Against the backdrop of global challenges to food security and China’s push to modernize its agriculture, it is critical to understand how government strategies affect innovation efficiency. This study examines how three modes of intergovernmental competition—fiscal spending competition (strategically increasing public spending to attract resources), tax competition (providing incentives to promote investment), and promotion competition (officials prioritizing short-term projects for promotion)—affect the efficiency of agricultural science and technology innovations across China’s provinces. Utilizing panel data (2000–2021) and a Slack-Based Measure Data Envelopment Analysis (DEA-SBM) model, we find that fiscal spending competition suppresses efficiency, particularly in western regions where infrastructure investments crowd out R&D. Tax competition enhances efficiency, yet its impact is attenuated in central China due to low industrial upgrading. Promotion competition impedes long-term innovation, as frequent official turnover prioritizes short-term projects. Regional heterogeneity highlights eastern China’s market-driven advantages versus central/western regions’ structural constraints. Policy implications advocate for spatially differentiated governance, including R&D tax rebates in the east and cross-regional innovation alliances. This study contributes to fiscal decentralization theory by revealing the nonlinear effects of competition modes on agricultural innovation. Full article

Load monitoring has been identified as a valuable tool for optimizing training planning and minimizing injury risk. This study’s aim was divided into two main objectives: (1) to describe the physical demands during official competition through IMU (inertial movement unit) metrics and (2) to investigate the relationship between basketball statistics and these physical demands. Twelve female highly trained basketballers (26.5 ± 5.3 years, 180 ± 7.1 cm, and 73.6 ± 10.3 kg) were monitored during four official games. Our results indicate that games with more frequent possession changes, particularly those driven by steals and turnovers, exhibit higher physical demands. Additionally, longer game durations were associated with longer recovery time while maintaining similar active time and physical load. Players who assume prominent shooting roles face greater conditional demands, such as increased jumps and impacts, even with equal playing time. These findings suggest that IMUs provide valuable insights into high-intensity actions and patterns, indicating a direct association between physical load and player performance in professional female basketball. This study also highlights the potential for professionals to better manage workload and understand player demands using these insights, even in the absence of in-game sensor data. Our research underscores the importance of contextual analysis in sports performance studies, encouraging future investigations into game phases and their specific physical demands. Full article

After over 20 years of a strict moratorium on the turnover of agricultural land in Ukraine, an official market for this type of land has recently been established. The purpose of this study was to examine the functioning of the fundamental elements of this market from the moment of its introduction on 1 July 2021 until today, as well as to understand the possible directions for its further development. The analysis of the agricultural land market and the visualization of the obtained results were carried out using the PostgreSQL database, Python and SQL programming languages, and the QGIS and Metabase tools. It was found that the volume of the agricultural land market remains insignificant, as the total area of sold land during this period made up only 0.7% of the arable land area of Ukraine. Prices for land plots remained at the level of their normative monetary value and are still relatively low, which indicates the significant undercapitalization of agricultural land as a production factor. The stability of agricultural land prices under the influence of various factors also indicates their relative virtuality, which, taking into account the further lifting of restrictions on the size of land plots to be sold as of 1 January 2024, requires the use of appropriate land policy instruments in order to fully utilize the multipurpose role of land in the achievement of the Sustainable Development Goals, which should be based on a human-rights-based approach to rural development, food security, and land policy. The development of a resilient and circular bio-based economy is of paramount importance, notably in the EU, where current climate policies and evolving regulations strongly demand more sustainable practices, impacting monitoring and reporting, as well as the deployment of novel valorization routes for byproducts and waste streams. In this context, with the aim of assessing the current state of the European bio-based economy, a comprehensive analysis based on socio-environmental, socioeconomic, and technical indicators was carried out on major sectors, namely textiles, woodworking, pulp and paper, bio-based chemicals and materials, liquid biofuels, and bio-based electricity. Each sector was evaluated with respect to its main biological raw materials, and a methodology is proposed to link their geographical origin (inside or outside the EU), import shares, and internal production with socio-environmental impacts, based on official databases and indexes. Socioeconomic data (turnover and employment) and technical data (average bio-based content within the main products of the sector) were also considered for the analyses, allowing a multi-angle comparison between sectors and the identification of barriers and opportunities for future developments. Finally, a quantitative and qualitative overview of non-hazardous biogenic waste streams generated in the EU is presented, and opportunities for their valorization and reintegration into the EU bio-based economy are discussed. As a result of this analysis, beyond enabling the assessment of each sector within the bio-based economy, along with the assignment of values for comparison, the implementation of this evaluation facilitated the identification of improvement pathways, which were consolidated into a set of proposals. For decades, the comparison of experimental data with theoretical results in studying the biochemistry of vitamin B12 has been very confusing. While the methylcobalamin cofactor-dependent Methionine Synthase process can undergo unlimited turnovers, and some of the adenosylcobalamin-dependent processes run with close-to-unity equilibrium constants (e.g., with close-to-zero energy barriers), the DFT and QM/MM based on density functional theory, the most used and appreciated methods for calculating the electronic structure of molecules, have been showing a much shorter than experimental-determined Co-N distances in the vitamin B12 cofactors of Co+2 and the inadequate large energetic barriers of their enzymology bioprocesses. The confusion was even larger since some in vitro experimental data showed large barriers to the vitamin B12 cofactor reactions (which in fact play a destructive role in the Methionine Synthase process and which barriers were caused mostly by the influence of the solvents in which the reaction took place). It reached the point where solid contributions to the study of the biochemical processes of vitamin B12 were almost officially questioning the correctness of the experimental determination of the Co-N chemical bond distances in the cobalt(II) cofactors of vitamin B12. Unexpectedly, all the theoretical biochemistry of the vitamin B12 cofactors began to agree with all in vivo experimental data only when they were treated with the MCSCF method, the method that considers the orbital mixing, or in other words, the Pseudo-Jahn–Teller Effect. MCSCF data establish unknown mechanistic details of the methyl radical and hydrogen transfers, the origin of the electronic transfers between bioreagents, and the nature and the relationship between the bioreactions. The Pseudo-Jahn–Teller Effect, e.g., orbital mixing, governs vitamin B12 chemistry in general and provides insight into particular details of vitamin B12-dependent reactions in the human body. It turns out that the DFT or QM/MM based on DFT method theoretical data are incongruent with the experimental data due to their limitations, e.g., the unaccounted-for effects of orbital mixing. Under the background of government-oriented environmental governance in China, the environmental effect of local official turnover has become an important issue. How to improve governmental governance is an important issue that profoundly affects local environmental governance. Based on a literature analysis, this paper establishes an environmental-effect identification equation to deeply analyze the environmental effect of local official turnover on private enterprises. Then, this paper empirically analyzes the effect of local personnel turnover on the environmental pollution control of private enterprises and the persistence of this effect. The results show that the turnover of local officials has a positive effect on the pollution control investment of private enterprises, but the effect is not persistent. The interest collusion between local officials and private enterprises tends to be one main reason to explain the environmental effect, and two different types of interest collusions are determined: priority to self-interest and economic development. The reasons why the positive effect cannot last for long may be attributed to a lack of systematic and effective institutions or temporary administrative measures. It is important to make local officials fully realize the “green wealth” value of the ecosystems, to change their economic priorities. Finally, this paper proposes countermeasures for local governments on personnel affairs to promote environmental governance. Full article

Public health officials played a critical role in COVID-19 mitigation and response efforts. In Kansas, 51 local health department (LHD) administrators and/or local health officers left their positions due to the pandemic between 15 March 2020 and 31 August 2021. The purpose of this study was to identify factors that led to turnover of Kansas local public health officials during the COVID-19 pandemic. Those eligible to participate in this study included former LHD administrators and/or health officers who were employed at or contracted by a Kansas LHD on 15 March 2020 and resigned, retired, or were asked to resign prior to 31 August 2021. Researchers used a demographic survey, a focus group, and key informant interviews to collect data. Twelve former LHD leaders participated in this study. Four themes emerged from phenomenological analysis: politicization of public health; a perceived lack of support; stress and burnout; and the public health infrastructure not working. The findings of this study can guide the Kansas public health system to address the issues leading to turnover of leadership and prevent future turnover. Future research must explore strategies for mitigating leadership turnover and identify alternative public health structures that could be more effective. Full article

Environmental governance is one of the priority tasks that is faced by China in its drive for sustainable social development. Environmental protection necessitates an equal focus on pollution-source control and pollution governance, and it shall be safeguarded with sound local economic-development models and long-term environmental-protection mechanisms. In this study, we investigated the government-official-appointment system and the effects of the personal characteristics of government officials and economic variables on the local water-environment pollution, measured by industrial wastewater discharge, using a dataset of Communist Party of China (CPC) municipal committee secretaries and municipal governors covering the period 2003–2012. We found that some temporal and spatial factors of China’s personnel-management system for government officials are correlated to the environment. More specifically, the turnover and interjurisdictional transfer of municipal governors contribute to long-term environmental protection, longer tenures facilitate better environmental protection, municipal governors who serve in their native provinces but not in their native municipalities facilitate better local environment protection, and officials may take different approaches towards environmental maintenance and governance. In July 2020, the Executive Power submitted Bill no. 3887-2020 as the first step towards a wide reform of the Brazilian tax system. It will replace the current PIS/COFINS (charged on turnover of companies) by the CBS (a tax on goods and services), which includes a special regime for cigarettes. The novelty is that the specific cigarette tax will be charged on the highest retail price per cigarette brand across the country. This research simulates three scenarios that differ according to the price-setting strategy of the tobacco industry in reaction to the proposed tax reform. In all simulations, the tax reform would result in considerably higher cigarette prices, lower cigarette consumption, higher tax collection, and an implicit minimum price that is far above the current official price floor. Furthermore, the price dispersion and cross-border shopping across states would be reduced because prices and tax burden per brand would tend to be the same across the country due to the dominant price-setting strategy in the cigarette industry. China’s anticorruption efforts and depoliticized provisions trigger government officials to resign from firms, terminating corporate political connections established through managers. This paper addresses corporate depoliticization and its effect on firms’ green strategies. We disentangled how and why depoliticized firms actively take on green innovation and the moderating effect of politician turnover on the above relationship. This paper utilized the data related to China’s privately operated firms from 2008 to 2017 to test its hypothesis. Using the methods of propensity score matching (PSM) and difference-in-difference (DID) to mitigate endogeneity issues, the results indicate that (1) corporate depoliticization can foster green innovation; (2) the exploration of the boundary condition of politician turnover shows that the positive relationship between corporate depoliticization and green innovation is enhanced when depoliticized firms have experienced the changes of government officials; (3) anticorruption shocks can significantly and positively affect green innovation when interacted with a firm with depoliticization. These findings enrich corporate depoliticization and green innovation research. Full article

The public policies implemented in order to contain the spread of COVID-19 in the community have created issues both in the internal and the external environments of the Greek rural healthcare enterprises. This study aimed to investigate the full extent of the issues (internal and external) caused by the public policies. Regarding the external factors, we examined the state, the local authorities, the financial institutions, the social stakeholders and the citizens. Regarding the internal factors, we focused on turnover, liquidity, working conditions, internal changes related to patient care and the implementation of protective measures. A qualitative research was conducted among twelve rural healthcare business owners in the form of semi-structured interviews. The research was conducted in the fall of 2020 during the second phase of COVID-19. The research showed that these enterprises were severely impacted by the government’s public policies. Local authorities were not involved due to lack of competence. The business owners were unwilling to support their enterprises via bank lending. During the first phase of COVID-19, citizens postponed nonessential medical examinations, causing a reduction in these enterprises’ turnover. As a result, in the following periods, these enterprises faced liquidity problems. However, they developed social objectives and implemented protective measures for their employees and patients. The present study contributes to the mapping of the factors affecting the internal and external environments of rural healthcare enterprises along with the public policies developed in times of prolonged crisis. These kinds of data are crucial to the business world and government officials voting on social policies. One cannot rule out the possibility of a new financial or health crisis; the findings of this study can prove to be a useful tool in the process of decision making. Full article

Building lifetime and stock turnover are both key determinants in modelling building energy and carbon. However in China, aside from anecdotal claims that urban residential buildings are generally short-lived, there are no recent official statistics, and empirical data are extremely limited. We present a system dynamics model where survival analysis is used to characterise the dynamic interplay between new construction, aging, and demolition of residential buildings in urban China. The uncertainties associated with building lifetime were represented using a Weibull distribution, whose shape and scale parameters were calibrated based on official statistics on floor area up to 2006. The calibrated Weibull lifetime distribution allowed us to estimate the dynamic stock turnover of Chinese urban residential buildings for 2007 to 2017. We find that the average lifetime of urban residential buildings was around 34 years, and the overall residential stock size reached 23.7 billion m2 in 2017. The resultant age-specific sub-stocks provide a baseline for the overall stock, which—along with the calibrated Weibull lifetime distribution—can be used in further modelling and for analysis of policies to reduce the whole-life embodied and operational energy and CO2 emissions in Chinese residential buildings. This study aimed to examine the scoring strategies differentiating between winning and losing teams during FIBA EuroBasket Women 2017 in relation to different game scores. Data were gathered for all games of FIBA EuroBasket Women 2017 from the official website. The investigated scoring strategies were fast break points (FBP); points in the paint (PP); points from turnover (PT); second chance points (SCP); and points from the bench (PB). Games were classified with cluster analysis based on their score difference as close, balanced, and unbalanced and the differences in the scoring strategies between winning and losing teams were assessed using magnitude-based statistics. Results revealed no substantial differences in FBP in any investigated cluster. Furthermore, winning teams showed a substantially higher number of PP and PT (in close and unbalanced games) and SCP (in balanced and unbalanced games) compared to losing teams. Finally, winning teams scored substantially lower and higher number of BPs in close games and unbalanced games, respectively, compared to losing teams. In conclusion, all the investigated scoring strategies discriminate between winning and losing teams in elite women’s basketball except for FBP. These results provide useful information for basketball coaches to optimize their training sessions and game strategies. Full article
