Evaluating pharmaceutical enterprises with sustainable and high-quality development ability (SHQDA) can not only provide strategies for the pharmaceutical management department in formulating enterprise development plans, but also provide suggestions and guidance for enterprises to enhance their core competitiveness. Nevertheless, the prior research possesses several deficiencies in coping with the assessment of enterprises with SHQDA under uncertain environments to predict the psychological behavior of the evaluator and the correlation among the evaluation criteria. To conquer the aforementioned defects, we propose an integrated framework for rating pharmaceutical enterprises that incorporates regret theory, measurement alternatives and ranking based on the compromise solution (MARCOS) and Heronian mean operating within a single-value neutrosophic set (SVNS) environment. First, the single-valued neutrosophic number (SVNN) is employed to portray the assessment information of experts. Then, a novel single-valued neutrosophic score function is presented to enhance the rationality of the SVNN comparison. Next, a combined criteria weight model is constructed by synthesizing the best and worst method (BWM) and criteria importance through intercriteria correlation (CRITIC) approach to attain more reasonable and credible weight information. Furthermore, the integrated assessment framework combining regret theory-MARCOS method and Heronian mean operator is put forward to assess and select the enterprises with SHQDA under a single-valued neutrosophic setting. Ultimately, an empirical concerning the pharmaceutical enterprises assessment is presented within SVNS to illustrate the usefulness and effectiveness of the presented SVNS regret theory-MARCOS method. Thereafter, the sensitivity analysis and comparison analysis are implemented to provide evidence for the rationality and superiority of the proposed method. Full article

The aggregation operator is one of the most common techniques to solve multi-criteria decision-making (MCDM) problems. The aim of this paper is to propose an MCDM method based on the improved single-valued neutrosophic weighted geometric (ISVNWG) operator. First, the defects of several existing single-valued neutrosophic weighted geometric aggregation operators in terms of producing uncertain results in some special cases are analyzed. Second, an ISVNWG operator is proposed to avoid the defects of existing operators. Further, the properties of the proposed ISVNWG operator, including idempotency, boundedness, monotonicity, and commutativity, are discussed. Finally, a single-valued neutrosophic MCDM method based on the developed ISVNWG operator is proposed to overcome the defects of existing MCDM methods based on existing operators. Application examples demonstrate that our proposed operator and corresponding MCDM method are effective and rational for avoiding uncertain results in some special cases. Full article

The power Heronian aggregation (PHA) operator can use the advantages of power average and the Heronian mean operator, which together could take into account the interrelationship of the aggregated arguments, and therefore alleviate the effects caused by unreasonable data through considering the support degree between input arguments. However, PHA operators cannot be used to process single-valued neutrosophic numbers (SVNNs), which is significant for extending it to SVNNs. We propose some new PHA operators for SVNNs and introduce a novel MAGDM method on the basis of the proposed operators. Firstly, the definition, properties, comparison method, and operational rules of SVNNs are introduced briefly. Then, some PHA operators are proposed, such as the single-valued neutrosophic power Heronian aggregation (SVNPHA) operator, the single-valued neutrosophic weighted power Heronian aggregation (SVNWPHA) operator, single-valued neutrosophic geometric power Heronian aggregation (SVNGPHA) operator, single-valued neutrosophic weighted geometric power Heronian aggregation (SVNWGPHA) operator. Furthermore, we discuss some properties of these new aggregation operators and several special cases. Moreover, the method to solve the MAGDM problems with SVNNs is proposed, based on the SVNWPHA and SVNWGPHA operators. The recent boom of various integrated decision-making methods has attracted many researchers to the field. The recent integrated Analytic Network Process and Decision Making Trial and Evaluation Laboratory (ANP–DEMATEL) methods were developed based on crisp numbers and fuzzy numbers. However, these numbers are incapable of dealing with the indeterminant and inconsistent information that exists in real-life problems. This paper proposes improvements to the integrated ANP–DEMATEL method by bringing together the neutrosophic numbers, the ANP method, and the DEMATEL method, which are later abbreviated to NS-DANP. The proposed NS-DANP method can handle the indeterminacy elements in the decision-making environment, as the single-valued neutrosophic numbers are used in the decision analysis. This proposed NS-DANP modification method includes linguistic variables representing the single-valued neutrosophic numbers (SVNNs), and also introduces the single-valued neutrosophic weighted averaging (SVNWA) aggregation operator to aggregate the decision makers’ judgments instead of the typical averaging method. The applicability of the proposed method is illustrated by a case study of the coastal erosion problem along the Peninsular Malaysia coastline, where 12 factors were considered. Three experts of coastal erosion from different organizations were invited to elicit their linguistic judgments on the cause–effect of the coastal erosion. The seven-step decision approach was developed to acquire the weightage of each coastal erosion factor. The outcome of this study reveals that coastal development is the riskiest factor toward coastal erosion. The weight of factors and the cause–effect diagram could be very helpful for government and stakeholders to project a better mitigation plan for the coastal erosion problem. Comparative analysis is also provided to check the feasibility of the proposed method. Full article

Recently, the TODIM has been used to solve multiple attribute decision making (MADM) problems. The single-valued neutrosophic sets (SVNSs) are useful tools to depict the uncertainty of the MADM. In this paper, we will extend the TODIM method to the MADM with the single-valued neutrosophic numbers (SVNNs). Firstly, the definition, comparison, and distance of SVNNs are briefly presented, and the steps of the classical TODIM method for MADM problems are introduced. Then, the extended classical TODIM method is proposed to deal with MADM problems with the SVNNs, and its significant characteristic is that it can fully consider the decision makers’ bounded rationality which is a real action in decision making. Furthermore, we extend the proposed model to interval neutrosophic sets (INSs). Finally, a numerical example is proposed. Full article

Single-valued neutrosophic numbers (SVNNs) can express incomplete, indeterminate, and inconsistent information in the real world. Then, the common weighted aggregation operators of SVNNs may result in unreasonably aggregated results in some situations. Based on the hybrid weighted arithmetic and geometric aggregation and hybrid ordered weighted arithmetic and geometric aggregation ideas, this paper proposes SVNN hybrid weighted arithmetic and geometric aggregation (SVNNHWAGA) and SVNN hybrid ordered weighted arithmetic and geometric aggregation (SVNNHOWAGA) operators and investigates their rationality and effectiveness by numerical examples. Then, we establish a multiple-attribute decision-making method based on the SVNNHWAGA or SVNNHOWAGA operator under a SVNN environment. Finally, the multiple-attribute decision-making problem about the design schemes of punching machine is presented as a case to show the application and rationality of the proposed decision-making method. The Dombi operations of T-norm and T-conorm introduced by Dombi can have the advantage of good flexibility with the operational parameter. In existing studies, however, the Dombi operations have so far not yet been used for neutrosophic sets. To propose new aggregation operators for neutrosophic sets by the extension of the Dombi operations, this paper firstly presents the Dombi operations of single-valued neutrosophic numbers (SVNNs) based on the operations of the Dombi T-norm and T-conorm, and then proposes the single-valued neutrosophic Dombi weighted arithmetic average (SVNDWAA) operator and the single-valued neutrosophic Dombi weighted geometric average (SVNDWGA) operator to deal with the aggregation of SVNNs and investigates their properties. Because the SVNDWAA and SVNDWGA operators have the advantage of good flexibility with the operational parameter, we develop a multiple attribute decision-making (MADM) method based on the SVNWAA or SVNWGA operator under a SVNN environment. Finally, an illustrative example about the selection problem of investment alternatives is given to demonstrate the application and feasibility of the developed approach. Full article
