The contribution is of a high level, the topic is current and very interesting. The analytical, scientific, and application part is processed to a high standard. The benefits of progress in the field of transport science and research are significant. 

However, I recommend to specify the main goal of the paper in more detail in the introduction and explaining to readers why it is important to address it. Before chapter 5 (Conclusion), I suggest to add a brief "Discussion" chapter, where some ideas from the conclusion could be moved and the benefits, advantages, or disadvantages of your proposals and future research development could be explained more in it. I also recommend checking the English throughout the article.

Main purpose of the reviewed paper is to analyze patents to predict vacant technologies based on identification of promising IPC technology areas. The research topic is valuable and the solution provided is promising. However, I have some minor considerations listed below.

The details of preprocessing section should be explained with details. What kind of data is removed and how?

Please first define what a patent-IPC matrix is.

Instead of “patents information” please use “patent information”.

The sentence below should be rephrased, it is not clear:

“The results of our research, we predict the groups of vacant technology using patent information contained in each node of the derived analysis target nodes.
