The paper reports in very detail the water management of a city. 
It seems very interesting and adapt for the journal 

I would improve anyway the fluidity of the reasoning and the possibility to insert more reference to the SDGs.

What I see is very lacking is the reference to international frameworks and the Agenda 2030 that I think can add a proper quality to an already good paper

I suggest authors to improve the "qualitative research design" paragraph. Specifically, the way surveys and interviews have been structured and conducted.

Are there specific questions? If yes, how have they been connected to the scope of this research? This aspect would help readers understand the coherence of the methodology with the objectives of the study.
