as a socio-spatial phenomenon within the context of smart inclusion, focusing on the Regional Unit of Xanthi, Greece—a region marked by ethno-cultural diversity and pronounced urban–rural contrasts. Using a mixed-methods design, this research integrates secondary quantitative data with qualitative insights from semi-structured interviews, aiming to uncover how spatial, demographic, and cultural variables shape digital engagement. Geographic Information System (GIS) tools are employed to map disparities in internet access and ICT infrastructure, revealing significant gaps linked to geography, education, and economic status. The findings demonstrate that digital inequality is particularly acute in rural, minority, and economically marginalized communities, where limited infrastructure intersects with low digital literacy and socio-economic disadvantage. Interview data further illuminate how residents navigate exclusion, emphasizing generational divides, perceptions of technology, and place-based constraints. By bridging spatial analysis with lived experience, this study advances the conceptualization of digitally inclusive smart regions. It offers policy-relevant insights into how territorial inequality undermines the goals of smart development and proposes context-sensitive interventions to promote equitable digital participation. The case of Xanthi underscores the importance of integrating spatial justice into smart city and regional planning agendas. Full article

Boosting Sustainable Urban Development: How Smart Cities Improve Emergency Management—Evidence from 275 Chinese Cities

Rapid urbanization and escalating disaster risks necessitate resilient urban governance systems. Smart city initiatives that leverage digital technologies—such as the internet of things (IoT), big data analytics, and artificial intelligence (AI)—demonstrate transformative potential in enhancing emergency management capabilities. However, empirical evidence regarding their causal impact and underlying mechanisms remains limited, particularly in developing economies. Drawing on panel data from 275 Chinese prefecture-level cities over the period 2006–2021 and using China’s smart city pilot policy as a quasi-natural experiment, this study applies a multi-period difference-in-differences (DID) approach to rigorously assess the effects of smart city construction on emergency management capabilities. Results reveal that smart city construction produced a statistically significant improvement in emergency management capabilities, which remained robust after conducting multiple sensitivity checks and controlling for potential confounding policies. The benefits exhibit notable heterogeneity: emergency management capability improvements are most pronounced in central China and in cities at the extremes of population size—megacities (>10 million residents) and small cities (<1 million residents)—while effects remain marginal in medium-sized and eastern cities. Crucially, mechanism analysis reveals that digital technology application fully mediates 86.7% of the total effect, whereas factor allocation efficiency exerts only a direct, non-mediating influence. These findings suggest that smart cities primarily enhance emergency management capabilities through digital enablers, with effectiveness contingent upon regional infrastructure development and urban scale. Policy priorities should therefore emphasize investments in digital infrastructure, interagency data integration, and targeted capacity-building strategies tailored to central and western regions as well as smaller cities. Modern software solutions have a multiplicative effect on enhancing quality of life across various urban sectors, including the environment, education, public health, security, transportation, time efficiency, employment, and other key aspects of city living. This article addresses a specific issue concerning the organisation of leisure activities for both local residents and tourists, using the Chechen Republic as a case study. In response, the study aimed to develop a digital solution to address this challenge, with potential for integration into the Republic’s unified digital ecosystem. By employing system analysis methods, the authors identified the key objects and stakeholders involved in the problem domain. They also defined the software product’s functionality and classified user categories. Using Unified Modelling Language methods, a use case diagram was developed to illustrate the conceptual operation of the system. Furthermore, object-oriented design methods were applied to create a user interface prototype for the software product. As a result, a digital service was developed that enables users to create personalised leisure routes, taking into account individual goals, time constraints, traffic conditions, and the real-time status of urban infrastructure. The resulting software solution is both customisable and scalable. The article also presents selected examples of project development. Full article

How to promote sustainable development and deal with the actual development demands in economic transformation through land-use planning is crucial for local governments. The urban sustainable development mainly relies on creativity and talents in the digital era, and talents are increasingly attracted by local people-oriented land use. However, the current planning ideology remains at meeting corporate and people’s basic needs rather than specific needs of talents, especially the increasingly emerging digital creatives. To promote the talent agglomeration and sustainable development through land planning, this paper uses micro-celebrities on Bilibili, an influential creative content creation platform among young people in China, as an example to study the geographical distribution of digital creative talents and its relationship with urban amenities by constructing an index system of urban amenities, comprising natural, leisure, infrastructure, and social and institutional amenities. The concept of borrowed amenities is introduced to examine the effects of amenities of surrounding cities. This study demonstrates that micro-celebrities show a stronger preference for amenities compared with other skilled talents. Meanwhile, social and institutional amenities are most crucial. Furthermore, urban leisure represented by green spaces and consumption spaces is also attractive. At the regional scale, with prefecture-level cities as units, the local talents agglomeration is also influenced by the borrowed amenities in the context of regional integration. It indicates that the local land use should consider the characteristics of the surrounding cities. This study provides strategic inspiration that a happy and sustainable city should first be people-oriented and provide sufficient space for consumption, entertainment, and interaction. Full article

Governance challenges, success factors, and stakeholder dynamics are central to the implementation of Positive Energy District (PED) Labs, which aim to develop energy-positive and sustainable urban areas. In this paper, a qualitative analysis combining expert surveys, participatory workshops with practitioners from the COST Action PED-EU-NET network, and comparative case studies across Europe identifies key barriers, drivers, and stakeholder roles throughout the implementation process. Findings reveal that fragmented regulations, social inertia, and limited financial mechanisms are the main barriers to PED Lab development, while climate change mitigation goals, strong local networks, and supportive policy frameworks are critical drivers. The analysis maps stakeholder engagement across six development phases, showing how leadership shifts between governments, industry, planners, and local communities. PED Labs require intangible assets such as inclusive governance frameworks, education, and trust-building in the early phases, while tangible infrastructures become more relevant in later stages. The conclusions emphasize that robust, inclusive governance is not merely supportive but a key driver of PED Lab success. Adaptive planning, participatory decision-making, and digital coordination tools are essential for overcoming systemic barriers. Scaling PED Labs effectively requires regulatory harmonization and the integration of social and technological innovation to accelerate the transition toward energy-positive, climate-resilient cities.
