Please simplify abstract. Now abstract is clearly understandable only after reading of the whole manuscript.
Introduction: The part starting with “The analysis methods of pipeline laying process mainly…” is Literature overview and you can put it in different section. On the other hand, the part starting with “In the past studies on the laying of submarine pipelines…” can stay in Introduction.
In Mechanical model: RAO is not very clear. Please clarify… Is it “response operators”?
I am quite long in offshore oil and gas sector but I am not sure what is “International Petroleum Corporation Ocean Forum (OCIMF)”.
What is “VLCCs” and “JONSWAP”?
Few paper from https://www.mdpi.com/journal/jmse/special_issues/safe_oil_gas_drilling are dealing with pipe laying process and stability of ships… Please check if any is connected to your research and cite them if appropriate.

This paper reports on a dynamic model of subsea flexible pipeline during the pipe laying process. It considers the model's sensitivities to vessel motion and wave direction, height, and period.
Overall, the paper is well written and presented. The results are specific to the configuration considered, so they may have be of limited use to interested engineers and researchers. However, the authors made some general conclusions that some readers could find helpful. In future work, the authors may want to generalize the model (perhaps with a non-dimensional analysis) so a more complete picture of pipeline dynamics can be made.
The reviewer has just a few minor comments.
1. The resolution of the figures is quite poor. The figures should be vector-based graphics in the final version.
2. Is Fig. 6 missing units on the y-axis?
3. line 34: the word "riser" should be plural
4. line 39:add space before reference citation
5. line 49: correct the English around words "which to"
6 line 71: not sure why the researchers first name is used here
7. Line 122: Is C the usual symbol for the hydrostatic restoring matrix? C is usually the damping matrix.
8. line 170 (and others): When using "where" after an equation, "where" should not be capitalized because it is part of the previous sentence.
