This paper proposes a fast homeostatic inhibitory plasticity rule circuit with a commercial memristor synapse. 

The authors are advised to address/incorporate the comments/suggestions in the revised manuscript.

1) Proper unit to be used throughout the manuscript. For example, In page 4, "The circuit operates as follows when the homeostatic learning window is set to 20 us and the overall learning window is set to 40 us."  20 us and 40 us to be represented as 20µs and 40µs respectively.

2) in page 4, "The homeostatic learning window control module circuit consists of two parts that 125 represent, respectively, the situation after the arrival of Pre and Post" Pre and Post can be represented with italic for better readability.

3) Similarly, authors are advised to carefully go through the entire manuscript and use proper symbols and italics wherever required (such as units, any signals), for better readability.

4) There are no discussions found with respect to hardware power dissipation.  Authors are advised to compute the power dissipation with various stimulus and perform the comparative analysis with conventional circuit implementations.

Dear authors,

 

A high quality article is submitted for the publication. The significant results are presented. The idea and presentation of the article are clear. I have only a few comments that could be taken into account:

·        Line 91This paper concludes with Section 5.”. In all previous sentence of the last paragraph of introduction, it is written what will be provided in every section. Maybe with the same logic it is better to provide that “The last Section 5 will provide the conclusions”.

·        Section and subsection should not start and finish with figure, formula or table. At least one sentence of text is necessary. For example the end of Section 2.

·        Line 103. Equation number (2). What is x and G_m(x) ? I understand that it is possible to find this information in picture number 2, but it is a good practice to present the meaning of variables immediately after the formula.

·        Line 219. Mistake in the title of section 4 “PSpcie”

·        After the title of commercial software usually the copyright symbol is added. For example in lines 220 and 223. “PSpice©

·        Figure 12, a. What represents the variable “x” on vertical axis?
