The present manuscript considers the interaction between an electromagnetic wave and the ionospheric plasma, which is a field where the author is one of the leading experts in the world. The equations in this review paper are correct, as far as I have checked, and the manuscript is well-written. Without doubt, this review manuscript, which also contains several new results, thus deserves to be published.   It is not easy to suggest  improvements. However, the reference list can be slightly improved. In particular, I think that inclusion of the reference L. Stenflo, Physica Scripta T 107, 262 (2004) (which reconsiders the pump wave enhanced fluctuation spectrum that was derived in the seventies) would be of  use to those  readers who are interested in the theoretical work done in Scandinavia long ago.   I think that the authors amended manuscript will be a valuable new contribution to the plasma physics literature.

On page 38 of the revision, a paragraph marked in red is added in lines 1123 to 1125, to pointed out that ISR is another remote sensing instrument to diagnose the formation of cavitons,  cross checking ionograms' inference.
