We argue that mainstreaming Nature-based Solutions (NbS) requires alignment of diverse value systems and integrated, cross-sectoral collaboration, and we present the necessary conditions for increasing practical implementation. NbS are increasingly recognised as effective strategies to protect critical infrastructures against climate change impacts while enhancing them by delivering ecological, social, and economic benefits. Despite growing policy support, the integration of NbS into mainstream infrastructure planning remains limited due to siloed responsibilities and decision making, entrenched institutional structures that favour grey infrastructure, and challenges in balancing short-term risks with long-term value. We examine if and how NbS mainstreaming in the infrastructure sector could be enabled. Building on insights into infrastructure governance and innovation mainstreaming, we explore perceptions and engagement with NbS and opportunities for strengthening co-governance and collaborative decision making in the Dutch infrastructure domain. A critical insight is that NbS must be understood as part of a broader socio-ecological–technical system rather than isolated interventions. This results in requirements for more integrated approaches to governance and planning as well as assessment. Asset managers in particular could play a pivotal role by adopting holistic performance assessments that consider co-benefits and trade-offs. Full article

This study examines the governance of digitalization in municipal administration, with a focus on city planning services, specifically spatial planning, building permits, and geodata management, in a large Swedish municipality. Digitalization is understood here not as the adoption of isolated technologies, but as organizational and process-oriented transformation enabled by digital systems such as GIS platforms, case management systems, and digital planning information. While national policy frameworks set ambitious digitalization goals, previous research shows that local authorities often face significant obstacles, including fragmented processes, technical limitations, and complex governance structures. These challenges create a persistent gap between strategic ambitions and daily work practices. This study employs a qualitative case study approach drawing on semi-structured interviews with employees in technical, operational, and strategic roles, as well as an analysis of policy documents and internal process descriptions. Using a socio-technical perspective, the analysis applies the Technology–Organization–Environment (TOE) framework to examine how digital systems, organizational structures, and external institutional demands interact in practice. The findings highlight substantial challenges related to system integration, data quality, uneven digital competencies, and the ongoing disconnect between strategic goals and operational realities. The study emphasizes the need for clearer governance structures, stronger cross-functional collaboration, and work practices that bridge technical and organizational dimensions. Building on the empirical analysis, the study proposes a conceptual framework that extends the TOE framework by identifying three interrelated structural mechanisms: technological lock-in, organizational inertia, and institutional uncertainty. This framework contributes theoretically by deepening the understanding of socio-technical digitalization dynamics in local government. Practically, it provides municipalities with an analytical tool to assess and reflect on their digitalization conditions. Full article

The world is undergoing rapid transformations driven by climate change, socio-economic pressures, and geopolitical tensions. Monitoring these dynamics is essential to understand and anticipate territorial change. Although initiatives such as the European Union’s Open Data program promote spatiotemporal datasets (e.g., population, land use), analyzing and interpreting these data over time remains complex and requires technical expertise, limiting their accessibility. This research proposes Semantic Web-based methods to detect and annotate trends in spatiotemporal series, thereby assisting in the systematic analysis of temporal patterns. We introduce the SETT ontology (SEmantic Trajectory of Territory) and its OFF-SETT framework (Ontological Framework For SETT), enabling the formal description of territorial trends and their publication as semantic trajectories in the Linked Open Data cloud. The study delivers (i) a generic methodology for detecting and describing trajectories in spatiotemporal datasets; (ii) a framework for automatically generating knowledge graphs capturing these trajectories; (iii) a knowledge graph describing trajectories of demographic and satellite-derived variables (e.g., temperature, water, vegetation) for study areas in France and Switzerland; and (iv) a web-based geovisualization platform. The approach shows that Semantic Web technologies bridge complex spatiotemporal analysis and public accessibility. By publishing territorial trajectories as knowledge graphs, it fosters transparency, interoperability, and reuse of data, supporting informed decision-making and citizen engagement. Full article

Engineering education often emphasizes technical competencies while underemphasizing and devaluing the social, ethical, and political contexts of engineering systems. This gap is particularly pronounced in middle-year courses, where students develop technical fluency but rarely confront the sociotechnical complexity of real-world problems. We propose sociotechnical judgment as a framework to help students see the intimately intertwining nature of technical knowledge and social, ethical, and contextual reasoning, using energy systems—particularly offshore wind—as an illustrative domain. We designed three course-integrated case studies in thermodynamics, circuits, and statics/dynamics to embed sociotechnical judgment in middle-year engineering courses. These cases include pedagogical strategies, such as project-based learning, problem-based learning, and role-play exercises connecting technical analysis with social, environmental, and policy considerations. The design of these case studies is rooted in real-world problems surrounding U.S. offshore wind, engineering science learning outcomes, and ABET student outcomes. In these pedagogies, we have created opportunities for students to analyze technical systems while engaging with social, ecological, and political factors. Offshore wind projects, including turbine siting, transmission system design, and efficiency trade-offs, provide opportunities to operationalize sociotechnical reasoning in authentic, regionally relevant contexts. Sociotechnical judgment provides a practical framework for bridging technical competency and contextual reasoning in engineering education. Integrating sociotechnical cases into core courses will prepare students to navigate complex, real-world systems through engagement with ethical, social, and environmental considerations inherent in engineering practice. Large language model-based virtual patients (LLM-VPs) are an emerging simulation tool for health professions education, but their design and integration into curricula are not well characterized. This scoping review mapped how LLM-VPs are being used for simulated clinical learning across health professions. Following a protocol registered on OSF, we searched MEDLINE, EMBASE, CENTRAL, Scopus, and Web of Science to 11 April 2025, per PRISMA-ScR guidelines, and included 21 studies that used LLMs to generate virtual patients for simulated clinical encounters. Data were extracted on technical design, fidelity domains, curricular integration, human factors, and Technology Acceptance Model constructs, and synthesized narratively. Most studies (n = 11) were pilot or feasibility evaluations with small samples (median 21) and used GPT-based models with dynamic text chat. Integration was limited to 10 studies that operated as pilots, 7 as electives, and 3 as core curricular components. The outcomes focused on Level 2 learning (clinical reasoning and preclinical OSCE performance), with predominantly self-report assessments. No studies reported Level 3 or 4 outcomes. Fidelity was strongest in cognitive, socio-cultural, and emotional domains, and 11 studies reported hallucinations or inaccurate outputs. LLM-VPs appear feasible and well-received but remain early-stage, underscoring the need for fidelity-aligned design and more rigorous, longitudinal evaluations. Full article

Armed conflict management increasingly demands new normative and strategic frameworks that preserve human life while maintaining effective deterrence capabilities. This study develops a multidisciplinary framework for rethinking armed conflict through the concept of just peace, integrating theology, ethics, law, technology, and empirical communication analysis. The research analyzes 7957 YouTube videos from NATO, the United Nations, and the Vatican, published over two years, employing semantic network analysis, modularity-based community detection, and sentiment analysis to identify emerging discourse patterns around peace, technology, and regulatory complexity. The findings suggest that contemporary socio-technological conditions are increasingly framed in ways that open a discursive space for rethinking conflict management beyond exclusive reliance on large-scale lethal force. Positive messaging correlates with higher audience engagement, while concepts such as law, ethics, religion, and technical standards emerge as interconnected regulatory domains. The study concludes that just peace is not naïve pacifism but a strategic, normatively grounded reorientation in contemporary deterrence thinking. Effective implementation requires integrated regulatory frameworks combining legal norms, ethical principles, religious values, and technical standards. The evolving technological landscape may allow deterrence systems to move beyond exclusive reliance on lethal force toward more humane and efficient conflict-management mechanisms. Full article

Artificial intelligence (AI) is increasingly embedded in smart city strategies, yet its role in advancing participatory urban planning remains underexamined, particularly in rapidly urbanizing metropolitan contexts of the Global South. This exploratory, governance-centered study investigates how AI can support participatory urban planning for sustainable smart cities, emphasizing institutional mediation and trust dynamics. Using a convergent mixed-methods design, the research combines a purposive stakeholder survey (n = 260) with qualitative thematic analysis to assess AI awareness and use, participation quality, institutional and technical readiness, and public trust in the Dammam Metropolitan Area, Saudi Arabia. The findings reveal a participation paradox: relatively high AI awareness and digital readiness coexist with low perceived influence and limited confidence in participatory outcomes. Institutional coordination gaps, skill constraints, and regulatory ambiguity mediate the translation of AI adoption into meaningful engagement. Stakeholders favor AI applications, such as interactive mapping, predictive analytics, and digital twin visualization, that enhance transparency and deliberation over automated decision systems. Qualitative evidence further indicates that AI is perceived not as a standalone solution, but as a catalyst for institutional reform, capacity development, and sustainability-oriented governance. The study contributes to urban science by empirically validating a socio-technical framework that positions AI as a facilitative governance instrument embedded within institutional and trust-building processes. The findings offer policy-relevant insights for cities seeking to align AI-driven innovation with inclusive, accountable, and sustainable urban development. Full article

The rapid growth of electric vehicles (EVs) is reshaping transport systems and accelerating the sustainable digital transformation of smart mobility. EV battery-swapping, delivered through platform-based, data-driven service networks, offers a low-carbon alternative to conventional refueling and plug-in charging by shortening replenishment time and enabling centralized battery management. However, the behavioral mechanisms driving user adoption of this digitally enabled infrastructure remain insufficiently understood. This study develops a socio-technical system (STS) model in which social and technical drivers influence users’ intention to adopt EV battery-swapping services via the dual mediation of perceived trust and perceived risk. Using a three-stage mixed-methods design that combines a PRISMA-based literature review, expert interviews with user-journey mapping, and a large-scale user survey, the study identifies six social and technical antecedents of EV battery-swapping adoption. Based on 565 valid responses from EV users in the Beijing–Tianjin–Hebei region, partial least squares structural equation modeling and multi-group analysis are employed to test the proposed framework. The results show that all six antecedents significantly affect perceived trust and perceived risk, which in turn mediate their impacts on adoption intention, with notable heterogeneity across income and usage-frequency groups. The findings provide a mechanism-based extension of STS theory for digitally mediated battery-swapping infrastructure by showing how socio-technical conditions shape adoption via trust and risk, and they offer actionable implications for operators and policymakers to build secure, user-centered swapping services within intelligent transport systems. This paper addresses the persistent failure of major digital investments to achieve sustained smart technology adoption in developing countries, limiting productivity and business growth. Although existing research identifies institutional weaknesses as a central barrier, it provides limited guidance on how progress can occur within such constraints. To address this gap, the Institutional Framework for Smart Technology Adoption (IFSTA), pronounced Eye-f-sta, is developed as a contingent institutional framework linking digital transformation theory with practical assessment tools. IFSTA argues that adoption success depends not on technology alone, but on strategic alignment with specific institutional contexts. The framework is built around three core pillars, governance architecture, socio-technical infrastructure, and adaptive capacity, and explains how their interactions generate differentiated adoption outcomes across five institutional contexts. Localization is conceptualized as a cross-cutting mediating mechanism through which governance arrangements, standards, platforms, and capabilities are adapted to domestic realities, shaping both current performance and future transformation potential. Three questions guide the analysis: how institutional contexts moderate the impact of infrastructure investment; what complementarities and compensatory mechanisms enable progress under institutional constraints; and how digital investments can be sequenced according to institutional starting points. To operationalize this logic, the Performance–Knowledge Index (PKI) is introduced as a context-sensitive diagnostic tool that identifies binding constraints and supports sequenced intervention design. The study contributes a contingent institutional model, a methodological bridge between diagnosis and implementation, and a structured, actionable framework for advancing sustainable digital adoption in developing economies. As a typical example of a high-density city, Macau’s medical resource allocation system, a key component of the city’s complex socio-technical system, suffers from significant spatial imbalances, which restricts the overall effectiveness of the medical service system. Based on the perspective of systems science theory, regards the allocation of medical resources as a dynamic system with multiple coupled factors. It comprehensively utilizes systems research methods such as POI data mining and space syntax analysis and employs techniques such as kernel density analysis and spatial structure coupling models to systematically evaluate the spatial structure, resource accessibility, and service balance of Macau’s medical service system. It found that (1) the Macau Peninsula has concentrated core medical resources, such as the Conde de São Januário Hospital (CHCSJ) and Kiang Wu Hospital, which form a core subsystem with high service saturation. Excessive concentration of resources has led to high concentration of a certain type of facility. (2) Taipa Island and the Cotai Reclamation Area have created an extended subsystem of medical resources along with urban development. However, the northern area does not have enough facilities, and its internal structure is not balanced. (3) Coloane Island has only basic health stations remaining, forming a marginal subsystem with scarce medical resources, which has a significant hierarchical gap with the core and extended subsystems. This spatial pattern of “saturated Macau peninsula, expanded Taipa Island, and sparse Coloane Island” is essentially a concrete manifestation of the imbalance between the medical resource allocation system and the urban spatial development system. Therefore, based on system optimization theory, it proposes constructing a multi-level, networked spatial system for medical facilities to promote the coordinated operation of various regional medical subsystems and achieve overall functional optimization and a balanced layout for Macau’s medical service system. This research analyzes the imbalance mechanism of high-density urban public service systems using systems science methods, providing not only a scientific basis for the precise optimization of Macau’s medical resource allocation system but also a practical reference for the planning and governance of similar high-density urban public service systems under a systems thinking framework. Lithium is a critical mineral for traction batteries and a cornerstone of the sustainable transition toward low-carbon transportation. Understanding the supply–demand dynamics and resource-saving potential of lithium is essential for advancing circular economy goals and ensuring the long-term stability of the electric vehicle (EV) industry. This study develops an integrated lithium forecast framework by coupling a System Dynamics (SD) model with dynamic Material Flow Analysis (MFA) and multi-scenario pathways. To ensure robust conclusions, the model is validated against historical data, and a multi-level sensitivity analysis is conducted to address the inherent uncertainties of evolving socio-technical assumptions over a ten-year horizon. The simulation results reveal that under the baseline scenario, China’s EV stocks and annual lithium demand will grow by 8.3 and 4.7 times from 2024 to 2035, respectively. This rapid expansion poses a significant sustainability challenge, as cumulative demand will deplete 50–71% of China’s domestic lithium reserves by 2035. Despite a projected supply–demand gap of 110–120 kt/yr, the study identifies critical pathways for resource decoupling and circularity. Technology-driven interventions, such as enhancing energy density and extending battery lifespan, can reduce primary lithium demand by up to 18.9%. Furthermore, optimizing the closed-loop recycling system can contract the supply–demand gap by 31–39%, demonstrating the pivotal role of secondary resource recovery in building a resilient supply chain. Despite this reduction, a persistent reliance on international markets remains inevitable. These findings provide a quantified scientific foundation for policymakers, emphasizing that lithium security requires a synergistic transition from volume-based subsidies to resource efficiency mandates and standardized, formal closed-loop recycling systems. Marine energy technologies offer renewable alternatives to conventional energy sources by harnessing ocean-based resources such as wave motion, tides, temperature, and salinity gradients. They are particularly promising for coastal and island regions. This paper presents a literature-based assessment of the technical potential and limitations of these resources, with a focus on the Adriatic Sea as a model for low-energy, semi-enclosed basins. Resource availability and technological maturity are systematically reviewed. Results indicate that wave energy offers the highest regional potential, with peak annual mean wave power reachig up to 2.784 kW/m near the southern offshore regions of the Adriatic. However, current resource levels limit feasibility to down-scaled, modular installations. Tidal and thermal energy are constrained by the Adriatic’s microtidal regime and limited temperature gradients. Although still in early development, salinity gradient systems may become viable near major river mouths such as those of the Po and Neretva. In addition to technical analysis, broad environmental and socio-economic considerations are reviewed to inform responsible marine energy development. These findings help define strategic development and research priorities for marine renewables in enclosed seas and other resource-constrained marine environments. Full article

Small-and-medium-sized enterprises (SMEs) increasingly depend on business partnerships to access markets and scale operations, yet they often face trust barriers during contract formation due to the complexity of the verification of their cybersecurity posture and compliance status by their partners. This problem is intensified by rising regulatory expectations, notably the EU Cyber Resilience Act (CRA), which many SMEs struggle to interpret and operationalize under constraints of budget, skills, and fragmented responsibilities. This study adopts a Design Science Research approach to blueprint and evaluate a lightweight mapping framework that links commonly implemented security controls to CRA requirements and to widely recognized benchmarks (ISO/IEC 27001 and CIS). Grounded in Institutional Theory and Socio-Technical Systems Theory, the artefact translates regulatory obligations into actionable, evidence-backed controls and produces partner-facing outputs that support transparency in negotiations and service level agreements. The framework is iteratively co-created with a multidisciplinary expert community. Expected contributions include a practical mechanism for making cybersecurity maturity visible, accelerating partnership formation, and enabling sustainable interorganizational relationships while remaining feasible for resource-constrained SMEs. The electricity supply system faces major challenges. The physical and social vulnerability of the monoculture of hierarchical, centralized systems urgently requires radical transformation of their organizational structures as well as their infrastructures. These transformations to low carbon are often characterized as ‘decentralization’. However, decentralization is a process that only signifies a move away from centralized models. This does not necessarily result in a decentralized architecture, but rather a model in which the dominance of ‘commercial private’ combined with ‘monopolistic public’ is replaced by cooperation and community. The research question is: what will be the design of future electricity grids after the transformation? The integration of distributed renewable resources and the growing need for resilience requires great diversity and flexibility from socio-technical smart grids. These involve digitization, enabling the transformation of power grids into networks of clustered, self-healing microgrids with distributed energy systems: generation, storage, transmission, demand response, and internal energy management. Several fundamentals of Common Pool Resources theory (Ostrom) on the analysis of sustainable management of natural resources are reviewed on their relevance: the Socio-Ecological System framework, distinct property regimes, the Polycentricity concept, and the Institutional Analysis and Development (IAD) framework. The transformation leads to ‘distributed’ rather than ’decentralized’ models. Governance no longer takes place from a single control point, but from many, spread across multiple levels, similar to ecosystems. End users play a key role and become partly coproducing prosumers. Governance is polycentric rather than decentral. The IAD provides as its most important condition that, at the legislative level, there must be minimum recognition of the right of ‘renewable energy communities’ to organize themselves as microgrids. This is immediately the biggest social acceptance challenge, as the current monoculture incorporates several lock-ins: incumbent powerful actors, centralized hierarchical control legislation, and obstructive market conditions, including taxing systems. Disaster Risk Management (DRM) for cultural heritage is increasingly recognized as a global priority, yet methodological harmonization and conceptual inconsistencies continue to hinder its effective implementation. This study develops and tests an integrated framework for Disaster Risk Assessment (DRA) applied to the Arian Baptistery of Ravenna—part of the UNESCO World Heritage property Early Christian Monuments of Ravenna since 1996. By combining elements from the ICCROM ABC Method, the IPCC/UNDRR conceptual models, and the QuiskScan model associated with the Nara Grid for value assessment, the research identifies the essential data, definitions, and conditions required to prepare a coherent risk knowledge base. The workflow includes five main steps: context analysis, stakeholder mapping, value assessment, terminological alignment, and risk components systematization. Results demonstrate that effective DRA depends not only on technical assessment of hazards but also on the integration of social, institutional, and governance factors that shape vulnerability. The study also proposes a hybrid hazard framework combining ICCROM’s Ten Agents of Deterioration with the UNDRR 2025 List of Hazards, expanding the concept of “dissociation” to include governance failures and socio-political risks. The Arian Baptistery thus serves as both a case study and a methodological laboratory, offering a replicable model for organizing knowledge, harmonizing terminology, and bridging disciplinary divides in cultural heritage risk management.
