In this research, an innovative, integrative method is applied, which not only links media discourse and statutory planning documents but also involves both quantitative and qualitative analysis. By going beyond the traditional extreme of either policy review or text-based SETS frameworks, this study becomes the pioneer of a dual-coded, matrix-driven approach, which is capable of measuring policy–implementation gaps and empirically revealing the impact of media framing on disaster management outcomes. The 29 October 2024 Valencia flood, which claimed over 229 lives, highlights critical shortcomings in the region’s flood management policies. This study evaluates media and institutional sources to examine how public discourse aligns with post-flood management strategies. It focuses on Valencia’s statutory flood management plan, the “Pla d’acció territorial de caràcter sectorial sobre prevenció del risc d’inundació a la Comunitat Valenciana” (“Regional Action Plan for Flood Risk Prevention,” PATRICOVA) and its limited integration with the Socio–Ecological–Technological Systems (SETS) framework, which we identify as a central weakness. By analyzing Spanish media coverage, particularly from sources such as El País, ABC, and La Vanguardia, alongside government policy documents, the study reveals a gap between theoretical flood risk planning and practical disaster response. Our keyword-based text mining of leading newspapers highlights the neglect of social, ecological, and technological interactions. While PATRICOVA emphasizes nature protection and technological infrastructure, it overlooks critical societal dimensions and climate adaptation scenarios. Media analysis reveals significant failures at the SETS interfaces, especially in early warning systems, intergovernmental coordination, and community preparedness. Full article

The crisis of pension systems based on pay-as-you-go (PAYG) financing has led to the introduction in some countries, including Italy, of so-called notional defined contribution (NDC) pension accounts. These systems mimic the functioning of defined contribution systems in benefit calculations while remaining based on PAYG financing. Despite many appealing features, NDC accounts cannot automatically guarantee a system’s financial sustainability in the presence of demographic or economic fluctuations. The literature proposes automatic balance mechanisms (ABMs) of the notional rate applied to notional accounts and an indexation rate applied to pensions. ABMs may be based on two indicators: the liquidity ratio or the solvency ratio. Such ABMs may strengthen a system’s financial sustainability but may produce significant fluctuations in the adjusted notional rate, thereby undermining the social adequacy of the system. In this work, we introduce a mixed ABM based on both the liquidity ratio and solvency ratio and identify the optimal combination that guarantees financial sustainability of the system and, at the same time, maximizes the return paid to the participants at fixed levels of confidence. The numerical results show the advantages of a mixed mechanism over those based on a single indicator. Indeed, although the results depend on the system’s initial conditions and the different ABM configurations tested (16 in total), some common patterns emerge across the solutions. A solvency ratio-based ABM maximizes social utility, while a liquidity ratio-based one ensures financial stability. Although not optimal for either criterion, the ABM that mixes the liquidity ratio and solvency ratio in proportions ranging from 60–40% to 50–50% emerges from our numerical simulations as the best compromise to achieve these two objectives jointly. Fractional-order differential equations are prevalent in many scientific fields; hence, their study has seen a renaissance in recent years. The fascinating realm of fractional calculus is explored in this research study, with particular emphasis on the Harry Dym equation. To solve this problem, we use the Laplace Residual Power Series Method (LRPSM) and introduce the New Iterative Method (NIM). Both the mathematical complexity of the Harry Dym problem and the viability of the Caputo operator in this setting are investigated in our work. We go beyond the limitations of traditional mathematical methods to provide novel insights into the results of fractional-order differential equations via careful analysis and cutting-edge procedures. In this paper, we combine theory and practice to provide a novel perspective to the results of high-order fractional differential equations. Our efforts pay off by expanding our knowledge of mathematics and revealing the latent potential of the Harry Dym equation. This study expands researchers’ and mathematicians’ perspectives, bringing in a new and exciting period of progress in the field of fractional calculus. Full article

Metrology, the science of measurement, is an essential underpinning technology—an infratechnology. The correct functioning of the international measurement system that metrology supports is a prerequisite for the development of technology and wider progress in science. Metrology and the measurement system are at risk of being underappreciated. They potentially face a ‘no-win’ environment: their consistent success, a testament to their effectiveness, ironically leads to invisibility. The public and media tend only to pay attention when things go wrong, resulting in negative headlines. Furthermore, metrology’s emphasis on gradual, incremental improvements, crucial for maintaining long-term stability and safety, is incompatible with the short-term focus of the media. This leaves metrology perpetually struggling to gain recognition for its vital contributions and can lead to a danger that metrology will not receive the recognition or resources that it needs to continue delivering benefits. A different way of explaining the indispensability of metrology is therefore needed. This work takes a novel approach to explaining the benefits of metrology by considering the counterfactual argument—examining the consequences if the international measurement system was to fail. It concludes that a balanced argument demonstrating what benefits metrology provides, challenged with the counterfactual of what would happen if it did not, is likely to be the most effective mechanism to ensure the work of metrology and the indispensability of the international measurement system are properly appreciated. Financial support for environmental causes is more urgent than ever before. Thus, understanding consumer willingness to pay (WTP) for tourism is vital for policymakers, businesses, and researchers. This bibliometric study examined the trend of research on willingness to pay and tourism using 428 articles published in the Scopus indexed database between 1994 and 2023. The articles were extracted using the keywords “Willingness to pay tourism”. A Microsoft Excel sheet was used in the descriptive analysis, and a VOSviewer version 1.6.20 was used for the citation and co-occurrence analysis. The study found that willingness to pay is a complex aspect of environmental economics and tourism behaviour that is shaped by various aspects. Amongst other things, willingness to pay is shaped by aspects such as tourist biogeography, amongst others is the level of environmental awareness, environmental sensitivity, and education. In many respects, it is shaped by demographic factors such as age, gender, income bracket, and area of origin. Even though the major thrust of willingness to pay was anchored on sustainability and environmental protection, recent events in the mold of climate change, the COVID-19 pandemic, and technological innovation have played major roles in shaping tourists’ behaviour. Given the emerging thrust and focus, there is a need to respond to geographic knowledge gaps in tourism hotspots to understand how this will shape tourism sustainability from a Sustainable Development Goals (SDG) perspective going forward. In doing so, it will be critical to ensure continued fostering and understanding of how tourists’ willingness to pay for tourism destinations can lead to better design, marketing, and managed services to create memorable experiences that drive consumer loyalty. This study contributes to the discussion about a fair and balanced pension system with a collectively funded pension scheme or social security and a defined contribution pillar. With an invigorated risk approach using financial option positions, it considers the variance of socioeconomic interests of different society-earning cohorts. By that, it enables the assumption of un-uniformity in interests about the fair and sustainable pension design. Specifically, we claim that the alternative cost of hedging the ideal position to the counterparty position studies the implied risks and returns that participants are willing to absorb and hence may lead to a fair compromise when there are different interests. The novelty of the introduced method is mainly based on the variety of participants’ risks and not on the utility function. Accordingly, we spare the discussion about the right shape of the utility function and the proper calibrations. Full article

Previous research predicts an increasing financial deficit in Algeria’s PAYG retirement system, mainly due to rapid population aging, and parametric adjustments will be insufficient to alleviate this imbalance. Mitigating the effects of population aging will necessitate further intervention. In this work, we analyze how capping contributed salaries can help to mitigate the effects of population aging on the retirement system. Under generous Pay-As-You-Go schemes, promised pension payouts far exceed contributions. Thus, restricting contributions is expected to reduce the burden of future benefits by accepting lower contributions today, while directing public subsidies to low-income individuals. We simulate the future evolution of the financial balance of Algeria’s retirement system under various contributable salary caps versus various scenarios of environmental evolution and potential parametric reform actions. The results demonstrated that a 40% cap, along with major parametric reforms and an ideal environment, would help achieve a cumulatively balanced system in the long run. Full article

This review aims to analyze the emerging number of studies on biological media that describe the unexpected effects of different natural bioactive antioxidants. Hormetic effects, with a biphasic response depending on the dose, or activities that are apparently non-dose-dependent, have been described for compounds such as resveratrol, curcumin, ferulic acid or linoleic acid, among others. The analysis of the reported studies confirms the incidence of these types of effects, which should be taken into account by researchers, discarding initial interpretations of imprecise methodologies or measurements. The incidence of these types of effects should enhance research into the different mechanisms of action, particularly those studied in the field of basic research, that will help us understand the causes of these unusual behaviors, depending on the dose, such as the inactivation of the signaling pathways of the immune defense system. Antioxidative and anti-inflammatory activities in biological media should be addressed in ways that go beyond a mere statistical approach. In this work, some of the research pathways that may explain the understanding of these activities are revised, paying special attention to the ability of the selected bioactive compounds (curcumin, resveratrol, ferulic acid and linoleic acid) to form metal complexes and the activity of these complexes in biological media. Bacterial resistance is a growing problem worldwide, and the number of deaths due to drug resistance is increasing every year. We must pay great attention to bacterial resistance. Otherwise, we may go back to the pre-antibiotic era and have no drugs on which to rely. Bacterial resistance is the result of several causes, with efflux mechanisms widely recognised as a significant factor in the development of resistance to a variety of chemotherapeutic and antimicrobial medications. Efflux pump inhibitors, small molecules capable of restoring the effectiveness of existing antibiotics, are considered potential solutions to antibiotic resistance and have been an active area of research in recent years. This article provides a review of the efflux mechanisms of common clinical pathogenic bacteria and their efflux pump inhibitors and describes the effects of efflux pump inhibitors on biofilm formation, bacterial virulence, the formation of bacterial persister cells, the transfer of drug resistance among bacteria, and mismatch repair. Numerous efforts have been made in the past 20 years to find novel efflux pump inhibitors which are known to increase the effectiveness of medicines against multidrug-resistant strains. Therefore, the application of efflux pump inhibitors has excellent potential to address and reduce bacterial resistance. Full article

The impact of the chalcogen atomic electronegativity (O, S, and Se atoms) of new organic molecules on excited-state dynamical reactions is self-evident. Inspired by this kind of distinguished photochemical characteristic, in this work, we performed a computational investigation of chalcogen-substituted 3,6-bis(4,5-dihydroxyoxazo-2-yl)benzene-1,2-diol (BDYBD) derivatives (i.e., BDYBD-O, BDYBD-S, and BDYBD-Se). In this paper, we pay close attention to characteristic BDYBD derivatives that contain intramolecular double hydrogen bonds (O1–H2···N3 and O4–H5···N6). The main goal of this study was to explore how changes in atomic electronegativity affect the way hydrogen bonds interact and how excited molecules affect transfer protons. We go into further detail in the main text of the paper. By fixing our attention to geometrical variations and infrared (IR) vibrational spectra between the S0 and S1 states, exploring hydrogen bonding behaviors using the core-valence bifurcation (CVB) index, and simulating hydrogen bonding energy (EHB) via the atom in molecule (AIM) method, we clarified the photo-induced strengthened dual hydrogen bonding interactions that facilitate the excited-state dual-proton transfer (ESDPT) behavior of BDYBD derivatives. The reorganization of charge stemming from photoexcitation further verifies the tendencies of ESDPT reactions. We relied on constructing potential energy surfaces (PESs) by adopting a restrictive optimization approach, and herein, we finally clarify the gradual ESDPT mechanism of BDYBD derivatives. Particularly, we confirm that the variation in chalcogen atomic electronegativity has a regulatory effect on the ESDPT behavior of BDYBD derivatives; that is, the lower the atomic electronegativity, the more favorable it is for the gradual ESDPT reaction. Guarantees of Origin (GOs) were introduced in order to enhance transparency about the origin of green electricity produced in Europe, and to deliberately empower end-consumers to participate in the sustainable energy transition. The separation of electricity and the GO trade has resulted in a prosperous GO market that, however, has been characterized by non-transparency and opportunistic behavior. Historic price development has been opaque and can therefore not be used to forecast future GO prices. This paper, firstly, provides a thorough overview of the European GO market and an analysis of the historic price development; secondly, it proposes a model, the first of its kind, for determining future price developments of European GOs for different renewable energy technologies in different countries up to 2040. For household consumers, GO price determination is based on willingness-to-pay estimates from the literature, whereas for non-household consumers, the model introduces a novel approach to determine the willingness to pay for green electricity. Four different scenarios are considered (Status Quo, Sustainable Development, Full Harmonization, and Ideal Development) and annual GO data are used. The findings indicate that GO prices can be expected to increase on average in the next years, with prices ranging from 1.77 to 3.36 EUR/MWh in 2040. Sensitivity analysis shows that ‘WTP percentages’ have the highest influence on GO prices. It can be concluded that future GO prices will remain challenging to predict, even with the support of sophisticated models, due to the expected supply and demand-driven market growth affecting the market equilibrium prices for different GOs in different countries. The recent trend of Infrastructure as a Service is a service that provides IT components, like computing and storage, on a pay-as-you-go basis over the web. Today, IaaS has endless applications related to the businesses using it. After conducting a contextual analysis, we note that organizations have moved most of their activities to the cloud. For the most part, this implies that they presently use Software as a Service (SaaS) applications rather than authorized on-prem applications and that they have moved their restrictive programming and frameworks from a server farm to IaaS providers. For years, cloud experts have discussed whether there is truly such an amazing concept as a confidential cloud in IaaS, that is, an on-premises cloud in the client’s server farm. IaaS has undergone an extensive transformation from conventional equipment server farms to a virtualized and cloud-based framework. By eliminating the connection between equipment and working programs and middleware, companies found that they could scale data requirements rapidly and effectively to fulfill their responsibilities. To utilize IaaS, a business can buy a particular resource from a cloud computing supplier to reorganize its computing framework so clients can concentrate on tasks like acquiring and overseeing their own computer programs. This involves incorporating things like computer servers, applications for websites, and versatile gadgets. Along these lines, an enterprise can organize its own equipment infrastructure while having the required assets to carry out a plan of action. Full article

This paper employs probability methods to evaluate the fire safety performance of prestressed steel–concrete beam bridges based on simulation experimental research. Firstly, fire simulation experimental sample analysis was conducted on actual small box girder bridges to assess the structural response of prestressed steel–concrete structures to fire, as is in line with engineering practice. Next, we constructed a reliability analysis model to investigate the fire resistance performance of prestressed steel–concrete beam bridges. Combining reliability theory with the finite element method, we established a reliability analysis method for the fire resistance performance of prestressed steel–concrete beam bridges. Subsequently, we proposed a safety factor evaluation model for the fire resistance performance of prestressed steel–concrete beam bridges and then established a safety factor evaluation method for the fire resistance performance of prestressed steel–concrete beam bridges based on reliability back analysis. Finally, based on the analysis of the post-fire structural response in the specific case of a steel–concrete continuous beam bridge project moving from conditions of being simply supported to continuously prestressed, a structural resistance sample of the prestressed steel–concrete beam bridge was generated via the uniform design method, and statistical analysis was conducted. Subsequently, probability methods were used to evaluate the safety of the prestressed steel–concrete beam bridge after a fire. Through analysis, we concluded that the duration of the fire had a significant impact on the structural performance of prestressed steel–concrete beam bridges and that the randomness of parameters had a significant impact on the safety reserve of prestressed steel–concrete beam bridges following the fire. The field of cloud computing has witnessed tremendous progress, with commercial cloud providers offering powerful distributed infrastructures to small and medium enterprises (SMEs) through their revolutionary pay-as-you-go model. Simultaneously, the rise of containers has empowered virtualisation, providing orchestration technologies for the deployment and management of large-scale distributed systems across different geolocations and providers. Big data is another research area which has developed at an extraordinary pace as industries endeavour to discover innovative and effective ways of processing large volumes of structured, semi-structured, and unstructured data. This research aims to integrate the latest advances within the fields of cloud computing, virtualisation, and big data for a systematic approach to stream processing. The novel contributions of this research are: (1) MC-BDP, a reference architecture for big data stream processing in a containerised, multi-cloud environment; (2) a case study conducted with the Estates and Sustainability departments at Leeds Beckett University to evaluate an MC-BDP prototype within the context of energy efficiency for smart buildings. The study found that MC-BDP is scalable and fault-tolerant across cloud environments, key attributes for SMEs managing resources under budgetary constraints. Additionally, our experiments on technology agnosticism and container co-location provide new insights into resource utilisation, cost implications, and optimal deployment strategies in cloud-based big data streaming, offering valuable guidelines for practitioners in the field. Communities and villages are holistic organisms, representing a complete system formed by natural space and human activities. Since the concept of “future community” was put forward by the Drucker Foundation in the United States at the end of the 20th century, “future community” has expanded from the city to the countryside. Governments and scholars of various countries have started the practical and theoretical research into “future community”. Based on the theory of “village organism”, this paper constructs the structural model of the future countryside, and then constructs the health evaluation index system of the future countryside. This effectively makes up for the shortcomings of previous studies, and provides a new perspective and systematic analysis method for the study of community and village issues. Using entropy weight method and TOPSIS method, Jindong District was used as a case to conduct the quantitative evaluation of the development level of 46 administrative villages in the region. The results showed that: (1) the development level of the villages in the region was not high, and far from the requirements of future countryside, indicating that countryside revitalization has a long way to go; (2) within the region, competitive convergence occurs in the development process of all villages; (3) of the two major countryside systems in the future, the health level of the physical space system is higher than that of the social system, indicating that the local government pays more attention to the construction of the “external” image of the countryside and ignores the improvement of the “internal” function of the countryside society; (4) in the prospective construction of nine scenes of future countryside, an observable trend towards “grouping” differentiation emerges. This phenomenon underscores existing deficiencies in countryside construction, indicating that countryside areas still fail to realize the function of being “self-hematopoietic”. The determination and selection of sample indicators exhibit regional cultural disparities, permitting various regions to customize indicators with their specific contextual circumstances. Nevertheless, the universal approach of treating countryside areas as holistic entities remains essential in scholarly inquiry. Full article
