Apologies for the delay in submitting my review. This is an excellent submission in an important subject area. The organization and detail of the article are also excellent. I do not have any significant suggestions for improvement. I think I only saw two spelling errors (line 124 'instil'->'instill'; line 658 'As'->'At'; and I could be wrong on either/both of those). Very good work!

The paper primarily focuses on operational Fiducial Reference Measurement (FRM) data acquisition and processing methods for the calibration and validation of the Sentinel-3 over inland waters, sea ice and land ice. Necessity of FRMs for Sentinel-3 topography products has been summarized. And strategies and suggestions of FRM for inland waters, sea ice and land ice have been separately described in detail.
The following issues should be considered:
1. Line 78, the reference [9] uses wrong style.
2. The introduction is too long. Perhaps it can be simplified and further highlight the innovations of this study.
3. Replacing the background of Figure 2 with actual satellite imagery or more realistic images may improve the visualization. In the current version of the image, the representation of land cover is not clear enough.
