This study investigates visitor soundscape perceptions in Queulat National Park (QNP), Chile, to inform biodiversity conservation strategies amid rising anthropogenic pressures. By analyzing responses at two sites—Lagoon and Overlook—during peak tourist periods, this research examines how visitor experiences align with protected area management goals. A one-minute listening exercise was followed up by a survey to gather data on perceived sounds and their appeal. The results highlight the importance of involving visitors in monitoring acoustic environments, providing managers with insights into visitor-perceived soundscape dynamics. Unique QNP ecosystem characteristics emerged, with visitors identifying anthrophonic sounds as problematic, especially at the Lagoon site. Perceptions aligned with management concerns about noise impacts from congestion, showing visitors can discern when soundscapes diverge from protected area objectives. These findings underscore the need to integrate visitor engagement into acoustic monitoring to enhance biodiversity conservation. This study advocates ongoing sound level monitoring, protective policies, and tools derived from visitor input. It promotes protected areas as educational venues in order to deepen connections with local environments through sound recognition and calls for signage to inform visitors about noise impacts. Future research should continue to explore these strategies and the potential of visitor soundscape perceptions to reshape conservation strategies and support biodiversity preservation. Full article

Climate change poses significant threats to coffee supply chains, highlighting the crucial role of coffee genetic resources in enhancing resilience and improving the livelihoods of coffee farmers. Increasing climate change effects are intensifying pressure to develop new high-performance resilient varieties. Current cultivated coffee species include Coffea arabica and C. canephora, while uncultivated genetic resources include C. stenophylla, C. racemosa, and many others among the 130 known coffee species. To protect and recognize the property rights of countries and people hosting and conserving genetic resources, the international community has developed regulations embodied in the Plant Treaty and the Nagoya Protocol, among others. The majority of coffee genetic resources originate in Africa and are maintained in large field collections, particularly in Côte d’Ivoire, Ethiopia, and Madagascar. The 2023 International Coffee Convention (ICC) highlighted the need for community awareness in applying these international regulations. To foster a common understanding and establish precise rules for exchanging coffee genetic resources, the Crop Trust and the International Coffee Organization organized an invitation-only satellite workshop in Mannheim, Germany, on 16 October 2024, in connection with ICC 2024. International experts on the Nagoya Protocol and Plant Treaty and genebank experts were invited to participate. This presentation summarizes key outcomes from the workshop, covering topics such as (i) key requirements of the Convention on Biological Diversity (CBD), its Nagoya Protocol, and the Plant Treaty specifically applicable to the coffee sector; (ii) assessment of the coffee sector’s readiness to implement these international regulations for the transparent use and exchange of coffee genetic resources; (iii) suggestions for mechanisms enabling transparent use and exchange of coffee genetic resources in compliance with international regulations; (iv) evaluation of strategies for generating benefits for communities hosting coffee genetic resources; (v) a practical, user-friendly checklist to ensure the correct handling of coffee genetic resources in line with international regulations; and (vi) a practical decision-making tree with examples to differentiate genetic resources falling under Nagoya/CBD and the Plant Treaty from others. The workshop’s discussions and outcomes expanded on these topics, yielding several concrete initiatives and recommendations. Most importantly, the workshop identified critical gaps in existing coffee genetic resource collections and proposed a global safety duplication strategy. Participants conceptualized a global platform to facilitate the exchange and use of coffee genetic resources, including a centralized database and a system for tracking benefit-sharing obligations. A comprehensive list categorizing coffee varieties based on their status under the Nagoya Protocol may be initiated to clarify access and benefit-sharing requirements. The workshop concluded with a clear roadmap for advancing coffee genetic resource conservation and exchange. Full article

A Review of the Conservation Status of Shorebirds in Mongolia

We present the first comprehensive review of 62 migratory shorebird species in Mongolia, covering their ecological status, IUCN assessments at regional or national levels, population trends, threats, and conservation measures. Mongolia hosts a total of 62 shorebird species from twenty-two genera and seven families, with six species classified as globally threatened: the Critically Endangered Sociable Lapwing, the Endangered Siberian Sandplover, the Far Eastern Curlew, the Great Knot, and the Vulnerable Sharp-Tailed Sandpiper. Both national and global IUCN Red List assessments highlight Mongolia’s significance as a breeding and passage migrating site for globally threatened and Near-Threatened shorebirds. Species richness is higher in northern regions compared to the south, with the highest diversity found in areas with complex aquatic ecosystems. Global population trends indicate a decline in 61% of species, with 18% remaining stable, 16% of unknown status, and 5% increasing. At the national level, most species are stable (61%), 34% status is unknown, and 5% are decreasing. Anthropogenic-induced threats, including habitat loss and degradation, pollution, disturbance, and harvesting, pose significant risks to 69% of species, while natural disasters affect 11%. Additionally, 8% of species are impacted by accidental mortality and intrinsic factors, and 5% by changes in native species. Despite these threats, no specific conservation action plans exist for shorebirds in Mongolia. However, general conservation measures are in place, such as environmental and fauna protection laws, regulations on foreign trade in endangered species, and the establishment of protected areas under governmental resolutions. Mongolia also participates in international conventions like the Convention on Biological Diversity (CBD), Ramsar, and Migratory Species (CMS), and has developed national red lists, red books, and publications such as “A Summary Conservation Action Plan for Mongolian Birds”, “Important Bird Areas” to support conservation efforts. The UK government’s 25 Year Plan to Improve the Environment (25YEP), published in 2018, together with annual progress reports and subsequent periodic revisions, represent the most comprehensive and forward-looking single body of environmental legislation for the United Kingdom. The forthcoming update of the UK National Biodiversity Strategy and Action Plan (NBSAP) addressing targets for the Convention on Biological Diversity’s Global Biodiversity Framework to 2030 is also an opportunity to revisit the monitoring framework developed for the 25YEP. Here, we present an evaluation of the goals, targets and indicators of the 25YEP in light of gaps, synergies and opportunities for aligning with the CBD 2030 Framework. We make a number of recommendations for adopting indicators already developed in the context of CBD targets that can also measure progress towards environmental targets within the UK, with a view to more holistic monitoring of biodiversity status and trends. Landscape-scale interventions and, in particular, improvements to farming—exemplified by the new Environmental Land Management Schemes—and fishing policies have the potential for the greatest enhancement to the state of the UK environment and the plants and wildlife within it. Land use change (LUC) is recognized as one of the major drivers of the global loss of biodiversity and represents a major threat to ecosystems. Deforestation through LUC is mainly driven by fire regimes, logging, farming (cropping and ranching), and illegal mining, which are closely linked with environmental management policies. Efficient land management strategies, however, require reliable and robust information. Land monitoring is one such approach that can provide critical information to coordinate policymaking at the global, regional, and local scales, and enable a programmed implementation of shared commitments under the Rio Conventions: the United Nations Convention on Biological Diversity (CBD), Convention to Combat Desertification (UNCCD), and Framework Convention on Climate Change (UNFCCC). Here we use Peru as a case study to evaluate how a land monitoring system enables environmental policy decisions which appear in the country’s international commitment reports. Specifically, we synthesize how effective the ongoing land monitoring system has been in responding to current and future environmental challenges; and how improvements in land monitoring can assist in the achievement of national commitments under the Rio Conventions. We find that Peruvian policies and commitments need to be improved to be consistent with the 1.5 °C temperature limit of the Paris agreement. Regarding the Aichi targets, Peru has achieved 17% land area with sustainable management; however, the funding deficit is a great challenge. Even though Peru commits to reducing GHG emissions by reducing LUC and improving agricultural and land use forestry practices, it needs policy improvements in relation to land tenure, governance, and equity. Potential explanations for the observed shortcomings include the fragmentation and duplication of government roles across sectors at both a national and regional scale. Full article

The Nagoya Protocol on Access and Benefit-sharing (ABS) of the Convention on Biological Diversity (CBD) is a fundamental international agreement that plays a crucial role in the protection and equitable utilization of plant genetic resources. While this agreement is essential for conservation and sustainable use, it presents specific challenges to coffee research and industry. One major issue is the requirement to obtain prior informed consent (PIC) from the source country or community, which can be a complex and time-consuming process, especially in regions with limited governance capacity. Additionally, the mandates of this agreement necessitate benefit-sharing with the source community, a requirement that poses implementation challenges, particularly for small businesses or individual researchers. Despite these challenges, the importance of the Nagoya Protocol in the coffee sector cannot be overstated. It contributes significantly to the conservation of coffee genetic resources and the sustainable utilization of these resources, ensuring fair distribution of benefits. To address the complexities presented by this international framework, coffee researchers and industry need to engage proactively with source countries and communities. This includes developing clear and equitable benefit-sharing and implementing strategies for compliance. This article explores the impact of the Nagoya Protocol on the coffee industry, particularly emphasizing the need for balancing scientific investigation with the ethical considerations of resource sharing. It also discusses practical strategies for navigating the complexities of this agreement, including research focused on authenticity control and the challenges in conducting large-scale coffee studies. The conclusion underscores the potential for international collaboration, particularly through platforms like the International Coffee Organization (ICO), to harmonize research activities with the ethical imperatives of the Nagoya Protocol. Recent decisions at the Convention on Biological Diversity's (CBD) 15th Conference of the Parties (COP15) on access and benefit-sharing (ABS) fundamentally shift how ABS will work in the future. The key ABS challenges that now lie ahead will be to integrate digital sequence information into a functioning benefit-sharing mechanism compatible with the Nagoya Protocol, to address the difficult task of measuring benefit-sharing now required by the Global Biodiversity Framework, and ultimately to address the long-term challenges of the Nagoya Protocol’s bilateral ABS approach. The relevant COP15 decisions do not provide simple and quick answers to these challenges. However, they do lay the groundwork for change and could form the basis for the further development of effective access and benefit-sharing. Full article

The Convention on Biological Diversity (CBD) has been a pivotal international instrument for global biodiversity conservation since 1992. The recent Kunming-Montreal Global Biodiversity Framework (GBF) aims to provide a pathway for the CBD for the present decade. However, the practicalities of land use and biodiversity conservation pose significant challenges. Drawing from diverse literature and reports, we identify nine implementation challenges for the GBF. These encompass harmonising conservation with sustainable development, integrating local values and indigenous knowledge, adopting a holistic landscape approach, and prioritising effective local governance. A shift from broad targets to explicit conservation metrics is vital. We propose strategies emphasising building institutional capacity for localised, participatory conservation and policy-making processes. This article offers suggestions for improving the GBF’s implementation and shaping future policy frameworks. Full article

Plant breeders develop competitive, high-yielding, resistant crop varieties that can cope with the challenges of biotic stresses and tolerate abiotic stresses, resulting in nutritious food for consumers worldwide. To achieve this, plant breeders need continuous and easy access to plant genetic resources (PGR) for trait screening, to generate new diversity that can be built into newly improved varieties. International agreements such as the Convention on Biological Diversity (CBD), the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) and the Nagoya Protocol recognised the sovereign rights of countries over their genetic resources. Under the CBD/Nagoya Protocol, countries are free to establish specific national legislations regulating germplasm access and benefit-sharing to be negotiated bilaterally. Consequently, access to PGR became increasingly restricted and cumbersome, resulting in a decrease in germplasm exchange. The ITPGRFA attempted to ease this situation by establishing a globally harmonised multilateral system (MLS). Unfortunately, the MLS is (still) restricted to a limited number of food and forage crops, with very few vegetable crops. Easy and continuous access to genetic diversity combined with equitable and fair sharing of derived benefits is a prerequisite to breeding new varieties. Facilitated access contributes to sustainable crop production and food and nutrition security; therefore, access to and, consequently, use of PGRFA needs to be improved. Thus, the authors recommend, among others, expanding the scope of the ITPGRFA to include all PGRFA and making them and all related information accessible under a Standard Material Transfer Agreement (SMTA) combined, if necessary, with a subscription system or a seed sales tax. Such a transparent, functional and efficient system would erase legal uncertainties and minimise transaction costs for conservers, curators and users of genetic resources, thus aiding plant breeders to fulfil their mission. The Convention on Biological Diversity (CBD) has repeatedly failed to meet its global targets in 2010 and 2020, pointing to persistent obstacles to implementation. National Biodiversity Strategies and Action Plans (NBSAPs) are the central instrument for translating global targets into actions across sectors and levels of government, also referred to as mainstreaming. This paper focuses on Peru as a case study to analyse to what extent NBSAPs are capable of addressing context-specific implementation challenges. It develops an analytical framework based on the literature on conservation governance in Peru to analyse to what extent the NBSAP from 2014 and the action plan from 2019 (1) reflect national biodiversity narratives; (2) address dominant causes of biodiversity loss; (3) link targets to sector-specific institutions and processes; and (4) to what extent the Peruvian National Commission for Biological Diversity builds social capital for implementation. The results indicate that the NBSAP (1) is dominated by a capitalist narrative focussing on economic values of biodiversity while giving less importance to other, particularly local narratives; (2) addresses most direct causes, but fails to operationalise its targets into conservation action; (3) has not been designed to connect and guide relevant sector policies, such as environmental impact assessments or agricultural policies; and (4) the strong participation in the commission for biodiversity is not used to foster implementation, but mostly on CBD reporting and planning. Thus, addressing these challenges provides powerful levers for how to harness the NBSAPs’ potential to mainstream biodiversity and increase their relevance for mobilising and guiding implementation and stimulate institutional learning. The Coastal Future We Want: Implications of Coastal People’s Perceptions on Satoumi Actions and Sustainable Development in Northeastern Taiwan

Satoumi is advocated for coastal sustainability under the Convention on Biological Diversity (CBD) and the International Partnership for the Satoyama Initiative (IPSI), and has provided a basis for countries around the world to formulate national biodiversity strategies and action plans. Given the significant impact of environmental changes and socio-economic decline, relevant policy directions and practices are urgently required to promote the sustainable development of fishing communities in Taiwan. However, local residents and communities are not sufficiently aware of or involved in this concept to facilitate the development of a holistic Satoumi implementation strategy. Therefore, this study integrates the concepts of Satoumi actions and Sustainable Development Goals (SDGs) and has adopted a questionnaire survey to investigate the perceptions of 202 fishing community residents in the Gongliao District of New Taipei City and Yilan County towards these concepts. The standpoint and perception of the fishing community residents regarding Satoumi actions and SDGs provided a valuable reference. The results of the perception of Satoumi actions revealed that all of the respondents recognized Satoumi actions. However, the ranking demonstrated the urgency for some actions (e.g., clear marine litter), and measures that have been implemented in Taiwan but still need improvement (e.g., fish stocking practices). Satoumi actions were associated with two key factors that affect the perception of residents at Satoumi: “Empowerment through community-based industry and environmental education”, and “Conservation of crucial biological resources and habitats”. For the SDGs perceptions, the two factors were “Marine socio-economic sustainability” and “The sustainable use of marine ecological resources”. This study also adopted cluster analysis and identified three characteristically different groups of residents: The Conservation Priority Group, Industry–Society Priority Group, and Balanced Development Group. According to the major research findings, policies implemented in coastal areas of Taiwan have aligned with global sustainability trends. However, the attitude of the Industry–Society Priority Group, which has the largest sample size, should be changed to that held by the Balanced Development Group, in order to formulate a strategy for a balanced development that secures existing livelihoods and aligns with expectations on environmental sustainability. This study suggests that methodologies that encourage stakeholder interactions, dialogues, and consensus-building should be utilized to develop strategies for future work. Furthermore, policy tools related to coastal management should be analyzed to establish a comprehensive toolkit for coastal governance. Finally, Satoumi requires public–private collaboration to achieve both biodiversity conservation and transformative change towards more sustainably and equitably social, environmental, and economic coastal development. An Urgent Call to Integrate the Health Sector into the Post-2020 Global Biodiversity Framework

There is a rapidly closing window of opportunity to stop biodiversity loss and secure the resilience of all life on Earth. In December 2022, Parties to the United Nations (UN) Convention on Biological Diversity (CBD) will meet in Montreal, Canada, to finalize the language and terms of the Post-2020 Global Biodiversity Framework (Post-2020 GBF). The Post-2020 GBF aims to address the shortcomings of the previous Strategic Plan on Biodiversity 2011–2020, by introducing a Theory of Change, that states that biodiversity protection will only be successful if unprecedented, transformative changes are implemented effectively by Parties to the CBD. In this policy perspective, we explore the implications of the Theory of Change chosen to underpin the Post-2020 GBF, specifically that broad social transformation is an outcome that requires actors to be specified. We detail how the health sector is uniquely positioned to be an effective actor and ally in support of the implementation of the Post-2020 GBF. Specifically, we highlight how the core competencies and financial and human resources available in the health sector (including unique knowledge, skill sets, experiences, and established trust) provide a compelling, yet mostly untapped opportunity to help create and sustain the enabling conditions necessary to achieve the goals and targets of the framework. While by no means a panacea for the world’s biodiversity problems, we posit that explicitly omitting the health sector from the Post-2020 GBF substantially weakens the global, collective effort to catalyze the transformative changes required to safeguard biodiversity. The decrease in biodiversity occurs across national borders and has mutual influences on food and health. In this study, we analyzed the links and relationships between the decisions made by the Food and Agriculture Organization (FAO) of the United Nations, the World Health Organization (WHO), and the Convention on Biological Diversity (CBD)—the highest decision-making bodies in each field—from 1994 to 2018. We aimed to determine how each regime related to the decisions of others and identify the critical agendas that mediate the three regimes. Consequently, critical agendas, including agricultural biodiversity, taxonomy, traditional knowledge, access and benefit sharing, antimicrobial resistance, and marine biodiversity, were observed. In the order of degree centrality, the top six agendas were discussed in terms of the cooperation history of ‘One Health’ and its implications. Full article

The South African traditional medicine sector is estimated to accommodate millions of citizens, despite it being informal. The existence of such a healthcare system embodies the dual system of both primary and traditional healthcare, with some preferring one and others utilising both systems. The gathering, harvesting, and selling of medicinal plant and animal species have inevitable environmental effects. The paradox between biodiversity conservation and livelihood sustenance is eminent in South Africa’s contemporary environmental legislation. The purpose of the study was to highlight and examine the dynamics between prominent stakeholders involved in biodiversity conservation and the traditional medicine sector. The stakeholder analysis and political ecology approach were adopted and applied respectively to guide the study. The study was conducted in 2020 and a questionnaire was used to capture the realities and experiences of prominent stakeholders in the biodiversity sector. Common legal mandates such as the Convention on Biological Diversity (CBD); Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); the National Environmental Management Biodiversity Act No. 10 of 2004; Threatened or Protected Species (TOPS) regulations; and the KwaZulu-Natal Nature Conservation Ordinance 15 of 1974 are used to control and enforce legislation by biodiversity stakeholders. The main findings of the study are as follows: (a) Traditional Health Practitioners (THPs) do not have adequate training and knowledge on the environmental and legal aspects of their system; (b) Biodiversity stakeholders are treated with violence and hostility when they attempt to enforce legal mandates at the Warwick Herb Market; (c) There is a significant gap in communication and co-operation between municipal officials and biodiversity stakeholders. There is evidently, a need for environmental educational initiatives and improved methods of enforcement and communication between biodiversity stakeholders, municipal officials and THPs.
