The manuscript presents a very comprehensive study on the application of EC7 principles to rock engineering design.  The topic addressed in the research conducted by the authors is relevant and of interest to the community. The methodologies adopted for the definition of the procedure are clearly described. I believe it could make a contribution appropriate for the journal. The manuscript is very well-written, very clear, and with a very strong practical interest. There are no technical flaws in the study.

I recommend its acceptance in Geosciences.

A few minor points could be expanded, to further improve the overall readability of the paper:

  1. Figure 4, 5 and 6: Quality of the figures should be improved;
  2. Page 9, Figure 3: it would be good to organize the tables in a different way and present some discussion about what was done;
  3. Page 12, Figure 6: more detailed explanation of how partial safety coefficients were obtained.

Overall, a nice study!
