Virginia’s coastal location and abundant marine resources make its seafood industry a vital contributor to the state’s economy, supporting both local communities and tourism. This study applied input–output models and updates the economic contributions of the Virginia seafood industry using 2023 data, building on models developed for 2019 that capture both direct effects and broader economic ripple effects. In 2023, the industry generated USD 1.27 billion in total economic output and supported over 6500 jobs—including watermen, aquaculture farmers, processors, and distributors—resulting in USD 238.3 million in labor income. Contributions to state GDP totaled USD 976.7 million, and tax revenues exceeded USD 390.4 million. The study also evaluates the economic role of Virginia seafood products sold in retail stores and restaurants, based on secondary data sources. In 2023, these sectors generated USD 458 million in economic output, supported more than 3600 jobs, produced USD 136.7 million in labor income, and USD 280.8 million in value-added. Combined tax contributions surpassed USD 74 million. Importantly, the analysis results for the Virginia seafood products from retail and restaurant should not be summed to the seafood industry totals to avoid double-counting, as seafood products move as output from one sector as an input to another. These results provide evidence-based insights to guide decision-making, inform stakeholders, and support continued investment in Virginia’s seafood supply chain and related economic activities. Biosphere Reserves (BRs), designated by UNESCO, are uniquely positioned to serve as model territories for sustainable development, as they aim to harmonize biodiversity conservation with the socio-economic vitality and cultural identity of local communities. This work examines the commitment of the Spanish Network of Biosphere Reserves to the United Nations 2030 Agenda and the Sustainable Development Goals (SDGs). Using a survey-based research design, this study assesses the extent to which the reserves have integrated the SDGs into their strategic frameworks and operational practices. It also identifies and analyses successful initiatives and best practices implemented across Spain that exemplify this integration. The findings highlight the need for enhanced awareness and understanding of the 2030 Agenda among stakeholders, alongside stronger mechanisms for participation, cooperation, and governance. The conclusion emphasises the importance of equipping all reserves with strategic planning tools and robust systems for monitoring, evaluation, and accountability. Moreover, the analysis of exemplary cases reveals the transformative potential of sustainability-oriented projects—not only in advancing environmental goals but also in revitalizing local economies and reinforcing cultural heritage. These insights contribute to a broader understanding of how BRs can act as dynamic laboratories for sustainable development and heritage preservation. Full article

How to Compensate Forest Ecosystem Services Through Restorative Justice: An Analysis Based on Typical Cases in China

The ongoing degradation of global forests has severely weakened ecosystem service functions, and traditional judicial remedies have struggled to quantify intangible ecological losses. China has become an important testing ground for restorative justice through the establishment of specialized environmental courts and the practice of environmental public interest litigation. Since 2015, China has actively explored and institutionalized the application of the concept of restorative justice in its environmental justice reform. This concept emphasizes compensating environmental damages through actual ecological restoration acts rather than relying solely on financial compensation. This shift reflects a deep understanding of the limitations of traditional environmental justice and an institutional response to China’s ecological civilization construction, providing critical support for forest ecosystem restoration and enabling ecological restoration activities, such as replanting and re-greening, habitat reconstruction, etc., to be enforced through judicial decisions. This study conducts a qualitative analysis of judicial rulings in forest restoration cases to systematically evaluate the effectiveness of restorative justice in compensating for losses in forest ecosystem service functions. The findings reveal the following: (1) restoration measures in judicial practice are disconnected from the types of ecosystem services available; (2) non-market values and long-term cumulative damages are systematically underestimated, with monitoring mechanisms exhibiting fragmented implementation and insufficient effectiveness; (3) management cycles are set in violation of ecological restoration principles, and acceptance standards lack function-oriented indicators; (4) participation of key stakeholders is severely lacking, and local knowledge and professional expertise have not been integrated. In response, this study proposes a restorative judicial framework oriented toward forest ecosystem services, utilizing four mechanisms: independent recognition of legal interests, function-matched restoration, application of scientific assessment tools, and multi-stakeholder collaboration. This framework aims to drive a paradigm shift from formal restoration to substantive functional recovery, providing theoretical support and practical pathways for environmental judicial reform and global forest governance. The right to development, an inherent human right for all, emphasizes that all individuals and communities have the right to participate in, contribute to, and benefit from development that ensures the full realization of human rights. In Kenya, where a significant portion of the population faces poverty and vulnerability to climate change, access to rights-based needs such as clean water, healthcare, and education still remains a critical challenge. This study explored the implementation of a Human Rights-Based approach to community development through a Public–Private Development Partnership model (PPDP), with a focus on alleviating poverty and improving access to rights-based services at the community level in Narok and Nakuru counties. The research aimed to identify critical success factors for scaling the PPDP model and explore its effects on socio-economic empowerment. The study employed a mixed-methods approach for data collection, using questionnaires to obtain quantitative data, focus group discussions, and key informant interviews with community members, local leaders, and stakeholders to gather qualitative data. We cleaned and analyzed all our data in R (version 4.4.3) and used the chi-square to establish the significance of differences between areas where the PPDP model was implemented and control areas where it was not. Results reveal that communities with the PPDP model experienced statistically significant improvements in employment, income levels, and access to rights-based services compared to control areas. The outcomes underscore the potential of the PPDP model to address inclusive and sustainable development. This study therefore proposes a scalable pathway beginning with access to rights-based needs, followed by improved service delivery, and culminating in economic empowerment. These findings offer valuable insights for governments, development practitioners, investment agencies, and researchers seeking community-driven developments in similar socio-economic contexts across Africa. For the first time, it can be adopted in the design and implementation of development projects in rural and local communities across Africa bringing into focus the need to integrate rights-based needs at the core of the project. As the global energy transition accelerates, the integration of solar power and artificial intelligence (AI) technologies offers new pathways for sustainable local development. This study examines four Serbian municipalities—Šabac, Sombor, Pirot, and Čačak—to assess how AI-enabled solar power systems can enhance energy resilience, reduce emissions, and support community-level sustainability goals. Using a mixed-method approach combining spatial analysis, predictive modeling, and stakeholder interviews, this research study evaluates the performance and institutional readiness of local governments in terms of implementing intelligent solar infrastructure. Key AI applications included solar potential mapping, demand-side management, and predictive maintenance of photovoltaic (PV) systems. Quantitative results show an improvement >60% in forecasting accuracy, a 64% reduction in system downtime, and a 9.7% increase in energy cost savings. These technical gains were accompanied by positive trends in SDG-aligned indicators, such as improved electricity access and local job creation in the green economy. Despite challenges related to data infrastructure, regulatory gaps, and limited AI literacy, this study finds that institutional coordination and leadership commitment are decisive for successful implementation. The proposed AI–Solar Integration for Local Sustainability (AISILS) framework offers a replicable model for emerging economies. Policy recommendations include investing in foundational digital infrastructure, promoting low-code AI platforms, and aligning AI–solar projects with SDG targets to attract EU and national funding. This study contributes new empirical evidence on the digital–renewable energy nexus in Southeast Europe and underscores the strategic role of AI in accelerating inclusive, data-driven energy transitions at the municipal level. Using LULC change detection analysis, it is possible to identify changes due to urbanization, deforestation, or a natural disaster in an area. As population growth and urbanization increase, real-time solutions for the effects of urbanization on land use are required to assess its implications for food security and livelihood. This study seeks to identify and quantify recent LULC changes in Limbe, Cameroon, and to measure rates of conversion between agricultural, forest, and urban lands between 1986 and 2020 using remote sensing and GIS. Also, there is a deficiency of research employing these data to evaluate the efficiency of LULC satellite data and a lack of awareness by local stakeholders regarding the impact on LULC change. The changes were identified in four classes utilizing maximum supervised classification in ENVI and ArcGIS environments. The classification result reveals that the 2020 image has the highest overall accuracy of 94.6 while the 2002 image has an overall accuracy of 89.2%. The overall gain for agriculture was approximately 4.6 km2, urban had an overall gain of nearly 12.7 km2, while the overall loss for forest was −16.9 km2 during this period. Much of the land area previously occupied by forest is declining as pressures for urban areas and new settlements increase. This study’s findings have significant policy implications for sustainable land use and food security. It also provides a spatial method for monitoring LULC variations that can be used as a framework by stakeholders who are interested in environmentally conscious development and sustainable land use practices. Background: Gold mining is a critical part of the industry of Central Asia, contributing significantly to regional economic growth. However, gold production management faces numerous challenges, including adopting innovative technologies such as AI, using improved logistical equipment, resolving supply chain inefficiencies and disruptions, and incorporating modernized waste management and advancements in gold bar processing technologies. This study explores how advanced technologies and improved logistical processes can enhance efficiency and sustainability. Method: This paper examines gold production processes in Kyrgyzstan, a gold-producing country in Central Asia. The case study approach combines qualitative interviews with industry stakeholders and a system dynamics (SD) simulation model to compare current operations with a technology-based scenario. Results: The simulation model shows improved outcomes when innovative technologies are applied to ore processing, waste refinement, and gold bar production. The results also indicate an approximate twenty-five percent reduction in transport time, a thirty percent decrease in equipment downtime, a thirty percent reduction in emissions, and a fifteen percent increase in gold extraction when using artificial intelligence, smart logistics, and regional smelting. Conclusions: The study concludes with recommendations to modernize equipment, localize processing, and invest in digital logistics to support sustainable mining and improve operational performance in Kyrgyzstan’s gold sector. Urban socioeconomic modeling has predominantly concentrated on extensive location and neighborhood-based features, relying on the localized population footprint. However, networks in urban systems are common, and many urban modeling methods do not account for network-based effects. Additionally, network-based research has explored a multitude of data from urban landscapes. However, achieving a comprehensive understanding of urban mobility proves challenging without exhaustive datasets. In this study, we propose using commute information records from the census as a reliable and comprehensive source to construct mobility networks across cities. Leveraging deep learning architectures, we employ these commute networks across U.S. metro areas for socioeconomic modeling. We show that mobility network structures provide significant predictive performance without considering any node features. Consequently, we use mobility networks to present a supervised learning framework to model a city’s socioeconomic indicator directly, combining Graph Neural Network and Vanilla Neural Network models to learn all parameters in a single learning pipeline. In experiments in 12 major U.S. cities, the proposed model achieves considerable explanatory performance and is able to outperform previous conventional machine learning models based on extensive regional-level features. Providing researchers with methods to incorporate network effects in urban modeling, this work also informs stakeholders of wider network-based effects in urban policymaking and planning. This study evaluates the feasibility and visibility of electric vehicles (EVs) in Egypt, addressing critical research gaps and proposing actionable strategies to drive adoption. Employing a systematic review of academic, governmental, and industry sources, the paper identifies underexplored areas such as rural–urban adoption disparities, lifecycle assessments of EV batteries, and sociocultural barriers, including gender dynamics and entrenched consumer preferences. Its primary contribution is an interdisciplinary framework that integrates technical aspects, such as grid resilience and climate-related battery degradation, with socioeconomic dimensions, providing a holistic overview of EV feasibility in Egypt tailored to Egypt’s context. Key findings reveal infrastructure limitations, inconsistent policy frameworks, and behavioral skepticism as major hurdles, and highlight the untapped potential of renewable energy integration, particularly through synergies between solar PV generation (e.g., Benban Solar Park) and EV charging infrastructure. Recommendations prioritize policy reforms (e.g., tax incentives, streamlined tariffs), solar-powered charging infrastructure expansion, public awareness campaigns, and local EV manufacturing to stimulate economic growth. The study underscores the urgency of stakeholder collaboration to transform EVs into a mainstream solution, positioning Egypt as a regional leader in sustainable mobility and equitable development. Background/Objectives: BRIGHTLIGHT was the national evaluation of adolescent and young adult (AYA) cancer services in England. BRIGHTLIGHT results were not available when the most recent healthcare policy (NHSE service specifications for AYA Cancer) for AYA was drafted and therefore did not consider BRIGHTLIGHT findings and recommendations. We describe the co-development and delivery of a Policy Lab to expedite the implementation of the new service specification in the context of BRIGHTLIGHT results, examining the roles of multi-stakeholders to ensure service delivery is optimised to benefit AYA patients. We address the key question, “What is the roadmap for empowering different stakeholders to shape how the AYA service specifications are implemented?”. Methods: A 1-day face-to-face policy lab was facilitated, utilising a unique, user-centric engagement approach by bringing diverse AYA stakeholders together to co-design strategies to translate BRIGHTLIGHT evidence into policy and impact. This was accompanied by an online workshop and prioritisation survey, individual interviews, and an AYA patient workshop. Workshop outputs were analysed thematically and survey data quantitatively. Results: Eighteen professionals and five AYAs attended the face-to-face Policy Lab, 16 surveys were completed, 13 attended the online workshop, three professionals were interviewed, and three AYAs attended the patient workshop. The Policy Lab generated eight national and six local recommendations, which were prioritised into three national priorities: 1. Launching the service specification supported by compelling communication; 2. Harnessing the ideas of young people; and 3. Evaluation of AYA patient outcomes/experiences and establishing a national dashboard of AYA cancer network performance. An animation was created by AYAs to inform local hospitals what matters to them most in the service specification. Conclusions: Policy and research evidence are not always aligned, so when emerging evidence does not support current guidance, further exploration is required. We have shown through multi-stakeholder involvement including young people that it was possible to gain a different interpretation based on current knowledge and context. This additional insight enabled practical recommendations to be identified to support the implementation of the service specification. Full article

Variable selection (VS) is a critical step in developing predictive binary classification (BC) models. Many traditional methods for assessing the added value of a candidate variable provide global performance summaries and lack an interpretable graphical summary of results. To address this limitation, we developed the U-smile method, a residual-based, post hoc evaluation approach for assessing prediction improvements and worsening separately for events and non-events. The U-smile method produces three families of interpretable BA-RB-I coefficients at three levels of generality and a standardized graphical summary through U-smile and prediction improvement–worsening (PIW) plots, enabling transparent, interpretable, and explainable VS. Validated in balanced and imbalanced BC scenarios, the method proved robust to class imbalance and collinearity, and more sensitive than traditional metrics in detecting subtle but meaningful effects. Moreover, the method’s intuitive visual output (U-smile plot) facilitates the rapid communication of results to non-technical stakeholders, bridging the gap between data science and applied decision-making. The U-smile method supports both local and global evaluations and complements existing explainable machine learning (XML) and artificial intelligence (XAI) tools without overlapping in their functions. The U-smile method offers a transparency-enhancing and human-oriented approach for ethical and fair VS, making it highly suited for high-stakes domains, e.g., healthcare and public health. Modern software solutions have a multiplicative effect on enhancing quality of life across various urban sectors, including the environment, education, public health, security, transportation, time efficiency, employment, and other key aspects of city living. This article addresses a specific issue concerning the organisation of leisure activities for both local residents and tourists, using the Chechen Republic as a case study. In response, the study aimed to develop a digital solution to address this challenge, with potential for integration into the Republic’s unified digital ecosystem. By employing system analysis methods, the authors identified the key objects and stakeholders involved in the problem domain. They also defined the software product’s functionality and classified user categories. Using Unified Modelling Language methods, a use case diagram was developed to illustrate the conceptual operation of the system. Furthermore, object-oriented design methods were applied to create a user interface prototype for the software product. As a result, a digital service was developed that enables users to create personalised leisure routes, taking into account individual goals, time constraints, traffic conditions, and the real-time status of urban infrastructure. The resulting software solution is both customisable and scalable. The article also presents selected examples of project development. Full article

This research aims to determine the utilization levels of local products and the challenges and opportunities of creating a recognizable food-centered cultural identity based on collaborative networks developed between agriculture and tourism. This has the potential to strengthen collaborative entrepreneurship. It uniquely contributes to the existing literature by exploring the connections between agri-food and tourism, while proposing strategies to maximize business opportunities centered on food culture. Descriptive and inferential statistics are conducted based on primary data collected by distributing a questionnaire to 59 public and private organizations in the Peloponnese region in Greece, which has significant agricultural production but limited tourist flows. The results indicate a lack of collective action and business recognition of the value of regional food culture among participants. The human resources employed in tourism lack the skills to highlight traditional food heritage. The presence of structural and operational barriers undermines efforts to facilitate communication, manage suppliers, and enhance the visibility of products designated with Geographical Indications. This paper offers preliminary results; however, extensive future studies are needed to validate the findings fully. The study highlights key implications: Improved communication between stakeholders could enhance the management of the local food network. Agri-food and tourism businesses can develop educational programs and food-focused tourism packages that promote social cohesion and preserve cultural heritage. Full article

Governance challenges, success factors, and stakeholder dynamics are central to the implementation of Positive Energy District (PED) Labs, which aim to develop energy-positive and sustainable urban areas. In this paper, a qualitative analysis combining expert surveys, participatory workshops with practitioners from the COST Action PED-EU-NET network, and comparative case studies across Europe identifies key barriers, drivers, and stakeholder roles throughout the implementation process. Findings reveal that fragmented regulations, social inertia, and limited financial mechanisms are the main barriers to PED Lab development, while climate change mitigation goals, strong local networks, and supportive policy frameworks are critical drivers. The analysis maps stakeholder engagement across six development phases, showing how leadership shifts between governments, industry, planners, and local communities. PED Labs require intangible assets such as inclusive governance frameworks, education, and trust-building in the early phases, while tangible infrastructures become more relevant in later stages. The conclusions emphasize that robust, inclusive governance is not merely supportive but a key driver of PED Lab success. Adaptive planning, participatory decision-making, and digital coordination tools are essential for overcoming systemic barriers. Scaling PED Labs effectively requires regulatory harmonization and the integration of social and technological innovation to accelerate the transition toward energy-positive, climate-resilient cities. This study introduces a novel tripartite evolutionary game model to analyze the strategic interactions among electric vehicle (EV) aggregators, local governments, and EV users in vehicle–grid interaction (VGI) markets. The core novelty lies in capturing bounded rationality and dynamic decision-making across the three stakeholders, revealing how policy incentives and market mechanisms drive the transition from disordered charging to bidirectional VGI. Key findings include the following: (1) The system exhibits five stable equilibrium points, corresponding to three distinct developmental phases of the VGI market: disordered charging (V0G), unidirectional VGI (V1G), and bidirectional VGI (V2G). (2) Peak–valley price differences are the primary driver for transitioning from V0G to V1G. (3) EV aggregators’ willingness to adopt V2G is influenced by upgrade costs, while local governments’ subsidy strategies depend on peak-shaving benefits and regulatory costs. (4) Increasing the subsidy differential between V1G and V2G accelerates market evolution toward V2G. The framework offers actionable policy insights for sustainable VGI development, while advancing evolutionary game theory applications in energy systems. Full article
