Dear Colleagues,

In the XXI century, objective trends and patterns of global social development have been formed in line with the post-industrial paradigm of the knowledge economy, which requires rethinking of traditional methodological approaches, categories and concepts, especially in the context of the fourth industrial revolution. Phenomenally dynamic scientific and technological progress, especially in terms of breakthrough innovations, qualitatively changes the models of business, public administration, social organization, consumption and culture on the basis of intellectualization, digitalization and networking. Such manifestations of globalization leave no doubt about its comprehensive nature and knowledge base.

System modernization of social relations capable of ensuring breakthrough development based on the effective use of knowledge resources has become urgent. This requires appropriate macro- and micro-sociological measures in the field of the development of the science, education, information and communication technology (ICT) sector on the basis of the comprehensive activation of innovations. Particularly tangible and unprecedented dynamic changes occur under the influence of ICT on a digital basis, which is manifested in the formation of qualitatively new phenomena and processes in business, where business models with priority of knowledge management, macroeconomic regulation, social and labor relations, etc., are most competitive. The conceptual basis for building the worldwide knowledge economy requires unbiased scientific substantiation. This is possible when taking into account the elements of supporting the development of the knowledge of the economy: social, economic, legal and educational.

In particular, under these conditions, one of the important tasks of legal science is the creation of a theoretical, legal and regulatory framework for the introduction of information technologies in various areas of social life. The law must regulate public relations that are related to information technology, as well as respond to threats and challenges of the knowledge society.

In sociological and economic studies, the definition of "knowledge society" (KS) is widely used, which largely explains the evolution of the economy in terms of the emergence of a new society with new relationships and social hierarchy.

Within the social aspect, issues related to the person as a subject of the economy are considered: change in the volume and structure of needs, development of abilities, motivation and interests, employment and social security. Transformation of the technological and economic structure of society cannot but affect and change aspects related to human social life. Today, a new maxim is manifested: the ability to retain and create conditions for further development of talented people is the main competitive advantage of any country. The socio-economic return on investing in human capital and building a knowledge society depends on how favorable the conditions will be for the accumulation and practical realization of a person's unique intellectual potential created at all levels of government without exception.

The introduction of the Industry 4.0 and Society 5.0 concepts has been undoubtedly challenging, and the readiness towards them could be fundamentally enhanced by strategic management and entrepreneurial governance. Bureaucracy in the majority of developing countries, including Indonesia, is an impediment due to the delays in bureaucratic reform and weak patterns of communication and coordination between their institutions. This study aims to analyze the readiness towards the era of Industry 4.0, and Society 5.0 in Indonesia from the perspectives of strategic management of the bureaucracy and entrepreneurial government. We undertake a case study on the organization of the Deputy for Human Resources of the Indonesian Ministry of Empowerment of the State Apparatus and Bureaucratic Reform and use a mixed method that simultaneously combines quantitative and qualitative methods. The resulted data from observations, in-depth interviews, and focus group discussions were then analyzed using path analysis, descriptive methods, and qualitative approaches. Our results finding shows that there is a strategic value in data-based policies, and the ownership of data from various perspectives is strategically used as a direction for policymakers. One of the impacts of the Industry 4.0 and Society 5.0 concepts is that the world has become increasingly connected. Hence, there are no boundaries between systems. Bureaucratic strategic management and entrepreneurial government have a significant effect on the readiness towards the Industry 4.0, and Society 5.0 concepts, in Indonesia, either partially or simultaneously. The main feature of Industry 5.0 is “personalization”, linked not only to provide customers with personalized products, but also, in our opinion, to ensure personalization in labor relations with employees, since it increases human value through human–machine collaboration. The human capital quality determines a significant contribution not only to the labor productivity growth, but also to extend a social communication, loyalty and employees’ trust. The study proposes the new methodological approach for corporate human capital assessment and management (CHCM) over new conditions of digital transformation. The CHCM uses methods of system analysis and synthesis, expert assessments, descriptive statistical analysis and survey. The novelty of CHCM is that, firstly, it reflects all the essential features and properties of human capital under emergence of new professions; secondly, it combines and comprehensively uses both quantitative and qualitative methods for human capital assessment, reflecting the subjective and objective aspects of human capital measurement; thirdly, it allows to create warranted management decisions about individual trajectories of professional development of employees, ensuring the continuous growth of individual, corporate and social wealth. It is proved experimentally that the implementation of individual trajectories for employees’ professional development provides 2–3 years’ perspective on companies’ performance growth. Full article

Choosing the proper research methods can pose a challenge for novice urban planners and designers. This study aimed to develop a more effective process for assisting urban planners and designers in selecting appropriate research techniques. The study used bibliometrics, systematic reviews, meta-analyses, and storytelling techniques as examples of urban planning and urban design research techniques. The results of this study provide techniques and procedures that can help urban planners and designers to conduct research reviews and follow the previous documented works published in the field. By utilizing suggested techniques and procedures, conclusive conclusions in urban planning and design research can be formed on the basis of compelling evidence. This study recommends developing a further innovative research methodology based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses by improving documentation and dissemination of research reviews. The acronym NEET refers to youths aged between 15 and 34 years old who are excluded from employment, education or training. However, historically, the NEET demographic has been depicted as a largely homogenous group. Against this backdrop and given the dependency of rural economies on agricultural practices for survival, such practices have been in decline for a number of years, seriously threatening rural communities’ sustainability. While these rural NEETs can present as registered unemployed and also within the reporting statistics of various different state-funded initiatives, interventions and programmes, in the case of Rural NEETs, there is a dearth of reporting categories that highlight the specificity of this group resulting in their presence being largely overlooked within official dissemination. In order to advance this emergent field of research, presented here is a Rapid Evidence Assessment protocol that will aid future work of the authors and for others to adapt and/or adopt. Full article
