Earlier, I provided a long list of comments in both review reports. I did not find adequate answers to my questions and comments. In the latest revision, the authors revised experimental measurements. The measurements were general, and they are not remarkable and novel. A significant portion of intensity resides in the outer ring, which is untransformed energy. In my earlier reports, I commented that the proposed element couldn't become an alternative to replace the existed components (polarization optics) to transform the polarization state of the radiation from circular to azimuthal. Moreover, the existing optical elements carried a very high polarization conversion efficiency. The proposed biconic-axicon achieves a 6.6% conversion efficiency, which is relatively low and not a better choice for scientific applications and optical experiments.

We are grateful to the reviewer for reviewing our manuscript. We have revised the manuscript in accordance with the comments of the reviewer 1. We compared the proposed device with the best commercially available version of such devices in all parameters. Indeed, in terms of efficiency, our device loses to the prototype, but it wins in other important characteristics. We did not find any reasoned objections to this analysis in the review. If the reviewer suggests comparing our device with some other, then let him indicate which one.

In the paper 'Refractive bi-conic axicon (volcone) for polarization conversion of monochromatic radiation' the authors present they recent achievements about a method for calculating the path of beams through a refractive bi-conic axicon. The paper is well written and the results are clearly presented. Moreover, the agreement between the theoretical predictions and the experimentals results is promising. For all these reasons, I recommend the acceptance of this manuscript in the present form.
