The Beni region in the eastern Democratic Republic of Congo is grappling with socioeconomic development and security challenges that have affected its natural ecosystems, especially those located in the northern Virunga National Park. This study aims to document the anthropization of the northwestern Virunga landscape from 1995 to 2021 in the context of insecurity. Using a cartographic approach and ecological-landscape-analysis tools, this study delves into the overall landscape changes through a comparative analysis of protected and unprotected areas. These investigations focus on landscape composition, transitions between land-cover classes, and the spatial transformation process. The northwestern Virunga landscape is undergoing significant land cover changes due to the influence of insecurity on socioeconomic activities, primarily agriculture. Agricultural land encompasses a larger area than other land-cover types. However, its expansion has decelerated since the 2000s. The loss of forested area is discontinuous. During relatively stable periods (1995–2005), forests exhibited a reduction of up to 2.90% in area, while in the period of the return of Iturian refugees to their province, followed by terrorist insecurity in Beni (2005–2021), the forested area increased by 2.07%. Savannah areas, which are mainly located in the graben rift valley and near Butembo, have been more heavily affected by human activity than forests. Ultimately, the apparent stability of the landscape can be attributed to its protected areas, especially Virunga National Park. Full article

Understanding the direct and positive impact of conservation incentive programs in the tropics is essential. Typically, conservation incentive programs in the tropics aim to enhance residents’ access to material resources, with the ultimate goal of improving human well-being. These programs are also intended to reduce human-induced threats to wildlife. However, access to material livelihood resources as a means to improved life satisfaction is a human-centered goal that may or may not benefit wildlife conservation. Using structural equation modeling, this paper examines the potential of life satisfaction to significantly reduce illegal forest use behavior of residents neighboring the Virunga Landscape parks in Uganda and Rwanda. The findings indicate that improved life satisfaction significantly reduces livelihood-based illegal forest use. However, improved life satisfaction was not found to reduce illegal forest use driven by traditional values and practices. The findings also indicate that illegal forest use driven by traditional values and practices significantly increases illegal forest use for livelihoods. Ultimately, this study suggests that although incentive-based programs in the Virunga Landscape may be helping to reduce illegal forest use for livelihoods, they may not be addressing traditional forest use practices. This paper recommends supplementing conservation incentive programs with community education programs and law enforcement to effectively control the dimensions of illegal forest use and its negative impacts on wildlife. This article examines the relationships between human perceptions of conflict with wildlife and satisfaction with the quality of life in the Virunga landscape in Africa where mountain gorillas live. In addition, it explores how determinants of quality of life may indirectly influence the perceptions of conflict between people and wildlife. Using the bottom-up spillover theory of life satisfaction, it is hypothesized that quality of life is determined by access to critical livelihood resources, such as food, healthcare, and income. Furthermore, socio-psychological conditions, such as emotional and psychological strength, may mediate the relationship between access to resources and quality of life. This study revealed that life satisfaction positively predicts perceptions of conflict between humans and wildlife. The findings also indicated that health and psychological conditions were the strongest predictors of life satisfaction compared to food and financial security. However, the findings revealed variations by country. For example, food security predicts life satisfaction in Rwanda but not in Uganda. Health security predicts emotional wellbeing in Rwanda but not in Uganda. These results indicate that the nature of the relationship between wellbeing indicators and perceived Human-Wildlife conflict is likely country-specific. Therefore, efforts to strengthen the quality of life to indirectly advance wildlife conservation goals may need to be different in Uganda and Rwanda. The findings also suggest that investing in improving the quality of life of forest communities may incentivize increased perceptions of Human-Wildlife conflict. This is likely a result of pervasive consequences of increased funding for community development programs to incentivize conservation, which risks associating conflict with funding. Additional implications for practice and research are discussed in the paper. Full article

Illegal activities pose challenges to the conservation of mountain gorillas (Gorilla beringei beringei) across the Virunga Landscape (VL). This paper investigates the relationship between household livelihood security (HLS) and the perceived prevalence of illegal activities across the VL. Results from a survey of 223 residents of areas adjacent to the VL in Uganda and Rwanda reveal varied links between human livelihoods and illegal activities threatening wildlife. For example, while poaching appears to be negatively associated with health and financial security among residents, it is positively associated with education security, indicating that education may be contributing to illegal activities threatening wildlife. Food security constraints were also found to be significantly associated with poaching. Finally, findings suggest that although HLS investments are essential in improving local community livelihoods, only food and financial security are the most effective means of reducing illegal activities in Virunga. Although a positive relationship between tourism and quality of life is the premise of using tourism to support biodiversity conservation, tourism scholars rarely assess the relationship between tourism and community livelihoods with rigorous empirical methods, even less so in African contexts. Focusing on communities in the Greater Virunga Landscape in Rwanda and Uganda, we conducted a household survey to acquire empirical data to test novel hypotheses about tourism’s influence on capital assets, household resiliency, and subjective wellbeing. Using inferential statistical analyses (e.g., analysis of variance, chi-square difference test, and independent sample t-tests), we compared the responses from 346 residents who have direct access to tourism livelihoods with responses collected from 224 residents not engaged in tourism. Contrary to expectations, our findings suggest that tourism may not lead to dramatic differences in access to capital assets. However, we did discover moderate influences on household resiliency and subjective wellbeing. These intangible and subjective wellbeing outcomes of tourism-based livelihood programs are challenging to assess empirically. Yet, they may be among some of the most important from a human development standpoint. As a first effort to integrate three theoretical frameworks that have, to date, seen limited application in tourism research, this study has opened the door to further work at the intersections of capital assets, family resilience, and wellbeing theories. In conclusion, we argue that incentivizing the protection of local environments through tourism must be extended to other forms of capital, while also considering more nuanced manifestations of intangible wellbeing outcomes. As such, this paper makes a significant empirical contribution to the ongoing theoretical and practical debates about the tourism-conservation relationship. Full article

In the recent past, peste des petits ruminants (PPR) emerged in East Africa causing outbreaks in small livestock across different countries, with evidences of spillover to wildlife. In order to understand better PPR at the wildlife–livestock interface, we investigated patterns of peste des petits ruminants virus (PPRV) exposure, disease outbreaks, and viral sequences in the northern Albertine Rift. PPRV antibodies indicated a widespread exposure in apparently healthy wildlife from South Sudan (2013) and Uganda (2015, 2017). African buffaloes and Uganda kobs <1-year-old from Queen Elizabeth National Park (2015) had antibodies against PPRV N-antigen and local serosurvey captured a subsequent spread of PPRV in livestock. Outbreaks with PPR-like syndrome in sheep and goats were recorded around the Greater Virunga Landscape in Kasese (2016), Kisoro and Kabale (2017) from western Uganda, and in North Kivu (2017) from eastern Democratic Republic of the Congo (DRC). This landscape would not be considered typical for PPR persistence as it is a mixed forest–savannah ecosystem with mostly sedentary livestock. PPRV sequences from DRC (2017) were identical to strains from Burundi (2018) and confirmed a transboundary spread of PPRV. Our results indicate an epidemiological linkage between epizootic cycles in livestock and exposure in wildlife, denoting the importance of PPR surveillance on wild artiodactyls for both conservation and eradication programs. The United Nations 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDG’s) presents a roadmap and a concerted platform of action towards achieving sustainable and inclusive development, leaving no one behind, while preventing environmental degradation and loss of natural resources. However, population growth, increased urbanisation, deforestation, and rapid economic development has decidedly modified the surface of the earth, resulting in dramatic land cover changes, which continue to cause significant degradation of environmental attributes. In order to reshape policies and management frameworks conforming to the objectives of the SDG’s, it is paramount to understand the driving mechanisms of land use changes and determine future patterns of change. This study aims to assess and quantify future land cover changes in Virunga National Park in the Democratic Republic of the Congo by simulating a future landscape for the SDG target year of 2030 in order to provide evidence to support data-driven decision-making processes conforming to the requirements of the SDG’s. The study follows six sequential steps: (a) creation of three land cover maps from 2010, 2015 and 2019 derived from satellite images; (b) land change analysis by cross-tabulation of land cover maps; (c) submodel creation and identification of explanatory variables and dataset creation for each variable; (d) calculation of transition potentials of major transitions within the case study area using machine learning algorithms; (e) change quantification and prediction using Markov chain analysis; and (f) prediction of a 2030 land cover. The model was successfully able to simulate future land cover and land use changes and the dynamics conclude that agricultural expansion and urban development is expected to significantly reduce Virunga’s forest and open land areas in the next 11 years. Accessibility in terms of landscape topography and proximity to existing human activities are concluded to be primary drivers of these changes. Drawing on these conclusions, the discussion provides recommendations and reflections on how the predicted future land cover changes can be used to support and underpin policy frameworks towards achieving the SDG’s and the 2030 Agenda for Sustainable Development.
