I understand that the authors have undertaken a considerate review of the original submitted paper. 

However, I still believe that the paper suffers from a series of flaws that do not make it feasible for publication. 

Although the language has improved, the coherency of the sentences, and the lack of flow between paragraphs and sections, still bear a weight on the overall readability.

The paper does not provide a coherent and clear explanation of the outcomes, which seem to be scattered around the results, discussion and conclusions, without a strong backbone, and more importantly they do not challenge, nor refer to, existing literature in those specific fields.

The policy implications of the outcomes are weakly reported, and poorly investigated (with perhaps the exception of access to financial institutions).

I went now again through the manuscript and the very detailed responses which were really helpful to understand the approach. From my side, the manuscript has now really been improved and is now much more transparent in its methodology and thus results.

Also, the English is now on a good level and I would suggest to finally accept it in its present state.
