In the digital age, online teacher professional development (TPD) has become a key strategy for enhancing instructional quality and ensuring equitable access to continuous learning. This research compares and analyzes Chinese online teacher professional development (TPD) with the United States over a period of ten years, from 2014 to 2024. This study uses a mixed-methods approach based on policy documents, structured surveys, and interviews to investigate how governance regimes influence TPD outcomes for fair education. Both countries experienced a massive expansion of web-based TPD access and engagement, with participation rates over 75% and effectiveness scores over 4.3 by 2024. China focused on fast scaling by way of centralized mandates and investments in infrastructure, while the United States emphasized gradual expansion through decentralized, locally appropriate models. Most indicators had converged by the end of the period, even with these different approaches. Yet, qualitative evidence reveals persisting gaps in functional access and contextual appropriateness, especially in rural settings. Equality frameworks with attention to teacher agency, policy implementation, and digital usability must supplant weak access metrics. A hybrid paradigm presents itself as an attractive means toward building equitable and productive digital TPD environments through the symbiotic integration of China’s successful scalability and the United States’ professional autonomy. Accomplishing China’s national targets of carbon peaking and carbon neutrality necessitates proactive solutions, hinging critically on fundamentally transforming rural construction models. Current construction practices in rural areas are characterized by inefficiency, high resource consumption, and reliance on imported materials. These shortcomings not only jeopardize the attainment of climate objectives, but also hinder equitable development between urban and rural regions. Using the Digital Industrial Park in Yongtai County, Fuzhou City, as a case study, this study focuses on prefabricated public buildings in regions with extreme hot–humid climate, and innovatively integrates BIM (Building Information Modeling)-driven carbon modeling with the Gaussian Two-Step Floating Catchment Area (G2SFCA) method for spatial accessibility assessment to investigate the carbon emissions and economic benefits of prefabricated buildings during the embodied stage, and analyzes the spatial accessibility of prefabricated building material suppliers in Fuzhou City and identifies associated bottlenecks, seeking pathways to promote sustainable rural revitalization. Compared with traditional cast-in-situ buildings, embodied carbon emissions of prefabricated during their materialization phase significantly reduced. This dual-perspective approach ensures that the proposed solutions possess both technical rigor and logistical feasibility. Promoting this model across rural areas sharing similar climatic conditions would advance the construction industry’s progress towards the dual carbon goals. Full article

This study presents the scientific and methodological foundation of Spain’s first national framework for the ethical management of community cat populations: the Action Plan for the Management of Community Cat Colonies (PACF), launched in 2025 under the mandate of Law 7/2023. This pioneering legislation introduces a standardized, nationwide obligation for trap–neuter–return (TNR)-based management of free-roaming cats, defined as animals living freely, territorially attached, and with limited socialization toward humans. The PACF aims to support municipalities in implementing this mandate through evidence-based strategies that integrate animal welfare, biodiversity protection, and public health objectives. Using standardized data submitted by 1128 municipalities (13.9% of Spain’s total), we estimated a baseline population of 1.81 million community cats distributed across 125,000 colonies. These data were stratified by municipal population size and applied to national census figures to generate a model-ready demographic structure. We then implemented a stochastic simulation using Vortex software to project long-term population dynamics over a 25-year horizon. The model integrated eight demographic–environmental scenarios defined by a combination of urban–rural classification and ecological reproductive potential based on photoperiod and winter temperature. Parameters included reproductive output, mortality, sterilization coverage, abandonment and adoption rates, stochastic catastrophic events, and territorial carrying capacity. Under current sterilization rates (~20%), our projections indicate that Spain’s community cat population could surpass 5 million individuals by 2050, saturating ecological and social thresholds within a decade. In contrast, a differentiated sterilization strategy aligned with territorial reproductive intensity (50% in most areas, 60–70% in high-pressure zones) achieves population stabilization by 2030 at approximately 1.5 million cats, followed by a gradual long-term decline. This scenario prioritizes feasibility while substantially reducing reproductive output, particularly in rural and high-intensity contexts. The PACF combines stratified demographic modeling with spatial sensitivity, offering a flexible framework adaptable to local conditions. It incorporates One Health principles and introduces tools for adaptive management, including digital monitoring platforms and standardized welfare protocols. While ecological impacts were not directly assessed, the proposed demographic stabilization is designed to mitigate population-driven risks to biodiversity and public health without relying on lethal control. By integrating legal mandates, stratified modeling, and realistic intervention goals, this study outlines a replicable and scalable framework for coordinated action across administrative levels. It exemplifies how national policy can be operationalized through data-driven, territorially sensitive planning tools. The findings support the strategic deployment of TNR-based programs across diverse municipal contexts, providing a model for other countries seeking to align animal welfare policy with ecological planning under a multi-level governance perspective. The population dynamics of high-altitude mountainous areas are shaped by a complex interplay of socioeconomic and environmental drivers. Despite their significance, such regions have received limited scholarly attention. This research identifies and examines the principal determinants of population changes in the high-altitude mountainous zones of Sichuan Province, China. Utilizing a robust quantitative framework, we introduce the Sustainable Population Migration Index (SPMI) to systematically analyze the migration potential over two decades. The findings indicate healthcare accessibility as the most significant determinant influencing resident and rural population changes, while economic factors notably impact urban populations. The SPMI reveals a pronounced deterioration in migration attractiveness, decreasing by 0.27 units on average from 2010 to 2020. Furthermore, a fixed-effects panel regression confirmed the predictive capability of SPMI regarding population trends, emphasizing its value for demographic forecasting. We also develop a Digital Twin-based Simulation and Decision-support Platform (DTSDP) to visualize policy impacts effectively. Scenario simulations suggest that targeted enhancements in healthcare and infrastructure could significantly alleviate demographic pressures. This research contributes critical insights for sustainable regional development strategies and provides an effective tool for informed policymaking. Full article

Rural regions face significant barriers to adopting IoT technologies, due to limited connectivity, energy constraints, and poor technical infrastructure. While urban environments benefit from advanced digital systems and cloud services, rural areas often lack the necessary conditions to deploy and evaluate secure and autonomous IoT solutions. To help overcome this gap, this paper presents the Smart Rural IoT Lab, a modular and reproducible testbed designed to replicate the deployment conditions in rural areas using open-source tools and affordable hardware. The laboratory integrates long-range and short-range communication technologies in six experimental scenarios, implementing protocols such as MQTT, HTTP, UDP, and CoAP. These scenarios simulate realistic rural use cases, including environmental monitoring, livestock tracking, infrastructure access control, and heritage site protection. Local data processing is achieved through containerized services like Node-RED, InfluxDB, MongoDB, and Grafana, ensuring complete autonomy, without dependence on cloud services. A key contribution of the laboratory is the generation of structured datasets from real network traffic captured with Tcpdump and preprocessed using Zeek. Unlike simulated datasets, the collected data reflect communication patterns generated from real devices. Although the current dataset only includes benign traffic, the platform is prepared for future incorporation of adversarial scenarios (spoofing, DoS) to support AI-based cybersecurity research. While experiments were conducted in an indoor controlled environment, the testbed architecture is portable and suitable for future outdoor deployment. The Smart Rural IoT Lab addresses a critical gap in current research infrastructure, providing a realistic and flexible foundation for developing secure, cloud-independent IoT solutions, contributing to the digital transformation of rural regions. Does Digital Literacy Increase Farmers’ Willingness to Adopt Livestock Manure Resource Utilization Modes: An Empirical Study from China

Enhancing farmers’ digital literacy is both an inevitable requirement for adapting to the digital age and an important measure for promoting the sustainable development of livestock and poultry manure resource utilization. This study surveyed and obtained data from 1047 farm households in Ningxia and Gansu, two provinces in China that have long implemented livestock manure resource utilization policies, from December 2023 to January 2024, and employed the binary probit model to analyze how digital literacy influences farmers’ willingness to adopt two livestock manure resource utilization modes, as well as to analyze the moderating role of three policy regulations. This paper also explores the heterogeneous results in different village forms and income groups. The results are as follows: (1) Digital literacy significantly and positively impacts farmers’ willingness to adopt both the “household collection” mode and the “livestock community” mode. For every one-unit increase in a farmer’s digital literacy, the probability of farmers’ willingness to adopt the “household collection” mode rises by 22 percentage points, and the probability of farmers’ willingness to adopt the “livestock community” mode rises by 19.8 percentage points. After endogeneity tests and robustness checks, the conclusion still holds. (2) Mechanism analysis results indicate that guiding policy and incentive policy have a positive moderation effect on the link between digital literacy and the willingness to adopt the “household collection” mode. Meanwhile, incentive policy also positively moderates the relationship between digital literacy and the willingness to adopt the “livestock community” mode. (3) Heterogeneity analysis results show that the positive effect of digital literacy on farmers’ willingness to adopt two livestock manure resource utilization modes is stronger in “tight-knit society” rural areas and in low-income households. (4) In further discussion, we find that digital literacy removes the information barriers for farmers, facilitating the conversion of willingness into behavior. The value of this study is as follows: this paper provides new insights for the promotion of livestock and poultry manure resource utilization policies in countries and regions similar to the development process of northwest China. Therefore, enhancing farmers’ digital literacy in a targeted way, strengthening the promotion of grassroots policies on livestock manure resource utilization, formulating diversified ecological compensation schemes, and establishing limited supervision and penalty rules can boost farmers’ willingness to adopt manure resource utilization models. Information and communication technologies (ICTs) are becoming increasingly important for sustainable rural development through the smart village concept. This study aims to model ICT’s potential for public services management in European rural areas. It identifies ICT applications across rural service domains, analyzes how these technologies address specific rural challenges, and evaluates their benefits, implementation barriers, and future prospects for sustainable rural development. A qualitative content analysis method was applied using purposive sampling to analyze 79 peer-reviewed articles from EBSCO and Elsevier databases (2000–2024). A deductive approach employed predefined categories to systematically classify ICT applications across rural public service domains, with data coded according to technology scope, problems addressed, and implementation challenges. The analysis identified 15 ICT application domains (agriculture, healthcare, education, governance, energy, transport, etc.) and 42 key technology categories (Internet of Things, artificial intelligence, blockchain, cloud computing, digital platforms, mobile applications, etc.). These technologies address four fundamental rural challenges: limited service accessibility, inefficient resource management, demographic pressures, and social exclusion. This study provides the first comprehensive systematic categorization of ICT applications in smart villages, establishing a theoretical framework connecting technology deployment with sustainable development dimensions. Findings demonstrate that successful ICT implementation requires integrated urban–rural cooperation, community-centered approaches, and balanced attention to economic, social, and environmental sustainability. The research identifies persistent challenges, including inadequate infrastructure, limited digital competencies, and high implementation costs, providing actionable insights for policymakers and practitioners developing ICT-enabled rural development strategies. This study explores digital inequality as a socio-spatial phenomenon within the context of smart inclusion, focusing on the Regional Unit of Xanthi, Greece—a region marked by ethno-cultural diversity and pronounced urban–rural contrasts. Using a mixed-methods design, this research integrates secondary quantitative data with qualitative insights from semi-structured interviews, aiming to uncover how spatial, demographic, and cultural variables shape digital engagement. Geographic Information System (GIS) tools are employed to map disparities in internet access and ICT infrastructure, revealing significant gaps linked to geography, education, and economic status. The findings demonstrate that digital inequality is particularly acute in rural, minority, and economically marginalized communities, where limited infrastructure intersects with low digital literacy and socio-economic disadvantage. Interview data further illuminate how residents navigate exclusion, emphasizing generational divides, perceptions of technology, and place-based constraints. By bridging spatial analysis with lived experience, this study advances the conceptualization of digitally inclusive smart regions. It offers policy-relevant insights into how territorial inequality undermines the goals of smart development and proposes context-sensitive interventions to promote equitable digital participation. The case of Xanthi underscores the importance of integrating spatial justice into smart city and regional planning agendas. Full article

Agricultural new quality productive forces (ANQPFs) signify the progressive trajectory of modern agriculture. However, their development encounters significant challenges in many nations. The digital economy, characterized by its strong innovative capacity, offers continuous impetus for advancing agricultural new quality productive forces (ANQPFs). Based on panel data from 30 Chinese provinces (2014–2023), this study employs a two-way fixed-effects model, mediation and threshold effect analyses, and a spatial Durbin model to comprehensively assess the influence of the digital economy (DE) on agricultural new quality productive forces (ANQPFs). The findings reveal that (1) the digital economy (DE) significantly enhances the advancement of agricultural new quality productive forces (ANQPFs); (2) while its positive effect is pronounced in eastern, central, and western China, the impact is weaker in the northeastern region; (3) rural financial development (RFD) acts as a mediator in the relationship between digital economy (DE) growth and agricultural new quality productive forces (ANQPFs); (4) the digital economy (DE)’s contribution to agricultural new quality productive forces (ANQPFs) demonstrates non-linear trends; and (5) spatially, while the digital economy (DE) boosts the local agricultural new quality productive forces (ANQPFs), it exerts a negative spillover effect on neighboring areas. This research offers fresh empirical insights into the determinants of agricultural new quality productive forces (ANQPFs) and suggests policy measures to support agricultural modernization. Background: Telehealth is an essential component of modern healthcare, and it was especially relevant during the COVID-19 pandemic, but disparities in digital and technological literacy among health professionals may limit its equitable adoption and impact. Objective: This study seeks to validate an eight-item telehealth literacy survey among health professionals in Central–South Chile and to examine demographic and behavioral determinants of literacy levels, developing predictive models to identify key factors. Methods: In this cross-sectional study, 2182 health professionals from urban and rural centers in Central–South Chile completed the adapted survey along with questions on age, gender, nationality, and frequency of telehealth use. We assessed internal consistency (Cronbach’s α), explored factor structure via exploratory factor analysis (EFA), and tested associations using Pearson correlations, t-tests, one-way ANOVA, and both linear and multinomial logistic regressions. Results: The instrument demonstrated high reliability (Cronbach’s α = 0.92) and a two-factor structure explaining 65% of variance. Age negatively correlated with literacy (r = −0.26; p < 0.001), while the frequency of telehealth use showed a positive correlation (r = 0.26; p < 0.001). Female professionals and those in urban settings scored significantly higher on telehealth literacy (p = 0.005 and p < 0.001, respectively). The reduced multinomial model achieved moderate classification accuracy (51.65%) in distinguishing low, medium, and high literacy groups. Conclusions: The validated survey is a reliable tool for assessing telehealth literacy among health professionals in Chile. The findings highlight age, gender, and geographic disparities, and support targeted digital literacy interventions to promote equitable telehealth practice. Full article

Despite extensive prevention strategies in Spain since the 1980s, gender-based violence, including among adolescents, remains prevalent, as observed in the Romance SUCC-ED Project (R&D&I Operating Programme ERDF Andalusia 2014–2020). This research study investigates the dimensions, meanings, relationships, and practices shaping the culture of romance in digital Andalusian adolescence (12–16 years) and its potential impact on school trajectories in Compulsory Secondary Education. Based on the premise that equality-focused relationship education is key to preventing gender violence, the study employs an ethnographic methodology with 12 Andalusian school case studies (4 out of them are located in rural areas) and 220 in-depth interviews (126 girls, 57.3%; 94 boys, 42.7%). This article aims to empirically explain gender violence in early adolescence by analysing the culture of romance as an explanatory factor. Findings reveal an interconnected model where dimensions (love, couple, sexuality, pornography, social networks, and cultural references), meanings (constructed by adolescents within each of them), relationships (partner), and practices (control and jealousy) reinforce romanticised femininity and dominant masculinity, thus explaining the high incidence of gender-based violence among students in the study. The construction and development of digital infrastructure have emerged as a crucial indicator of national competitiveness, which holds significant importance in driving the sustained growth of the national economy and the comprehensive advancement of society. This paper explores the impact of digital infrastructure on farm households’ scale management, aiming to reveal the role and potential of digital technology in agricultural modernization. Additionally, it seeks to offer a scientific foundation for the government to formulate agricultural policies and advance agricultural modernization. Using the OLS (Ordinary Least Squares) model, moderating effect model, and other methods, this study investigates how digital infrastructure affects farm households’ scale management based on micro-level research data of 2510 farm households from the CRRS (China Rural Revitalization Survey). The following conclusions are drawn: Firstly, the enhancement of digital infrastructure can motivate farm households to expand the land management area and increase the unit output of land. Secondly, farm households’ digital literacy positively moderates the effect of digital infrastructure on their land unit output; moreover, digital skills training for farm households exhibits a positive moderating effect on the influence of digital infrastructure on their management area. Finally, there is a heterogeneity in the impact of digital infrastructure on farm households’ scale management. Specifically, the promotion of farm households’ scale management is stronger in plain areas and weaker in hilly and mountainous areas; stronger for middle-aged and older and small-scale farm households; and weaker for youth groups and large-scale farm households. Based on this, this paper suggests increasing the investment in digital infrastructure construction, improving farm households’ digital literacy, carrying out digital skills training, and formulating differentiated regional policies for reference. Digital Economy and Chinese-Style Modernization: Unveiling Nonlinear Threshold Effects and Inclusive Policy Frameworks for Global Sustainable Development

This study focuses on the impact of China’s digital economy on sustainable modernization from 2011 to 2021, using provincial panel data for empirical analysis. By applying threshold and mediation models, we find that the digital economy promotes modernization through industrial upgrading (with a mediating effect of 38%) and trade openness (coefficient = 0.234). The research reveals “U-shaped” nonlinear threshold effects at specific levels of digital development (2.218), market efficiency (9.212), and technological progress (12.224). Eastern provinces benefit significantly (coefficient ranging from 0.12 to 0.15 ***), while western regions initially experience some inhibition (coefficient = −0.08 *). Industrial digitalization (coefficient = 0.13 ***) and innovation ecosystems (coefficient = 0.09 ***) play crucial roles in driving eco-efficiency and equity, in line with Sustainable Development Goals 9 and 13. Meanwhile, the impacts of infrastructure (coefficient = 0.07) and industrialization (coefficient = 0.085) are delayed. Economic modernization improves (coefficient = 0.37 ***), yet social modernization declines (coefficient = −0.12 *). This study not only enriches economic theory but also extends the environmental Kuznets curve to the digital economy domain. We propose tiered policy recommendations, including the construction of green digital infrastructure, carbon pricing, and rural digital transformation, which are applicable to China and offer valuable references for emerging economies aiming to achieve inclusive low-carbon growth in the digital era. Future research could further explore the differentiated mechanisms of various digital technologies in the modernization process across different regions and how to optimize policy combinations to better balance digital innovation with sustainable development goals. With the digital economy continuing to integrate deeply into the agricultural sector, agricultural digital transformation has emerged as a pivotal driver of rural revitalization and the development of a robust agricultural economy. Although existing studies have affirmed the positive role of agricultural digital transformation in promoting rural development and enhancing agricultural efficiency, its spatiotemporal evolution patterns, regional disparities, and underlying driving factors have not yet been systematically and thoroughly investigated. This study seeks to fill that gap. Based on provincial panel data from China spanning 2011 to 2023, this study employs the Theil index, kernel density estimation, Moran’s index, and quantile regression to systematically assess the spatiotemporal dynamics and driving factors of agricultural digital transformation at both national and regional levels. The results reveal a steady overall improvement in agricultural digital transformation, yet regional development imbalances remain prominent, with a shift from inter-regional disparities to intra-regional disparities over time. The four major regions exhibit a stratified evolutionary trajectory marked by internal differentiation: the eastern region retains its lead, while central and western regions show potential for catch-up, and the northeastern region faces a “balance trap.” Economic development foundation, human capital quality, and policy environment support are identified as the core driving forces of transformation, while other factors demonstrate pronounced regional and phase-specific variability. This study not only deepens theoretical understanding of the uneven development and driving logic of agricultural digital transformation but also provides empirical evidence to support policy optimization and promote more balanced and sustainable development in the agricultural sector. Japan’s 8.5 million vacant homes (Akiyas) represent a paradox of scarcity amid surplus: while rural depopulation leaves properties abandoned, housing shortages and bureaucratic inefficiencies hinder their reuse. This study proposes AKI2ALL, an AI-blockchain framework designed to automate the circular repurposing of Akiyas into ten high-value community assets—guesthouses, co-working spaces, pop-up retail and logistics hubs, urban farming hubs, disaster relief housing, parking lots, elderly daycare centers, exhibition spaces, places for food and beverages, and company offices—through smart contracts and data-driven workflows. By integrating circular economy principles with decentralized technology, AKI2ALL streamlines property transitions, tax validation, and administrative processes, reducing operational costs while preserving embodied carbon in existing structures. Municipalities list properties, owners select uses, and AI optimizes assignments based on real-time demand. This work bridges gaps in digital construction governance, proving that automating trust and accountability can transform systemic inefficiencies into opportunities for community-led, low-carbon regeneration, highlighting its potential as a scalable model for global vacant property reuse.
