Global policy narratives on livestock development increasingly emphasize environmental concerns, often overlooking the social dimensions of the sector. In the case of dairy, the world’s most valuable agricultural commodity, its role in social and economic development remains poorly quantified. Our study contributes to a more balanced vision of the UN SDGs thanks to the inclusion of a socio-economic dimension. Here we present a novel empirical approach to assess the socio-economic impacts of dairy development using a new global dataset and non-parametric modelling techniques (local polynomial regressions), with yield as a proxy for sectoral performance. We find that as dairy systems intensify, the number of farm households engaged in production declines, yet household incomes rise. On-farm labour productivity also increases, accompanied by a reduction in employment but higher wages. In dairy processing, employment initially grows, peaks, and then contracts, again with rising wages. The most substantial impact is observed among consumers: an increased milk supply leads to lower prices and improved affordability, expanding the access to dairy products. Additionally, dairy development is associated with greater agricultural value added, an expanding tax base, and the increased formalization of the economy. These findings suggest that dairy development, beyond its environmental footprint, plays a significant and largely positive role in social transformation, yet is having to adapt sustainably while tackling labour force relocation, and that dairy development’s social impacts mimic the general agricultural sector. These results might be of interest for the assessment of policies regarding dairy development. Full article

This paper examines the farming systems and operational structures in the Region of Western Macedonia (RWM), Greece and constructs a typology of farms based on structural, operational, and socio-economic characteristics. Agriculture remains a vital pillar of the regional economy, particularly in the context of RWM’s ongoing transition to a post-lignite development model. Using farm-level data from the 2018 Farm Accountancy Data Network (FADN), Principal Component Analysis (PCA) identified four latent dimensions of farm heterogeneity—income and productivity, asset base, land size, and labour structure. Hierarchical and K-means cluster analysis revealed three distinct farm types: (1) medium-sized, high-efficiency farms with moderate reliance on subsidies (30% of the sample); (2) small-scale, family farms with modest productivity and limited capitalisation (48%); and (3) large, asset-rich farms exhibiting structural inefficiencies and lower output per hectare (22%). These findings highlight structural vulnerabilities, particularly the predominance of undercapitalised smallholdings, and provide a data-driven foundation for Thdesigning differentiated policies that support farm resilience, generational renewal, and sustainable rural development. This study examines the geostrategic role of Hungarian-language higher education institutions beyond Hungary’s border. These institutions not only fulfil an educational function but also play a role in preserving identity and geopolitics in the national policy of the Hungarian state. This research is based on a narrative review of the literature, which analyses the demographic situation of Hungarians living beyond the borders and the tools used to support higher education by synthesising domestic and international literature, statistical data, and forecasts. The results highlight that Hungarian-language higher education plays a key role in preserving ethnocultural identity and increasing the chances of success in the homeland, but also faces constraints such as labour market disadvantages resulting from a lack of state language skills. This study concludes that, in order to ensure the sustainability of Hungarian higher education beyond the border, it is necessary to strike a balance between identity preservation and integration, thereby promoting geopolitical stability and cultural cohesion with the majority society. The pattern of labour underutilisation is complex and multifaceted, but research has been focused on unemployment. To explore socio-economic demographics of other forms of labour underutilisation, this study investigates the concept of ‘hidden workers’ using the latest data from the Household, Income and Labour Dynamics in Australia (HILDA) study. Hidden workers are composed of three categories, namely those who are unemployed but actively seeking employment; working part-time but willing and able to work full-time; and not working but are willing and able to work under the right conditions. Analysis of HILDA data from 2022 reveals (i) a significant discrepancy in the incidence of unemployed and hidden workers across various socio-economic factors, and (ii) a pronounced age and gender differences among hidden workers, which is not easily discernible from standard unemployment descriptive statistics. Effective labour market policy depends on accurately identifying the different types of hidden workers and their social determinants. This study offers valuable insights to support more inclusive policies for hidden workers, who are often overlooked. Full article

The European Union’s developing rural development plan places digital and precision agriculture at the centre of agricultural modernisation and economic development. This article examines how agricultural practices in rural EU regions are being influenced by smart technology, such as drones, IoT sensors, satellite-based research, and AI-driven platforms, through an analysis of recent data from sources across the European Union. This study applies a mixed-methods approach, combining quantitative analysis of strategic policy documents and EU databases, to evaluate the ways in which precision agriculture reduces input consumption, increases productivity, reduces labour shortages and rural area depopulation, and improves sustainability. By investing in infrastructure, developing communities for data exchange, and organising training for farmers, European policies such as the Strategic Plans of the Common Agricultural Policy (CAP), the SmartAgriHubs initiative, and the AgData program actively encourage the transition to digital agriculture. Cyprus is analysed as a case study to show how targeted investments and initiatives supported by the EU can help smaller countries, with limited natural resources, to realise the benefits of digital transformation in agriculture. A special focus is placed on how solutions adapted to agro-climatic and socioeconomic conditions can contribute to strengthening the competitiveness of the agricultural sector, attracting young people to get involved in this field and opening up new economic opportunities. The results of previous research indicate that digital agriculture not only improves productivity but also proves to be a strategic mechanism for attracting and retaining young people in rural areas. Thus, this work additionally contributes to the broader goal of the European Union—the development of smart, inclusive, and sustainable rural areas, in which digital technologies are not only seen as tools for efficiency but also as key means for integrated and long-term rural development. This study analyses aspects related to the electromobility transition. Emerging technologies have enabled the production and commercialisation of electric vehicles to reduce polluting emissions. However, significant obstacles are present in this global transition. The analysis identifies that public policies play a crucial role in the development of electromobility, and emphasises how new business models in electromobility are emerging to satisfy changing customer demands. Concerns related to raw materials extraction, battery disposal, and vehicle-to-grid (V2G) integration are also important to consider. The relationship between technologically advanced countries and raw material-producing nations must balance socioeconomic, historical, labour, and ecological factors. In order to have a standard reference, this study considers for the analysis the political, economic, social, technological, environmental, and legal factors (PESTLE). An analysis of future scenarios considering pessimistic and optimistic trends revealed that, compared with the actual trends, important actions must be taken to develop electromobility not only from the technological aspect. These results provide a comprehensive analysis of electromobility sustainability and its importance for multidisciplinary stakeholders related to the actual challenges towards electromobility, the electric network capabilities, and the importance of creating new jobs and products based on a circular and sustainable economy. Micro, Small, and Medium Enterprises (MSMEs) are vital drivers of economic growth in Kenya, yet they face persistent barriers, including limited capacity, financial exclusion, and weak market integration. This study assessed the potential of universities as strategic hubs for MSME capacity building through a collaborative initiative between Egerton University and the KCB Foundation. Using the International Labour Organization’s Start and Improve Your Business (SIYB) methodology, 481 entrepreneurs from Egerton, Njoro, and Gilgil were trained in a business development bootcamp. This study evaluated the training effectiveness, participant demographics, confidence in skill application, networking outcomes, and satisfaction levels. The results showed high participant confidence (over 95% across all regions), strong financial management uptake (85%), and mobile banking adoption (70%). Gilgil led in inclusivity and peer engagement, while Njoro showed stronger gender representation. However, logistical challenges caused 25% absenteeism in rural areas, and only 23% accessed post-training mentorship. These findings underscore the transformative role of HEIs in fostering sustainable entrepreneurship through localized, inclusive, and industry-aligned training. Policy recommendations include hybrid delivery models, tiered curricula for diverse skill levels, and institutionalized mentorship through public–private partnerships. This case demonstrates the value of embedding entrepreneurship support within university mandates to advance national MSME development agendas. Full article

Amid growing concern about labour market resilience in an era of digital and green transitions, this study carries out an investigation on how academic innovation and industrial transformation jointly shape sustainable employment outcomes across EU-27 member states. We frame this inquiry within the emerging concept of the “employment trilemma”, which posits inherent tension between competitiveness, innovation, and social inclusiveness in modern economies. Drawing on a dynamic panel dataset (2005–2023) and employing System SMM estimations, we test the hypothesis that the alignment of academic innovation systems and industrial transformation strategies enhances long-term employment sustainability. Our results reveal a nuanced relationship: academic innovation significantly supports employment in countries with high knowledge absorption capacity, whereas industrial transformation contributes positively only when embedded in cohesive, inclusive economic frameworks. Thus, these findings provide valuable insights for international business due to their emphasis on the importance of cross-sectoral collaboration, policy synchronisation, and investment in human capital for firms navigating increasingly volatile labour markets. Likewise, the study offers actionable insights for business leaders, policymakers, and universities striving to balance innovation with equitable labour market outcomes in an integrated European economy. The economic downturns in South Africa present a significant threat, with the potential to disrupt the nation’s notable advances in addressing the persistent challenges of high unemployment, widespread poverty and stark inequality. In the absence of substantial and extensive structural transformation, South Africa’s aspirations to achieve its ambitious development goals may remain unattainable. Building on the precedent of a blend of literature review, comprehensive ex post analysis, and applied general equilibrium modelling tailored for ex ante assessments, this paper assesses options and impacts of alternative ambitious developmental interventions. The results indicate that, despite implementing a variety of strategies, there remains a disheartening underperformance in economic indicators. However, ex ante evaluations indicate that with targeted interventions and supportive government policies, the country can achieve economic growth and job creation. Simulation results identify sectors of personal and social service activities, transport, finance, and insurance as having the most formidable potential to significantly reduce unemployment while simultaneously catalysing robust economic growth. These pivotal sectors, nestled within the broader services and industries, are uniquely poised to bolster overall productivity and diminish unemployment, while adeptly absorbing a considerable influx of highly educated and skilled labour. This suggests that South Africa can decisively accelerate its economic progress by embracing a dual-pronged approach: fostering structural shifts towards manufacturing and services, while steadfastly advancing the upskilling of its dynamic workforce. The purpose of this study was to explore the role of kinship-based control, which serves as a mechanism of labour exploitation among Bangladeshi migrant workers in manufacturing and labour-intensive sectors in the Northern Emirates. The current study explores different case studies regarding participants dominated by familial control mechanisms that lead to Bangladeshi migrant workers finding themselves in vulnerable situations. This study incorporated an ethnographic research method. Data was gathered through participant observation, document analysis, and semi-structured interviews. The study includes different participant cases, including accounts from Bangladeshi migrant workers and their family members. In-depth interviews were conducted with a total of twelve participants to understand the experiences of Bangladeshi migrant workers and analyzed using a thematic approach. The findings of this study reveal six major themes: moral blackmail, isolation within the family, moral obligation and silence, familial control structures, abuse framed as duty, and informal hierarchies. This study shows that the existing labour mechanism is challenging for Bangladeshi workers, requiring strict attention from the host country to address challenges related to cultural obligations, the minimum wage, restricted movement, and harsh working conditions. It is implied that Bangladesh must make policy changes to create protective migration policies, establish worker independence, and provide pre-departure welfare programmes. Educational programmes developed by NGOs and public officials must include widespread awareness initiatives to heighten the focus on migrants and their family members and break unsustainable cultural standards. The novel aspect of this study lies in the fact that it explores family-based labour exploitation, which is rarely studied in migration research. Full article

In a climate of pervasive teacher shortages, initiatives have focused on attracting new teachers to the profession, with hardest-to-staff schools more likely to fill vacancies with early-career teachers, including those with conditional status. In Australia, workforce policy prioritises induction and mentoring to support transition to the profession and improve retention. This paper aims to understand mentor teacher experiences in hardest-to-staff schools, where a growing cohort of inexperienced teachers increases the need for mentoring. The analysis is based on data from semi-structured interviews conducted with teachers in six schools across two Australian states, as part of a larger project exploring work experiences of teachers in hardest-to-staff schools. In addition to formal mentoring, our findings illustrate that in these schools, informal and incidental mentoring is widespread. Further, the iterative nature of novice teacher induction creates a sense of ambivalence in longer-serving teachers. While experienced teachers find reward in supporting early-career colleagues, the hidden labour inherent to constant incidental mentoring encroaches on the time available to manage their own workload, sometimes leading to frustration and even resentment. We conclude that while mentoring is crucial with so many new entrants to the profession, policymakers should be aware of the labour associated with increased incidental mentoring to avoid unintended consequences for teachers who find themselves in the position of supporting growing numbers of new staff. In Canada, 67% of unpaid caregivers are simultaneously balancing paid employment with unpaid care, equating to over 5.2 million Canadian Carer-Employees (CEs). This balancing act often incurs negative impacts on CEs’ health and well-being, including burnout, resulting in adverse effects on their labour force participation. To mitigate these social and economic impacts, McMaster University partnered with the Canadian Standards Association (CSA) to develop the CSA B701:17 (R2021) Carer-inclusive and accommodating organizations standard and accompanying handbook B701-18HB Helping worker-carers in your organization. Since publication in 2017, there has been minimal uptake of the Standard across Canadian workplaces, with just 1062 complimentary downloads total. To determine the level of uptake across workplaces in Canada, the present mixed-methods study used purposive sampling to collect survey (n = 71) and semi-structured interview data (n = 11). The survey data was analyzed for descriptive statistics and logistic regression modelling. The interview data were thematically analyzed for common CFWPs and barriers to Standard uptake. It was found that only 24% of workplaces have implemented the Standard into their workplace practices, with full implementation and current supports as strong predictors of formal uptake. Prominent themes around barriers to uptake and existing organizational policies highlight the critical importance of workplace culture in facilitating CFWPs. Full article

To facilitate the adoption of a food safety standard by producers, it is essential to understand their perception of it. However, few empirical studies have examined how livestock farmers perceive food safety standards in Vietnam. This research examines sheep farmers’ attitudes towards Vietnamese Good Agricultural Practices (VietGAP), a type of a food safety standard in Vietnam. A sample size of 109 farmers was selected for interviews and a structured questionnaire was generated to collect data. Descriptive and bivariate analyses were employed. The study results show that sheep farmers were well aware of most VietGAP requirements. They perceived that adopting VietGAP requires practical changes in sheep farming systems, including: selecting breeding stock from clear sources to ensure sheep product traceability, collecting and treating wastes daily to protect the environment, and frequent sterilization of sheep cages. The farmers were changing several practices to comply with VietGAP. Key changed practices identified included: bought breeding stock from clear and reliable sources, frequent collecting and treating of sheep wastes, and used veterinary medicine according to instructions of veterinary medicine producers. Statistically significant relationships existing between the sheep farmers’ perceptions and their education level (Pearson = 0.229, p = 0.017), farm size (Pearson = −0.193; p = 0.049), gender (Eta = 0.173, p = 0.060), practice of using labours (Eta = 0.202, p = 0.028), training participation (Eta = 0.211, p = 0.022), credit participation (Eta = 0.177, p = 0.050), community-based organisations (Eta = 0.153, p = 0.087), and veterinary/extension contacts (Eta = 0.217, p = 0.019) were found. This means that a male sheep farmer who had a higher education level, possessed a smaller farm, practiced hired labours, participated in training/credit programs, was a member of community-based organisation, and had contacts with veterinary/extension workers likely perceived VietGAP better than their counterparts. Based on the findings of this study, it is recommended that the promotion of VietGAP for livestock farmers should be developed and carried out as joint attempts along the value chain actors. New food marketing practices and legal framework and policy for using safe food certifications are required to address to promote farmers’ adoption of VietGAP and facilitate transition towards a sustainable agri-food system in Vietnam. This study provides significant insights into safety food standard adoption by livestock farmers and highlights aspects that require to be considered when developing policies to improve the adoption of safety food standards in developing countries. On 14 March 2020, the Spanish Government declared a state of alarm to manage the health crisis caused by the COVID-19 pandemic. This led to the implementation of measures to confine the population and contain economic activities, with significant socio-labour consequences. Faced with this emergency scenario, the labour intervention actions carried out by the Spanish Administration were striking and unique, with the aim of maintaining employment and preventing its massive destruction. At the same time, a new stage of transition began in the Spanish labour market, where the acceleration in the application of new information technologies and the processes of economic globalisation meant changes in the organisation of work in order to face the new economic challenges. The success of the model of labour market intervention and employment protection organised by the Spanish Administration in that unavoidable health crisis is examined here as an effective example for future emergencies, which the WHO is advertising can happen again. Continuous transformations, which have been observed more and more in recent years, require an increase in the effectiveness of measures in the state regulation of the labour market, which is possible only with a clear understanding and realistic assessment of its condition and existing trends of changes. For this purpose, guided by the data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the country’s labour market was monitored, and the key factors that played a significant role in its formation were identified. Using these factors as a basis, vector autoregression (VAR) models were built to analyse dynamic relationships between economic variables. The choice of stationary variables ensured the adequacy of the model, which was confirmed by diagnostic tests such as the ADF test, Jarque–Bera test, and Ljung–Box test. Impulse response functions (IRFs) were used to assess the effect of shocks on each variable and other system variables. All results were visualised as graphs illustrating the dynamics of the impact over ten times. The modelling results showed that the changes are interrelated: shocks to youth unemployment (YUR) have the most significant impact on the total unemployment (UR) and the unemployed population (U), while outward migration (NM) has a short-run effect mainly on the economically active population (EA). The model confirmed that the labour market is indifferent to changes in youth unemployment, a key indicator for forming an effective employment policy. The study’s practical significance lies in its potential to inform the government, international organisations, and business communities about the state of the labour market and the necessary vectors of social policy. This will ensure economic growth and improve citizens’ quality of life in light of the changing nature of the labour market. Full article
