Comments on the Quality of English Language

This paper suffers from both attempts to write in English by non-English first language authors, and from being far too long.  The English is generally ok although clunky, but the problem is that the authors are trying to communicate legal documents and use a passive voice, which leads in several places to very confusing and unclear passages which are impossible for the reader to decipher.

Comments and Suggestions for Authors

I enjoyed reading this interesting paper, and I think it will be of interest to an international readership. I think the paper is well researched and well structured as well as timely, and I only have four minor comments, which I leave to the discretion of the authors to address.

1. I would suggest that the word 'countermeasures' (abstract, line 18, and then throughout the paper) is replaced with 'remedies'. This is because 'countermeasures' is a defined term in international law, which might surprise some readers.

2. On page 1, line 28, I would suggest replacing the words 'derogating from' with 'undermining', as the former is a technical term that applies to the law but is less commonly used applied to facts, as in this paragraph.

3. Page 2, line 85 - I would suggest replacing the word 'appreciation' with 'understanding', as the former is a value term (ie. I appreciate your generosity).

4. In section 2.2.4 (Legal Risk IV: aquatic fries and fingerlings legal risk) I would suggest some of the facts stated, such as the reference to smuggling, are backed with a reference, or that perhaps an explanation is offered as to the origin of this information (ie. interviews with people from the industry).
