The UN General Assembly (2015) emphasizes sustainable pathways to enhance resilience for people and nature, with future development driven by data and evidence. Sustainable development frameworks (e.g., the UN 2030 Agenda and the 2016 Paris Climate Agreement) highlight the importance of data and evidence in assessment and decision-making that respects national policies and priorities. Global advances in Earth observation (EO) data provision and digital solutions that increase efficiencies, timeliness, and affordability are making major contributions. However, many existing platforms rely on externally hosted cloud infrastructures and generic global classifications of environments that may not align with domestic statutory definitions, limiting national control over data governance, methodological standards, and regulatory reporting. These constraints have raised growing concerns regarding data and technological sovereignty for countries seeking authoritative, policy-ready environmental information. Using Wales (United Kingdom; UK) as an exemplar, this study showcases the design and implementation of a flexible, sovereign National Digital Infrastructure (NDI) that uses the Open Data Cube (ODC) to apply Living Earth, a novel and customizable approach for EO-focused environmental monitoring. Outputs are time series of land cover and habitat maps and change products, including post-event (e.g., fire, flood) management, which address key policy requirements and support land and water resource management (from freshwater to marine environments), while ensuring public dissemination. Major advantages include the sharing of consistent datasets across governments and partner organizations, minimizing duplication of effort, improving transparency, traceability, and reproducibility, fostering collaboration between diverse stakeholders and communities, promoting inclusivity in environmental management decision-making, and supporting sustainable outcomes. This article addresses the pressing need for knowledge on how digital technologies, artificial intelligence, and blockchain can revolutionize opportunities in the marine economy and sustainably support business while balancing environmental protection and economic growth, and legal instruments and policy innovations for marine environmental protection. However, implementation, legal, and governance concerns still exist. This study discusses the development and challenges of these technologies according to their environmental, economic, business, and regulatory dimensions, following a literature review of more than 100 peer-reviewed articles, books, and a synthesis of global shipping policies, risk, policymakers, industry experts, and environmental scientists. The findings highlight the need for aligned international regulations to strike a balance between innovation and environmental goals, risks, and technology. This study introduces an innovative governance assessment framework, bridging the gap between technology scalability and equitable policy responses, as well as the environmental impact and ecosystem balance. We conclude with actionable recommendations for policymakers and companies to harness digital innovations while strategizing for long-term sustainability in the maritime sector and aligning UN Sustainable Development Goals with the principles of maritime law, the United Nations Convention on the Law of the Sea, and the United Nations Environment Programme Regional Seas Programme, offering ways to mitigate governance fragmentation. This study informs interdisciplinary discussion by bridging technical feasibility and legal feasibility, providing actionable suggestions to policymakers to reconcile digital innovation with the sustainability of the marine ecosystem. Marine plastic pollution (MPP) has become one of the most pressing environmental challenges, severely affecting marine ecosystems and human health. Even though international agreements such as UNCLOS and the International Convention for the Prevention of Pollution from Ships (MARPOL) of the International Maritime Organization (IMO) exist, the existing laws are often being introduced to question the inability of the present laws to do something about the escalating issue of plastic pollution. This study uses a doctrinal legal approach to examine how UNCLOS and MARPOL respond to marine plastic pollution (MPP) with a focus on their ability to handle land-based and ship-based MPP. Gaps in these frameworks are underlined, such as a lack of enforceable requirements under UNCLOS on reducing plastic rubbish from LBS and disparities in implementing MARPOL’s regulations on plastic discharges from ships. This paper also explores activities of organizations such as the United Nations Environment Programme (UNEP), with a focus on the Regional Seas Programme and the Global Programme of Action. Although a lot has been achieved, much remains to be done to resolve the problem of marine plastic pollution. This paper concludes with a series of practical proposals aimed at refining international laws, strengthening enforcement, and encouraging collective action at the international level. The proposed measures are aimed at advancing a circular economy model, strengthening legal infrastructure, and fostering a single global response against marine plastic pollution. Full article

According to conclusions agreed to in the 1995 Report of the World Summit for Social Development and the 2015 Sustainable Development Summit, seventeen sustainable development goals (SDGs) have been ratified and published as the 2030 Agenda for Sustainable Development. In 2022, the 8th Environment Action Programme was legally agreed upon, following the six European Green Deal priorities. These SDGs serve as a constant reminder of the importance of globally coordinated actions in compliance with the theory of sustainable development. However, more than a constant reminder, this international agreement should become the foundation for necessary change. On 22 July 2024, the daily global average temperature reached a new record high. The EU treaties signed between 1951 and 2007 laid the foundation for the creation of EU environmental policy. However, those EU treaties, along with environmental policy, form merely a non-binding and minimum set of priorities without any sanctions imposed for illegal practices. In 2021, EU member countries adopted the European Climate Law as the first legally binding document seeking to achieve goals set by the Paris Agreement and the European Green Deal. Any further EU sustainable development policies are dependent on global cooperation as a key element of survival. With the EU’s dependent on the rest of the world for its energy, the forcing of any obligatory change will be hard to achieve. This proves the importance of the 17th SDG, agreed in 2015. Only global partnership for sustainable development can prevent further damage to our ecosystem and achieve priorities set by the EU and UN agendas. The review aims to present the connection between sustainable development (SD) goals defined by the European Commission, for which the most important aspects are the need to meet the environmental requirements to protect future needs in the long run, and to confront the shortcomings of European law-making practices, in which most crucial reforms are presented as non-binding legal acts. Finally, in 2024 members of the European Parliament established an extended list of environmental crimes to be regarded as punishable offences and replaced the Environmental Crime Directive, making criminal activities and offences potentially legally punishable; however, it is yet to be seen how this initiative will be incorporated within the national legislations of each EU member country and to what extent. The worldwide food industry faces the multiple challenges of providing food security while also reducing environmental and health consequences. This requires transitioning to chemical-free techniques of preserving food with a long shelf life that emphasize human health. Even though millions of people are experiencing hunger, the substantial amount of food that is being wasted is impeding the advancement towards UN Sustainable Development Goal 12, which aims to reduce food waste by 50% by the year 2030. On the other hand, conventional food preservation techniques still frequently depend on chemical additives, which might give rise to persistent health issues and potentially undermine nutritional quality. This emphasizes the necessity for inventive, non-chemical remedies that prioritize both prolonged storage duration and the safety of food. Consumer storage conditions, which are the ultimate phase of the food chain, still generate substantial waste because of the proliferation of mold and bacteria on fruits and vegetables, which presents health hazards. Enhancing storage conditions and extending shelf life is important. Low-frequency ultraviolet (UV-C) light technology provides a non-thermal and highly efficient method for fighting foodborne microorganisms such as mold. This method renders pathogens inactive while maintaining product quality, providing a cost-efficient and easily available alternative. This study proposes the development of a programmable “Smart-Lid” SLID storage system that utilizes upcycled home base glass jars with UV-C light-emitting lids to prevent mold growth on various open food items, including milk- and sugar-based food, sauces, and possibly dry meals. The research seeks to assess the efficacy and potential influence of the SLID solution with UV-C light’s potential with programmable applications in this preserving environment at the home level. It is now well established that human-induced species extinctions and habitat degradation are currently occurring at unprecedented rates. To halt and reverse this decline, the international community adopted the Kunming–Montreal Global Biodiversity Framework (GBF), as part of the Kunming–Montreal Biodiversity Package, in December 2022. We clarify what this new framework means for conservation zoos and aquariums in their mission to prevent species extinction by highlighting areas of focus. We explain why it is necessary that conservation zoos and aquariums establish the appropriate mechanisms for contributing towards such a framework to help validate their role in the 21st Century. Conservation zoos and aquariums should be reassured that much of their work already fits within the GBF. However, the current mechanisms for individual zoos and aquariums to directly contribute to the implementation of the GBF mostly rely on close collaboration with individual national governments and/or are only possible at a national level. It is therefore critical that national, regional, and global zoo membership organisations take a leading role in championing the work of their members. Equally, adequately linking the efforts of zoos and aquariums to the national implementation of international instruments, such as the GBF, is imperative to ensure that these organizations’ contributions feed into the understanding we have of global progress towards the implementation of international instruments. Burn-area products from remote sensing provide the backbone for research in fire ecology, management, and modelling. Landsat imagery could be used to create an accurate burn-area map time series at ecologically relevant spatial resolutions. However, the low temporal resolution of Landsat has limited its development in wet tropical and subtropical regions due to high cloud cover and rapid burn-area revegetation. Here, we describe a 34-year Landsat-based burn-area product for wet, subtropical Hong Kong. We overcame technical obstacles by adopting a new LTS fire burn-area detection pipeline that (1) Automatically uniformized Landsat scenes by weighted histogram matching; (2) Estimated pixel resemblance to burn areas based on a random forest model trained on the number of days between the fire event and the date of burn-area detection; (3) Iteratively merged features created by thresholding burn-area resemblance to generate burn-area polygons with detection dates; and (4) Estimated the burn severity of burn-area pixels using a time-series compatible approach. When validated with government fire records, we found that the LTS fire product carried a low area of omission (11%) compared with existing burn-area products, such as GABAM (49%), MCD64A1 (72%), and FireCCI51 (96%) while effectively controlling commission errors. Temporally, the LTS fire pipeline dated 76.9% of burn-area polygons within two months of the actual fire event. The product represents the first Landsat-based burn-area product in wet tropical and subtropical Asia that covers the entire time series. We believe that burn-area products generated from algorithms like LTS fire will effectively bridge the gap between remote sensing and field-based studies on wet tropical and subtropical fire ecology. The purpose of this paper is to assess the impact of plot size on the components of farmland rental contracts choice and evaluate the effects of its heterogeneities on different plot characteristics in the context of China. Based on the data from a nationally representative sample of 1215 plots among 5 provinces in rural China, this paper yields robust results using regional fixed effect method and SUR model. The results show that plot size significantly affects farmland rental contract choice. The probability of renting from non-relatives, signing a written contract, and renting with a fixed term increases by 0.5%, 0.9%, and 0.6% with 1 mu increase of plot size, respectively, and the annual rent rises by RMB 3.514 per mu. The effects of plot size on contract form, contract rent, and contract term were much larger for adjacent plots, especially for the flat and eastern plots. The findings imply that the government should encourage the innovation of managing or using plots that are of small size or non-adjacent to promote the integration of farmland resources for the formalization of farmland rental contracts, especially for mountain and western areas. In spite of the worldwide largest proportional loss of mires, Europe is a continent with important mire diversity. This article analyses the condition and protection status of European mire ecosystems. The overview is based on the system of European mire regions, representing regional variety and ecosystem biodiversity. We combined peatland distribution data with land cover maps of the Copernicus Land Monitoring Service as well as with the World Database on Protected Areas to assess the extent of degraded peatlands and the proportion of peatlands located in protected areas in each European mire region. The total proportion of degraded peatlands in Europe is 25%; within the EU it is 50% (120,000 km2). The proportion of degradation clearly increases from north to south, as does the proportion of peatlands located within protected areas. In more than half of Europe’s mire regions, the target of at least 17% of the area located in protected areas is not met with respect to peatlands. Data quality is discussed and the lessons learned from Europe for peatland conservation are presented. Full article

Facing increased rural-urban migration, population growth, climate change impacts, and cascading natural, security, and health hazards, many municipalities in sub-Saharan Africa are beginning to consider the benefits of urban green infrastructure for improving the resilience and wellbeing of residents living in informal settlements. However, present governance systems are often ill-equipped to deliver the scale of planning needed. Integration of urban green infrastructure into local government mandates, spatial planning and targeted action plans remains limited, further inhibited by scarce empirical research on the topic in Africa. Taking Windhoek, Namibia, and specifically Moses ǁGaroëb, Samora Machel, and Tobias Hainyeko constituencies as a case study, we fitted key informant interview (n = 23), focus group (n = 20), and participant observation data into existing governance theory to investigate (a) benefits and trade-offs of present urban green infrastructure in Windhoek’s informal settlements; (b) urban green infrastructure governance in terms of institutional frameworks, actors and coalitions, resources, and processes; and (c) the key desirable pathways for future urban green infrastructure governance in informal settlements. To this end, we used five green infrastructure initiatives to dissect governance intricacies and found diverse opportunities for innovative governance mechanisms. The urgent need for climate resilience in Namibia offers a policy and practice window to adopt context-specific approaches for multifunctional urban green infrastructure. However, for these initiatives to succeed, collaborative governance platforms and clearly delineated mandates are necessary, with explicit integration of urban green infrastructure into strategies for in-situ informal settlements upgrading and green job growth. Islands are often considered excellent socio-ecological laboratories for testing the rapidity of global change since they experience the climate effects of sea-level rise faster than other areas. The Azores are a Portuguese volcanic archipelago located on the junction of the three tectonic plates: the Eurasian, the African and the North American plates. São Miguel, the main island of the Azores archipelago, hosts three active volcanoes, but the last significant volcanic eruption was the Capelinhos volcano on the island of Faial in 1957. Hence, the Azores offers the opportunity to assess insular risk awareness, facing both telluric and climate-related hazards. The key research question emerges from their natural situation: how does the local population perceive the threat of the natural hazards that occur in Azores? Because risks are socially constructed and depend on the uniqueness of territories, risk mitigation strategies must focus on the individual experiences of local dwellers, as a relationship between risk awareness and such strategies may be expected. To analyze this relationship, a web-based survey with a questionnaire including these variables was administered to a sample of Azoreans. The study aimed to assess risk awareness of the Azorean population and find a relationship between this and reported mitigation strategies. The results gave a preliminary insight into Azorean risk awareness of natural hazards and showed a significant positive relationship between risk awareness-raising activities and reported mitigation strategies. This is relevant information for municipalities and regional governments of areas with similar risk exposures, showing that, although risk awareness alone is not enough for measures to be implemented, it may be an important motivational first step for this to occur. Even before the COVID-19 pandemic, there was growing interest in designing healthier neighbourhoods. Adopting this perspective brings attention to how conditions in neighbourhoods (directly and indirectly) affect their inhabitants’ physical health and mental wellbeing. However, considerably less attention has been paid to how to alleviate such conditions through integrated interventions designed to operate specifically at the neighbourhood scale. To address this gap, this paper introduces the term “unhealthy neighbourhood syndrome” (UNS). The conceptual clarity and practical utility offered by using this term are critically examined. The paper contains a rigorous review and critical analysis of academic and grey literature on what are held to be the relationships between key features of the built environment and people’s health and wellbeing. It also examines literature offering advice on how urban designers should make neighbourhoods healthier. It illustrates the complexity of the range of issues involved and the complicated web of top down, bottom up and middling out actors that need to be involved in making decisions about them. Despite having inherent weaknesses, the term “unhealthy neighbourhood syndrome” is judged to be useful. It illustrates how seemingly separate issues operate in urban design, promoted for tackling specific symptoms of ill health, need to be addressed jointly through an integrated programme of parallel work streams operating at the neighbourhood scale. The paper is innovative in identifying the wide cluster of symptoms used to describe unhealthy neighbourhoods in the literature as being a “syndrome”. Its significance lies in its injunction that this syndrome needs to be tackled through integrated streams of remedial action drawing on experience and expertise that lie beyond those offered by the traditional membership of urban design teams. There is an emerging body of literature focusing on the COVID-19 livelihoods and environmental impacts, as well as the effects of the pandemics on evidence generation. However, little attention has been paid to how COVID-19 has—and is likely to continue to—affect monitoring, evaluation, and learning (MEL) systems, specifically in the context of large sustainability science research-to-policy project consortia. Here, we provide a conceptual framework of MEL responsiveness to COVID-19 effects and discuss the specific pathways to successful MEL transition. Using the UKRI GCRF TRADE Hub as a case study, we provide some examples of possible adjustments within the new context. Full article

Since fluorine compounds have both high ozone depletion potential and high global warming potential, the study of hydrofluorocarbons (HFCs) and perfluorocarbons (PFCs) is crucial for climate change research. In this study, greenhouse gas (GHG) emissions from ozone-depleting industries in the Republic of Korea were estimated based on survey data on the use of fluorine compounds. This study is a response to the growing global attention to halocarbons that arose from the Kigali Amendment to the Montreal Protocol. Survey data on the consumption of fluorine compounds by application area were used to estimate emissions by applying the 2019 refinement IPCC Guidelines Tier 1a method. In addition, both the consumption ratio of fluorine compounds in the refrigeration and air conditioning application area and total fluorine compounds consumption by application area were compared with the values suggested by the UN Environment Programme to compare the current status with that in developing and developed countries. By comparing the derived GHG emissions with current emissions in the National Inventory Report, it was confirmed that 14,565 GgCO2eq of GHG emissions differed. In addition, through the replacement of fluorine compounds used as refrigerants, 14,422 GgCO2eq of the GHG emissions can be reduced. Full article

Current societal patterns of production and consumption drive a twin environmental crisis of resource scarcity and waste overload. Positioning waste and resource management in the context of ecosystem stewardship, this article relates increasing resource demand and waste production to the violation of planetary boundaries and human rights. We argue that a transition towards a circular economy (CE) that contributes to a resilient environment and human well-being is necessary to achieve the UN Sustainable Development Goals. The transition requires scientific and technological progress, including the development of low-energy biogeochemical technologies for resource recovery, and multi-dimensional value assessment tools integrating environmental, social, and economic factors. While the urgency to adopt a CE is well-recognised, progress has been slow. Coordinated change is required from multiple actors across society. Academia can contribute through participatory action research. This article concludes with the participation strategy of the Resource Recovery from Waste programme, aiming for changes in mentality, industry practices, and policies and regulations in the waste and resource management landscape in the UK.
