Pimelea is one of the highly toxic plants in Australia, particularly affecting cattle. It contains simplexin, a potent toxin that can cause Pimelea poisoning (St. George Disease) in livestock. A survey was conducted to assess the current impact of Pimelea on livestock production, pasture systems, and financial losses among agricultural producers. In addition, information was also sought about the environmental conditions that facilitate its growth and the effectiveness of existing management strategies. The survey responses were obtained from producers affected by Pimelea across nine different Local Government Areas, through three States, viz., Queensland, New South Wales, and South Australia. Pimelea was reported to significantly affect animal production, with 97% of producers surveyed acknowledging its detrimental effects. Among livestock, cattle were the most severely affected (94%), when compared to sheep (13%), goats (3%), and horses (3%). The presence of Pimelea was mostly observed in spring (65%) and winter (48%), although 29% of respondents indicated that it could be present all year-round under favorable rainfall conditions. Germination was associated with light to moderate rainfall (52%), while only 24% linked it to heavy rainfall. Pimelea simplex F. Muell. was the most frequently encountered species (71%), followed by Pimelea trichostachya Lindl. (26%). Infestations were reported to occur annually by 47% of producers, with 41% noting occurrences every 2 to 5 years. Financially, producers estimated average annual losses of AUD 67,000, with 50% reporting an average of 26 cattle deaths per year, reaching up to 105 deaths in severe years. Some producers were spending up to AUD 2100 per annum to manage Pimelea. While chemical and physical controls were commonly employed, integrating competitive pastures and alternative livestock, such as sheep and goats, was considered as a potential management strategy. This study reiterates the need for further research on sustainable pasture management practices to reduce Pimelea-related risks to livestock and agricultural production systems. Full article

Purpose: Following George Floyd’s death, the push for law enforcement accountability policies has intensified. Despite robust legislative action, challenges in enacting and implementing meaningful reforms persist. This study analyzes police accountability policies (PAP) in the U.S. from 2020 to 2022, identifying barriers and facilitators through expert perspectives in enforcement oversight, policy advocacy, and community engagement. Methods: The study used a dual approach: analyzing 226 police accountability bills from all 50 U.S. states, D.C., and Puerto Rico via the National Conference of State Legislatures database, and categorizing them into six key areas such as training, technology use, and certification. Additionally, a survey was conducted among experts to identify the challenges and drivers in passing police accountability legislation. Findings: A legislative analysis showed that although 48 states passed police accountability laws, California, New Jersey, Oklahoma, and Colorado have made significant strides by passing multiple pieces of legislation aimed at enhancing law enforcement accountability and ensuring better policing practices. The most common policies focused on training and technology, enacted by 16 and 12 states, respectively. However, crucial certification and decertification policies were adopted in just 13 states, highlighting the inconsistent implementation of measures critical for police accountability and transparency. The survey identified several barriers to passing PAP, including inadequate support from local governments (72.7%). Structural exclusion of poor and minority communities from policing resources was also a significant barrier (54.5%). Facilitators included community support (81.8%) and a cultural shift in policing towards viewing officers as “guardians” rather than “warriors” (63.6%). Conclusions: While some progress has been made in passing PAP, considerable gaps remain, particularly in enforcement and comprehensive reform. Resistance from law enforcement institutions, lack of community support, and structural inequalities continue to impede the adoption of effective PAP. Full article

An important task for the European Union is to transpose agreements and international standards in regulation and directives that are binding on member states. The resultant European action plans and directives identify priority areas in the building and energy sectors where circular economy principles can be applied. Italy records a general circular materials rate of 20.8%, surpassing the mean European value. But low recycling rates are still registered in the construction sector. This paper aims to assess the position of Italy with respect to the European regulatory framework on circularity in the energy transition of buildings. Firstly, the government’s initiatives and technical standards are introduced and commented upon. Secondly, the study illustrates the current Italian platforms, networks, and public and private initiatives highlighting opportunities and obstacles that the energy sector has to overcome in the area of circularity. It emerges that Italian policies still use voluntary tools that are not sufficiently in line with an effective circular economy model. Moreover, data collection plays a crucial role in accelerating the implementation of future actions. Italy should consider the foundation of a National Observatory for the Circular Economy to elaborate European directives, harmonize regional policies, and promote the implementation of effective practices. (1) Background: This article aims to understand the forms and elements through which the inhabitants of the city of Medellin have configured their subjectivity in the context of the application of neoliberal policies in the last two decades. In this way, we can approach the frameworks of understanding that constitute a fundamental part of the individuation processes in which the incorporation of their subjectivities is evidenced in neoliberal contexts that, in the historical process, have been converging with authoritarian, antidemocratic and neoconservative elements. (2) Method: A qualitative approach with a hermeneutic-interpretative paradigm was used. In-depth semi-structured interviews were conducted with 41 inhabitants of Medellín who were politically identified with right-wing or center-right positions. Data analysis included thematic coding to identify patterns of thought and points of view. (3) Results: Participants associate success with individual effort and see state intervention as an obstacle to development. They reject redistributive policies, arguing that they generate dependency. In addition, they justify authoritarian models of government in the name of security and progress, from a moral superiority, which is related to a negative and stigmatizing perception of progressive sectors and a negative view of the social rule of law and public policies with social sense. (4) Conclusions: The naturalization of merit as a guiding principle, the perception of themselves as morally superior based on religious values that grant a subjective place of certainty and goodness; the criminalization of expressions of political leftism, mobilizations and redistributive reforms and support for policies that establish authoritarianism and perpetuate exclusion and structural inequalities, closes roads to a participatory democracy that enables social and economic transformations. This study proposes an integrated framework that combines nonlinear stochastic vibration analysis with reliability assessment to address the safety issues of cable systems under damage conditions. First of all, a mathematical model of the damaged cable is established by introducing damage parameters, and its static configuration is determined. Using the Pearl River Huangpu Bridge as a case study, the accuracy of the analytical solution for the cable’s sag displacement is validated through the finite difference method (FDM). Furthermore, a quantitative relationship between the damage parameters and structural response under stochastic excitation is developed, and the nonlinear stochastic dynamic equations governing the in-plane and out-of-plane motions of the damaged cable are derived. Subsequently, a Gaussian Radial Basis Function Neural Network (GRBFNN) method is employed to solve for the steady-state probability density function of the system response, enabling a detailed analysis of how various damage parameters affect structural behavior. Finally, the First-Order and Second-Order Reliability Method (FORM/SORM) are used to compute the reliability index and failure probability, which are further validated using Monte Carlo simulation (MCS). Results show that the severity parameter η shows the highest sensitivity in influencing the failure probability among the damage parameters. For the system of the Pearl River Huangpu bridge, an increase in the damage extent δ from 0.1 to 0.4 can reduce the reliability-based service life of by approximately 40% under fixed values of the damage severity and location, and failure risk is highest when the damage is located at the midspan of the cable. This study provides a theoretical framework from the point of stochastic vibration for evaluating the response and associated reliability of mechanical systems; the results can be applied in practice with guidance for the engineering design and avoid potential damages of suspended cables. Today, ‘social sustainability’ is a key feature of many organisations’ environmental, social, and governance strategies, as well as underpinning sustainable development goals. The term refers to the implementation of targets such as reduced societal inequalities, the promotion of social well-being, and the practice of positive community relations. Building a meaningful, accountable, and quantifiable evidence-base from which to translate these high-level concepts into tangible and achievable goals is, however, challenging. The complexities of measuring social capital—often described as a building block of social sustainability—have been documented. The challenge lies in measuring the person, group, or collective in interaction with the context under investigation, whether that be a climate goal, an institution, or a national policy. Social identity theory is a social psychological approach that articulates the processes through which an individual internalises the values, norms, and behaviours of their contexts. Levels of social identification—a concept capturing the state of internalisation—have been shown to be predictive of outcomes as diverse as communication and cognition, trust and citizenship, leadership and compliance, and health and well-being. Applying this perspective to the articulation and measurement of social sustainability provides an opportunity to build an empirical approach with which to reliably translate this high-level concept into achievable outcomes. From Policy to Prices: How Carbon Markets Transmit Shocks Across Energy and Labor Systems

This paper examines the changing role of emissions trading systems (ETSs) within the macro-financial framework of energy markets, emphasizing price dynamics and systemic spillovers. Utilizing monthly data from seven ETS jurisdictions spanning January 2021 to December 2024 (N = 287 observations after log transformation and first differencing), which includes four auction-based markets (United States, Canada, United Kingdom, South Korea), two secondary markets (China, New Zealand), and a government-set fixed-price scheme (Germany), this research estimates a panel vector autoregression (PVAR) employing a Common Correlated Effects (CCE) model and augments it with machine learning analysis utilizing XGBoost and explainable AI methodologies. The PVAR-CEE reveals numerous unexpected findings related to carbon markets: ETS returns exhibit persistence with an autoregressive coefficient of −0.137 after a four-month lag, while increasing inflation results in rising ETS after the same period. Furthermore, ETSs generate spillover effects in the real economy, as elevated ETSs today forecast a 0.125-point reduction in unemployment one month later and a 0.0173 increase in inflation after two months. Impulse response analysis indicates that exogenous shocks, including Brent oil prices, policy uncertainty, and financial volatility, are swiftly assimilated by ETS pricing, with effects dissipating completely within three to eight months. XGBoost models ascertain that policy uncertainty and Brent oil prices are the most significant predictors of one-month-ahead ETSs, whereas ESG factors are relevant only beyond certain thresholds and in conditions of low policy uncertainty. These findings establish ETS markets as dynamic transmitters of macroeconomic signals, influencing energy management, labor changes, and sustainable finance under carbon pricing frameworks. This study examines the energy behavior of a strengthening system consisting of a Fiber Reinforced Polymer (FRP) plate bonded to a rigid substrate and subjected to tensile loading, where the adhesive interface is governed by a bilinear bond–slip law with a vertical descending branch. The investigation focuses on the interaction between the elastic energy stored in the FRP and the adhesive interface, as well as the characteristic lengths that control the debonding process. Analytical expressions for the strain energy stored in both the FRP plate and the adhesive interface are derived, enabling the identification and evaluation of two critical characteristic lengths as the bond stress at the loaded end approaches its maximum value lc, at which the elastic energies of the FRP and the adhesive interface converge, signaling energy saturation; and lmax, where the adhesive interface attains its peak energy absorption. Upon reaching the energy saturation state, the system undergoes failure through the sudden and complete debonding of the FRP from the substrate. The onset of unstable debonding is rigorously analyzed in terms of the first and second derivatives of the total potential energy with respect to the bond length. It is further demonstrated that abrupt debonding may also occur in cases where the length exceeds lc when the bond stress reaches its maximum, and the bond–slip law is characterized by a vertical branch. The findings provide significant insights into the energy balance and stability criteria governing the debonding failure mode in FRP-strengthened structures, highlighting the pivotal role of characteristic lengths in predicting both structural performance and failure mechanisms. Soil sealing and land take are increasingly recognised as critical environmental and land use planning challenges across Europe. Although these issues have received limited attention in Baltic policymaking and the academic literature to date, available data indicate ongoing land consumption despite population decline. This study aims to analyse soil sealing patterns in Estonia, Latvia, and Lithuania between 2018 and 2021 using CLC+ Backbone data, linking them to demographic shifts and local planning frameworks. Results reveal that soil sealing increased in nearly all municipalities across the Baltic states, regardless of population trends. The analysis highlights that shrinking municipalities, constrained by limited resources and declining populations, are structurally disadvantaged in terms of land use efficiency, particularly when measured by sealed area per capita. Moreover, this study discusses emerging policy tensions, including the narrowing conceptual gap between land take and soil sealing in the proposed EU Soil Monitoring and Resilience Directive, as well as the risk of overlooking broader land artificialisation. The findings underscore the need for context-sensitive, multi-scalar approaches to land use monitoring and governance, particularly in sparsely populated and demographically imbalanced regions, such as the Baltic states. Recovering oil by fracturing fluid imbibition has demonstrated significant potential for enhanced oil recovery (EOR) in tight oil reservoirs. White mineral oil (WMO), kerosene, or saturated alkanes with matched apparent viscosity have been widely used as “crude oil” to investigate imbibition mechanisms in light shale oil or tight oil. However, the representativeness of these simulated oils for low-maturity crude oils with higher viscosity and greater content of resins and asphaltenes requires further research. In this study, imbibition experiments were conducted and T2 and T1T2 nuclear magnetic resonance (NMR) spectra were adopted to investigate the oil recovery characteristics among resin–asphaltene-rich Jimusar shale oil and two WMOs. The overall imbibition recovery rates, pore scale recovery characteristics, mobility variations among oils with different occurrence states, as well as key factors influencing imbibition efficiency were analyzed. The results show the following: (1) WMO, kerosene, or alkanes with matched apparent viscosity may not comprehensively replicate the imbibition behavior of resin–asphaltene-rich crude oils. These simplified systems fail to capture the pore-scale occurrence characteristics of resins/asphaltenes, their influence on pore wettability alteration, and may consequently overestimate the intrinsic imbibition displacement efficiency in reservoir formations. (2) Surfactant optimization must holistically address the intrinsic coupling between interfacial tension reduction, wettability modification, and pore-scale crude oil mobilization mechanisms. The alteration of overall wettability exhibits higher priority over interfacial tension in governing displacement dynamics. (3) Imbibition displacement exhibits selective mobilization characteristics for oil phases in pores. Specifically, when the oil phase contains complex hydrocarbon components, lighter fractions in larger pores are preferentially mobilized; when the oil composition is homogeneous, oil in smaller pores is mobilized first. This paper presents a novel digital identity ecosystem built upon a hierarchical structure of Blockchain tokens, where both government-certified and uncertified tokens can coexist to represent various attributes of an individual’s identity. At the core of this system is the government, which functions as a trusted authority capable of creating entities and issuing a unique, non-replicable digital identity token for each one. Entities are the exclusive owners of their identity tokens and can attach additional tokens—such as those issued by the government, educational institutions, or financial entities—to form a verifiable, token-based digital identity tree. This model accommodates a flexible identity framework that enables decentralized yet accountable identity construction. Our contributions include the design of a digital identity system (supported by smart contracts) that enforces uniqueness through state-issued identity tokens while supporting user-driven identity formation. The model differentiates between user types and certifies tokens according to their source, enabling a scalable and extensible structure. We also analyze the economic, technical, and social feasibility of deploying this system, including a breakdown of transaction costs for key stakeholders such as governments, end-users, and institutions like universities. Considering the benefits of blockchain, implementing a digital identity ecosystem in this technology is economically viable for all involved stakeholders. Full article

To investigate temporal deformation mechanisms of hydraulic asphalt concrete slope flow under evolving temperatures, this study developed a novel temperature-controlled slope flow intelligent test apparatus. Using this apparatus, slope flow tests were conducted at four temperature levels: 20 °C, 35 °C, 50 °C, and 70 °C. By applying nonlinear dynamics theory, the temporal evolution of slope flow deformation and its nonlinear mechanical characteristics under varying temperatures were thoroughly analyzed. Results indicate that the thermal stability of hydraulic asphalt concrete is synergistically governed by the phase-transition behavior between asphalt binder and aggregates. Temporal evolution of slope flow exhibits a distinct three-stage pattern as follows: rapid growth (0~12 h), where sharp temperature rise disrupts the primary skeleton of coarse aggregates; decelerated growth (12~24 h), where an embryonic secondary skeleton forms and progressively resists deformation; stabilization (>24 h), where reorganization of coarse aggregates is completed, establishing structural equilibrium. The thermal stability temperature influence factor (δ) shows a nonlinear concave growth trend with increasing test temperature. Dynamically, this process transitions sequentially through critical stability, nonlinear stability, period-doubling oscillatory stability, and unsteady states. Full article

Recent theoretical and empirical studies highlight that information asymmetry and owner–manager conflict of interest can distort corporate investment decisions. Building on this premise, we hypothesize that superior environmental, social, and governance (ESG) performance mitigates these frictions by (H1) alleviating financing constraints and (H2) intensifying external analyst scrutiny. To test these hypotheses, we examine all Shanghai and Shenzhen A-share non-financial firms from 2009 to 2023. Using panel fixed-effects and two-stage least squares with an industry–province–year instrument, we find that higher ESG performance significantly reduces investment inefficiency; the effect operates through both lower financing constraints and greater analyst coverage. Heterogeneity analyses reveal that the improvement is pronounced in small non-state-owned, non-high-carbon firms but absent in large state-owned high-carbon emitters. These findings enrich the literature on ESG and corporate performance and offer actionable insights for regulators and investors seeking high-quality development. Full article

Inspired by the Toyota Mirai, this study presents a high-fidelity data-driven approach for modelling and simulation of a fuel cell hybrid electric powertrain. This study utilises technical assessment data sourced from Argonne National Laboratory’s publicly available report, faithfully modelling most of the vehicle subsystems as data-driven entities. The simulation framework is developed in the MATLAB/Simulink environment and is based on a power dynamics approach, capturing nonlinear interactions and performance intricacies between different powertrain elements. This study investigates subsystem synergies and performance boundaries under a combined driving cycle composed of the NEDC, WLTP Class 3 and US06 profiles, representing urban, extra-urban and aggressive highway conditions. To emulate the real-world load-following strategy, a state transition power management and allocation method is synthesised. The proposed method dynamically governs the power flow between the fuel cell stack and the traction battery across three operational states, allowing the battery to stay within its allocated bounds. This simulation framework offers a near-accurate and computationally efficient digital counterpart to a commercial hybrid powertrain, serving as a valuable tool for educational and research purposes. An important element in the Constitution of the People’s Republic of China is the guarantee of gender equality in all fields. The principle is not reflected in terms of corporate governance and senior management, however. A study of the largest 400 companies listed on Chinese stock exchanges shows far fewer female board members and senior managers than male counterparts and only a small improvement over the course of a decade. A comparison of gender balances in terms of a range of variables, including stock exchange listing, industry type, and ownership type, reveals better balances in wholly privately owned firms than in those with controlling state interests. Subject to intervening government policies to promote state-owned enterprises over private sector counterparts, the pattern over the decade studied suggests there is a possibility privately owned enterprises may gradually displace state-owned companies in the largest 400 group and gender balances in senior roles in the largest 400 group will consequently improve.
