The strategic allocation of advertising billboards has become a critical aspect of urban planning and resource management. While previous studies have explored site selection based on road network and population data, they have often overlooked the diminishing marginal returns of overlapping coverage and neglected to efficiently process large-scale urban datasets. To address these challenges, this study proposes two complementary optimization methods: an enhanced greedy algorithm based on geometric modeling and spatial acceleration techniques, and a reinforcement learning approach using Proximal Policy Optimization (PPO). The enhanced greedy algorithm incorporates population-weighted road coverage modeling, employs a geometric series to capture diminishing returns from overlapping coverage, and integrates spatial indexing and parallel computing to significantly improve scalability and solution quality in large urban networks. Meanwhile, the PPO-based method models billboard site selection as a sequential decision-making process in a dynamic environment, where agents adaptively learn optimal deployment strategies through reward signals, balancing coverage gains and redundancy penalties and effectively handling complex multi-step optimization tasks. Experiments conducted on Wuhan’s road network demonstrate that both methods effectively optimize population-weighted billboard coverage under budget constraints while enhancing spatial distribution balance. Quantitatively, the enhanced greedy algorithm improves coverage effectiveness by 18.6% compared to the baseline, while the PPO-based method further improves it by 4.3% with enhanced spatial equity. The proposed framework provides a robust and scalable decision-support tool for urban advertising infrastructure planning and resource allocation. Full article

This article introduces the Index of Distributive and Developmental Outlook (IDDO), a composite indicator designed to jointly assess economic performance and income inequality across EU-27 Member States. While GDP per capita is widely used to evaluate national prosperity, and the Gini coefficient captures income distribution, their separate use often obscures the interaction between growth and equity—an essential dimension of sustainable development. To address this gap, the IDDO integrates normalized values of both indicators using arithmetic and geometric means. The study applies the IDDO to a longitudinal dataset covering the years 2005, 2014, and 2024, allowing for comparative and temporal analysis. Based on IDDO scores, countries are classified into four development types: balanced development, growth with inequality, equity with stagnation, and dual vulnerability. Results show that while some Member States, such as Luxembourg, Czechia, and Slovenia, maintain consistently high IDDO levels, others—including Bulgaria, Romania, and Latvia—exhibit persistent challenges in aligning growth with equitable outcomes. The findings underscore the need for cohesion policies that prioritize not only economic convergence but also distributive fairness. The IDDO provides a practical and adaptable tool for diagnosing development patterns, benchmarking performance, and informing policy design within the EU framework. Full article

We introduce a novel portfolio optimization framework—Distributionally Robust Multivariate Stochastic Cone Order (DR-MSCO)—which integrates partial orders on random vectors with Wasserstein-metric ambiguity sets and adaptive cone structures to model multivariate investor preferences under distributional uncertainty. Grounded in measure theory and convex analysis, DR-MSCO employs data-driven cone selection calibrated to market regimes, along with coherent tail-risk operators that generalize Conditional Value-at-Risk to the multivariate setting. We derive a tractable second-order cone programming reformulation and demonstrate statistical consistency under empirical ambiguity sets. Empirically, we apply DR-MSCO to 23 Borsa Istanbul equities from 2021–2024, using a rolling estimation window and realistic transaction costs. Compared to classical mean–variance and standard distributionally robust benchmarks, DR-MSCO achieves higher overall and crisis-period Sharpe ratios (2.18 vs. 2.09 full sample; 0.95 vs. 0.69 during crises), reduces maximum drawdown by 10%, and yields endogenous diversification without exogenous constraints. Our results underscore the practical benefits of combining multivariate preference modeling with distributional robustness, offering institutional investors a tractable tool for resilient portfolio construction in volatile emerging markets. The article addresses the question of the relative importance of human population size and growth in relation to the environmental problems of planetary heating and biodiversity loss in the current, Anthropocene era. To what extent could policies to encourage lower fertility be justified, while observing that this subject is an inherently contested one. It is proposed that a helpful distinction can be made between specific threats to habitats and biodiversity, as opposed to those related to global energy use and warming. Pressures of over-population can be important in relation to the former. But with regard to the latter—rising per capita energy usage—reduced fertility has historically been positively, not negatively correlated. A case can be made that the high-fertility nations of sub-Saharan Africa could benefit from culturally respectful fertility reduction policies. However, where planetary heating is concerned, it is the hydrocarbon-based, per capita energy-consumption patterns of already low-fertility populations on the other five inhabited continents that is rather more critical. While it will be helpful to stabilise global human population, this cannot be viewed as a solution to the climate crisis problem of this century. That requires relentless focus on reducing hydrocarbon use and confronting the rising inequality since c.1980 that has been exacerbating competitive materialist consumerism. This involves the ideological negotiation of values to promote a culture change that understands and politically embraces a new economics of both human and planetary balance, equity, and distribution. Students of populations can contribute by re-assessing what can be the appropriate demographic units and measures for policies engaging with the challenges of the Anthropocene. Full article

Vaccine equity and access remain critical challenges in global health, particularly in regions with complex socio-political landscapes, like the Middle East. This review examines disparities in vaccine distribution within the Middle Eastern context, analyzing the unique challenges and opportunities across the region. It provides an overview of the area’s diverse finances and its impact on healthcare accessibility. We examine vaccination rates and identify critical barriers to vaccination, which may be particular issues in developing countries, such as vaccine thermostability, logistical hurdles, financial constraints, and socio-cultural factors, or broader problems, like political instability, economic limitations, and deficiencies in healthcare infrastructure. However, we also highlight successful efforts at the regional and national levels to improve vaccine equity, along with their outcomes and impacts. Ultimately, by drawing on the experiences of previous programs and initiatives, we propose strategies to bridge the gaps in vaccine access through sustainable financing, local manufacturing, and the strengthening of health systems. This approach emphasizes the importance of regional collaboration and long-term self-sufficiency in enhancing global health security and achieving more equitable outcomes in the Middle East. Sustainability in the non-alcoholic beverage industry requires effective metrics to assess environmental, social, and economic performance. However, the lack of standardised indicators for small and medium-sized enterprises (SMEs) hinders the implementation of sustainable strategies. This study aims to select a set of sustainability indicators for small and medium-sized non-alcoholic beverage industries in Brazil. Seventy-four indicators were identified based on the Global Reporting Initiative (GRI) guidelines, which were subsequently evaluated and refined by industry experts for prioritisation. Statistical analysis led to the selection of 31 final indicators, distributed across environmental (10), social (12), and economic (9) dimensions. In the environmental dimension, priority indicators include water management, energy efficiency, carbon emissions, and waste recycling. The social dimension highlights working conditions, occupational safety, gender equity, and impacts on local communities. In the economic dimension, key indicators relate to supply chain efficiency, technological innovation, financial transparency, and anti-corruption practices. The results provide a robust framework to guide managers in adopting sustainable practices and support policymakers in improving the environmental, social, and economic performance of small and medium-sized non-alcoholic beverage industries. In alignment with global educational trends, Australia has adopted a pluralistic approach to initial teacher education (ITE), encompassing traditional university-based programs, employment-integrated models and vocational training routes. This diversification of pathways has emerged as a strategic response to persistent workforce challenges, including chronic shortages, uneven distribution of qualified educators, and limited demographic diversity within the profession. Rather than supplanting conventional ITE models, these alternative pathways serve as complementary options, broadening access and enhancing system responsiveness to evolving societal and educational needs. The rise in non-traditional routes represents a deliberate response to the well-documented global teacher shortage, frequently examined in comparative educational research. Central to their design is a restructuring of traditional program elements, particularly duration and delivery methods, to facilitate more flexible and context-sensitive forms of teacher preparation. Such approaches often create opportunities for individuals who may be excluded from conventional pathways due to socioeconomic constraints, geographic isolation, or non-linear career trajectories. Significantly, the diversity introduced by alternative entry candidates has the potential to enrich school learning environments. These educators often bring a wide range of prior experiences, disciplinary knowledge, and cultural perspectives, contributing to more inclusive and representative teaching practices. The implications for student learning are substantial, particularly in disadvantaged communities where culturally and professionally diverse teachers may enhance engagement and academic outcomes. From a policy perspective, the development of flexible, multifaceted teacher education pathways constitutes a critical component of a sustainable workforce strategy. As demand for qualified teachers intensifies, especially in STEM disciplines and in rural, regional and remote areas, the role of alternative pathways is likely to become increasingly pivotal in achieving broader goals of equity, quality and innovation in teacher preparation. Africa’s rapid urbanization often exceeds the capacity of governments to provide essential services and infrastructure, exacerbating structural inequalities and exposing vulnerable populations to serious health risks. This paper examines the case of Douala, Cameroon, to demonstrate that health inequities in African cities are not simply the result of urban growth but are shaped by spatial inequities, historical legacies, and systemic exclusion. Disadvantaged neighborhoods are particularly impacted, becoming epicenters of health crises. Using a mixed-methods approach combining spatial analysis, household surveys and interviews, the study identifies three key findings: (1) Healthcare services in Douala are unevenly distributed and dominated by private providers, which limits access for low-income residents. (2) Inadequate infrastructure and environmental risks in informal settlements lead to a higher disease burden and an overflow of demand into better-equipped districts, which overwhelms public health centers across the city. (3) This structural mismatch fuels widespread reliance on informal and unregulated care practices. This study positions Douala as a microcosm of broader public health challenges in rapidly urbanizing African cities. It highlights the need for integrated urban planning and health system reforms that address spatial inequalities, strengthen public health infrastructure, and prioritize equity—key principles for achieving the third Sustainable Development Goal (ensuring good health and well-being for all residents) in sub-Saharan Africa. As diversity, equity, and inclusion (DEI) efforts in higher education face increasing political resistance, it is critical to understand how equity-centered institutional change is fostered, and who is transformed in the process. This study examines the intended and emergent outcomes of faculty professional development initiatives implemented through the Howard Hughes Medical Institute’s Inclusive Excellence (HHMI IE) program. We analyzed annual institutional reports and anonymous reflections from four public universities in a regional Peer Implementation Cluster (PIC), focusing on how change occurred at individual, community, and institutional levels. Guided by Kezar’s Shared Equity Leadership (SEL) framework, our thematic analysis revealed that while initiatives were designed to improve student outcomes through inclusive pedagogy, the most profound outcome was the development of equity consciousness among faculty. Defined as a growing awareness of systemic inequities and a sustained commitment to address them, equity consciousness emerged as the most frequently coded theme across all levels of change. These findings suggest that equity-centered faculty development can serve as a catalyst for institutional transformation, not only by shifting teaching practices but also by building distributed leadership and deeper organizational engagement with equity. This effort also emphasizes that documenting emergent outcomes is essential for recognizing the holistic impact of sustained institutional change. Full article

The rubber plantations in Sankuru province, located in the Democratic Republic of Congo (DRC), have historically been pivotal to the regional economy. However, the absence of suitable silvicultural practices has promoted self-regeneration, resulting in the proliferation of diverse species. This study aims to characterize species richness and plant structure of these plantations. To this end, 80 subplots measuring 0.25 hectares were meticulously established, with a proportionate division between state-owned and farmer plantations. The results obtained from this study indicate that these plantations are home to approximately 105 species, classified into 33 distinct botanical families, with dominant families such as Fabaceae, Meliaceae, Euphorbiaceae, Olacaceae, Clusiaceae, and Moraceae. Despite the similarity between the two types of plantations (Cs = 58%), significant disparities were observed in terms of individuals, 635 ± 84.06 and 828 ± 144.62 (p < 10−3); species, 41 ± 7.49 and 28 ± 4.59 (p < 10−3); families, 19 ± 3.06 and 16 ± 1.62 (p < 10−2); and basal area, 29.88 ± 5.8 and 41.37 ± 7.57 (p < 10−2) for state and peasant plantations, respectively. State plantations exhibited greater diversity (H′ = 1.87) and enhanced equity (J’ = 0.43) than peasant plantations. The diametric structure exhibited an inverted J-shaped distribution, indicating constant and regular regeneration of these plantations. The upper canopy dominates the vertical structure in both types of plantations, with a significantly higher proportion in peasant plantations (83.60%) than in state plantations (73.8%), ANOVA (F (2.24 = 21.78), df = 24; p = 4.03 × 10−6). The findings indicate that the sustainable management of these plantations could incorporate agroecological principles to promote the coexistence of rubber production and biodiversity conservation while contributing to the restoration of degraded ecosystems and the well-being of local communities. Background: Developing countries face significant challenges in accessing high-quality pharmaceutical products due to resource constraints, limited regulatory capacity, and market dynamics that often prioritize cost over quality. This review addresses the critical gap in regulatory frameworks that fail to ensure pharmaceutical quality equity between developed and developing nations. Objective: This comprehensive review examines a novel dual-pathway regulatory framework that leverages stringent regulatory authority (SRA) approvals, artificial intelligence-based evaluation systems, and harmonized pricing mechanisms to ensure pharmaceutical quality equity across global markets. Methods: A comprehensive systematic analysis of current regulatory challenges, proposed solutions, and implementation strategies was conducted through an extensive literature review (202 sources, 2019–2025), expert consultation on regulatory science, AI implementation in healthcare, and pharmaceutical policy development. The methodology included an analysis of regulatory precedents, an economic impact assessment, and a feasibility evaluation based on existing technological implementations. Results: The proposed framework addresses key regulatory capacity gaps through two complementary pathways: Pathway 1 enables same-batch distribution from SRA-approved products with pricing parity mechanisms. At the same time, Pathway 2 provides independent evaluation using AI-enhanced systems for differentiated products. Key components include indigenous AI development, which requires systematic implementation over 4–6 years across three distinct stages, outsourced auditing frameworks that reduce costs by 40–50%, and quality-first principles that categorically reject cost-based quality compromises. Implementation analysis demonstrates a potential for achieving a 90–95% quality standardization, accompanied by a 200–300% increase in regulatory evaluation capability. Conclusions: This framework has the potential to significantly improve pharmaceutical quality and access in developing countries while maintaining rigorous safety and efficacy standards through innovative regulatory approaches. The evidence demonstrates substantial public health benefits with projected improvements in population access (85–95% coverage), treatment success rates (90–95% efficacy), and economic benefits (USD 15–30 billion in system efficiencies), providing a compelling case for implementation that aligns with global scientific consensus and Sustainable Development Goal 3.8. This study explores the presence of hidden market regimes in a sector-specific stock index within the Thai equity market. The behavior of such indices often deviates from broader macroeconomic trends, making it difficult for conventional models to detect regime changes. To overcome this limitation, the study employs a multivariate Gaussian mixture hidden Markov model, which enables the identification of unobservable states based on daily and intraday return patterns. These patterns include open-to-close, open-to-high, and low-to-open returns. The model is estimated using various specifications, and the best-performing structure is chosen based on the Akaike Information Criterion and the Bayesian Information Criterion. The final model reveals three statistically distinct regimes that correspond to bullish, sideways, and bearish conditions. Statistical tests, particularly the Kruskal–Wallis method, confirm that return distributions, trading volume, and open interest differ significantly across these regimes. Additionally, the analysis incorporates risk measures, including expected shortfall, maximum drawdown, and the coefficient of variation. The results indicate that the bearish regime carries the highest risk, whereas the bullish regime is relatively stable. These findings offer practical insights for regime-aware portfolio management in sectoral equity markets. Full article

Investigating the Impact of Inter-City Patient Mobility on Local Residents’ Equity in Access to High-Level Healthcare: A Case Study of Beijing

The equitable allocation of healthcare resources reflects social equity. Previous studies of healthcare accessibility have overlooked the impact of inter-city patient mobility on local residents’ and local residents’ multi-mode travel choices, distorting accessibility calculation outcomes. Taking the area within Beijing’s Sixth Ring Road as an example, this study established a Multi-Mode Accessibility Model for Local Residents (MMALR) to tertiary hospitals, using the proportion of non-local patients to adjust hospital supply capacity and considering the various travel mode shares from residential communities to hospitals to calculate the number of potential patients. We compared the changes in geospatial accessibility under different travel modes and employed the Gini coefficient to evaluate the geospatial equity of accessibility for different regions when using different accessibility methods. The results indicate that the spatial distribution of healthcare accessibility via different methods is similar, and it gradually decreases along subway lines from the urban center to the periphery. We found that the equities in access to high-level healthcare for Dongcheng District, Xicheng District, the area between the Third and Fourth Ring Road, and the area between the Fourth and Fifth Ring Road, display different ranking results across different methods, revealing that an unreasonable analysis framework could mislead the placement decisions for new hospitals or the allocation of medical resources. These findings emphasize the impact of inter-city patient mobility and the diversity of travel mode choices on accessibility. Our model can assist stakeholders in more accurately evaluating the accessibility and equity of local residents in terms of tertiary hospitals, which is crucial for cities with abundant medical resources and superior conditions. Our analytical findings provide a scientific basis for the location decisions of tertiary hospitals. Full article

This article examines how the COVID-19 pandemic exposed and intensified global inequalities, particularly through the lens of vaccine distribution, thereby challenging the ideals of global citizenship. While the pandemic highlighted humanity’s interconnectedness and shared vulnerability, the unequal access to vaccines and resources revealed enduring structural disparities between nations. Drawing on a review of the existing literature from three national contexts, this study critiques the limitations of global citizenship as a framework for addressing such inequalities. In response, it proposes “glo-ubuntu citizenship”—a reimagined concept rooted in African philosophy and the idea of shared humanity—as a more culturally grounded and ethically responsive approach. This model blends the global and local dimensions of citizenship while emphasizing solidarity and mutual care. The article argues that while glo-ubuntu citizenship is not without its challenges, it holds greater potential than conventional models for fostering equity in global health governance and guiding more inclusive responses to future crises. Culture represents the core and ultimate value of a city, serving as a foundation for its economic and social development. However, with rapid urban expansion and increasing globalization, issues related to the spatial distribution pattern, accessibility and equity of cultural resources have become more prominent. This study proposes an integrated GIS-based framework combining ANN, Kernel Density, accessibility, and LQ analyses. It evaluates cultural service coverage across walking, cycling, and driving modes under varying travel durations (5–30 min). Both area-based accessibility and residential-based accessibility are considered. Additionally, the study incorporates Location Quotient (LQ) Analysis for low-income communities across these travel modes and accessibility types to assess spatial equity. The framework is validated through a case study of red cultural resources in Shanghai (China). The results show significant mismatches between area accessibility and residential accessibility in certain administrative districts, particularly highlighting disparities in cultural service provision for disadvantaged populations. These findings suggest incorporating residential-oriented accessibility and equity-based metrics into planning practices. This method supports more accurate and equitable allocation of cultural resources and informs evidence-based decisions in facility planning, urban function optimization, and spatial management.
