Biophysical and Social Constraints of Restoring Ecosystem Services in the Border Regions of Tibet, China

Ecosystem restoration represents a promising solution for enhancing ecosystem services and environmental sustainability. However, border regions—characterized by ecological fragility and geopolitical complexity—remain underrepresented in ecosystem service and restoration research. To fill this gap, we coupled spatially explicit models (e.g., InVEST and RUSLE) with scenario analysis to quantify the ecosystem service potential that could be achieved in China’s Tibetan borderlands under two interacting agendas: ecological restoration and border-strengthening policies. Restoration feasibility was evaluated through combining local biophysical constraints, economic viability (via restoration-induced carbon gains vs. opportunity costs), operational practicality, and simulated infrastructure expansion. The results showed that per-unit-area ecosystem services in border counties (particularly Medog, Cona, and Zayu) exceed that of interior Tibet by a factor of two to four. Combining these various constraints, approximately 4–17% of the border zone remains cost-effective for grassland or forest restoration. Under low carbon pricing (US$10 t−1 CO2), the carbon revenue generated through restoration is insufficient to offset the opportunity cost of agricultural production, constituting a major constraint. Habitat quality, soil conservation, and carbon sequestration increase modestly when induced by restoration, but a pronounced carbon–water trade-off emerges. Planned infrastructure reduces restoration benefits only slightly, whereas raising the carbon price to about US$50 t−1 CO2 substantially expands such benefits. These findings highlight both the opportunities and limits of ecosystem restoration in border regions and point to carbon pricing as the key policy lever for unlocking cost-effective restoration. Biosphere Reserves (BRs), designated by UNESCO, are uniquely positioned to serve as model territories for sustainable development, as they aim to harmonize biodiversity conservation with the socio-economic vitality and cultural identity of local communities. This work examines the commitment of the Spanish Network of Biosphere Reserves to the United Nations 2030 Agenda and the Sustainable Development Goals (SDGs). Using a survey-based research design, this study assesses the extent to which the reserves have integrated the SDGs into their strategic frameworks and operational practices. It also identifies and analyses successful initiatives and best practices implemented across Spain that exemplify this integration. The findings highlight the need for enhanced awareness and understanding of the 2030 Agenda among stakeholders, alongside stronger mechanisms for participation, cooperation, and governance. The conclusion emphasises the importance of equipping all reserves with strategic planning tools and robust systems for monitoring, evaluation, and accountability. Moreover, the analysis of exemplary cases reveals the transformative potential of sustainability-oriented projects—not only in advancing environmental goals but also in revitalizing local economies and reinforcing cultural heritage. These insights contribute to a broader understanding of how BRs can act as dynamic laboratories for sustainable development and heritage preservation. Full article

This study presents a cost-effective, carbon-negative construction material for affordable housing, developed entirely from locally available agricultural wastes: rice husk ash, wood ash, and rice straw—materials often problematic to dispose of in many African regions. Rice husk ash provides high amorphous silica, acting as a strong pozzolanic agent. Wood ash contributes calcium oxide and alkalis to serve as a reactive binder, while rice straw functions as a lightweight organic filler, enhancing thermal insulation and indoor climate comfort. These materials undergo natural pozzolanic reactions with water, eliminating the need for Portland cement—a major global source of anthropogenic CO2 emissions (~900 kg CO2/ton cement). This process is inherently carbon-negative, not only avoiding emissions from cement production but also capturing atmospheric CO2 during lime carbonation in the hardening phase. Field trials in Kenya confirmed the composite’s sufficient structural strength for low-cost housing, with added benefits including termite resistance and suitability for unskilled laborers. In a collaboration between the University of Tartu and Kenyatta University, a semi-automatic mixing and casting system was developed, enabling fast, low-labor construction of full-scale houses. This innovation aligns with Kenya’s Big Four development agenda and supports sustainable rural development, post-disaster reconstruction, and climate mitigation through scalable, eco-friendly building solutions. This article analyzes the role of dance and the arts in European and national educational policy agendas and maps the provision of dance in upper-secondary schools in the district of Porto, Portugal. To understand the role of dance in educational policies, we conducted a document analysis of regulations and decree-laws inspired by Stephen Ball’s policy cycle approach. To explore how these policies materialize in educational contexts, a mapping approach was conducted in upper-secondary schools within the district of Porto, Portugal. Results show that, at the public education policy level, although there is no specific debate about dance, the arts are gradually being included in the educational agendas, but still in a scarce way and with a more instrumental approach. At the institutional level, access to dance in education is not sufficiently democratized, reinforcing social and territorial inequalities. Despite its local scope, the study contributes to the broader international debate on equity in access to education with the arts, mainly dance. It offers insights from Southern Europe—a region often underrepresented in global research—which can inform research and policy development aimed at more inclusive educational systems. Full article

This study investigates the complex dynamics of new-type urbanization in resource-based county-level cities, using Wuan City in Hebei Province, China, as a representative case. As China pursues a high-quality development agenda, cities historically dependent on resource extraction face profound challenges in achieving sustainable and inclusive urban growth. This research employs a multi-method approach—including Theil index analysis, industrial shift-share analysis, a Cobb–Douglas production function model, and a composite urbanization index—to quantitatively diagnose the constraints on Wuan’s development and assess its transformation efforts. Our empirical results reveal a multifaceted situation: while the urban–rural income gap has narrowed, rural income streams remain fragile. The shift-share analysis indicates that although Wuan’s traditional industries have regained competitiveness, the city’s economic structure is still burdened by a persistent negative structural component, hindering diversification. Furthermore, the economy exhibits characteristics of a labor-intensive growth model with inefficient capital deployment. These underlying issues are reflected in a comprehensive urbanization index that, after a period of rapid growth, has recently stagnated, signaling the exhaustion of the city’s traditional development mode. In response, Wuan attempts an “industrial transformation-driven new-type urbanization” path. This study details the three core strategies being implemented: (1) incremental population urbanization through development at the urban fringe and in industrial zones; (2) in situ urbanization of the existing rural population; and (3) the cultivation of specialized “characteristic small towns” to create new, diversified economic nodes. The findings from Wuan offer critical, actionable lessons for other resource-dependent regions. The case demonstrates that successful urban transformation requires not only industrial upgrading but also integrated, spatially aware planning and robust institutional support. We conclude that while Wuan’s model provides a valuable reference, its strategies must be adapted to local contexts, emphasizing the universal importance of institutional innovation, human capital investment, and a people-centered approach to achieving resilient and high-quality urbanization. Assessing sustainability in urban projects became a key priority in the face of growing urban complexity. Therefore, how can global sustainability indicators be effectively adapted to assess urban projects at local scales? The paper proposes a framework for integrating sustainability into the decision-making process, aligning urban governance with the 2030 Agenda at the district and building levels. Governments’ growing demand for reliable monitoring, reporting, and evaluation systems underscores the urgency of data-driven tools to guide and adjust policies. In this context, indicators are essential instruments, making sustainability measurable and transparent. Anchored in the global framework of the 17 Sustainable Development Goals (SDGs), the paper focuses on SDG 11, integrating strategic targets with operational metrics from Sustainable Assessment Tools (SATs). The research adopts a multi-method approach, combining inductive analysis—guided by the PRISMA methodology for systematic reviews—with deductive analysis based on surveys. This study represents the theoretical foundation of the GLOSSA project (GLOcal knowledge-System for the Sustainable Assessment of urban projects), aiming to provide a set of indicators for measuring and evaluating sustainable urban transformation projects. This paper highlights the need to integrate sustainability into urban decision-making, providing an operational framework for sustainable urban governance. Full article

Universities as Hubs for MSME Capacity Building: Lessons from a Kenyan Bank-Higher Education Institution Training Initiative

Micro, Small, and Medium Enterprises (MSMEs) are vital drivers of economic growth in Kenya, yet they face persistent barriers, including limited capacity, financial exclusion, and weak market integration. This study assessed the potential of universities as strategic hubs for MSME capacity building through a collaborative initiative between Egerton University and the KCB Foundation. Using the International Labour Organization’s Start and Improve Your Business (SIYB) methodology, 481 entrepreneurs from Egerton, Njoro, and Gilgil were trained in a business development bootcamp. This study evaluated the training effectiveness, participant demographics, confidence in skill application, networking outcomes, and satisfaction levels. The results showed high participant confidence (over 95% across all regions), strong financial management uptake (85%), and mobile banking adoption (70%). Gilgil led in inclusivity and peer engagement, while Njoro showed stronger gender representation. However, logistical challenges caused 25% absenteeism in rural areas, and only 23% accessed post-training mentorship. These findings underscore the transformative role of HEIs in fostering sustainable entrepreneurship through localized, inclusive, and industry-aligned training. Policy recommendations include hybrid delivery models, tiered curricula for diverse skill levels, and institutionalized mentorship through public–private partnerships. This case demonstrates the value of embedding entrepreneurship support within university mandates to advance national MSME development agendas. Full article

As digital transformation becomes an increasingly central focus of national and regional policy agendas, parallel efforts are intensifying to stimulate innovation as a critical driver of firm competitiveness and high-quality economic growth. However, regional disparities in innovation capacity persist. This study proposes an integrated framework in which regionally tracked digital economy indicators are leveraged to predict firm-level innovation performance, measured through patent activity, across China. Drawing on a comprehensive dataset covering 13 digital economic indicators from 2013 to 2022, this study spans core, broad, and narrow dimensions of digital development. Spatial dependencies among these indicators are assessed using global and local spatial autocorrelation measures, including Moran’s I and Geary’s C, to provide actionable insights for constructing innovation-conducive environments. To model the predictive relationship between digital metrics and innovation output, this study employs a suite of supervised machine learning techniques—Random Forest, Extreme Learning Machine (ELM), Support Vector Machine (SVM), XGBoost, and stacked ensemble approaches. Our findings demonstrate the potential of digital infrastructure metrics to serve as early indicators of regional innovation capacity, offering a data-driven foundation for targeted policymaking, strategic resource allocation, and the design of adaptive digital innovation ecosystems. This study proposes a theoretical–methodological model for communities engaged in alternative tourism, based on the Sustainable Development Goals (SDGs) and in alternative development structures—understood as organizational forms that differ from the dominant economic model by prioritizing communal and sustainable principles. Through a theoretical, exploratory–descriptive, and qualitative approach, the research adapts an analytical model previously applied to conventional tourism areas and redirects it toward rural territories with tourism potential. The resulting model, named METACORTAL, offers a structured methodology aimed at strengthening community processes and guiding the implementation of sustainable tourism practices. A total of 15 goals, 36 targets, and 49 indicators from the 2030 Agenda are identified as aligned with alternative tourism and with at least one form of alternative development structure. This study is highly relevant for policymakers, community leaders, and tourism stakeholders seeking to link local development with global sustainability frameworks. By offering a practical decision-making tool, it contributes to advancing the SDGs through inclusive and context-sensitive tourism models. Full article

Sustainable development remains a crucial global priority. Despite significant progress at both the policy and technical levels, disparities in urban development and the absence of a comprehensive evaluation framework impede practical outcomes in China. While previous research has established the value of multidimensional frameworks and international indices for assessing urban sustainability, existing studies often lack the integration of local dynamics and rely on linear methods that cannot fully capture the complex, nonlinear changes in Chinese cities. This study proposes a four-dimensional indicator system and employs the catastrophe progression method to evaluate sustainable development levels. This study used ten years of panel data (2012–2022) from eight representative Chinese cities and normalized and analyzed 38 sub-indicators to derive membership values for each city and dimension. The findings reveal substantial disparities in sustainable development across the cities, with notable improvements in environmental indicators but persistent volatility in social welfare and resource efficiency. Technological innovation and education resource allocation emerge as management priorities for most cities. This methodological innovation fills a critical gap, offering a replicable framework for other developing countries and supporting the localization of global sustainability agendas. The study’s findings directly inform policy, advancing the achievement of the UN Sustainable Development Goals. Full article

The creative city concept has gained global recognition, notably through the UNESCO Creative Cities Network (UCCN). In Japan, facing declining birth rates and economic stagnation, this framework was seen as a revitalization tool to increase the urban quality. Yet, while the creative city concept clearly appears on the theoretical level, its operationalization usually remains unclear. Additionally, previous research considers sustainability questions through economic, social, and cultural lenses but more rarely through environmental aspects. Thus, this paper aims to explore the implementation of the creative city in Japan, unveil the specific elements composing the policies of UNESCO Creative Cities, and question how environmental sustainability is addressed in these policies. The research method includes a qualitative analysis of the membership monitoring reports (MMRs) submitted by cities to UNESCO. Conducting a field survey in a creative facility and a hearing survey with the city government, the research also focuses on Kanazawa as a case study to explore in greater depth the interaction between creative city strategies and environmental sustainability. Among the research findings, economic perspectives—through support for creative industries and the promotion of tourism—and systematic actions targeting children dominate the MMRs, while socio-environmental aspects receive less attention. Most ambitious initiatives toward environmental sustainability were implemented in rural cities. In Kanazawa, it appears the creative city policy is independent of the local environmental policies, although some opportunities exist to connect them. The field survey indeed reveals that some spontaneous initiatives toward environmental sustainability might emanate from a creative facility. Therefore, the paper provides significance in unveiling the specific content of creative city policies in Japan and in re-examining the notion of creativity to integrate environmental sustainability into the creative city agenda. The COVID-19 pandemic has disrupted the progress toward Sustainable Development Goal 3, particularly in developing countries, exacerbating existing health disparities and creating new challenges for health systems worldwide. This study explores the role of university research in advancing SDG 3 targets in a post-pandemic context using the University of the Western Cape as a case study. Through qualitative data analysis of research titles and abstracts registered between 2020 and 2022, we applied the WHERETO model of McTighe and Bloom’s Taxonomy to categorize research according to the SDG 3 targets and indicators. This approach provides insight into which health priorities were addressed through scholarly research at UWC in alignment with the UN 2030 Agenda, particularly during pandemic recovery. Our findings indicate that research priorities largely corresponded with South Africa’s health challenges, with the highest concentration of studies addressing non-communicable diseases and mental health (Target 3.4), infectious diseases (Target 3.3), and medicine development (Target 3.b). These priorities align with the National Health Research Committee’s identified health priorities for disadvantaged communities in the Western Cape. Notably, research on mental health and emergency preparedness (Target 3.d) increased significantly during the pandemic period, reflecting shifting priorities in response to COVID-19. This study offers critical insights into how university research shifted priorities adapted during the pandemic and identifies areas requiring focused attention to support post-pandemic recovery. By highlighting research gaps and opportunities, our findings provide a foundation for developing more comprehensive approaches to health research that address the disparities exacerbated by COVID-19 while advancing the 2030 agenda. This model could inform research prioritization at other institutions facing similar challenges in both local and global contexts. Full article

A qualitative methodology was adopted, involving documentary analysis with exploratory and descriptive scopes. The sources included national development plans, regional policy frameworks, institutional reports, and the relevant academic literature. This study employed territorial indicators related to infrastructure quality, ecosystem protection, and stakeholder participation to evaluate SDG alignment. The results highlight that sustainable tourism practices—particularly those incorporating corporate social responsibility and environmental stewardship—can stimulate innovation and enhance resilience in underdeveloped territories. Wetlands and forested areas emerge as key natural assets with strong potential for ecological tourism and sustainable investment. The findings suggest that collaborative actions between the public and private sectors, guided by SDGs 9 and 15, can generate long-term benefits, including biodiversity preservation, improved service infrastructure, and economic inclusion for local communities. Overall, the research underscores the potential of sustainable tourism as a practical mechanism for localizing the SDGs in fragile yet high-value ecological regions. Full article

This article summarizes the scope and content of the Special Issue (SI) entitled “Geographic Information Systems (GIS) and Cartography for a Sustainable World” and its contribution to the global discourse regarding sustainability concerns. At the heart of the discussion in this SI lies: (i) GIS, a valuable tool and a means for modeling, designing, and analyzing (spatial) data and processes related to the pursuance of sustainability objectives at both local and global scales; and (ii) Cartography as a discipline, which through maps and visualizations can convey the present state. The latter can play a vital role in educating, empowering, and raising public awareness with regard to sustainability concerns on the one hand, and can form a basis for policy-makers, scientists, and citizens for articulating effective sustainability strategies on the other. The fulfillment of the SI goals is attained through a collection of 26 papers that delve into and attempt to visualize sustainability achievements or concerns on a variety of themes in different parts of the world. More specifically, the content of this collection of papers can be categorized into the following sustainability-related themes: Urbanization, Transportation, Carbon Emissions Management, Infrastructure, Rural Development, and Climate Change. The main conclusion is that planning and implementing sustainability policies is a challenging and multi-level task, and must be carried out within a fully dynamic decision environment. Although some progress has already been made, more intensive and collective efforts from scientists, governments, the entrepreneurial community, and citizens are needed in order for the ambitious goals of Agenda 2030 to be reached. The transition to a low-carbon economy in China necessitates an integrated understanding of the interdependencies within the water–energy–land–food (WELF) nexus. This study evaluates the performance of the WELF nexus across Chinese provinces and examines regional disparities that may hinder or facilitate sustainable development goals. Using a multi-dimensional performance index and spatial econometric analysis, we identified key synergies and trade-offs among resource systems under low-carbon policy scenarios. The results revealed significant regional inequalities in nexus efficiency, with economically developed regions exhibiting higher integration and resource optimization, while less-developed areas face persistent structural challenges. These disparities underscore the need for regionally tailored policy interventions that address localized constraints while promoting cohesive national strategies. Our findings provide critical insights for policymakers aiming to align resource management with China’s climate commitments and sustainable development agenda. Full article
