Municipalities in South Africa face increasing pressure to improve service delivery, operational efficiency, and sustainability amid growing urbanisation and governance challenges. The integration of smart city dimensions such as smart governance, mobility, and infrastructure offers a transformative approach to improve public sector supply chain management. However, limited empirical research exists on how these dimensions are being applied in South African municipal contexts. This study aimed to evaluate the extent to which smart city dimensions are integrated into supply chain management practices within a South African municipality and to assess the impact of these initiatives on supply chain efficiency, transparency, and sustainability. A qualitative, exploratory case study design was employed. Twenty senior managers and key stakeholders from the supply chain department of the selected municipality were purposively sampled. Data were collected through semi-structured face-to-face interviews and analysed thematically using NVivo software. Lincoln and Guba’s trustworthiness framework guided the study’s rigour. The findings revealed partial and uneven integration of smart city dimensions, with notable developments in smart governance and mobility, but limited progress in areas such as infrastructure digitalisation and citizen-centric data platforms. Participants highlighted both innovation drivers and institutional barriers affecting the transition to smart-enabled supply chain practices. Smart city dimensions present significant potential to improve municipal supply chain management; however, effective integration requires structural alignment, digital investment, and organisational readiness. This study provides context-specific insights into the uneven and fragmented integration of smart city dimensions within municipal supply chain systems in a developing country context, emphasising the impact of institutional constraints, digital capability gaps, and governance misalignments on implementation outcomes. Cities are increasingly expected to achieve environmentally sustainable outcomes while simultaneously adapting to rapid technological transformation and growing governance complexity. However, sustainability performance in urban systems cannot be explained by technological infrastructure alone. Institutional capacity and algorithmic governance capabilities play a critical role in shaping coherent environmental policy implementation and green urban performance, particularly in transition city contexts. This study proposes the ISAG-G Governance Framework (Institutional and Smart Algorithmic Governance for Green Performance), a governance-oriented analytical framework designed to assess green urban governance capacity. The framework integrates four governance dimensions: institutional governance capacity, algorithmic and digital governance enablement, green urban governance performance, and citizen sustainability interaction. Methodologically, the study develops a composite governance index based on a structured indicator system. Indicator weights are determined using the Best–Worst Method (BWM) through expert consultation, while Min–Max normalization and weighted aggregation are applied to construct the composite index. The framework is empirically applied through a comparative analysis of five transition municipalities (evidence from Armenia) representing different levels of administrative capacity and urban development. The findings reveal distinct governance profiles across municipalities and highlight the importance of institutional coherence and algorithmic governance capacity in shaping green urban performance. By moving beyond infrastructure-centric approaches, the proposed framework provides both an analytical and policy-oriented tool for evaluating urban sustainability governance in transition city contexts. Digital transformation of municipal public services remains uneven in transition economies, while national e-government indices often obscure substantial disparities across cities. This study develops a composite E-Government Maturity and Performance Index (EGMPI) to evaluate eleven Armenian municipalities across four governance dimensions: digital service availability, administrative efficiency, transparency and accountability, and citizen interaction and participation. Using publicly available data for Q1 2024, the analysis reveals pronounced metropolitan concentration, with large cities significantly outperforming smaller municipalities. Although performance correlates with population size and fiscal capacity, institutional and managerial factors strongly mediate outcomes, as comparable municipalities display substantial differences in service maturity. Results further show that local governments tend to prioritize transparency measures over functional efficiency, indicating symbolic digitalization rather than substantive service transformation. Unlike national e-government indices, this study provides a city-level diagnostic framework enabling intra-country performance comparison and actionable municipal policy design. Based on the findings, a multi-level policy roadmap is proposed, including shared national platforms, regional digital hubs, targeted capacity building, and leapfrogging strategies for low-maturity cities. The proposed governance-oriented framework offers a replicable tool for transition economies and demonstrates that effective digital transformation depends primarily on institutional coordination and citizen-centric management rather than financial resources alone. The fusion of Artificial Intelligence and the Internet of Things (AI-IoT, also widely referred to as AIoT) offers transformative potential for smart cities, yet presents a critical challenge: how to process heterogeneous data streams from intelligent sensing—particularly crowd sensing data derived from citizen interactions like text, voice, and system logs—into reliable intelligence for sustainable urban governance. To address this challenge, we introduce the Intelligent Multimodal Ticket Processing System (IMTPS), a novel AI-IoT smart system. Unlike ad hoc solutions, the novelty of IMTPS resides in its theoretically grounded architecture, which orchestrates Information Theory and Game Theory for efficient, verifiable extraction, and employs Causal Inference and Meta-Learning for robust reasoning, thereby synergistically converting noisy, heterogeneous data streams into reliable governance intelligence. This principled design endows IMTPS with four foundational capabilities essential for modern smart city applications: Sustainable and Efficient AI-IoT Operations: Guided by Information Theory, the IMTPS compression module achieves provably efficient semantic-preserving compression, drastically reducing data storage and energy costs. Trustworthy Data Extraction: A Game Theory-based adversarial verification network ensures high reliability in extracting critical information, mitigating the risk of model hallucination in high-stakes citizen services. Robust Multimodal Fusion: The fusion engine leverages Causal Inference to distinguish true causality from spurious correlations, enabling trustworthy integration of complex, multi-source urban data. Adaptive Intelligent System: A Meta-Learning-based retrieval mechanism allows the system to rapidly adapt to new and evolving query patterns, ensuring long-term effectiveness in dynamic urban environments. We validate IMTPS on a large-scale, publicly released benchmark dataset of 14,230 multimodal records. IMTPS demonstrates state-of-the-art performance, achieving a 96.9% reduction in storage footprint and a 47% decrease in critical data extraction errors. By open-sourcing our implementation, we aim to provide a replicable blueprint for building the next generation of trustworthy and sustainable AI-IoT systems for citizen-centric smart cities. This study examines the critical success factors for digital transformation in South Africa’s public services, where systemic inefficiency, corruption, and limited transparency have eroded public trust. Using a PRISMA-guided systematic literature review of 64 studies, this study synthesises evidence on digital governance challenges and opportunities through the lenses of New Public Management and Digital-Era Governance, complemented by value co-creation and a citizen-centred design. The analysis shows that transformation efforts often falter because of infrastructure deficits, bureaucratic resistance, and policy misalignment. Successful initiatives rest on five mutually reinforcing pillars: (1) coherent policy and regulatory frameworks; (2) equitable and reliable digital infrastructure; (3) committed leadership with sustained institutional capacity-building; (4) meaningful citizen engagement via co-design and co-production; and (5) data-enabled accountability and process efficiency. Persistent barriers include disparities in access and digital skills across municipalities, cybersecurity vulnerabilities, and legacy–system incompatibilities that impede end-to-end integration. This study proposes an implementation framework that aligns technical solutions with governance reforms, such as depoliticised administration, performance-based accountability, and localised service customization to enhance operational efficiency and rebuild trust. It concludes that bridging the digital divide and embedding context-sensitive, participatory, and ethically grounded approaches are essential for sustainable digital transformation in South Africa’s unequal socioeconomic landscape. Out-of-pocket health expenditure (OOPHE) significantly impacts people with chronic and complex diseases (CCDs) and injuries. Aboriginal communities experience a higher burden of CCDs and injury, along with greater OOPHE inequities. This project aims to develop and implement a social prescribing digital platform (Web App) to reduce OOPHE. It is grounded in citizen science approaches that value the lived experience and knowledge of Aboriginal people in shaping solutions. The project uses a citizen science methodology adapted for these communities, using knowledge interface methodology to weave together Indigenous and Western knowledges. Research methods (Indigenous, quantitative, qualitative) explore the relational nature of OOPHE risks and protective factors through co-design and workshops with Aboriginal participants to develop the Web App. A community-centric developmental evaluation guides the trial and refinement of the platform, allowing for ongoing learning and adaptation. Process measures inform a national scale-up and evaluation framework. Addressing OOPHE is essential to improving health and wellbeing for Aboriginal and Torres Strait Islander individuals and families living with or at risk of CCDs. This initiative aims to reduce the impact of OOPHE through digital social prescribing, there by connecting people with essential community services to access healthcare, offering a scalable approach to addressing health inequities nationwide. This paper presents a systematic, narrative review of 62 academic publications (2015–2025) that explore the integration of spatial data infrastructures (SDIs) with emerging smart city technologies to improve local governance. SDIs provide a structured framework for managing geospatial data and, in combination with IoT sensors, geospatial and 3D platforms, cloud computing and AI-powered analytics, enable real-time data-driven decision-making. The review identifies four key technology areas: IoT and sensor technologies, geospatial and 3D mapping platforms, cloud-based data infrastructures, and AI analytics that uniquely contribute to smart governance through improved monitoring, prediction, visualization, and automation. Opportunities include improved urban resilience, public service delivery, environmental monitoring and citizen engagement. However, challenges remain in terms of interoperability, data protection, institutional barriers and unequal access to technologies. To fully realize the potential of integrated SDIs in smart government, the report highlights the need for open standards, ethical frameworks, cross-sector collaboration and citizen-centric design. Ultimately, this synthesis provides a comprehensive basis for promoting inclusive, adaptive and accountable local governance systems through spatially enabled smart technologies. Full article

The emergence of AI companion robots is transforming the landscape of elderly care, offering numerous conveniences to senior citizens when their children are not around. This trend is particularly pertinent in ageing societies such as China. Against this backdrop, the present study aims to explore the acceptance of AI companion robots among the elderly from a user-centric perspective. By leveraging insights from existing studies in the literature, we identified three individual characteristic variables—technology optimism, innovativeness, and familiarity—to extend the Artificial Intelligence Device Use Acceptance (AIDUA) model. Subsequently, we developed a conceptual model which was empirically tested through structural equation modelling (SEM) analysis. Our dataset comprised responses from 452 elderly individuals in China. The results revealed that technology optimism and innovativeness were positively associated with performance expectancy and effort expectancy, whereas familiarity inversely predicted perceived risk. Furthermore, emotion was found to be positively influenced by performance expectancy and effort expectancy but negatively impacted by perceived risk. This research extends the AIDUA model within the context of AI companion robots by integrating individual characteristic variables. These findings offer valuable insights for the design and development of companion robots and enrich the domain of Human–Robot Interaction (HRI). Full article

The smart-city revolution has been promoted as the next step in urban development, leveraging technology to achieve enhanced development standards amid the increasingly complex challenges of urbanization. However, despite the implementation of more efficient urban services, issues regarding their tangible effects and impact on people’s lives remain unresolved. In this context, the concept of intelligent cities is seen as a necessary evolution of the smart-city paradigm, positioning human factors as the driving forces behind urban technological evolution. This integrative concept embodies advanced technology to enhance essential urban functions, with sustainability, equity, and resilience as macro-development goals. This study reviews the multifaceted dimensions of intelligent cities, from designing and deploying smart infrastructure to implementing citizen-centric decision-making processes. Additionally, it critically examines the digital divide and highlights the importance of equitable development policies as essential for enabling transformative urban change. By linking technological advancement to social issues, this article provides practical insights and case studies from the cities of Helsinki, Barcelona, and Buenos Aires, demonstrating that smart-city initiatives are still failing to bridge the equity service distribution gap. This comprehensive assessment approach ultimately serves as a reference for future evaluations of intelligent urban transformations. Full article

How can local governments in the Global South effectively implement and sustain digital public participation initiatives, and what specific roles do public officials and knowledge intermediaries play in catalysing and supporting this digital transformation? In this paper, we respond to this query by examining our experiences as researchers in implementing an ongoing multi-year applied research project on e-participation and policy modelling in various South African municipalities. The project and the country’s ongoing public participation initiatives align with government policy emphasising citizen-centric public service delivery through consultation, transparency, and accountability. We aim to highlight the practical aspects of introducing e-participation mechanisms in local governance structures with different human and material resource capacity levels, which is the case in Global South contexts. Our central question is as follows: How can public officials, working alongside researchers and knowledge intermediaries, navigate the sustainable adoption of e-participation through participatory design, system awareness, and bricolage? We explore this question from the perspective of researchers leading the implementation of a multi-year, participatory action-research project which aims to pilot e-participation in six municipalities across South Africa. In the paper, we analyse the interplay of various socio-technical factors influencing the early stages of implementation and use of e-participation tools in local government. Our findings highlight the importance of building socio-technical agency of front-line public participation officials, exploring malleable technologies that are flexible to adaptation, facilitating peer-learning amongst officials on what works in similar contexts, and having a system view within and across pilots. Smart cities are complex urban environments that rely on advanced technology and data analytics to enhance city services’ quality of life, sustainability, and efficiency. As these cities continue to evolve, there is a growing need for a structured framework to evaluate and integrate products that align with smart city objectives. This paper introduces the Pentagon Framework, a comprehensive evaluation method designed to ensure that products and their materials meet the specific needs of smart cities. The framework focuses on five key features—smart, sustainable, sensing, social, and safe—collectively called the Penta-S concept. These features provide a structured approach to categorizing and assessing products, ensuring alignment with the city’s goals for efficiency, sustainability, and user experience. The Smart City Pentagon Framework Analyzer is also presented, a dedicated web application that facilitates interaction with the framework. It allows product data input, provides feedback on alignment with the Penta-S features, and suggests personality traits based on the OCEAN model. Complementing the web application, the Smart City Penta-S Compliance Assistant API, developed through ChatGPT, offers a more profound, personalized evaluation of products, including the life cycle phase recommendations using the IPPMD model. This paper contributes to the development of smart city solutions by providing a flexible framework that can be applied to any product type, optimizing its life cycle, and ensuring compliance with the Pentagon Framework. This approach improves product integration and fosters user satisfaction by tailoring products and their materials to meet specific user preferences and needs within the smart city environment. The proposed framework emphasizes citizen-centric design and highlights its advantages over conventional evaluation methods, ultimately enhancing urban planning and smart city development. Service design is an emerging transdisciplinary research field that has received an increased interest in the last years. It has been used to improve service delivery, develop new and innovative services and provide value-added solutions in all the major domains of the service sector. It has been applied also in public administration, but in a limited and incomplete way. Nonetheless, it offers great promise for modernizing public services through human-centered approaches and innovative methodologies. This paper investigates the application of service design in public administration in order to improve public services and support addressing effectively citizens’ growing needs. It analyzes the service design philosophy as compared to the theories and the requirements of public administration in order to determine the opportunities, as well as the challenges for, and the barriers to, the application of service design in public services. In addition, it outlines the major methods of service design in order to assess their potential in the design of public services. Finally, it reviews the current implementations of service design in public administration in order to reveal the methods used, the outcomes, the shortcomings and the opportunities for future implementations. Unlike typical models relying on financial incentives, this context requires alternative strategies to sustain participation. This paper presents a new solution, the Volunteer Task Allocation Engine (VTAE), to address these challenges. This solution is not based on economic incentives, and it has two primary goals. The first one is to improve user experience by limiting the workload and creating a user-centric task allocation solution. The second goal is to create an equal distribution of tasks over the spatial locations to make the solution robust against the possible decrease in participation. Two approaches are used to test the performance of this solution against different conditions: computer simulations and a real-world experiment with real users, which include a qualitative evaluation. The simulations tested system performance in controlled environments, while the real-world experiment assessed the effectiveness and usability of the VTAE with real users. This research highlights the importance of user-centered design in citizen science applications with altruistic participation. The findings demonstrate that the VTAE algorithm ensures equitable task distribution across geographical areas while actively involving users in the decision-making process. Full article

Digital transformation offers transformative potential for public service delivery, yet many local administrative organizations (LAOs) in Thailand struggle with integrating digital tools effectively into their workflows. This study investigates the integration of social listening tools (SLTs) to enhance the efficiency and responsiveness of public service delivery in Thailand’s LAOs. The primary goal is to redesign traditional, manual workflows through the development of a digital-by-design framework, addressing inefficiencies in public engagement and service provision. Employing a mixed-method approach, this research combines interviews and focus groups with municipal staff from four municipalities in Northeast Thailand to identify challenges and co-create solutions. The redesigned workflow integrates digital practices into existing organizational structures and achieves a significant 282% improvement in efficiency, measured in transactions per manpower-hour. Additionally, the new process enhances operational speed, responsiveness, and public engagement. To ensure sustainability, this study recommends a phased implementation strategy and consistent staff training. This research contributes to the public administration literature by providing a practical, scalable framework for digital transformation in local governance. It underscores the potential of SLTs to modernize public sector workflows, enabling more dynamic, responsive, and citizen-centric interactions between LAOs and the communities they serve. City manufacturing has once again become one of the priority areas for the sustainable development of smart cities thanks to the use of a wide range of green technologies and, first of all, additive technologies. Shortening the supply chain between producers and consumers has significant effects on economic, social, and environmental dimensions. Zoning of city multifloor manufacturing (CMFM) in areas with a compact population in large cities in the form of clusters with their own city logistics nodes (CLNs) creates favorable conditions for promptly meeting the needs of citizens for goods of everyday demand and for passenger and freight transportation. City multifloor manufacturing clusters (CMFMCs) have been already studied quite a lot for their possible uses; nevertheless, an identified research gap is related to supply chain design efficiency concerning CMFMCs. Thus, the main objective of this study was to explore the possibilities of lean supply chain management (LSCM) as the integrated application of lean manufacturing (LM) approaches and I4.0 technologies for customer-centric value stream management based on eliminating all types of waste, reducing the use of natural and energy resources, and continuous improvement of processes related to logistics activities. This paper presents a decision support model for LSCM in CMFMCs, which is a mathematical deterministic model. This model justifies the minimization of the number of road transport transfers within the urban area and the amount of stock that is stored in CMFMC buildings and in CLNs, and also regulating supplier lead time. The model was verified and validated using appropriately selected test data based on the case study, which was designed as a typical CMFM manufacturing system with various parameters of CMFMCs and urban freight transport frameworks. The feasibility of using the proposed model for value stream mapping (VSM) and managing logistics processes and inventories in clusters is discussed. The findings can help decisionmakers and researchers improve the planning and management of logistics processes and inventory in clusters, even in the face of unexpected disruptions. Full article
