The paper is interesting and deals with current topics of potential conflicts between those who have to legislate and regulate fishing activities and those who must comply with increasingly stringent and complex rules. The paper is quite well written and easy to understand even for those who deal with more scientific aspects of fishing.

This research addresses the maritime dispute settlement law to sustainable fishery governance. Overall, the communication is great. However, it will be better if the following minor issues is addressed: There is no sub-headings for Section 2 and 3, which are 4-5 pages long sections. It will be better to have some sub-headings to make the structure of these two sections clearer.
