Global warming, anthropogenic pressure, and urban expansion at the expense of green spaces are leading to an increase in the incidence of urban heat islands, creating discomfort and health issue for citizens. This present research aimed at quantifying the impact of nature-based solutions to support decision-making processes in sustainable energy action plans. A simple method is provided, linking applied thermodynamics to physics-informed modeling of urban built-up and green areas, high-resolution climate models at urban scale, greenery modeling, spatial georeferencing techniques for energy, and entropy exchanges evaluation in urban built-up areas, with and without vegetation. This allows the outdoor climate conditions and thermo-hygrometric well-being to improve, reducing the workload of cooling plant-systems in buildings and entropy flux to the environment. The finalization and post-processing of obtained results allows the definition of entropy footprints. The main findings show a decrease in greenery’s contribution for different scenarios, referring to a different climatological dataset, but an increase in entropy that becomes higher for the scenario with higher emissions. The comparison between the entropy footprint values for different urban zones can be a useful support to public administrations, stakeholders, and local governments for planning proactive resilient cities and anthropogenic impact reduction and climate change mitigation. Achieving net zero relies on siting large-scale solar and wind where they are cheapest and most socially acceptable. We present a transferable, evidence-based siting framework and apply it to Australia. The landscape is divided into millions of 250 m pixels, each assigned an indicative cost based on resource quality, distance-weighted connection costs, and land use exclusions. Two bounding generation mix scenarios (high solar vs. high wind) stack the cheapest pixels until a fully electrified demand of 20 MWh per capita per year is met. Results are aggregated to all 547 Local Government Areas (LGAs) and 150 federal electorates and expressed as capital inflow, construction job-years, long-term jobs, and land-lease income. We find Class A solar (<50 AUD/MWh) is abundant nationwide except in Tasmania, while high-quality wind is concentrated in Victoria, Tasmania, and coastal Western Australia. Just 15% of LGAs, mainly within 100 km of the existing 275–500 kV transmission backbone, can host over half of least-cost capacity. A single top-ranked LGA such as Toowoomba (Queensland) could attract around AUD 33 billion in investment and sustain over 50,000 construction job-years. Mapping ten candidate high-voltage transmission corridors shows how new lines shift opportunities to under-served councils. The results bridge the gap between state-level renewable energy zones and fine-scale site suitability maps, with policy recommendations proposed. Because the workflow relies mainly on globally available datasets, it can be replicated in other countries to raise public awareness, align policy with community support, and accelerate clean-energy buildouts while maximising regional benefit. In this study, the objective is to assess the impacts of NH3 emissions from mink farming on human health and nature, which are sensitive to atmospheric nitrogen deposition. The impact-pathway approach is applied to follow the emissions from source to impact on human health in Europe (including Denmark) and from source to critical nitrogen load exceedances for NH3-sensitive nature in Denmark. The Danish Eulerian Hemispheric Model (DEHM) is used for modelling the air pollution concentrations in Europe and nitrogen depositions on land and water surfaces in Denmark arising from NH3 emissions from mink farming in Denmark. The Economic Valuation of Air (EVA) pollution model system is applied for deriving the health effects and corresponding socio-economic costs in Denmark and Europe arising from the emissions from mink farming. On a local scale in Denmark, the deposition resulting from the NH3 emissions from mink farming is modelled using the results from the OML-DEP model at a high resolution to derive the critical nitrogen load exceedances for Danish nature areas sensitive to NH3. From the analysis of the impacts through human exposure to the air pollutants PM2.5, NO2, and O3, it is concluded that in total, ~60 premature deaths annually in Europe, including Denmark, can be attributed to the emissions of NH3 to the atmosphere from the mink farming sector in Denmark. This corresponds to annual socio-economic costs on the order of EUR 142 million. From the analysis of critical load exceedances, it is concluded that an exceedance of the critical load of nitrogen deposition of ~14,600 hectares (ha) of NH3-sensitive nature areas in Denmark can be attributed to NH3 emissions from mink farming. The cost for restoring nature areas of this size, damaged by eutrophication from excess nitrogen deposition, is estimated to be ~EUR 110 million. In 2020, the mink sector in Denmark was shut down in connection with the COVID-19 pandemic. All mink were culled by order of the Danish Government, and now in 2025, the process of determining the level of financial compensation to the farmers is still ongoing. The socio-economic costs following the impacts on human health in Europe and nitrogen-sensitive nature in Denmark of NH3 emissions from the now non-existing mink sector can therefore be viewed as socio-economic benefits. In this study, these benefits are compared with the expected level of compensation from the Danish Government to the mink farmers, and the conclusion is that the compensation to the mink farmers breaks even with the benefits from reduced NH3 emissions over a timescale of ~20 years. This study investigates how state-owned enterprises (SOEs) contribute to rural revitalization in China through systemic interventions that enable the transfer of social capital. Addressing the gap between external resource inputs and internal development needs, the study adopts a systems thinking framework to conceptualize social capital as comprising structural, relational, and cognitive components. Drawing on multi-case evidence from assistance projects led by China Southern Power Grid, this study selects 11 assistance projects from a broader pool of 199 cases, to demonstrate how SOEs act as institutional nodes to reshape rural governance systems. They rebuild local organizational networks (structural capital), establish long-term trust through “strong commitment–weak contract” mechanisms (relational capital), and localize technical knowledge to align with rural contexts (cognitive capital). These interlinked processes form an integrated system that enhances rural governance capacity and promotes sustainable development. The findings highlight that SOEs are not merely resource providers but systemic catalysts that support cross-scalar collaboration and social infrastructure building. The study contributes a novel perspective by integrating social capital theory with a systemic governance lens and offer a actionable insights into the institutional design of assistance models for the future interventions by SOEs and similar entities in underdeveloped areas. Molybdenum (Mo) is an important trace nutrient element in the soil and plays a significant role in maintaining plant growth. However, there are scarce studies on soil Mo content change and its driving factors based on historical soil samples. This paper studied the characteristics of Mo content in three different parent rock types (PRTs) and different eras. The findings indicated that the available Mo (AMo) and total Mo (TMo) in the purple soil were 0.087–0.131 mg/kg and 0.488–0.903 mg/kg, respectively, which were considered deficient. The TMo of J3p was higher than those of J2s and K2j, but the AMo was slightly lower than those of K2j and J2s. Compared with the old samples, the AMo of K2j, J2s and J3p has increased by 35.58%, 120% and 30.86%, respectively, and their TMo has increased by 29.37%, 25.21% and 11.97%, respectively. Our studies showed that PRTs directly impacted AMo, and indirectly influenced TMo and AMo through soil pH and organic matter. Organic matter and pH positively affected TMo, while pH negatively affected AMo. Overall, soil molybdenum content in the study area was generally insufficient, and local governments should comprehensively consider the molybdenum content and its main constraints for scientific fertilisation. Effective rural governance is essential for fully advancing rural revitalization and achieving sustainable development in rural areas. The construction and operation of rural governance networks are intrinsically tied to governance effectiveness. Focusing on the Tianlong Tunpu community in Guizhou Province, China, this research applies Actor–Network Theory (ANT) to analyze the transformation of rural governance networks. It introduces the “administrative–social–market” threefold empowerment mechanism to explain the underlying mechanism of this process. The findings indicate that the successful construction and operation of a stable rural governance network hinge on the ability of key actors to continuously mobilize administrative, social, and market resources during translation processes, thereby achieving stable “administrative–social–economic” threefold empowerment. This mechanism is dynamic, adapting through reallocation and adjustment to meet the changing realities of rural development. The study also highlights the combined influence of human and non-human actors in the rural governance network. Among non-human factors, Tunpu culture stands out for its cultural and economic value, serving as a shared foundation for collaboration between local governments, rural elites, villagers, and businesses. This cultural element acts as a cornerstone, ensuring the network’s stability and adaptability over time. Full article

The Community-Based Conservation (CBC) approach views local people as interested parties who should actively participate in and control conservation efforts, which contrasts with the conventional 'fortress conservation' common in government-protected areas isolated from human disturbance. The transition from fortress conservation to CBC, however, has not been a smooth journey for many African countries, especially in the sub-Saharan Africa region. This is because, in some cases, local communities do not see themselves as part of the governance structure of these conservancies, which affects the long-term ecological sustainability of the conservancies. Using eight (8) conservancies in the arid and semi-arid counties of Isiolo and Samburu, Kenya, this study used exploratory research to gather data from 24 Focus Group Discussions (FDGs) and forty-eight (48) key informant interviews (KIIs) to assess the influence of communities’ involvement on ecological outcomes of the conservancies. Other secondary sources also supported the primary data sources. Our findings showed that the governance model does influence community support for conservancies, and the benefits that communities receive or expect from the conservancies also have a strong influence on their support for conservation. However, it was established that community conservancies have brought positive changes to the wildlife population trends and habitat health. The study recommends the development of the National Rangelands Resources Management Policy and institutional arrangements to strengthen and safeguard the future of wildlife conservation within those conservancies and to provide clarity on the roles of different stakeholders. The study also recommends further studies on the actual impact of governance on community perception, the value of existing investments in community benefits, and the long-term implications of climate change impacts on conservancy ecosystems. Based on the panel data of daily meteorological stations and winter wheat yield in Henan Province from 2000 to 2023, this study comprehensively used the Mann–Kendall trend test, wavelet coherence analysis (WTC), and other methods to reveal the temporal and spatial evolution of extreme precipitation and its multi-scale stress mechanism on grain yield. The results showed the following: (1) Extreme precipitation showed the characteristics of ‘frequent fluctuation-gentle trend-strong spatial heterogeneity’, and the maximum daily precipitation in spring (RX1DAY) showed a significant uplift. The increase in rainstorm events (R95p/R99p) in the southern region during the summer is particularly prominent; at the same time, the number of consecutive drought days (CDDs > 15 d) in the middle of autumn was significantly prolonged. It was also found that 2010 is a significant mutation node. Since then, the synergistic effect of ‘increasing drought days–increasing rainstorm frequency’ has begun to appear, and the short-period coherence of super-strong precipitation (R99p) has risen to more than 0.8. (2) The spatial pattern of winter wheat in Henan is characterized by the three-level differentiation of ‘stable core area, sensitive transition zone and shrinking suburban area’, and the stability of winter wheat has improved but there are still local risks. (3) There is a multi-scale stress mechanism of extreme precipitation on winter wheat yield. The long-period (4–8 years) drought and flood events drive the system risk through a 1–2-year lag effect (short-period (0.5–2 years) medium rainstorm intensity directly impacted the production system). This study proposes a ‘sub-scale governance’ strategy, using a 1–2-year lag window to establish a rainstorm warning mechanism, and optimizing drainage facilities for high-risk areas of floods in the south to improve the climate resilience of the agricultural system against the background of climate change. Pimelea is one of the highly toxic plants in Australia, particularly affecting cattle. It contains simplexin, a potent toxin that can cause Pimelea poisoning (St. George Disease) in livestock. A survey was conducted to assess the current impact of Pimelea on livestock production, pasture systems, and financial losses among agricultural producers. In addition, information was also sought about the environmental conditions that facilitate its growth and the effectiveness of existing management strategies. The survey responses were obtained from producers affected by Pimelea across nine different Local Government Areas, through three States, viz., Queensland, New South Wales, and South Australia. Pimelea was reported to significantly affect animal production, with 97% of producers surveyed acknowledging its detrimental effects. Among livestock, cattle were the most severely affected (94%), when compared to sheep (13%), goats (3%), and horses (3%). The presence of Pimelea was mostly observed in spring (65%) and winter (48%), although 29% of respondents indicated that it could be present all year-round under favorable rainfall conditions. Germination was associated with light to moderate rainfall (52%), while only 24% linked it to heavy rainfall. Pimelea simplex F. Muell. was the most frequently encountered species (71%), followed by Pimelea trichostachya Lindl. (26%). Infestations were reported to occur annually by 47% of producers, with 41% noting occurrences every 2 to 5 years. Financially, producers estimated average annual losses of AUD 67,000, with 50% reporting an average of 26 cattle deaths per year, reaching up to 105 deaths in severe years. Some producers were spending up to AUD 2100 per annum to manage Pimelea. While chemical and physical controls were commonly employed, integrating competitive pastures and alternative livestock, such as sheep and goats, was considered as a potential management strategy. This study reiterates the need for further research on sustainable pasture management practices to reduce Pimelea-related risks to livestock and agricultural production systems. Full article

Purpose: Following George Floyd’s death, the push for law enforcement accountability policies has intensified. Despite robust legislative action, challenges in enacting and implementing meaningful reforms persist. This study analyzes police accountability policies (PAP) in the U.S. from 2020 to 2022, identifying barriers and facilitators through expert perspectives in enforcement oversight, policy advocacy, and community engagement. Methods: The study used a dual approach: analyzing 226 police accountability bills from all 50 U.S. states, D.C., and Puerto Rico via the National Conference of State Legislatures database, and categorizing them into six key areas such as training, technology use, and certification. Additionally, a survey was conducted among experts to identify the challenges and drivers in passing police accountability legislation. Findings: A legislative analysis showed that although 48 states passed police accountability laws, California, New Jersey, Oklahoma, and Colorado have made significant strides by passing multiple pieces of legislation aimed at enhancing law enforcement accountability and ensuring better policing practices. The most common policies focused on training and technology, enacted by 16 and 12 states, respectively. However, crucial certification and decertification policies were adopted in just 13 states, highlighting the inconsistent implementation of measures critical for police accountability and transparency. The survey identified several barriers to passing PAP, including inadequate support from local governments (72.7%). Structural exclusion of poor and minority communities from policing resources was also a significant barrier (54.5%). Facilitators included community support (81.8%) and a cultural shift in policing towards viewing officers as “guardians” rather than “warriors” (63.6%). Conclusions: While some progress has been made in passing PAP, considerable gaps remain, particularly in enforcement and comprehensive reform. Resistance from law enforcement institutions, lack of community support, and structural inequalities continue to impede the adoption of effective PAP. Full article

This study presents the scientific and methodological foundation of Spain’s first national framework for the ethical management of community cat populations: the Action Plan for the Management of Community Cat Colonies (PACF), launched in 2025 under the mandate of Law 7/2023. This pioneering legislation introduces a standardized, nationwide obligation for trap–neuter–return (TNR)-based management of free-roaming cats, defined as animals living freely, territorially attached, and with limited socialization toward humans. The PACF aims to support municipalities in implementing this mandate through evidence-based strategies that integrate animal welfare, biodiversity protection, and public health objectives. Using standardized data submitted by 1128 municipalities (13.9% of Spain’s total), we estimated a baseline population of 1.81 million community cats distributed across 125,000 colonies. These data were stratified by municipal population size and applied to national census figures to generate a model-ready demographic structure. We then implemented a stochastic simulation using Vortex software to project long-term population dynamics over a 25-year horizon. The model integrated eight demographic–environmental scenarios defined by a combination of urban–rural classification and ecological reproductive potential based on photoperiod and winter temperature. Parameters included reproductive output, mortality, sterilization coverage, abandonment and adoption rates, stochastic catastrophic events, and territorial carrying capacity. Under current sterilization rates (~20%), our projections indicate that Spain’s community cat population could surpass 5 million individuals by 2050, saturating ecological and social thresholds within a decade. In contrast, a differentiated sterilization strategy aligned with territorial reproductive intensity (50% in most areas, 60–70% in high-pressure zones) achieves population stabilization by 2030 at approximately 1.5 million cats, followed by a gradual long-term decline. This scenario prioritizes feasibility while substantially reducing reproductive output, particularly in rural and high-intensity contexts. The PACF combines stratified demographic modeling with spatial sensitivity, offering a flexible framework adaptable to local conditions. It incorporates One Health principles and introduces tools for adaptive management, including digital monitoring platforms and standardized welfare protocols. While ecological impacts were not directly assessed, the proposed demographic stabilization is designed to mitigate population-driven risks to biodiversity and public health without relying on lethal control. By integrating legal mandates, stratified modeling, and realistic intervention goals, this study outlines a replicable and scalable framework for coordinated action across administrative levels. It exemplifies how national policy can be operationalized through data-driven, territorially sensitive planning tools. The findings support the strategic deployment of TNR-based programs across diverse municipal contexts, providing a model for other countries seeking to align animal welfare policy with ecological planning under a multi-level governance perspective. Central Environmental Protection Inspection (CEPI) is a major step in China’s environmental vertical supervision reform. With the multi-period Difference-in-Differences method, we assess the impact of CEPI on enterprise green transformation. In addition, we further explore the impact of enterprise environmental self-discipline. The results show that CEPI significantly promotes enterprise green transformation, and this effect on governance is further strengthened by environmental self-discipline. The synergistic governance effect of compound environmental regulation is pronounced, particularly in enterprises lacking government–enterprise relationships and in areas covered by CEPI “look back” initiatives and where local governments rigorously enforce environmental laws. The mechanism analysis reveals that CEPI mainly promotes enterprise green transformation by improving executive green cognition, boosting investment in environmental protection, and enhancing green innovation efficiency. This study provides a fresh perspective on analyzing the governance impact of CEPI and provides valuable insights for improving multi-collaborative environmental governance systems. Full article

Understanding what people think about hydrogen energy and how this influences their acceptance of the associated technology is a critical area of research. The public’s willingness to adopt practical applications of hydrogen energy, such as hydrogen fuel-cell vehicles (HFCVs), is a key factor in their deployment. To analyse the direct and indirect effects of key attitudinal variables that could influence the intention to use HFCVs in Spain, an online questionnaire was administered to a representative sample of the Spanish population (N = 1000). A path analysis Structural Equation Model (SEM) was applied to determine the effect of different attitudinal variables. A high intention to adopt HFCVs in Spain was found (3.8 out of 5), assuming their wider availability in the future. The path analysis results indicated that general acceptance of hydrogen technology and perception of its benefits had the greatest effect on the public’s intention to adopt HFCVs. Regarding indirect effects, the role of trust in hydrogen technology was notable, having significant mediating effects not only through general acceptance of hydrogen energy and local acceptance of hydrogen refuelling stations (HRS), but also through positive and negative emotions and benefits perception. The findings will assist in focusing the future hydrogen communication strategies of both the government and the private (business) sector. Full article

This paper investigates how governance frameworks shape sustainable tourism outcomes in protected areas by comparing Tara National Park (Serbia) and Triglav National Park (Slovenia). Both parks, established in 1981 and classified under IUCN Category II, exhibit rich biodiversity and mountainous terrain but differ markedly in governance structures, institutional integration, and local community engagement. Using a qualitative, indicator-based methodology, this research evaluates ecological, economic, and social dimensions of sustainability. The findings reveal that Triglav NP demonstrates higher levels of participatory governance, tourism integration, and educational outreach, while Tara NP maintains stricter ecological protection with less inclusive management. Triglav’s zoning model, community council, and economic alignment with regional development policies contribute to stronger sustainability outcomes. Conversely, Tara NP’s centralized governance and infrastructural gaps constrain its potential despite its significant conservation value. This study highlights the importance of adaptive, inclusive governance in achieving the Sustainable Development Goals (SDGs) within protected areas. It concludes that hybrid approaches, combining legal rigor with participatory flexibility, can foster resilience and sustainability in ecologically sensitive regions. Full article

Soil sealing and land take are increasingly recognised as critical environmental and land use planning challenges across Europe. Although these issues have received limited attention in Baltic policymaking and the academic literature to date, available data indicate ongoing land consumption despite population decline. This study aims to analyse soil sealing patterns in Estonia, Latvia, and Lithuania between 2018 and 2021 using CLC+ Backbone data, linking them to demographic shifts and local planning frameworks. Results reveal that soil sealing increased in nearly all municipalities across the Baltic states, regardless of population trends. The analysis highlights that shrinking municipalities, constrained by limited resources and declining populations, are structurally disadvantaged in terms of land use efficiency, particularly when measured by sealed area per capita. Moreover, this study discusses emerging policy tensions, including the narrowing conceptual gap between land take and soil sealing in the proposed EU Soil Monitoring and Resilience Directive, as well as the risk of overlooking broader land artificialisation. The findings underscore the need for context-sensitive, multi-scalar approaches to land use monitoring and governance, particularly in sparsely populated and demographically imbalanced regions, such as the Baltic states.
