The United States has one of the world’s largest criminal justice systems, with nearly 5.5 million people under correctional supervision and almost 2 million incarcerated. This scale of confinement, coupled with the rise of privatization across correctional and related services, reflects a broader neoliberal trend in public governance. This paper explores the consequences of privatization and marketization of the U.S. criminal justice system—particularly the proliferation of private prisons and immigrant detention centers—and draws parallels to the consequences of privatization of health and social care, especially long-term care (LTC). Both systems reveal shared logics of marketization that prioritize profit maximization, efficiency, and cost-cutting at the expense of care, justice, and equity. Relying on interdisciplinary perspectives from public health and criminology, this paper situates private corrections within the health policy framework of the Commercial Determinants of Health (CDoH), arguing that privatized carceral institutions not only harm incarcerated individuals but also endanger workers, families, and surrounding communities through systemic under-resourcing, precarious labor conditions, and structural violence. By comparing the private, for-profit prison industry with private for-profit LTC systems, we illustrate how these structures have commodified both care and correctional systems. These findings suggest that privatization within carceral and care sectors perpetuates health inequities and reinforces cycles of racial, gendered, and economic disadvantage. Accordingly, this paper calls for strengthening publicly held models and a reassertion of public accountability and interdisciplinary collaboration to restore social justice, health, and human dignity as central organizing principles of both systems for residents, workers, their families, and communities. Case law illustrates both the complexity of the regimes in England and Wales whereby children may be deprived of their liberty for welfare reasons and the inadequacy of provision to meet complex needs, which has led to a significant use of the power of the High Court to order a Deprivation of Liberty in unsuitable places. Calls have been made for legislative reform and less use of detention. Assuming human rights compliance will be a feature of a new framework, this article examines how the Convention on the Rights of Persons with Disabilities (CRPD), as illuminated by the comments of its expert Treaty Body, the Committee on the Rights of Persons with Disabilities (CRPD Committee), provides useful material as to the contents of a suitable legislative framework. Background/Objectives: People living in prison are at increased risk of communicable diseases due to overcrowding and suboptimal living conditions. This study aimed to estimate the uptake of recommended vaccinations among people living in prison, investigate their willingness to be vaccinated during detention, and identify factors influencing both uptake and willingness. Methods: This cross-sectional survey was conducted from October 2023 to July 2024 in four penitentiary institutions in Southern Italy. Results: Of the 1137 participants, 13.8% self-reported having received at least one vaccination schedule during their current detention. Those with chronic disease, who had received information about vaccines in prison, and with a longer detention were significantly more likely to have received a vaccination. Conversely, women, those not-at-risk from alcohol consumption, and those having at least one child were significantly less likely to have received at least one vaccination schedule in prison. Less than half of the participants (41.9%) expressed willingness to receive recommended vaccinations if offered in prison. Willingness was significantly higher in subjects of Italian nationality and with a longer detention. Moreover, heterosexuals and those who were married or cohabitant were significantly less willing to receive at least one vaccination schedule in prison. Conclusions: Implementing routine proactive vaccination activities could be effective, and should focus on both standard adult vaccinations and immunizations for individuals with specific risk conditions. This study examined associations between race-based discrimination and substance use among a predominantly minority sample of male youth, ages 13–19, residing in under-resourced neighborhoods in Pittsburgh, Pennsylvania. Youth completed in-person, anonymous electronic surveys about their lifetime experiences with race-based discrimination and past 30-day tobacco, alcohol, and marijuana use. Logistic regression models examined associations between race-based discrimination, measured as a sum of each discriminatory experience endorsed and by each individual discriminatory experience, and past 30-day substance use. Models controlled for age, sexual orientation, school suspension history, parental education, and intervention status. Although most youth (85.6%) reported experiencing one or more forms of race-based discrimination in their lifetime, total discrimination scores were not significantly associated with past 30-day substance use. However, item-specific analyses revealed that unfair police treatment was significantly associated with greater odds of tobacco use (AOR = 2.18; 95% CI 1.39, 3.41) and marijuana use (AOR = 2.26; 95% CI 1.51, 3.39). Study findings highlight the importance of item-specific measurement since types of race-based discrimination have different consequences for youth (e.g., detention from an unfair teacher, police arrest). Study results suggest the need for healing-centered strategies and policy reforms to address the negative impact of policing on minority youth’s well-being. Full article

In continental legal systems, the regulation of mediation in criminal matters is generally characterised by legislative restraint and a relatively low degree of normative elaboration. This is particularly evident in the case of post-sentencing mediation, especially mediation conducted during the execution of a custodial sentence, which in many jurisdictions lacks an explicit statutory basis. In some legal systems, the admissibility of mediation at the sentence-enforcement stage has not yet been conclusively determined. Paradoxically, however, this regulatory uncertainty creates a fertile field for scholarly inquiry, as de lege ferenda proposals may substantially influence both future mediation practices and the development of legal frameworks governing restorative justice. Against this background, this article explores the potential role of prison chaplains as mediators in penitentiary settings, examining both the opportunities and the limitations associated with such a model. The ministry of chaplains should not be viewed solely through the prism of their traditional pastoral and supportive functions towards inmates, but also in light of the professional standards and ethical requirements applicable to mediation. In this context, the study analyses the extent to which the role of a chaplain may be reconciled with the principles of mediator impartiality, neutrality, and professional competence. The article further argues that the development of a coherent framework for penitentiary mediation should encompass three distinct contexts: mediation conducted during pre-trial detention, mediation undertaken during the execution of a sentence following a final judgment, and mediation relating to new offences committed within penitentiary institutions against fellow inmates or prison staff. Drawing on mediation practice and empirical research, including interviews with prison chaplains, the study formulates criteria for determining mediator status and qualifications and compares them with the legal and organisational principles governing religious ministry in correctional institutions. The analysis ultimately contributes to the broader debate on the institutionalisation of restorative justice mechanisms within the penitentiary system. Full article

Green roofs are used as nature-based solutions for urban stormwater management and for improving the thermal performance of buildings. Their hydrological performance depends on structural properties and rainfall characteristics, but the relative importance of these factors has not been fully quantified. Therefore, this study aimed to identify the key variables controlling the hydrological effectiveness of a green roof. A conceptual model of a flat roof representing a typical single-family building in south-eastern Poland was developed in the Storm Water Management Model (SWMM), with a modeled roof area of 232 m2 and 100% of the roof surface covered by the green roof LID system. A total of 24,576 simulation cases were analyzed, considering different values of soil thickness, berm height, initial saturation, vegetation-related storage, rainfall duration, rainfall probability, and rainfall temporal distribution. The hydrological response was evaluated using peak runoff reduction and cumulative runoff volume ratio determined at selected times after rainfall. Predictive models based on the eXtreme Gradient Boosting (XGBoost) algorithm were developed, and their interpretation was performed using the SHapley Additive exPlanations (SHAP) method. The main novelty of the study is its application-oriented framework combining SWMM simulations, XGBoost modeling, and SHAP explainability to distinguish the factors controlling peak runoff reduction and delayed runoff release from a green roof. The results showed that peak runoff reduction ranged from 10.97% to 100.00%, with a median of 99.91%, indicating a generally high capacity of the analyzed system to attenuate peak flow. In contrast, the cumulative runoff volume ratio increased over time, with median values rising from 0.05% immediately after rainfall to 7.91% after 24 h, confirming the significant retention and detention potential of the green roof. SHAP analysis revealed that peak runoff reduction was governed primarily by berm height, whereas cumulative runoff volume was controlled mainly by initial substrate saturation. The results confirm that different mechanisms control short-term and long-term green roof performance. Full article

Efficient operation of rainwater pumping stations is essential for mitigating urban flooding under climate change. This study focuses on the Samcheok Osipcheon watershed, located in Gangwon-do, South Korea, and proposes a deep learning-based inflow prediction framework for the Samcheok-si drainage system using SWMM-simulated datasets. A total of 900 rainfall scenarios were generated and used to train three models: ANN, CNN, and LSTM. All models reproduced inflow hydrographs with high accuracy, but the CNN model showed overfitting with oscillations in the recession limb. The LSTM model demonstrated the best performance, achieving an NSE of 0.97 and a PPE of 3.45%. Based on the predicted inflow, two pump operation strategies were evaluated. The proactive operation considering upstream surcharge conditions, combined with second-level control, reduced peak water levels from 2.585 m to 2.439 m (approximately 5.6%) compared to the conventional operation. In addition, second-level pump operation reduced excessive discharge and stabilized detention basin water levels. The results indicate that the proposed framework can support real-time pump operation, enhance the resilience and sustainability of urban drainage systems, and contribute to sustainable urban flood mitigation. The rapid growth of the low-altitude economy and urban air mobility (UAM) is reshaping urban transport and infrastructure systems. However, current planning practices still tend to treat green spaces, stormwater facilities, and drone infrastructure as separate subsystems. This paper proposes a Garden Hydrology UAV collaborative infrastructure framework for resilient urban low-altitude logistics and inspection. Pocket parks and sponge city facilities (rain gardens, detention basins) are redesigned as multi-functional UAV bases that integrate take-off/landing and charging with stormwater retention and recreation. A SWMM-based hydrological model provides time-varying inundation and storage states, which are mapped into dynamic node availability constraints for UAV operations, using EPA SWMM 5.2. A multi-objective optimization model is formulated to minimize logistics operation cost, hydrological risk exposure and noise impact on sensitive receptors, while respecting airspace and battery constraints. A stylized 4 km2 high-density district is used to evaluate three scenarios: depot-only operations, garden–UAV integration without hydrological coupling, and the full collaborative framework with SWMM-based node availability and high-precision navigation. Simulation results show that the integrated design reduces makespan by up to 19.7%, energy use by 22.3%, and hydrological risk exposure by 63.4%, while lowering noise exposure by 21.3%, relative to the baseline. The study suggests that garden and sponge city infrastructures can become key physical supports of smart low-altitude networks under the low-altitude economy. Full article

Access to primary care services is essential for promoting mental health, yet immigrants experiencing homelessness face significant barriers to care. This study explores factors that influence access to primary care services in the UK. A qualitative design was employed, involving in-depth semi-structured interviews with 30 immigrants experiencing homelessness and 30 stakeholders across healthcare, voluntary, and local authority sectors. Data were analysed using thematic analysis, guided by the Levesque framework of healthcare access and an intersectionality lens. Findings reveal that access is influenced by intersecting structural barriers, including fear of detention and deportation, cultural stigma surrounding mental health, digital exclusion, and financial hardship. These barriers delay help-seeking and shift care-seeking toward emergency services. Increasing reliance on digital systems in primary care further excludes individuals with limited access to devices, connectivity, or digital skills. These findings indicate that barriers to accessing primary care services may hinder the early identification and preventive management of mental health needs among homeless immigrants. Improving access requires structural reforms that address legal, financial, and digital barriers, alongside more culturally responsive and trust-based care. Without such changes, digital health innovations risk reinforcing existing inequalities and limiting the role of primary care in early mental health intervention and prevention. Full article

Background: Equine-assisted programs have been shown to promote psychosocial outcomes, but quantitative evidence of motor benefits in correctional settings is scarce. Aim: The present study examined the effects of a one-week equine-assisted riding program on riding performance, movement quality, and well-being among young inmates in an open German prison. Methods: Ten male participants (24.5 ± 0.71 years) completed a five-day program combining practical riding exercises, cooperative activities, and guided reflection. Riding performance was assessed using standardized expert video ratings based on the German performance testing guidelines on a 10-point scale, movement quality using a semantic differential with bipolar adjective pairs assessing telic and autotelic dimensions on a six-point scale, and well-being using the WHO-5 Well-Being Index. A single-group pre–post repeated-measures design without a control group was applied. Results: Significant improvements were found in riding performance for both walk and trot, with large effect sizes (n = 10). Participants also reported a significant enhancement in the autotelic, experience-oriented dimension of movement quality, whereas no significant change occurred in the telic, goal-oriented dimension. Well-being increased significantly from pre- to post-test. Conclusions: Even a short, experience-focused equine-assisted program can produce meaningful improvements in motor performance, positive movement experience, and well-being in a correctional context. Equine-assisted programs may therefore represent a promising complementary approach to rehabilitation by integrating physical, emotional, and social learning processes. Full article

Port State Control (PSC) inspections play a critical role in enforcing international maritime safety and environmental standards, yet little is known about how compliance behaviour interacts with economic cycles. This study examines the relationship between vessel detentions and freight market conditions using monthly data from the Paris and Tokyo Memoranda of Understanding (MoUs) over the period 2010–2021. A system of simultaneous equations is estimated using the Generalized Method of Moments (GMM) and Three-Stage Least Squares (3SLS) to address the bidirectional relationship between detention activity and freight market conditions, proxied by the Baltic Dry Index (BDI) and, for tanker specifications, the Baltic Dirty Tanker Index (BDTI). The results are consistent with a positive and statistically significant bidirectional relationship: vessel detentions increase during periods of strong freight market conditions, while past detentions are positively associated with freight rates, a pattern consistent with a signalling and sentiment channel. Institutional factors, including flag state quality, classification society affiliation, and ISM-related deficiencies, are also found to significantly influence detention risk, though their direction and magnitude vary across MoUs and vessel segments. These findings are consistent with the presence of opportunistic incentives during economic upswings, challenging the conventional expectation that stronger market conditions promote higher compliance. The study contributes to the literature by linking regulatory compliance with economic cycles and highlighting the importance of adaptive, risk-based enforcement strategies. It is important to note, however, that the aggregate nature of the data does not permit direct identification of firm-level behavioural mechanisms, and the findings should be interpreted as associational evidence consistent with these theoretical mechanisms. Because high-precision DEMs are costly to obtain, while low-precision DEMs often fail to meet accuracy requirements for watershed flood simulation, this study proposes a multi-source DEM fusion method based on the Random Forest algorithm. This method combines K-Means slope clustering and Optuna hyperparameter optimization to realize adaptive weight allocation across eight slope zones. After multi-source DEM fusion, the fused DEM is applied to the flood simulation model of the Wei River Basin to simulate the catastrophic flood event in July 2021. The results show that the Mean Absolute Error (MAE) of the fused DEM ranges from 0.9855 to 1.7218, the Root Mean Square Error (RMSE) ranges from 1.0902 to 2.3953, and the Mean Error (ME) is close to 0 with no significant systematic bias. Compared with single-source DEM, the fused DEM reduces MAE by 21.32–85.32% and RMSE by 7.63–82.03%. In flood simulation, the peak discharge error based on the fused DEM is controlled within 0.013–0.059, and the coefficient of determination (R2) is not less than 0.9808. The simulated errors of inundation area and flood detention volume in flood detention areas are significantly lower than those using a single-source DEM. The proposed multi-source DEM fusion method can effectively improve terrain accuracy and the reliability of flood routing simulation, providing technical support for flood control scheduling in the Wei River Basin and watershed hydrological and flood simulation in data-scarce regions. This paper explores the ‘criminalisation’ of asylum in recent UK law and policy, most notably the 2022 Nationality and Borders Act (NABA) and 2023 Illegal Migration Act (IMA), and the ways in which this framework has fed through into recent legislative and policy measures. Whilst the development and expansion of criminal offences relating to irregular entry and arrival may be considered the most overt form of ‘criminalising’ people on the move, in this paper it is argued that the criminalisation of asylum in the UK today should not only be understood through the prism of crimmigration measures which are expressly penal in nature, but also through an array of measures which, although framed as administrative and civil, are similarly punitive in character and serve the criminal punishment rationale of retribution and deterrence. International timber trade has accelerated the global spread of the invasive red-haired pine bark beetle H. ligniperda, posing persistent challenges to phytosanitary inspection and border biosecurity. Rapid isothermal amplification assays are increasingly deployed in frontline quarantine settings to support timely regulatory decisions. However, their performance under the heterogeneous biological backgrounds typical of traded timber remains insufficiently evaluated, particularly with respect to the practical implications of low-level false-positive signals. We re-evaluated a previously reported isothermal assay for H. ligniperda using conditions that simulate timber transport and routine customs workflows. Fifty non-target arthropod species (predominantly insects), selected from quarantine interception records, were included to represent taxa likely to co-occur in operational contexts. Material from Lema decempunctata consistently generated weak but reproducible amplification signals across replicates. Sanger sequencing excluded contamination, confirming low-level non-target amplification in complex biological matrices. Although the signals were faint, ambiguous results in quarantine settings may trigger shipment detention, confirmatory laboratory testing, or temporary trade restrictions, thereby increasing inspection workload, delaying clearance, and generating avoidable compliance costs. These findings indicate that trade-mediated species assemblages can compromise assay performance beyond expectations derived from conventional taxonomy-based specificity testing. To reduce interpretive uncertainty and associated regulatory burden, we propose a tiered diagnostic workflow combining rapid on-site isothermal screening with specificity-oriented SYBR Green qPCR confirmation. This strategy enhances diagnostic reliability while preserving operational efficiency in applied biosecurity surveillance. Full article

Diversionary programs in the United States juvenile justice system were designed to redirect youth from formal legal processing towards services such as treatment, community service, or counseling. Alternative to Detention (ATD) emerged as a key strategy to reduce youth incarceration, though research suggests these programs often provide inconsistent and short-term benefits. Despite these limitations, ATD remains one of the primary, and frequently sole, methods funded and implemented by courts and stakeholders as a diversionary strategy. This article introduces Youth Enrichment Services (YES), a community-based non-profit in Pittsburgh, Pennsylvania, and describes how the Integrated Model of Juvenile Justice (IMJJ) is applied through universal, selective, and indicated interventions. As a community-based, multi-level approach, YES offers a holistic, practice-based model of prevention, mentorship, and family engagement, with implications for policy and community-driven juvenile justice reform.
