Waste-to-energy (WtE) are clean technologies that support a circular economy by providing solutions to managing non-recyclable waste while generating alternative energy sources. Despite the promising benefits, technology adoption is challenged by financing constraints, technical maturity, environmental impacts, supporting policies, and public acceptance. A growing number of studies analyzed the acceptability of WtE and identified the factors affecting the adoption of WtE technologies. This study aims to analyze these research hotspots, technologies, and acceptability factors by combining bibliometric and systematic analyses. An initial search from the Web of Science and Scopus databases identified 817 unique documents, and the refinement resulted in 109 for data analysis. The results present a comprehensive overview of the state-of-the-art, providing researchers a basis for future research directions. Among the WtE technologies in the reviewed literature are incineration, anaerobic digestion, gasification, and pyrolysis, with limited studies about refuse-derived fuel and landfilling with gas recovery. The identified common factors include perceived risks, trust, attitudes, perceived benefits, “Not-In-My-BackYard” (NIMBY), awareness, and knowledge. Moreover, the findings present valuable insights for policymakers, practitioners, and WtE project planners to support WtE adoption while achieving sustainable, circular, and low-carbon economies. Constructed wetlands (CWs) are man-made ecosystems that mimic the properties of natural wetlands. They are being utilized to treat various types of wastewater, from domestic to agricultural, municipal, commercial, and industrial effluents. Despite their economic viability and environmental benefits, their widespread adoption is challenged with several uncertainties, including public support, technology learning, and the impacts of climate change. This study proposes a valuation framework that considers these uncertainties to analyze the feasibility of CWs. Using existing CWs in the Philippines as a case, this study employs the real options approach to (1) evaluate the feasibility of CW projects using cost–benefit analysis, (2) calculate the value of postponing decisions to implement CWs projects using real options analysis, and (3) identify the optimal investment decisions for CWs considering the opportunity costs of waiting and uncertainties in public support and the impacts of climate change. Results found that the project is feasible with a net present value of USD 88,968. Yet, the real options value at USD 208,865 indicates that postponing the project may be a more optimal decision. Considering the cost of waiting, the valuation identified the threshold at 5.56% to immediately implement the project. The calculated values increase with uncertainty in public support but decrease with uncertainty in climate change’s impacts. Yet, these uncertainties prolong the decision to implement CW projects until they are resolved. The findings from this case study provide a basis for recommendations to support the adoption of CWs as nature-based water treatment for a more sustainable future. Full article

Constructed wetlands (CWs) are engineered water treatment systems that mimic the features and functions of natural wetlands. As a nature-based solution (NBS) for wastewater treatment, CWs are sustainable and cost-effective while providing various ecosystem services. However, their widespread application faces several uncertainties, particularly in developing countries. This study aims to analyze the success factors and challenges in implementing CW projects. Using the case of successful CWs in Bayawan City in the Philippines, this study surveyed 270 household heads from the community benefiting from the CWs and interviewed various CW stakeholders, including the project planner, management, community leader, social workers, and CW workers. The results showed that 89% of the respondents were aware of the existence of CWs in the community and 73% believed in their long-term sustainability. Among the identified factors for the successful implementation of the CW project were government support (43%), good governance (32%), and public support (14%). On the other hand, the implementation was challenged by improper maintenance (63%), overcrowding in the community (11%), foul smells (4%), funding (4%), and climate-related uncertainties, including natural calamities (4%), flooding (7%), earthquakes (4%), and sea level rise (11%). The implications of these success factors and challenges were discussed in the application of real options valuation to CW projects by incorporating the identified uncertainties into flexible decision making in the scaling up and widespread implementation of a more sustainable NBS to water resources management. In February 2023, an oil tanker carrying 5660 bbl of industrial fuel oil sank off Naujan in the Philippines, causing an oil spill in the waters of Oriental Mindoro and nearby provinces. The disaster affected fishing communities as well as marine ecosystems including the Verde Island Passage, which is at the “center of the world’s marine biodiversity”. This study assessed the immediate social and economic impacts of this oil spill on various communities of the Naujan coast. We conducted semi-structured interviews and employed a narrative analysis to explore the lived experiences of fisherfolk after the oil spill and to understand the socioeconomic impacts. With the prohibition of fishing and other aquatic activities, the participants lost up to USD 1300 of income per week from fishing. The participants had no other source of income due to the lack of other skills or an opportunity for an alternative livelihood in the community. While the government provided food packs and financial assistance, the participants found these insufficient to sustain their basic family needs including food, utilities, education, and health. Traces of oil were also found in the sources of potable water affecting their daily household activities. The fisherfolk, who live in communities that are vulnerable to natural and human-made hazards, had their subsistence, food security, and human well-being highly compromised. The findings provided recommendations for government interventions to mitigate the impacts of an oil spill and other future disasters, considering social, economic, and human ecological perspectives. Constructed wetlands (CWs) are nature-based solutions that utilize natural vegetation, soils, and microbes to treat domestic wastewater and industrial effluents. They are engineered treatment systems that mimic the functions of natural wetlands to capture stormwater, reduce nutrient loads, and create diverse wildlife habitats. Providing these monetary and non-monetary benefits, its implementation has grown in several applications and geographical spread. Recent studies integrate the ecosystem services of CWs in project valuation, and the critical analysis of research hotspots has not been made yet. This study employs a systematic review to analyze the literature on ecosystem services provided by CWs and how they are incorporated into the valuation of CW projects. Among the ecosystem services that have been identified are provisioning (biomass and water supply), regulating (wastewater treatment and purification, climate regulation, flood prevention, and erosion control), cultural (recreation and aesthetic, biodiversity, education, and research), and supporting (habitat formation, nutrient cycling, and hydrological cycle). In terms of valuation methods and techniques, the results identified contingent valuation, shadow pricing, cost–benefit analysis, benefits transfer, habitat evaluation procedures, replacement cost, and travel cost. The analysis results provide researchers with a concrete basis for future studies and directions for further development. This also provides policymakers and CW project planners with valuable insights on various aspects of policy support for CW adoption and project valuation. Full article

Geopolitical conflicts, involving a major player in the world market, affect the prices of oil and commodities, particularly in oil-importing countries. Consequently, the unprecedented changes in oil prices impact investments in energy transition projects. This study aims to analyze the dynamics of investment decisions in energy transition under uncertainties in geopolitical risks. This research applies the Black-Scholes-based real options valuation to value the flexibility in postponing energy transition investments considering the repercussions of the Russia-Ukraine war. Applying the proposed model to the case of the Philippines, the valuation result with a net present value of USD 231 million for a 1 GW capacity shows that energy transition is a viable project when the cost savings from using fossil fuels to renewables are considered. On the other hand, real options valuation finds a higher flexibility value of USD 990 million, which implies a better decision to postpone the project. The uncertainty in geopolitical conflicts further increases this value causing a longer waiting period to implement the energy transition project. Sensitivity analysis shows that the results are robust to changes in the explanatory variables. Results provide policy implications on making an oil-importing country energy self-sufficient and robust from economic and geopolitical shocks. Full article

Solar irrigation is a climate mitigation technology to reduce greenhouse gas (GHG) emissions in agricultural production. Despite its potential, small-scale farmers are unable to afford photovoltaic (PV) systems and resort to using the traditional diesel-powered pumps for irrigation. This study aims to analyze the social, economic, and environmental aspects of introducing solar irrigation systems from the perspective of small-scale farmers in developing countries. Applying socio-economic and environmental analyses to the case of the Philippines, the study found the environmental benefits of solar irrigation in terms of the reduction in GHG emissions of up to 26.5 tons CO2eq/ha/year and the avoidance of emissions of air pollutants such as carbon monoxide, nitrogen oxides, sulfur oxides, and particulate matter. The energy savings between 11.36 and 378.54 L/ha of diesel per year resulted in a range of −USD 1255/ha to USD 68,582/ha net present value, 30% to 2958% with an average of 315% returns on investment, and 0.3 to 30 years payback period with an average of 2.88 years. Regardless of the low awareness of environmental sustainability, most farmers were interested to invest in solar irrigation systems with 69% social acceptance, while the 26% were not interested as they consume a minimal amount of fuel and cannot recover the high investment from the cost savings. This study provided policy recommendations to make solar irrigation accessible to small-scale farmers as well as broader implications to make the agricultural sector more sustainable. Full article

The spike in COVID-19 cases all over the world poses a massive impact on various sectors of society. The global economy is no exception, for it has been severely affected by the unprecedented public health crisis leading businesspeople to shutdown commercial establishments and dramatically shifting businesses into digital platforms. Immense challenges brought by the pandemic have turned into great opportunities among entrepreneurs from different parts of the globe. In pursuit of the recovery path, they considered digital tools to be instrumental to surviving the crisis and even thriving in the long term. This study explores drivers and barriers to digital innovations in micro, small, and medium enterprises (MSMEs) during economic disruptions from the perspective of Filipino young entrepreneurs. Researchers employed a qualitative method for the conduct of in-depth interviews with 46 online entrepreneurs in the Philippines and transcribed them for Inductive Content Analysis to generate themes. Results found the adverse effects of the pandemic, which reinforce entrepreneurial innovations of shifting businesses to digital platforms, categorized into intrinsic (e.g., personal and professional growth) and extrinsic (e.g., mobility restrictions, market conditions, and household economic status) motivations. Participants described the barriers to digital entrepreneurship, including skills needed for doing online business, market-related problems in digital platforms, availability of quality internet infrastructures, and the pandemic restrictions. The findings of this study contribute to the entrepreneurship literature and areas for an empirical investigation to develop programs that support entrepreneurs during economic disruptions. This would serve as a guidepost in the formulation of government policies and strategies for economic recovery through digital entrepreneurship while considering the perspectives of young entrepreneurs. This further recommends future related researches to empower entrepreneurs, particularly those in the developing economies during the pandemic and beyond. Full article

Humanitarian emergencies pose a great challenge to how all sectors perform their functions in society. In several countries, these emergencies combined the pandemic and other man-made and natural disasters: “double disaster”, which affected the health, safety, and well-being of both individuals and communities. Students are a particularly vulnerable population for mental health problems considering the challenges with their transitions to adulthood. Using narrative analysis, this study explored the impacts of a double disaster on the mental health of students and how they cope up with these emergencies. The results showed that the occurrence of natural disasters during the lockdowns from pandemic brought stress to students in adjusting to distance education, completing academic requirements, and accessing technology for online learning. Participants expressed their anxieties about the spread of the virus in the community, particularly in the disaster evacuation centers with less strictly observed social distancing, insufficient hygiene and sanitation facilities, and lack of basic needs. Participants described their learnings and coping strategies that included helping one another, following the government protocols, finding additional sources of income, using energy for important purposes only, and leaning on faith. The findings of this study would be instrumental in formulating policies and strategic measures that best complement the needs of community members during a double disaster, particularly in addressing the mental health impacts of humanitarian emergencies. Electrification of public utility vehicles plays a vital role in the transition towards a more sustainable transport system. However, the adoption of electric vehicles (EVs) encounters varying challenges ranging from financing issues, government policies, and public acceptance. Using the Philippines as a case, this research applies political, economic, social, technological, legal, and environmental (PESTLE) analysis to determine how different drivers affect the adoption of EVs in the public transport system from various transport stakeholders’ vantage points. Survey results identified economic and technological factors as the main barriers to the adoption of electric public transport. This includes high investment and operational costs, lack of charging infrastructure, issues in driving range and use in different terrains, and the availability of EV parts and repair stations. On the other hand, the main enabler is the significant public support for the modernization of the public transport system through EVs, backed up by policy and legal drivers. For a zero-emission public transport system, this study recommends that the government should invest in sustainable sources of energy, develop more public infrastructure, diversify the transport sector, fund the development of locally made EVs, and initiate a massive information campaign in educating the public of its advantages. Electric vehicles are regarded as energy transition technology towards more sustainable and environment-friendly transportation systems. Despite the benefits of reducing the dependence on fossil fuels and greenhouse gas emissions, the adoption of electric vehicles faces several obstacles ranging from financing issues, government policies, and public acceptance. This study aims to identify the economic, environmental, and social impact of the adoption of electric vehicles for public transportation. Using the Philippines as a case study, the findings highlight the economic advantage of investing in electric public transportation with high public acceptance. The results further identify significant decrease in air pollution, reduction of greenhouse gas emissions and encourage lowering the reliance on imported fossil fuels by shifting the public transport from conventional to electric transport system. This study recommends stricter implementation of government policies on modernized public transportation, stronger government support on financing mechanisms, establishment of charging stations in public and private terminals, and boosting programs for developing local-made electric vehicles. To make electric vehicle more environment-friendly, the government must accelerate the energy transition by increasing the electricity share from renewable sources and investing in more sustainable sources of energy. The Philippines is moving towards a more sustainable public transport system by introducing a public utility vehicle (PUV) modernization program with electric jeepneys (e-jeepneys) and modernized diesel jeepneys. Despite its potential to address problems related to air pollution, traffic congestion, dependence on fuel imports, and carbon emissions, transport groups show resistance to the adoption of the government program due to costs and investment risk issues. This study aims to guide transport operators in making investment decisions between the modernized diesel jeepney and the e-jeepney fleet. Applying the real options approach (ROA), this research evaluates option values and optimal investment strategies under uncertainties in diesel prices, jeepney base fare price, electricity prices, and government subsidy. The optimization results reveal a better opportunity to invest in the e-jeepney fleet in all scenarios analyzed. Results also show a more optimal decision strategy to invest in the e-jeepney immediately in the current business environment, as delaying or postponing investment may incur opportunity losses. To make the adoption of the e-jeepney more attractive to transport operators, this study further suggests government actions to increase the amount of subsidy and base fares, establish public charging stations, and continue efforts to rely on cleaner, cheaper, and renewable sources of electricity.
