The published article [1] has been retracted due to data errors. Following publication, the authors contacted the editorial office. The core of this article lies in the cell utility maximization problem in Section 3.2.2, however, during a review of the data the authors found that Equation (25), should be:

The following derivation produced an error that is, Lemma 1 does not hold.

When Lemma 1 fails to hold, the priority of the user's schedule cannot be determined. This leads to the failure of Lemma 2, and subsequently makes problem P2 impossible to solve.

This retraction was approved by the Editor-in-Chief of the journal Electronics.
