3- A literature survey that investigates the previous studies in the same field is highly advised to be included in the introduction.

4- A comment about the effect of the antenna selection on the performance in the light of the results obtained in Figures 6 and 7 may be important to include in the discussion.

5- If available to provide a table of comparison at the end of the paper to highlight the advancements proposed by this work in comparison to other related works, it will be good.

6- It is stated in the abstract that "Simulation results show that the proposed scheme can reduce the number of phase shifters used on the transmit side compared to the conventional HBF scheme while maintaining sum-rate performance". According to the conclusion, "there is a trade-off between the reduction in the number of phase shifters used to form the beam and the improvement in performance as the number of transmit antennas increases". It is important to refer to such a trade-off in the abstract sentence.

Comments and Suggestions for Authors

In this paper, the author proposed a MRT hybrid precoding and the reception model to reduce the number of phase shifters while maintaining sum-rate performance of the hybrid beamforming scheme. The critical problem resolved is that the transmit power, before transmitting and after digital beamformer, is allocated to the antenna with small gain. Therefore, the author propose a model of a grouping configuration by considering the gain of the antennas. Compared with the conventional HBF method, it has been demonstrated that with the same number of transmit antennas and users the proposed method improves the sum-rate, and SNR.  Parametric study is conducted by varying the terminals numbers, further indicating the effectiveness of the proposed method. It was also shown that there is a trade-off between the reduction in the number of phase shifters used to form the beam and the improvement in performance as the number of transmit antennas increases.

Following questions should be answered before this manuscript can be taken as an acceptance:

1.      In line 94-95, this sentence “In (11), the first term (hk,i fi,k) is real and the phase component of each element of the second term (hk,l fl,j) is different.” does not make sense or should be corrected. Does it mean that the first term is the inner product of conjugate quantity (desired signal) while the second (the interference signal) is not, that is while the first is real and analytically larger than the second?

2.      For the kernel transmitting matrix H, the author uses a Rayleigh flat fading and the noise configuration of Gaussian distribution. Is there any specific reason for that? Have you tried to test your model under other conditions to prove its versatility?

Comments and Suggestions for Authors

The authors sustained that this paper proposes a hybrid beamforming (HBF) structure for multi-user MISO systems that groups antennas and users based on estimated antenna gains, thereby reducing the number of phase shifters required on the transmission side. The simulation results showed that the proposed method has good sum-rates compared with the traditional one but for a small number of antennas. It the number increases, the results are better for conventional algorithm.

The BER could be also a term of performance evaluation.

The state of the art is summary presented. The authors should expand the literature review to include more recent advancements and alternative approaches in the field. This would provide a more comprehensive context and the novelty and original elements would be highlighted.

The paper identifies the challenge of reducing hardware complexity in HBF structures but does not sufficiently address how this impacts other aspects of system performance, such as energy consumption or computational complexity.

The references are relevant, but the list iv very short for a journal original article.

The description of analog and digital beamforming could be expanded to clarify the limitations of each technique.

The explanation of how the proposed method reduces the number of phase shifters by selecting antennas with the highest gain is somewhat vague.

All acronyms should be explained at their first used.

There are sentences without verbs.

A proofreading is required.

The paper is suitable for a BDI conference, not for a MDPI journal. It is lack of novelty, the contributions are insignificant. The results are not conclusive.

My opinion is the same.

Considering the contributions made by the authors, the degree of originality and novelty of the paper, as well as its size, the small number of references, it is suitable for a BDI conference, not for a MDPI journal.
