This paper critically examines the persistent limitations of spatial planning reforms in China in addressing urban–rural integration, despite significant and successive legislative and planning reforms. Through a historically grounded and institutionally informed analysis, the study traces the evolution of China’s planning regimes across three key phases—urban planning, urban–rural planning, and territorial spatial planning (TSP)—highlighting shifting policy logics and the enduring structural challenges that shape rural marginalization. Drawing on national planning documents and authors’ empirical insights from planning practice, the paper identifies four interrelated and persistent constraints: (1) cross-scalar and interdepartmental fragmentation in governance, (2) contradictions in the land system that restrict rural development rights, (3) fiscal dependence on land conversion that distorts planning priorities, and (4) technical and conceptual gaps that reduce rural planning to physicalist and exogenous interventions. The paper contributes by offering a periodized account of China’s rural planning reforms, situating these within global debates on rural marginalization, and evaluating the transformative potential of the TSP framework. It argues that achieving meaningful urban–rural integration requires a fundamental rethinking of planning as a developmental, rather than solely regulatory, practice—one that is territorially embedded, socially responsive, and functionally aligned with endogenous rural revitalization. This study employs system theory and dynamic modeling to investigate how rural homestead rights confirmation influences multidimensional urban–rural integration. Through constructing a system dynamics model incorporating environmental, economic, and social sustainability indicators, an analysis of the structural relationships between land tenure security, resource mobility, and balanced regional development is conducted. The findings reveal that formalized property rights act as a systemic intervention triggering three synergistic effects: (1) enhanced rural resource utilization efficiency, (2) accelerated elements market integration, and (3) improved social equity in development opportunities. Scenario simulations project that, under current policy trajectories, urban–rural integration could achieve intermediate coordination by 2035 through sustainable land management practices. A comparative scenario analysis demonstrates that urban-priority models exacerbate spatial inequality, while rural-optimized and coordinated development pathways accelerate convergence toward comprehensive integration through ecological–economic–social multi-dimensional synergy. This research contributes to sustainability science by quantifying the systemic linkages between institutional innovation and spatial justice, providing evidence-based insights for developing countries pursuing integrated rural revitalization and sustainable urbanization strategies. The methodological framework offers replicable tools for assessing institutional reforms’ long-term impacts on territorial sustainability. Full article

Community-based systems present a key option for water services, especially in rural areas. Our goal is to achieve a state-of-the-art understanding of joint rural water supply development in Finland over 150 years. A mixed-methods approach was used: a literature survey and a questionnaire to selected experts. Based on the literature, a table including 23 decisions considered the most influential strategic events from 1872 to 2022 was produced. The table was sent to 10 selected experts known to be deeply familiar with the theme, all of whom replied. Joint rural water services in Finland have evolved based on demand through co-operative principles. The first documented scheme was constructed in 1872, while governmental financial support to rural water services started in 1951. It expanded in various forms until it dramatically declined in recent years. Multi-locality may increase the need for these services in the future. The expert survey revealed the following most influential long-term decisions: the first official water co-operative established in 1907, the land reform for immigrants and war veterans introduced in 1945, the Committee for Rationalisation of Households established in 1950, the start of domestic manufacturing of plastic pipes in 1954, and the Water Act enacted in 1962 to start water pollution control. This paper reminds us that urban and rural services are not contradictory but can supplement each other. Full article

This study investigates the gendered nexus between climate change, food insecurity, and conflict in Plateau State, Nigeria. This region in north-central Nigeria is marked by recurring farmer–herder clashes and climate-induced environmental degradation. Drawing on qualitative methods, including interviews, gender-disaggregated focus groups, and key informant discussions, the research explores how climate variability and violent conflict interact to exacerbate household food insecurity. The methodology allows the capture of nuanced perspectives and lived experiences, particularly emphasizing the differentiated impacts on women and men. The findings reveal that irregular rainfall patterns, declining agricultural yields, and escalating violence have disrupted traditional farming systems and undermined rural livelihoods. The study also shows that women, though they are responsible for household food management, face disproportionate burdens due to restricted mobility, limited access to resources, and a heightened exposure to gender-based violence. Grounded in Conflict Theory, Frustration–Aggression Theory, and Feminist Political Ecology, the analysis shows how intersecting vulnerabilities, such as gender, age, and socioeconomic status, shape experiences of food insecurity and adaptation strategies. Women often find creative and local ways to cope with challenges, including seed preservation, rationing, and informal trade. However, systemic barriers continue to hinder sustainable progress. This study emphasized the need for integrating gender-sensitive interventions into policy frameworks, such as land tenure reforms, targeted agricultural support for women, and improved security measures, to effectively mitigate food insecurity and promote sustainable livelihoods, especially in conflict-affected regions. After the fall of communism, Romania embarked on a comprehensive land restitution process through Law No. 18/1991, aiming to re-establish private ownership rights, particularly for agricultural and forestry lands. Divergent historical legacies across regions have resulted in heterogeneous land administration systems, contributing to inconsistencies, overlapping claims, and prolonged legal disputes. To address these challenges, the Romanian government introduced the National Cadastre and Land Registration Program, which promotes systematic property registration across the country. Keeping in mind the fact that there is no integrated study that analyses national challenges from multiple dimensions such as history, law, institutions, technology, and socioeconomics and proposes systematic optimization strategies, this article provides a critical analysis of the legal and institutional framework governing land restitution and cadastral reform, highlighting the influence of historical administrative structures and the adoption of modern geospatial technologies such as Geographic Information Systems (GISs) and Unmanned Aerial Vehicles (UAVs). By adopting a qualitative and document-based research approach, focusing on the analysis of legislative frameworks, institutional procedures, and technical instruments used in systematic land registration in Romania, this study emphasizes the benefits of systematic registration, including increased legal certainty, investment stimulation, improved access to credit, and better planning and taxation. Despite progress, implementation remains uneven, hindered by documentation gaps, institutional capacity limitations, and administrative obstacles. Recent legislative adjustments and the integration of advanced geospatial tools aim to improve data quality and accelerate the registration process. Ultimately, the integration of legal, institutional, and geospatial components is essential for achieving transparent and accountable land governance, efficient resource management, and sustainable rural development in Romania. Under China’s dual land ownership system, the use rights of urban land (state-owned) and rural land (collective-owned) are not equal. Understanding the roles of ownership type and government decision-making behaviors in the formation of land prices is crucial for further reform to promote “equal rights and equal prices” for urban and rural land. This paper analyzed the impact of ownership type on construction land prices using micro-level land transaction data from Wujin District, Changzhou City, from 2015 to 2021 and investigated the role of government decision-making behaviors such as spatial planning and supply plan in this relationship. The results show that collective ownership has a negative impact on land prices, and the development of collective-owned construction land has a positive impact on the prices of adjacent land. In addition, the boundary of downtown areas determined by spatial planning enhances the negative impact of collective ownership on land prices, thus widening the price gap between state and collective-owned land within the downtown areas. Furthermore, the proportion of collective-owned construction land in the annual land supply determined by the land supply plan strengthens the negative impact of collective ownership on land prices, meaning that an increase in the supply of collective-owned construction land leads to further downward pressure on land prices. This study can provide insights for policy making aiming to achieve “equal rights and equal prices” for land with different ownership type in China and in other countries with a dual land ownership system. Ensuring that “each household has a dwelling” is a fundamental principle in the reform of the rural housing system. Pilot areas for residential reform have achieved positive outcomes in rural collective housing. This paper, based on a field study conducted in District D of Province G, utilizes a case study methodology and the Institutional Analysis and Development (IAD) framework to explore the driving mechanisms behind the implementation of collective housing in the pilot villages of District D. It comprehensively analyzes the roles of various stakeholders throughout the entire process of “planning, construction, distribution, and management”, and evaluates the effectiveness of the initiative. The findings of the study indicate that collective housing construction can effectively alleviate land scarcity, meet the housing demands of rural residents, and enhance the overall rural environment. To ensure the successful implementation of collective housing projects, the government must assume a coordinating and guiding role, providing necessary financial and land support while streamlining the approval process. Village collectives should actively manage residential land and respect the preferences of farming households. Furthermore, pricing, allocation, and management strategies should be tailored to local conditions to ensure fairness and safeguard farmers’ rights and interests. Policies should remain adaptable, taking into account regional differences in geography, society, and culture, and selectively incorporating collective housing models to achieve the goal of “each household having a dwelling.” Full article

Rabies virus (RABV; species Lyssavirus rabies) causes rabies, a disease of the central nervous system that invariably results in the death of the host. In South Africa, studies have indicated that RABV is maintained by animal species that include four wildlife carnivore species—the black-backed jackal (Canis mesomelas), bat-eared fox (Otocyon megalotis), yellow mongoose (Cynictis penicillata), and aardwolf (Proteles cristatus)—and domestic dogs (Canis lupus familiaris). The complex natural ecology holds significant implications for the control and elimination of rabies. In this study, confirmed animal rabies case data, including geospatial features, were analyzed for 12,879 laboratory-confirmed animal cases reported on a database managed by the Department of Agriculture, Land Reform and Rural Development (DALRRD). Sequence data generated from animal rabies cases in South Africa were also analyzed, which included 1374 cytoplasmic domain of the glycoprotein and the G-L intergenic sequences using maximum likelihood (ML) and Bayesian inference. The analysis provides insights into the transmission dynamics involving several wildlife species and domestic dogs in South Africa. This information is crucial for the strategic planning for rabies control and elimination programs, and particularly in understanding the interlinked nature of some lineages and the importance of the cross-border spread of rabies. This analysis provided an improved understanding of the distribution of the RABV lineages in South Africa and identified areas that can be targeted for rabies control strategies to limit future spread of RABV, which is important due to the limited available resources that must be carefully managed to allow optimal control. The Influence of Rural Land Transfer on Rural Households’ Income: A Case Study in Anhui Province, China

This paper looks into the impact of China’s new rural land reform, the three rights separation policy (TRSP), on Chinese farmers’ income. Based on data collected from 360 rural households in Anhui Province, China, 2021, this paper constructed the influence pathways of the TRSP on household income and estimated the effects along different pathways using the structural equation model (SEM) model. It showed that through expanding the planting scale and promoting resource-use efficiency, the new land tenure system can indirectly increase transfer-in household income. However, the TRSP has a significant negative direct effect on transfer-out households’ income, and only a slight impact on transferring rural labor to other industries or relaxing the liquidity constraint. In short, the TRSP’s effect on income gains is more prominent in transfer-in households than transfer-out ones, which in the long run would lead to an increased income gap, more so if transfer-out households lack easy access to non-farm employment. Our findings suggest that public authorities should respect farmers’ autonomy in land transfer decisions and pay special attention to labor transfer in poverty alleviation. Meanwhile, widening income disparities among different groups should be heeded while implementing local governments’ service roles. Full article

Spatial justice, as a fundamental value in social systems, plays a key role in achieving social justice and improving human well-being. Drawing on theories of spatial justice, property rights, and new institutional economics, this study explores the comprehensive impact of land development rights (LDR) transfer on urban–rural spatial economic, resources, social, and ecological equity from the perspective of urban–rural spatial justice. Using the Chongqing land quota trading pilot as the core case, we apply synthetic control methods to analyze the causal effects of this policy. The results show that LDR transfer promotes urban–rural spatial resources equity in the short term, particularly through the marketization of land transactions. Over the long term, it significantly enhances urban–rural spatial economic and social equity, evidenced by the narrowing of the income gap, the growth of the primary industry, and improved connectivity between urban and rural areas. However, the improvement in ecological equity through LDR transfer lacks sustainability, suggesting the need for stronger ecological protection measures in future policies. By establishing a comprehensive framework for urban–rural spatial justice and using comparative spatial indicators to measure equity, this study advances our understanding of how LDR transfer can promote urban–rural spatial justice and provides valuable insights for future policy refinement and institutional reforms. Urban–rural fragmentation represents a significant challenge encountered by nations globally, particularly in both developing and developed contexts, during the modernisation process. This study examines the effects of rural land system reform on facilitating integrated development between urban and rural areas. The analysis of the impact of the 2010 liberalisation of the land transfer policy employs a dual machine learning model, utilising provincial-level data from China spanning 2005 to 2022, to address the limitations of traditional causal inference models while ensuring estimation accuracy. The findings indicate that the reform of the rural land system significantly enhances integrated urban–rural development, particularly in demographic, economic, and ecological dimensions. The mechanisms encompass the facilitation of extensive land and agricultural service operations, the development of new business entities, the migration of rural labour, and the enhancement of agricultural capital. Furthermore, notable disparities exist in the effects of reforms across various regions, particularly concerning urban–rural integration development and land transfer levels. The policy effects of land transfer exhibit a marginally diminishing trend. The influence of land transfer on urban–rural integration varies with economic development levels, demonstrating a nonlinear relationship, with the most pronounced effects observed in regions with moderate economic development. Additionally, the policy effects of land transfer differ based on geographic location. The impact of land transfer policies varies across geographic regions, with the central region exhibiting the most significant effect, followed by the north-eastern region, the western region, and the eastern region, which shows the least effect. This study provides a reference for advancing the reform of the marketisation of land factors, improving the efficiency of land resource allocation, and regionally and in multiple layers advancing the reform of the rural land system. The study investigates controlled environment agriculture (CEA) in Nigeria focusing on its feasibility, economic benefits, environmental impact, and socio-economic implications. While CEA technologies such as hydroponics, vertical farming, automation, and greenhouse systems offer efficiency and yield improvements, this review highlights the extent to which they can be utilized in solving the food challenges facing the country including food shortages, wasteful use of land, and climatic disturbances in agriculture. However, their adoption faces challenges like high initial costs, technical knowledge gaps, and unstable energy infrastructure. Additionally, there is a lack of localized research on resource utilization, crop profitability, and the scalability of these systems in Nigeria’s urban and rural contexts, which further hinders adoption. Government policy reforms, renewable energy access, and capacity-building programs are crucial to overcoming these barriers. Localized pilot projects and field studies are also necessary to validate the feasibility of CEA systems under Nigeria’s unique socio-economic and climatic conditions. Cross-country comparisons with South Africa and Kenya reveal actionable insights for Nigeria’s CEA implementation such as South Africa’s public-private partnerships and Kenya’s solar-powered vertical farms which can serve as actionable blueprints for Nigeria’s CEA adoption and expansion. Nigeria with its teeming population is food import-dependent, with agricultural imports reaching 3.35 trillion Naira between 2019 and 2023. This is unsustainable and requires alternative measures including targeted CEA interventions to increase its agricultural productivity. Overall, for CEA to contribute meaningfully to the Nigerian agricultural sector, specific changes including targeted subsidies, policy reforms, renewable energy access, stakeholder engagement, capacity-building programs, and infrastructure development must be instituted to achieve sustainable agricultural growth. Furthermore, strategies such as hybridizing traditional and CEA practices and creating “pay-as-you-grow” financial models for CEA infrastructure can make the transition more viable for smallholder farmers, who dominate Nigeria’s agricultural sector. In China’s rural areas, as populations flow into cities, dependence on land has significantly decreased, leading to widespread land abandonment; however, the relationship between population and land in pastoral areas differs. This study conducted a five-year tracking survey on Sunite Right Banner in Xilingol League (Inner Mongolia), where macro data and in-depth home interviews were used for the mechanisms’ analysis. The findings demonstrate that the pastoral regions’ ecological pressure has increased with population immigration. There are several factors influencing such interaction between people and rangeland: First is the cost mechanism. The increasing cost of livestock production leads herders to increase their reliance on grazing rental systems to increase the number of livestock. The grazing rental system generates income for those migrating to adjacent urban regions. Second is the institutional mechanism. The “three-separating property right systems”, a recent rural land institutional reform policy, has marketized rural individualized rangelands, leading herders to focus more on the exchange value of rangelands rather than the use value, including ecological functions. Consequently, both lessors and lessees engage in high-intensity utilization of their individualized grazing lands. Third is the natural mechanism. Climate fluctuations influence herders’ migration patterns, prompting them to leave and return to grazing lands. These ecological dynamics force herders to oscillate between survival and development, intensifying pressure on the grasslands during favorable years and preventing them from recovering while increasing the occurrence of poor years, such as droughts. Fourth is the consumption mechanism. Herders who have migrated to urban regions must continue relying on rangeland resources to sustain their livelihoods. However, lower economic outputs of livestock production hardly catch up with the higher consumption levels in urban regions, which leads migrated herders to increase their pressure on rural rangelands. The final factor is a combination of the previous four mechanisms. The interplay between these previously mentioned four mechanisms encouraged higher herder population outflow, though their reliance on rangeland resources has continued. Based on the results, we argue that these dynamic relations between rural population change and land use patterns are becoming common issues across pastoral regions in Inner Mongolia, demanding innovative solutions. Part-time farming is a widespread phenomenon associated with the long-term global trend of urbanization, especially in China since its reform and opening-up in 1978. The shift of agricultural labor to non-agricultural sectors has significantly impacted cultivated land use activities, yet the connection between part-time farming and cultivated land use sustainability (CLS) remains understudied. Here, we construct an index system for assessing CLS that integrates ecological, economic, and social sustainability. Using survey data from seven Chinese villages across three provinces, we analyze the impact pattern and mechanism of part-time farming on CLS. We find the following: (1) The impact of part-time farming on CLS presents an inverted U-shape, peaking negatively at a 45% inflection point; (2) Spatial heterogeneity exists in the effect of part-time farming on CLS; (3) A household’s non-agricultural workforce size and the gender of the household head significantly moderate the link between part-time farming and CLS; (4) CLS strongly hinges on various factors including the household head’s health, other family members’ education levels, commercial insurance, and agricultural skills training. Our findings provide empirical insights into governing part-time farming for sustainable cultivated land use and, eventually, rural human–land system sustainability. Full article

This paper examines the interaction between land policies and rural labor migration in China and Europe, highlighting how land reforms guide labor mobility and their impacts on land and social structures. In China, the Household Contract Responsibility System and land transfer policies have facilitated agricultural scale expansion and the urbanization of the rural labor force. Homestead reforms have further enhanced farmers’ asset liquidity. In Europe, using Spain as a case study, EU agricultural policies have spurred agricultural modernization, economic diversification, and intensive land use. These advancements benefitted from a mature land transfer market and increased non-agricultural employment opportunities. Both China and Europe face challenges of population aging and rural depopulation, necessitating improvements in land use efficiency, the balance of the scale, and the protection of farmers’ rights and interests. Europe addresses labor shortages through technology, mechanization, and cooperatives, while China employs land trusteeship, transfer platforms, and the “three rights separation” system to combat land abandonment and labor shortages. Future research should strengthen comparative studies between China and Europe, quantify interactive relationships, consider the impact of transnational labor mobility under globalization, explore policy innovations, and foster international cooperation to address demographic changes and agricultural labor shortages. Additionally, promoting sustainable land use and farmers’ rights, equalizing urban–rural public services, enhancing education and training, and improving the social security system are crucial for integrated urban–rural development.
