This manuscript provides a new optimization algorithm. Compared to other optimization algorithms, this new optimization algorithm can provide better results with faster speed. The chosen subject is of interest from both fundamental and practical points of view. In my view, the paper is scientifically sound and provides relevant information. I believe it should be published after language polishing.
